Glenn Greenwald on Biden, Free Speech, and Leaving The Intercept – Reason

Posted: November 29, 2020 at 6:26 am

No journalist is more relentlessly iconoclastic than Glenn Greenwald, who shared a 2014 Pulitzer Prize for his reporting on the Edward Snowden revelations.

Though unapologetically progressive, the 53-year-old former lawyer never shrinks from fighting with the left. A week before the 2020 election, he quit The Intercept, the online news organization he co-founded in 2014, because, by his own account, it refused to run a story unless he "remove[d] all sections critical of" Democratic presidential candidate Joe Biden. Denouncing what he called "the pathologies, illiberalism, and repressive mentality" that led him to be "censored" by his own media outlet, Greenwald railed that "these are the viruses that have contaminated virtually every mainstream center-left political organization, academic institution, and newsroom."

Like a growing number of refugees from more-traditional news organizations, Greenwald took his talents to Substack, a platform for independent content creators to earn revenue directly from their audiences. He wasted no time lobbing grenades, posting stories and videos with titles like "No Matter the Liberal Metric Chosen, the Bush/Cheney Administration Was Far Worse Than Trump" and "The Three Greatest Dangers of Biden/Harris: Militarism, Corporatism and Censorship, All Fueled by Indifference."

Nick Gillespie spoke with Greenwald via Zoom at Greenwald's house in Brazil, where he lives with his husband, two children, and numerous dogs. Among other topics, they discussed what Greenwald sees as a generational fight playing out in newsrooms, the challenge identity politics poses to free expression, and whether a coalition of libertarians and progressives can effectively push non-interventionist foreign policy, lifestyle liberation, and an end to corporate subsidies during the Biden presidency.

Law360 (November 24, 2020, 7:35 PM EST) -- A 12-foot-high inflatable rat with red eyes and fangs is to unions "what the American flag is to United States citizens," three Illinois-based labor federations told the National Labor Relations Board, claiming a member union's display outside an RV trade show was protected by the Constitution.

In an amicus brief filed on Monday, the Illinois branch of the AFL-CIO, along with the Chicago Federation of Labor and the Chicago and Cook County Building & Construction Trades Council, said the International Union of Operating Engineers was allowed to display "Scabby the Rat" outside the trade show, even though the company targeted by...

Shetland man jailed for ‘depraved’ spying on young girls with secret bathroom camera – Press and Journal

Posted: at 6:25 am

An utterly depraved predator who installed a secret bathroom camera to spy on young girls in Shetland has been jailed for almost three years.

John Rankins voyeurism went undiscovered for close to a decade until he was caught with thousands of indecent images of children during a police raid last year.

After confiscating two desktop computers and a mobile phone from his house, officers found he had saved more than 12,600 still images and almost 1,700 videos.

All of the images featured boys and girls from toddler age up to 16 with creation dates between March 2011 and November 2019.

More than 900 of the images and videos were classed as category A the most serious while 856 were category B and 12,588 category C.

Rankin, 48, appeared at Aberdeen Sheriff Court yesterday for sentencing, having previously admitted to creating and storing the photographs and videos.

The court heard that, while searching his devices, detectives found pictures showing him setting up a secret camera, and several clips where he had used the clandestine equipment to video girls as young as 12 using the toilet.

Additionally, officers discovered a recording of a woman getting dressed in a shop changing room in Lerwick.

Investigators said Rankins victims were clearly unsuspecting, and their families had been completely unaware of the secret recordings until they were asked to identify the people seen in the videos.

Rankins solicitor Thomas Allan said his client has been receiving support from family, friends and charity Stop It Now, and plans to make a fresh start somewhere other than Shetland in the future.

He added: He was dealing with a great deal of stress due to his employment and difficulties with his relationship.

Its his position there were periods where he would not access the images or look at them.

He realises these are not victimless crimes.

Hes tried to face up to what hes done already without any compulsion from the court.

Sheriff William Summers branded Rankins actions as utterly depraved.

He said: The charges to which youve pled guilty relate to a deplorable course of conduct, at times carrying on over a number of months or years.

These amount to a gross breach of trust and are likely to have far-reaching consequences for the woman and children.

Rankin, whose address was listed in court papers as Cogan Place, Barrhead, was jailed for 32 months and placed on the sex offenders register indefinitely.

Should Robinson Can be in the Mariners Hall of Fame? – Lookout Landing

Posted: at 6:24 am

Lets just address it right off the rip.

