Letters: If possible, donate that federal check to people in greater need – TwinCities.com-Pioneer Press

When our family received a stimulus check in the spring, we decided the best use of this money was to give it to others. We gave some of it to family members suffering from the economic fallout of the pandemic, and we donated the rest to nonprofits facing an even greater demand for their services.
Now that Congress has passed another Covid relief bill that includes another stimulus check, we are pledging to donate this amount as well. My wife and I have been fortunate to retain our jobs and income throughout the pandemic, and while we could put the money to use for ourselves, there are too many others still suffering from the fallout of the pandemic.
I urge my fellow readers to consider how they can best use the stimulus funds to help others in need. Find a family member, friend, or neighbor who could immediately benefit from additional support. Alternatively, support one of the many nonprofits that have seen funding shortfalls and increased demand during this challenging year.
Congress has chosen a funding mechanism that prioritizes speed (of distribution) over need (of the recipient), so it is up to us to redirect the funds to ensure that those who have been most impacted by the pandemic receive as much help as possible.

I didnt intend to copy Charlie Brown today, but Good Grief, I see in the paper the culture cops are at it again.
A school, named To Be Decided (Im sorry but the previous name has been judged to be an embarrassment) has banned some books. Literature, deemed to be too dangerous an influence on the gentle sensibilities of our naive and innocent high school students.
Well first off, if you think todays high school students are naive and innocent, that description would be better applied to you.
But, secondly, if you exclude classic, thought-provoking literature from developing minds, you are starving them of the protein that develops the muscle of critical thinking. Leaving them to feed on the predigested carbohydrated snacks and treats of most of the popular media.
Sadly, too much snacking and treating turns to fat, an unfortunate condition to have in the head.
But, thirdly, and fortuitously more likely, banning a book will elicit a curiosity as to why it was forbidden, thus leading to even greater readership than before. I suggest Of Mice and Men; its a short, yet stimulating read.
Take care, wash your hands, cover your mouth, keep your distance and stay safe.

I just read the article about a high school pulling two books from English classes, reprinted in the Duluth News Tribune. I havent read either of the books, so I have no opinion on whether they are the best choices for classroom reading.
According to the article, however, the books have also been censored elsewhere. Do I misunderstand the word censor? I thought censoring a book meant to prohibit someone from reading it, or to suppress its availability. If you stop requiring it, is that also censorship?
If a school deems material inappropriate and bans it from the library, maybe that could be called censorship. But not changing a required reading list.

‘Theme of the film was anti-national’: Kerala censor board denies nod for movie on JNU agitation – Free Press Journal

Thiruvananthapuram: Malayalam film 'Varthamanam', set in the backdrop of students protest held in Jawaharlal Nehru University in New Delhi early this year, has been denied permission for screening by the Censor Board of Film Certification's (CBFC) regional office here.
Directed by noted filmmaker Sidhartha Siva with award- winning actress Parvathy Thiruvoth in the lead role, the movie revolves around the journey of a Keralite woman who goes to the JNU campus from the home state for her research studies.
Aryadan Shoukath, the film's producer-script-writer, said the CBFC officials here did not point out any reason for denying the certification.
He also said the movie would be submitted to the revising committee of the Censor Board in Mumbai for certification this week itself.
"The CBFC officials here just informed us that the film has to be submitted to the revising committee.
We still do not know why the movie is denied the certification," Shoukath, also a Congress leader, told PTI.
The award-winning script writer said he had carried out several months of research and studies before penning the script and spent several days in Delhi to get first-hand experience of the culture and lifestyle in JNU campus.
"We cannot send the movie for any award this time if we do not get the Censor Board clearance before December 31," he said.
Shoukath suspected that the nod for screening was denied on political grounds citing a recent tweet of a censor board member, who is also the state vice president ofSC Morcha of the BJP.
"Adv V Sandeep Kumar, a censor board member, recently tweeted that the permission was denied as Aryadan Shoukath was its script writer and producer.
Now a days Censor Board has several political appointees who have no basic knowledge of cinema," he said.
Shoukath, the other day, also uploaded on his Facebook page the screenshot of the controversial tweet of the regional censor Board member.
In his tweet, which was found removed later, Sandeep Kumar had said that he, as a member of the Board, was opposed to giving nod for the movie.
"As a member of the Censor Board, I saw the movie Varthamanam. The theme was the persecution of Muslims and Dalits in the JNU agitation. I opposed it.
Because Arydan Shoukath was its script writer and producer. Of course, the theme of the film was anti-national," the tweet said.
Violence broke out at the Jawaharlal Nehru University (JNU) campus early in January this year as masked men armed with sticks and rods attacked students and teachers protesting the fee hike and damaged property on the campus, prompting the administration to call in the police which conducted a flag march.
Coming down heavily on him, Shoukath, in his FB post, sought to know how a movie would become anti-national if it speaks about the students' agitation in Delhi campus or the democratic movements in the country.
"We are still living in India which is a democratic, secular and socialist country.
Is it based on the clan and race of the script-writer that a film is given a nod for screening? The undeclared emergency situation in the cultural sector cannot be accepted," the script-writer's FB post said.
Film sources here told PTI that when two censor board members, who are from the film industry, strongly supported the movie and wanted to give it a nod for screening, two others, who are political nominees, objected to it.
When contacted, the censor board officials here were unavailable for a comment.