Robinson Can cheated. He cheated at baseball by taking one of MLBs banned substances and testing positive for it. He broke the rules and did his punishment for it, serving an 80-game suspension during one of the Mariners few seasons ever in which they were contending for a playoff spot. That sucks.

For many of you, that is an automatic disqualifier. I cant really argue with the way you feel inside your own heart. But if Im looking into the deep recesses of mine, I can tell you with immense clarity that I do not care. The only crime he committed was a crime against baseball. The Mariners, like every other professional sports franchise under the sun, have employed people who were much, much worse morally and did much, much worse things than taking furosemide.

This was mostly a victimless offense, with the only possible exception being the pitchers who faced him. You could also say that his teammates were victims, as they lost an important player in their pursuit of a shared goal and certainly had their trust in him violated, but the 2018 Mariners also never would have been in such a good situation if Can had never signed with Seattle in the first place.

Finally, you can argue that fans were the victims of his suspension. I hear you. I really do. My brain just doesnt work like that. When the news of Cans suspension broke I was bummed, sure, but I didnt feel like he had personally wronged me. Maybe thats the product of an apathy and detachment thats indicative of a larger problem outside my sports fandom, maybe its just because someone Ive never met getting in trouble at work really has nothing to do with me.

From a pathos standpoint, I get why youre upset. From a logos standpoint, I think that he just made a mistake, as humans so often do. You could even twist it all the way back around and say that taking a banned substance comes from a desire to play better and put a good product on the field for the same fans who cried victim.

Hell, Nelson Cruz technically was a cheater too, his cheating just happened before he got to Seattle! I dont see how you can raise a stink about Can while still happily cheering for Cruz or Dee Strange-Gordon. For the record, I love all three of those men and am forever grateful for what they did as Mariners. These were work crimes, not real-life crimes. If youre a person who immediately discounts their accomplishments because they did something MLB didnt like, or decided that you couldnt root for them the same way you root for Johnny Game Respecter, Ill kindly ask you to stop being such a rule-following nerd.

Roughly a .300 hitter across five seasons in Seattle, Can remained mostly in line with his career numbers in New York, posting a nearly identical on-base percentage while taking an understandable dip in slugging after moving away from the sluggers paradise at Yankee Stadium. A lot of these doubles and many of the outs, as well are easy homers in the Bronx.

The power jump finally came in 2016 when Can enjoyed one of the best offensive seasons in Mariner history, full stop. Aside from the obvious contributions he made on the field, Cans sheer presence legitimized the Mariners as an actual force to be reckoned with rather than the languishing afterthought theyd been for most of the 21st century. The Mariners Hall of Fame seems to take things like that into account, as evidenced by Dan Wilsons inclusion for merely being a steadying presence during the glory years and Alvin Davis nod for being the Mariners OG, so we cant just throw out the impact Cans signing had on the Mariners culture. The same can be said of Cruz too, but as it stands right now hed need to play one more year in Seattle to be eligible for the teams Hall of Fame.

Put as simply as possible, if you told any Mariner fan in 2013 that the team would acquire a player who hit .296/.353/.472 over the next five years, averaged 25 homers and 95 RBI per 162 games, and helped the team re-enter the playoff picture for the first time in over a decade, they would have told you that the Ms are getting one of the best players theyve ever had. The fact that he put up those numbers at second base making him one of the most productive players in the league at his position only strengthens his case, in my opinion.

You dont need a golden calculator to tell you that Robinson Can is better at baseball than Dan Wilson was. Any working set of eyes should do the trick. Still, its pretty funny to see how much more valuable Can was to the club than Wilson. He did this while playing fewer seasons, and without the luxury of being a catcher, which tends to inflate Wins Above Replacement totals.

Like weve seen when examining James Paxton and Hisashi Iwakumas Mariner Hall of Fame cases, a fairly short stint in Seattle hurts Can a bit. If he had played eight seasons like Alvin Davis, I think he catches him in home runs and RBI. If we look at wRC+, the only current Mariner Hall of Famers ahead of Can are Griffey and Edgar. If we look at WAR, Can brought virtually the same value to the Ms in five seasons as beloved bald man Jay Buhner did in 14. Again, the only two position players in the Mariners Hall of Fame that were unequivocally better than Can are Ken Griffey Jr. and Edgar Martinez, who were better than almost everyone whos ever picked up a bat.

This part of the exercise is fascinating because it shows us:

A bunch of rankings in the teens slightly hurt Robis campaign until you realize many of the people ahead of him in on-base (Phil Bradley, Mark McLemore, Joey Cora) and slugging percentage (Mitch Haniger, Richie Sexson) played even fewer games in a Mariner uniform than he did. If we look just at wRC+ and move the threshold to 2,500 plate appearances, only Edgar, Nellie, The Kid, and A-Rod were better than Robinson Can.

The truest version of coolness is when its effortless, as if zero time was spent trying to be anything or convey any sort of image. If you ever have to ask yourself how to be cool, youve already lost. It is innate, revealing itself only when situations call for it or certain actions demonstrate it. If all of that combines to create true coolness, then consider him Miles Davis.

Robinson Can batted like he was in a rocking chair. He played defense like he had a cigarette in his mouth. He watched his contemporaries fling their bodies all over the infield or take massive, uncontrolled swings and thought I can do all of that without breaking a sweat. Then he went out and did that every single night. It was awe inspiring. He was the epitome of nonchalant in an otherwise chalant world. Can was never over his skis, never seemed rattled for even one second. Whether it was setting up one of the most electric moments in Safeco Field history, throwing across his body like an unbothered paperboy, or flashing his impossibly white smile, he was a vessel of everything we wish we could be.

Some of you are going to gripe about him jogging to first base like he had oatmeal in his socks or whatever, which you have every right to do, but also complaining about a cool person being cool is one of the least cool things you could ever do. Sorry for your luck.

Yes. Saying that Dan Wilson is more deserving than Robinson Can is like saying that three McDonalds cheeseburgers is better than one filet mignon.

Are students liberal? Yes but not everywhere – MassLive.com

Posted: at 6:24 am

When it comes to making news about protests and action for liberal causes, schools in New England seem to dominate the news. Weve seen violence and protests surrounding visits from Charles Murray and Ryszard Legutko at Middlebury College. Brown University spent hundreds of millions of dollars in response to student protests related to questions of diversity and inclusion. Yale has seen numerous protests and student arrests and students there attacked and harassed a faculty couple who headed a residential college in 2015 claiming that they felt unsafe because of an email message about Halloween costumes.

While protests in other parts of the country do make news, such as the recent troubles relating to the police at Northwestern, it appears that students in New England are far more likely to engage in such actions.

Thanks to new data behind the 2020 College Free Speech Rankings from RealClearEducation, the Foundation for Individual Rights in Education (FIRE), and survey firm College Pulse representing the largest study of student attitudes toward speech to date we know that students enrolled in the higher education institutions in New England are appreciably more liberal and open to shutting down speech and expression than the overwhelming majority of college students.

With almost 20,000 students in FIRE survey sample, it is possible to break the national sample down into regional groups and the data makes it abundantly clear that those enrolled in New England are notably different.

The General Social Survey shows that political ideology in the United States has been remarkably consistent since the 1970s and that liberals are not dominant. In the most recent sample, the survey found that 28% of Americans identify as liberal, 31% as conservative, and the balance of 37% are in the middle as moderates. In contrast, 50% of college students are liberal, 26% are conservative and the minority 23% are moderates. College students demonstrate a significant liberal lean.

But this lean is not uniform. In New England, the data reveal that college students live in a huge bubble where there are 5 liberals for every 1 conservative. 71% of New England college students identify as liberal and just 15% conservative and 14% moderate. This is by far the most lopsided region in the nation.

The most similar regions to New England, ideologically, are the West Coast and Mid-Atlantic regions. 59% of students in both regions identify as liberal with just a fifth of their students holding conservative views, meaning there are three liberal undergraduates for every conservative student in those regions. This breakdown is far off the national average.

Looking at other regions in the United States, liberal student dominance disappears. Take the Mountain region 8 states that are mixed ideologically with rural areas and big and growing cities such as Denver and Phoenix and the ideological balance is far less extreme. Here about a quarter of students are moderate and in the middle with a little more than a third identifying as conservative and 41% stating that they are liberal. In fact, if one excludes the three extreme liberal regions, the remaining 6 divisions are far more diverse with 46% of students being liberal, a quarter moderate, and about a third (30%) conservative.

The differences between some schools are striking. At the University of Arizona in Tempe there are 1.5 liberals for every conservative. But Brown in Rhode Island has 12 liberal students for every conservative.

Ideological imbalance is problematic in and of itself if you value viewpoint diversity in the classroom, but it is also the case that students in New England are far more likely to believe that actions to shut down speech are acceptable.

When asked whether it is ever appropriate to shout down or try to prevent someone from speaking on campus, 61% of students found that this was acceptable, nationally. But in New England 70% of students thought preventing a speaker was talking was justified in at least some circumstances. This is in stark comparison to regions like East South Central, home to the Universities of Tennessee and Alabama, where just half of the students found such behavior acceptable.