Newsom said hell seek weekly testing for communities with high rates of transmission; masks for all students and staff; improved contact tracing; and the prioritization of school workers for vaccinations. Safety and mitigation measures, clearly we believe, can prevent transmissions in the school setting. Transmissions among and from younger students -- students-to students -- is simply not common.Newsom is pitching a phased approach to reopening, such that the states youngest as well as its most disproportionately impacted students would be prioritized, beginning in February, March or April. He wants to get everybody back on track across the spectrum by early spring, he said.The state would have to see an improvement in its outbreak before most schools reopen, with the vast majority of the population currently under stay-at-home orders. Filmmaker Min Htin Ko Ko Gyi received an usual censorship request for his 2013 film Thanakha.
There was a scene where a couple makes love in the film, he said. I hadnt filmed any adult scenes but put 5 seconds of black frames right after they went to bed holding hands. But they asked me to remove the black frames.
Their surprising answer?
The audience will think whatever they want because of those 5 seconds of black frames, he said they told him. They will imagine too much.
So like nearly every other director is forced to do, he made the cut.
All I wanted to show the audience was the moment the young couple made love according to their desire, he said. I left it for the audience to enjoy and let them take it as they want. But censorship did not allow it.
For long, a handful of people have held the power of life or death over Myanmars films by standing between them and release with the arbitrary power to hold certain scenes objectionable by a set of very subjective criteria.
While the official censors dont overtly ban films their refusal to certify them has the same result they frequently order scenes cut for capricious reasons, a frustration nearly every director has experienced in their career. Now, the countrys filmmakers are demanding changes to that system, the laws and more in the name of evolving the artform.
They want to be able to make films that include adult themes and arent held to vague rules about preserving the union, promoting ethnic harmony, preserving traditional culture and more that have been bent to fit the personal whims of the censors.
Whenever we think of making a film, we will have to avoid the list mentioned above, even if the script just makes everyone in this industry disappointed, said Ar Kar, director of the well-known 2018 film The Mystery of Burma. So the only way to fix it is to change the rating system and remove this censorship; let the artists create his/her own film freely.
That means coming up with a standard ratings system like those used elsewhere.
And theyve made headway. Na Gyi said the Ministry of Information has agreed to revise the rules and has asked for support within and without the industry to get it done.
On Wednesday, their petition was signed by Nyi Nyi Htun Lwin, chairman of the Myanmar Motion Picture Organisation.
Of the four films Ar Kar has made, he said all were censored in one way or another.
I had to reshoot, re-edit and reapply for censorship again and again, and I hate it, he said.
As the boards decisions are issued in private, no one even knows how many films have been censored or blocked by the board, at least outside the Myanmar Motion Picture Organization.
Coconuts contacted the organization to get an answer; it declined to provide one.
Director Na Gyi, director of the award-winning film Mi, said he got behind the campaign because the film industry has lagged behind other media in free expression.
Since there is no more censorship on books, paintings and other arts, film is the only thing thats still controlled by an organization, he said. Besides, those regulations are also old-fashioned. Thus, we want to change it, once and for all.
Famous performers including Nay Toe, Kyaw Kyaw Bo, Tun Tun, Daung, Ye Lay, Ye Tike, Pai Phyo Thu as well as serious directors Maung Myo Min (Yintwin), Na Gyi, Htoo Paing Zaw Oo and writer Chit Oo Nyo are among those supporting the reform campaign which began on the Writers and Directors Organization Of Myanmar, where many have contributed articles about censorship and the ratings system.
Myanmar filmmakers say the obsolete rules are holding the industry back from further evolving. Ar Kar said audiences have seen improvement since late 2018, when movies by young filmmakers overtook the tacky and reliably offensive films that had been a clich for decades. For long, the censors did nothing about routine homophobia, mocking of ethnic minorities, ridiculing of people with disabilities and more tropes of Myanmars movies.
The campaign began in earnest on Dec. 11 and is first focused on changing the ratings system. Participating artists have taken part by posting photos of them holding captive cards on their Facebook pages, saying #RatingSystemNow.
First, the ratings system. Then we will continue to push for the film bill to be implemented as soon as possible, Ri Zaw said, referring to the longer-term goal of changing the 24-year-old Motion Pictures Law, which dictates that every film must pass two layers of censorship that begin with a script review.
Director Cho Two Zaw, also known as Aung Zaw Min, said its about removing authoritarian interference from the relationship between artist and audience.
There should be no barrier between the artist and the audience, he wrote. This censorship is about a group of dictactorships dogs who insult both the artist and the audience. They will be far from the art, 10 lives away.

How classic Only Fools and Horses sex dolls episode was almost axed over censorship – Mirror Online

A classic Only Fools And Horses episode was saved from being axed by eagle-eyed members of the costume department.
One of the most memorable moments in the BBC comedy was when Del Boy, played by Sir David Jason, and Rodney Trotter (Nicholas Lyndhurst) came face-to-face with a number of blow up sex dolls, which they then tried to flog on with hilarious consequences.
Writer John Sullivan, who died in 2011, had previously revealed how the episode's details had to be kept secret from BBC bosses because he felt sure they would not even film it, let alone air the episode.
Then, during filming, there was a last-minute save by the costume department who stepped in to make the dolls more family friendly after realising they did not look suitable for pre-watershed viewing.
A new documentary, Channel 5's We Love Only Fools And Horses, has revealed details of what happened to ensure the 1989 episode reached our screens.
The comedys art director Alison Rickman reveals in the new documentary: That whole episode was kept hush-hush because they were very frightened of being censored and then being told they couldnt do it.
Most blow-up dolls have an open mouth.
"But we couldnt show that, so somebody altered the faces to make them more suitable for television because we knew we wouldnt be able to broadcast it, and we wanted to do the gag which involved the dolls and them being inflated.
That was an important for part of the whole story.
The episode, called Danger UXD, sees Del come about some knock-off dolls and he thinks he could offload them for a healthy profit.
As with most of his schemes, the market trader came a cropper as he didn't realise that the dolls were filled with toxic gas.
In trying to sneak them out of the flat, De and Rodney dressed the dolls in their late mother's clothes, with the dolls being named Pepsi and Shirlie, after the backing singers for George Michael fronted 80s pop act Wham!
This turned out to be one of Shirlie Kemp's life highlights, as she explained in the documentary that she had more attention from that than she did singing with Wham!
She said: "My house phone did not stop ringing.
"I had so many people telling me Youre on Only Fools And Horses. I had more calls than when I had a hit record.
In a funny way I felt really proud that I was on Only Fools And Horses even if I was a blow-up doll.