Similarly, when asked about the acceptability of blocking other students from entering a campus event, almost half (48%) of New England students thought this tactic would be an acceptable way to protest a campus speaker. About 30% of students in the East South Central, the Mountain, West North Central, and West South Central a nearly 20-point difference felt that blocking an entrance was acceptable.

Put somewhat differently, 51% of Yale students would approve of tactics which would prevent students from hearing an opinion on their campus, but just 35% at the Universities of Missouri which itself made national attention when a faculty member and students tried to forcibly block the press from covering a demonstration would be willing to block others from attending an event.

New England schools are collectively an outlier in terms of both student liberalism and their willingness to shut down speech. And the perception that protests against speakers are more common in New England is born out in the data. This lopsided liberal trend matches earlier work, which revealed a similar imbalance, where liberal professors outnumber conservative professors 28 to 1 for New England colleges and universities. And while finding a conservative professor in New England is exceedingly rare and far out of step with the national ratio of 6 to 1, many regions in the country are not as homogenous.

Ideological imbalance among students is a problem, especially in New England. It is crucial that students of all ideological backgrounds encounter a multitude of ideas in college.

But its important to note that the student imbalance in New England is far less one-sided than the faculty imbalance there. And faculty imbalance may be a far more pressing problem if one values viewpoint diversity. Its more readily fixable too, if schools would only prioritize the hiring of a more ideologically diverse faculty and work to ensure that all faculty strive to present a multitude of views and intellectual traditions in their classrooms.

This article is part of a series of opinion essays on the topic of free speech on campus, coinciding with the launch of the 2020 College Free Speech Rankings. How Artificial Intelligence Will Revolutionize the Way Video Games are Developed – insideBIGDATA

Posted: at 6:24 am

AI has been a part of the gaming industry for quite some time now. It has been featured in genres like strategy games, shooting games, and even racing games. The whole idea of using AI in gaming is to give the player a realistic experience while playing even on a virtual platform. However, with the recent advancements in AI, the gaming industry and game developers are coming up with more lucrative ways of using AI in games. This article will see how Artificial Intelligence is making a drastic change in the gaming industry.

What do Experts Have to Say About the Change?

Experts have done a lot of research to see where and how AI can take the gaming to a new level. As per the studies and market research, they say that you can expect the gaming industry to change drastically in the next few years.

Moreover, market researchers have seen a drastic change in the way people look at games. Now developers have a more significant challenge to stay connected to the extreme and fast-paced changes. Every year, the research to find out the trends, market value, key players, etc.

What do Market Studies and Research Reveal?

As of 2019, the market worth of the gaming industry was close to 150 Billion dollars. With the introduction of technologies like Artificial Intelligence, Augmented Reality and Virtual Reality, the numbers are set to cross more than 250 billion by 2021-2022.

Artificial Intelligence will be the stepping stone and equally important component in the evolution of the gaming industry. The key players to be at the top on this front include Tencent, Sony, EA, Google, Playtika, Nintendo, etc. Moreover, the market will also see the rise of new players that will specialize purely in developing games with advanced AI environments. Some of the main elements that would be included are:

A Look at How AI was Introduced in the Gaming Industry

The term Artificial Intelligence is broad and is not limited or restricted to just a particular industry. Even in the gaming sector, AI was introduced a long time back, although, at that time, no one knew that it would become so popular.

Ever since its inception, AI was introduced to the gaming industry. The 1951 game Nim is one such example of the earlier use of AI. Although at that time, artificial intelligence was not as advanced as it is now, it was still a game that was way ahead of its time.

Then in the 1970s, came the era of arcade gaming, even in this there were various AI elements in different games. Speed Racing, Pursuit, Quack, etc. were some of the most popular games. This was also the era when Artificial Intelligence gained popularity. In the 1980s, games like Pac-Man and Maze based games took things to a different level.

Using Artificial Intelligence in Game Development and Programing

If you are wondering- How does artificial intelligence make a difference in gaming?

The answer is simple; all the data is stored in an AI environment, each character uses this environment to transform accordingly. You can also create a virtual environment with the information that is stored. This information will include various scenarios, motives, actions, etc. making the characters more realistic and natural. So, how is Artificial Intelligence changing the gaming industry? Read on to find out.

With the help of AI, game developers are coming up with new techniques like reinforcement learning and pattern recognition. These techniques will help the game characters evolve through self-learning of their actions. A player will notice a vast difference when they play a game in the AI environment.