Online gambling in MI expected to launch mid-January – WOODTV.com

GRAND RAPIDS, Mich. (WOOD) Officials with the Michigan Gaming Control Board expect online gambling to launch sometime in the middle of next month.
Gov. Gretchen Whitmer signed a bill legalizing sports gambling in Michigan into law in December 2019, allowing casinos to open sportsbooks. But online gaming needed its own set of regulations and licenses.
The legislatures Joint Committee on Administrative Rules approved those regulations on Dec. 1 and waived the 15-day waiting period, allowing casinos and the MGCB to get to work immediately on licensing. So far 15 casinos and their vendors have been approved, including Gun Lake Casino in Wayland and the Four Winds Casinos across southwest Michigan. Firekeepers Casino in Battle Creek is still waiting for its license.
Experts forecast online gambling will generate more than $90 million in revenue in its first year. The commercial casinos MGM Grand Detroit, Motor City and Greektown will pay an 8.4% tax on online gambling revenues: 4.62% goes to their local jurisdiction (Detroit) and 3.78% goes to the state, which is allocated to the School Aid Fund.
Currently, all three commercial casinos have sportsbooks up and running. Twenty of Michigans 23 tribal casinos have deals in place for sportsbooks and have either opened or are in the process of opening.

Online Gambling Caught Fire in 2020 – The Motley Fool

If there was one trend that ruled 2020 in the gambling industry, it was a focus on online gambling. The pandemic closed or limited operations for casinos around the world and pushed gambling online. Investors followed suit, bidding stocks with even a whiff of internet gambling exposure higher.
As we look forward to 2021, it's worth looking at which stocks performed well in 2020 and whether they'll keep winning in the future.

There are a lot of companies that have exposure to online gambling, but only a few that generate significant revenue in the space. At least for now, that hasn't seemed to matter, because investors are focused on who can grow in the future.
DraftKings (NASDAQ:DKNG) went public this year through a special-purpose acquisition company (SPAC), and it's been a market favorite because it's 100% focused on online betting. But the biggest winner was Penn National Gaming (NASDAQ:PENN), which acquired part of Barstool Sports in an effort to use the brand in its online gambling efforts. Despite barely being operational in the U.S., investors think Barstool and Penn have a bright future in online gambling.

Everi (NYSE:EVRI) and GAN(NASDAQ:GAN) are service providers that have pivoted to online gambling services, including for some of the biggest names in the industry. But Everi's core business is losing money with casinos closed, and GAN's stock trades for a whopping 13 times sales as it tries to build out an online gambling business.
MGM Resorts (NYSE:MGM) and Caesars Entertainment (NASDAQ:CZR) are the legacy companies betting big on sports betting, with MGM expanding a joint venture called BetMGM with online betting company Entain, formerly GVC International. Caesars recently agreed to acquire William Hill, its online gambling partner in the U.S. that will also give it access to Europe.
These companies are worth tens billions of dollars combined but still generate very little revenue from online gambling. For perspective, New Jersey, the country's most mature online gambling market, saw $803 million in bets on sports in October 2020 and for the year has now passed $4 billion in bets. Revenue to sportsbooks was $58.5 million in October, so if the bet-to-revenue ratio holds, all online sportsbooks in New Jersey generated about $291 million in revenue through October. For perspective, New Jersey casinos generated $3.5 billion in gambling revenue in 2019, so sports gambling is still a small business.
There are only 14 states in the U.S. that allow any kind of online gambling, a number that's growing very slowly. Some allow betting on sports while four permit online casinos and five allow online poker. In other words, the market has lots of room to grow, but is as of today it's very limited.
Given the boom in online gambling stocks this year, Wall Street certainly thinks online gambling will be a big part of the industry long-term, even if that projection isn't a reality today. The rate of expansion may tell us a lot about whether these stocks will keep up their performance or disappoint investors.
Speculation drove the online gambling industry in 2020 and in 2021 the rubber hits the road. Physical casinos will likely open fully nationwide, and that could be a headwind if people prefer to bet in casinos. Based on stock prices, it seems that investors are also expecting states to expand online gambling, and that's proven to be more difficult than the industry has thought.
If regulations don't open online gambling in more states and existing markets don't continue to grow, some of these growth stocks could be in for a disappointing year. I can't help but think this is an area where the stock market has gotten ahead of reality, and next year's financial results will tell us whether the bullish or bearish view on the industry is right.