With AI, games will become more interesting. A player can dispose-off or slow down the game to suit their needs. You will hear characters, even talking, just like how humans do.The overall accessibility, intelligence, and visual appearance will make a significant impact on the player. Some live examples of these techniques are presently seen in games like The Sims and FEAR.

Over the past ten years, we have seen a drastic change in the gaming industry. The revolution of the sector has already started with the introduction of AI. Compared to the earlier methods of development, it is easy to develop games in an AI environment.Today, it is prevalent to find games with 3D effects and other such visualization techniques. AI is taking the gaming industry into a new era and heights. Very soon, it will not just be about good graphics, but also about interpreting and responding to the players actions.

Games like FIFA give you a real-world feel when you play them. The graphics make the game come to life. Now imagine having this experience taken a step higher with the help of AI. The experience will be at a different level.

Similarly, an action game will feel real with the help of artificial intelligence. In short, the players gaming experience will be very different from what it presently is. Moreover, the blend of AI and virtual reality will make a deadly combination.

Players do not feel that they are playing a game. Instead, they think that things are happening in real life. In todays times, game developers are paying attention to minor details. It is no longer about just the visual appearance or graphics.

Gaming developers have to develop their skills regularly. They are always adapting to new changes and techniques while developing games. This, in turn, will also help them to improve their creative skills and enhance their creativity.

With the help of Artificial Intelligence, developers can take their skills to a whole new level. They benefit from using cutting-edge technology to bring in unique aspects and ways to develop games.Even traditional game developers are using AI to bring in a difference in their games. They may not work with hi-tech environments; nevertheless, they develop games with various AI elements.

Today, the world is more in-tune with mobile games. The convenience of playing when you are on the go or waiting for a meeting to start makes it more in-demand. With the help of AI, mobile gamers will have a better experience when playing their favorite game.

Even the introduction of various tools on this front will contribute towards the overall experience of playing games on the mobile. Various changes happen automatically based on the interaction of the game.

When AI is used in a gaming environment, it brings in something new and different. The days of traditional gaming are gone. Now, game lovers want a lot more from their games instead of the norm.

Keeping this in mind, gaming developers are now coming up with programs and codes that deliver this. These codes and programs do not require any human interference. They create virtual worlds automatically. Many complex systems are designed to generate the results.

By doing so, this system results in amazing outcomes. One such example of a game on this front is Red Dead Redemption 2. When you look at this game, the players have the flexibility of interacting in myriad ways with non-playable characters. It also includes actions like bloodstains on a hat or wearing a hat.

In the gaming industry, a lot of time and money is invested while developing a game. Moreover, the strain of whether or not the game will be accepted is always on the air. Even before a game hits the market, it undergoes various checks until the developing team is sure that it is ready.

The entire process can take up to months or even years, depending on the kind of game. With the help of AI, the time taken to develop a game reduces drastically. This also saves a lot of resources that are needed to create the game.

Even the cost of labor reduces drastically. This means that gaming development companies can hire better and technically advanced game developers to get the job done. Considering that the demand for game developers is so high, the market gets competitive.

Players want their games to take them to new heights. The introduction of AI in the gaming industry has brought in this change. Gamers can experience a lot more with the games of today than what was developed earlier.

Moreover, the games are a lot more exciting and fun to play. AI has given players something to look out for. Gamers get the benefit of taking their game to a whole new level. It also takes games to a different dimension.

Furthermore, with an AI platform, gaming companies can create better playing environments. For instance, motion stimulation can come in handy to make each character have different movements. It can also help to develop further levels and maps, all without human interference.

The Benefits of Using Artificial Intelligence into the Gaming Industry

In the modern age, you will often find reviews about various games. When you look at the difference between the reviews of traditional games vs. those developed in an AI environment, you will find a lot of difference between the two.

A review on an AI-based game will tell you a lot about the game in detail. When developed in the right AI environment, you will find the reviews not revealing the real game. However, when it comes to a bad review, every mistake will be pointed out. This is why it becomes imperative for gaming developers to do an excellent job while developing a game. But what are the benefits of using AI for game development?

A Final Thought

The gaming industry is changing at a drastic pace. Moreover, the demand for new and improved games is increasing every day. Today, gamers do not want a traditional game to play on. They are looking for a lot more than just that.

AI has brought a change in the gaming industry ever since its inception. Over the years, we have seen drastic changes in the way games are developed. In todays technologically advanced world, games have become more challenging and exciting by providing human like experiences.