Gambling year in review 2020: Europe – CalvinAyre.com

2020 was already shaping up as a transitional year for Europes gambling sector before the pandemic hit, with major operators distracted by the need to plant flags in the exploding US sports betting market.
But the year was primarily notable for the tightening screws in European markets either regulated or in the process of regulating, with consumer protection the new go-to phrase, although operators ultimately concluded it was they who needed protection from a combination of governments, regulators and the usual media suspects.
The UK market closed out 2020 with news that the governments long-promised review of the Gambling Act 2005 was finally underway. That followed numerous consultations between the UK Gambling Commission (UKGC) and its working groups on issues such as game design, advertising, bonus offers and VIP programs.
That latter subject featured one of the years most unfortunate episodes, as two Playtech B2C brands were found to have plied a 25-year-old high-roller with free-play offers right up until and for a few hours shortly after his suicide in 2017.
Public outrage only grew when it was revealed that Playtech withdrew the two brands from the UK to avoid paying the significant financial penalty the UKGC sought to impose. Playtech ultimately buckled under the weight of public shaming and made a 3.5m contribution to responsible gambling charities, but the incident only fueled criticism of the UKGC as a toothless body.
The UKGC sought to combat this view by pointing out that it had doled out a record sum in penalties while suspending and revoking a significant number of licenses. The regulator also began a monthly update on online gambling activity, in part to temper the media narrative that Britons were spending every waking hour of their pandemic lockdown playing online slots.
Those online slots will almost certainly see a reduction in stake limits to match the 2-per-spin limit imposed on their land-based counterparts in UK betting shops.Affordability checks to ensure customers have the readies to finance their online play also appear a given, a followup to the April ban on funding online gambling accounts with credit cards (or e-wallets).
As for the UKs listed giants, Flutter Entertainment doubled down on its plans for US market dominance by acquiring nearly all the bits of FanDuel that it didnt already own. But its US ambitions took a hit when Kentucky handed Flutter a $1.3b bill for PokerStars legacy transgressions.
Before that, Flutter had attempted to improve Stars compliance record by pulling the brand from Chinese-language markets, while GVC Holdings since rebranded as Entain plc pledged to exit all grey/black markets by 2023, a strategic shift that followed the abrupt exit of GVCs longtime CEO Kenny Alexander this summer.
The timing of Alexanders exit prompted much speculation, coming just days before the UK taxman announced a probe into GVCs former black-market Turkish operations, the scope of which remains murky. Alexanders exit also came just days after GVC boosted its investment in its US-facing Roar Digital joint venture with MGM Resorts.
William Hill didnt make many headlines in 2020, except as a takeover target. That battle was eventually won by Caesars Entertainment, which covets only Hills US-facing betting business, with Hills European ops likely to go on the block early in 2021.
SWEDENSwedens second year of its regulated online market showed increased friction between operators and their regulator, in part due to unclear guidelines regarding bonus offers and unacceptable sports markets.
The government further clipped operators wings by imposing new online casino deposit limits, supposedly a pandemic precaution, despite operators claims that the governments own data didnt support such a step. Operators outrage grew when the government extended these temporary limits through the middle of 2021.
Operators, whose sales had already fallen under tightened restrictions, warned that the limits would only encourage Swedes to seek out internationally licensed sites. This view was supported by surveys which found the average Swede already had difficulty identifying which sites held local licenses and werent sure what if any benefits were to be had by choosing a locally licensed option.
Interestingly, similar findings came from surveys in markets as disparate as Portugal and the United States, suggesting regulated markets everywhere have their work cut out for them in convincing rank-and-file gamblers to choose the locally approved option.
SPAINSpanish-licensed online operators spent most of the year trying and ultimately failing to dissuade their government from imposing strict new marketing limits, including restricting advertising to a four-hour window starting at 1am, with an outright ban on sponsorship of sports teams, leagues and venues.
Typically, the rules dont apply to the state-run lottery operations, which are responsible for the bulk of gambling advertising spending. And the government closed out the year by opening a consultation on new responsible gambling rules that will almost certainly prove a further drag on operators performance in 2021.
GERMANYGerman legislators finally reached consensus on plans for a new regulated online gambling market but operators joy turned to sorrow almost immediately as the fine print came into focus (including a last-minute plan to tax online slots turnover at 8%). But operators grudgingly filed their new license applications as Germanys 16 state legislatures continued to ratify the new federal treaty.
The financial markets were shocked this summer when German payment processor Wirecard on which many operators relied for their German-facing business imploded after the company was caught hiding billions in losses. The fallout would have been much worse had Germany accepted Wirecards offer to handle all regulated market gambling payments as a means of ensuring proper monitoring for illegality.
OTHER MARKETSWhile all markets suffered to some degree from COVID-19, Italy probably took the greatest hit as the scale of its initial wave forced the closure of its massive land-based gaming sector. Then Italy imposed a new 0.5% turnover tax on betting operators as a financial lifeline for sports bodies whose activity was halted by COVID-19.
The Netherlands continued to find new reasons to delay the launch of its new regulated market, while imposing a raft of fresh conditions on operators, including forcing them to purge their databases of customers acquired pre-regulation and extending the time outs imposed on operators who refused to play by the pre-regulation rules.
The Netherlands finally convinced Curacao to rein in its online gambling licensees, many of which had been spanked by the local gambling regulator for targeting Dutch punters without local permission. After years of ignoring such pleas, Curacao ultimately buckled when the Netherlands threatened to withhold pandemic financial aid.
Russia got tougher with its online betting operators, forcing them to disclose their ties to internationally licensed offshoots using the same brands. The crackdown got tougher as the year progressed, culminating in a vote for a top-to-bottom overhaul of the sector, including dramatically hiking contributions to sports bodies, establishing a new Unified Gambling Regulator and funnelling all online betting payments through a single processing hub.
Next door, Ukraine made up for its late-2019 stumbles by finally approving plans for land-based and online gambling liberalization, but while the government suggested in November that it would cut would-be licensees a break on license fees, questions regarding gambling taxation remain unanswered.
Bulgaria made headlines this year after the government laid corruption and bribery charges against Vasil Bozhkov, the countrys largest private gambling operator. Bozhkov was ultimately arrested in the United Arab Emirates and the government launched extradition proceedings while imposing a radical shakeup of gaming sector oversight.