Return of the liberal internationalists – Deccan Herald

Posted: at 6:24 am

In his bid against President Donald Trump, President-elect Joe Biden had argued for a liberal internationalist foreign policy to once more place America at the head of the table. In contrast to Trumps America First conduct, Biden wants the US to re-assume its leadership of global governance issues, embrace advocacy of democratic values and human rights, and sustain its network of security partnerships. Towards such a restorationist agenda to rescue US foreign policy, Biden recently announced nominations to key foreign policy and national security posts, with most being veterans of the Barack Obama administration. However, Bidens decision to nominate former colleagues (and some close confidants) also reflects careful deliberation.

Not just Obama 3.0

Bidens cabinet is a departure from the experience of the Trump cabinet. The latter often oversaw intense factional conflicts, with an odd combination of supposed adults in the room (like Jim Mattis, H R McMaster), neoconservatives (like John Bolton), political acolytes (like Mike Pompeo, Nikki Haley), and ideologues as advisers (like Steve Bannon, Stephen Miller). Bidens team is less of an odd mix of rivals, and more like a reunion of former colleagues. However, each pick also reflects Bidens foreign policy priorities.

Read:Democracy, economy key to India-US ties

As US ambassador to the UN, Biden has tapped career-diplomat Linda Thomas-Greenfield, who will be the second African American woman to represent the US at the global high-table. In contrast to the Trump years, which saw US withdrawal from the UN Human Rights Council and UNESCO, Bidens prioritisation of the organisation is reflected in his plan to reinstate the US ambassador to the UN to cabinet rank. Moreover, at a time when China has sought to expand its influence at the UN (particularly among African member-states), Thomas-Greenfields experience as Obamas Assistant Secretary of State for Africa would be central to Americas counter efforts. Similarly, in once again rallying the world after Trump withdrew from the Paris climate agreement, the decision to tap former Secretary of State John Kerry (who helped negotiate the agreement under Obama) as Special Presidential Envoy for Climate Change is significant.

In addition, on Bidens agenda to rejoin the Iran nuclear deal and possibly even coax an expansion of the deals scope with follow-on negotiations, Biden has picked Jake Sullivan as his National Security Adviser. During the Obama years, apart from serving as National Security Adviser to then-Vice President Biden, Sullivan was a key player in the secret negotiations that led to the deal with Iran. Furthermore, Sullivans nomination also reflects Bidens intent to convey continuity in US policy towards Asia. As the Deputy Chief of Staff to Secretary of State Hillary Clinton, Sullivan notably worked on Clintons flagship Pivot to Asia policy which, in hindsight, was a critical precursor to the Indo-Pacific strategy.

The clear-eyed internationalist

The most significant nomination was that of Antony Blinken for US Secretary of State. With some in Democratic national security circles also viewing him as Bidens alter ego, Blinken most recently served as National Security Adviser (2009-13) to Vice President Biden, Deputy National Security Adviser (2013-15) to Obama, and Deputy Secretary of State (2015-17).

With this extensive experience, Blinkens nomination as Bidens top diplomat chiefly pertains to rekindling US ties with its prime allies across the Atlantic. After four years of Trump deriding Europe as Americas foe and claiming that the European allies had ripped off Washington on collective security, they will now have a Secretary of State to deal with who is a fluent French speaker and who considers them as partners of first resort, not last resort.

Moreover, at a time when there is dwindling appetite for US internationalism across the political spectrum, picking Blinken offers a centrist proposition. He is known to be uncompromising in his support for American advocacy of democratic values and human rights, albeit in recognition of the limits of US power. In the Obama administrations deliberations on supporting the democratic uprising in Egypt, Blinken was part of a majority of officials who called on Obama to be on the right side of history, while his boss (Biden) was part of a minority who counselled caution against abandoning the pro-US Hosni Mubarak regime. However, on Afghanistan, Blinken and Biden together convinced Obama to adopt a limited counterterrorism-focused strategy, over a military-led counterinsurgency mission.

Known for his prudent understanding of the limits of American power, Blinken was notably also one of the prominent Obama administration officials who expressed doubt on the proposition of arming Ukrainians against Russia. In the past, such a worldview has also often informed Blinkens position against overstating the centrality of America in other nations strategic considerations. For instance, in pushing back against Republican insinuations on Russian aggression against Ukraine being a result of Obamas inaction in Syria, Blinken notably said in an interview: This is not about what we do or we say in the first instance, its about Russia and its perceived interests.

Pragmatism on India

Blinkens nomination will also bear on Bidens continuity on US-India ties, since he has had first-hand experience of the cultivation of Americas ties with India. In the early years of Washingtons courtship of New Delhi, Blinken served as staff director on the Senate Foreign Relations Committee when as its chairman then-Senator Biden oversaw the passage of the US-India Civil Nuclear Agreement.

Moreover, Blinkens prudent nature has been apparent in the context of US-India ties as well. For instance, during the campaign, Blinken often touted two key developments of the Obama-Biden years for US-India ties. They were, the designation of India as a Major Defence Partner and the announcement of the US-India Defence Technology and Trade Initiative (DTTI). Since then, Trump has only further built on these Obama-era developments by classifying India under the Strategic Trade Authorisation-1 category and finalising the Industrial Security Annex for the actualisation of DTTI. Given Trumps continuity, Blinken hence seemed to limit criticism of Trumps record on India to the futility of photo-ops and a transactional approach to trade issues.

However, there would be one critical avenue where Blinkens approach to India would surely depart from the Trump precedent. Given his record as a supporter of US advocacy of democratic values, Blinken would certainly raise American apprehensions over some of Indias domestic policies. Blinken has already alluded to there being real concerns over India cracking down on freedom of movement and freedom of speech in Kashmir, [and] some of the laws on citizenship. However, he has pragmatically called for working on those differences, even as the two nations continue to build greater cooperation and strengthen the relationship.

Blinkens rhetoric on China suggests a recalibration of US-China ties along ideological lines. Case in-point, in construing the US-China rivalry as a contest of two distinct governance and development models, Blinken has identified Trumps apparent signals of impunity on Beijings human rights record as a major reason behind Washington suffering a strategic deficit. Certainly, one way to look at this criticism is to also consider it as a course-correction of the Obama years folly of over-prioritising cooperation with China, at the cost of ignoring its transgressions at times. However, regardless of the motivation to assume a firm stance this time, in Blinkens plan to now have America remerge in a position of strength from which to engage China, he has invoked Trumps Indo-Pacific strategy and notably called on India to be a key partner in that effort.

Hence, with greater attention to the China challenge, Bidens team of Obama-era liberal internationalists could adopt a degree of pragmatism on American apprehensions over Indias domestic policies.

Pentagon Teams with Howard University to Steer Artificial Intelligence Center of Excellence – Nextgov

Posted: at 6:24 am

The Defense Department, Army and Howard University linked up to collectively push forward artificial intelligence and machine learning-rooted research, technologies and applications through a recently unveiled center of excellence.

Work it will underpin will shape the future, according to an announcement Monday from the Army Research Laboratoryand the $7.5 million center also marks a move by the Pentagon to help expand its pipeline for future personnel.

Diversity of science and diversity of the future [science and technology] talent base go hand-in-hand in this new and exciting partnership, Dr. Brian Sadler, Army senior research scientist for intelligent systems said. Tapped to manage the partnership, Sadler added that Howard University is an intellectual center for the nation.

Encompassing 13 schools and colleges, the institution is a private, historically Black research university that was founded in 1867. Fulbright recipients, Rhodes scholars and other notable experts were educated at Howard, which also produces more on-campus African-American Ph.D. recipients than any other in America, the release noted. In early 2020, the Armys Combat Capabilities Development Command previously partnered with the university, to support science, technology, engineering, and mathematics [or STEM] educational assistance and advancement among underrepresented groups.

Computer Science Prof. Danda Rawat, who also serves as director of Howards Data Science & Cybersecurity Center will lead the CoE, and the programs execution will be managed by the Army Research Laboratory, or ARL.

This center of excellence is a big win for the Army and [Defense Department] on many fronts, Sadler said. The research is directly aligned with Army priorities and will address pressing problems in both developing and applying AI tools and techniques in several key applications.

A kickoff meeting was set for mid-November, to jumpstart the research and work. ARLs release said the effort will explore vital civilian applications and multi-domain military operations spanning three specific areas of focus: key AI applications for Defense, technological foundation for trustworthy AI technologies, and infrastructure for AI research and development.

U.S. graduate students and early-career research faculty with expertise in STEM fields will gain fellowship and scholarship opportunities through the laboratory, and the government and academic partners also intend to collaborate on research and publications, mentoring, internships, workshops and seminars. Educational training and research exchange visits at both the lab and school will also be offered.

An ARL spokesperson told Nextgov Tuesday that officials involved expect to share program updates after the new year.