Online sports betting outshone its casino rival in Portugals regulated market during the third quarter of 2020, with wagering revenue more than doubling from Q2.
Figures released Monday by the Servio Regulao e Inspeo de Jogos do Turismo de Portugal (SRIJ) regulatory body show that locally licensed online gambling operators generated revenue of 84.2m in the three months ending September 30, up 55.7% from the same period last year and 21.6% better than the market reported in Q2 2020.
The Q3 figure represents a new high-water mark for Portugals regulated online market, easily surpassing the 70.2m reported in the first quarter of this year. The number of newly registered customers improved 5.2% year-on-year to 156,800, while quarterly active customers gained more than one-third to 473,200.
Sports betting led the Q3 charge, driven by the resumption of major league activity following springs pandemic halt. Pent-up demand pushed betting revenue to a record 42.5m, more than double the Q2 total and nearly two-thirds higher year-on-year. Betting turnover was also in a record-setting mood, nearly doubling year-on-year to 222.8m.
Online casino revenue totaled 41.7m, up nearly 48% year-on-year but a major step down from its Q2 record of 47.9m. Online casino turnover was up nearly three-fifths year-on-year but fell 10% sequentially.
Slots captured over 70% of the overall online casino pie, with roulette (13.8%) and blackjack (6.1%) well back of the leader. Poker cash games claimed a 4.8% slice, while tournaments added another 1.9%.
Just under 45% of Portuguese online gamblers bet exclusively on sports in Q3, while one-third played only casino games and a hybrid core of 22% played both sides of the field.
The SRIJs war on internationally licensed online gambling sites continued unabated, with 83 domains forwarded to local internet service providers for blocking and another 29 official GTFO notices issued to unauthorized operators (14 of which were forwarded to the appropriate government ministry for further action).
The SRIJ issued one additional online sports betting license (to Solverde) during Q3, while Skill On Net Ltd received an online casino diploma for its Bacanaplay.pt site in late-October.There are currently 15 operators holding a total of 25 separate licenses issued by the SRIJ.