The Democrat liberals love to hate – CNN

"Rahm Emanuel covered up the murder of a Black teenager, Laquan McDonald, while he was Mayor of Chicago," tweeted New York Rep.-elect Mondaire Jones. "That he's being considered for a cabinet position is completely outrageous and, honestly, very hurtful."

But that didn't help matters.

"What is so hard to understand about this? Rahm Emanuel helped cover up the murder of Laquan McDonald. Covering up a murder is disqualifying for public leadership. This is not about the 'visibility' of a post. It is shameful and concerning that he is even being considered....It is also a truly embarrassing indictment of what's considered 'center' politics in the US that objecting to the appointment of an official who helped cover up the murder of a Black child is deemed the 'progressive, far left' position."

While the McDonald shooting has become the flashpoint for liberal ire directed toward Emanuel, the ill will directed at the former mayor long predates that incident.

"I told him many times (about) the political cost of doing this," Emanuel said. "And thank God for the country, he didn't listen to me."

"So much of the legend of Rahm Emanuel's brilliant career makes little sense. The bigger question, perhaps, is what this says about a political party and the political press that bought the legend in the first place."

"The left didn't just get here -- it has been around for decades. In fact, it was progressives who controlled the Democratic Party's agenda for the quarter-century before Clinton's victory in 1992. That's one of the reasons we lost every presidential election held between 1968 and 1988 except the post-Watergate win by Jimmy Carter. History has proved there aren't enough voters on the far left, on their own, to elect and reelect a president or maintain a majority in Congress."

Putting Emanuel into a prominent role in his administration would be something different by Biden, however. It would be regarded by liberals as an open provocation -- whether or not Biden meant it that way. And it's not clear if the President-elect is willing to go that far down the road of antagonizing liberals before he is even the president.

Artificial Intelligence Is Now Smart Enough to Know When It Can’t Be Trusted – ScienceAlert

How might The Terminator have played out if Skynet had decided it probably wasn't responsible enough to hold the keys to the entire US nuclear arsenal? As it turns out, scientists may just have saved us from such a future AI-led apocalypse, by creating neural networks that know when they're untrustworthy.

These deep learning neural networks are designed to mimic the human brain by weighing up a multitude of factors in balance with each other, spotting patterns in masses of data that humans don't have the capacity to analyse.

While Skynet might still be some way off, AI is already making decisions in fields that affect human lives like autonomous driving and medical diagnosis, and that means it's vital that they're as accurate as possible. To help towards this goal, this newly created neural network system can generate its confidence level as well as its predictions.

"We need the ability to not only have high-performance models, but also to understand when we cannot trust those models," says computer scientist Alexander Aminifrom the MIT Computer Science and Artificial Intelligence Laboratory (CSAIL).

This self-awareness of trustworthiness has been given the name Deep Evidential Regression, and it bases its scoring on the quality of the available data it has to work with the more accurate and comprehensive the training data, the more likely it is that future predictions are going to work out.

The research team compares it to a self-driving car having different levels of certainty about whether to proceed through a junction or whether to wait, just in case, if the neural network is less confident in its predictions. The confidence rating even includes tips for getting the rating higher (by tweaking the network or the input data, for instance).

While similar safeguards have been built into neural networks before, what sets this one apart is the speed at which it works, without excessive computing demands it can be completed in one run through the network, rather than several, with a confidence level outputted at the same time as a decision.

"This idea is important and applicable broadly," says computer scientist Daniela Rus. "It can be used to assess products that rely on learned models. By estimating the uncertainty of a learned model, we also learn how much error to expect from the model, and what missing data could improve the model."

The researchers tested their new system by getting it to judge depths in different parts of an image, much like a self-driving car might judge distance. The network compared well to existing setups, while also estimating its own uncertainty the times it was least certain were indeed the times it got the depths wrong.

As an added bonus, the network was able to flag up times when it encountered images outside of its usual remit (so very different to the data it had been trained on) which in a medical situation could mean getting a doctor to take a second look.

Even if a neural network is right 99 percent of the time, that missing 1 percent can have serious consequences, depending on the scenario. The researchers say they're confident that their new, streamlined trust test can help improve safety in real time, although the work has not yet been peer-reviewed.

"We're starting to see a lot more of these [neural network] models trickle out of the research lab and into the real world, into situations that are touching humans with potentially life-threatening consequences," says Amini.

"Any user of the method, whether it's a doctor or a person in the passenger seat of a vehicle, needs to be aware of any risk or uncertainty associated with that decision."

The research is being presented at the NeurIPS conference in December, and anonline paperis available.
