MHA says migration during COVID-19 lockdown was triggered by fake news about its duration – The New Indian Express

NEW DELHI: The migration of a large number of migrant workers during the COVID-19 lockdown was triggered by panic created by fake news about its duration, the center told the Lok Sabha on Tuesday.

Minister of State for Home Affairs Nityanand Rai stated this in the parliament while replying to an unstarred question from Trinamool Congress (TMC) MP Mala Roy, who sought the reason why thousands of laborers started walking home from big cities soon after the lockdown was imposed.

In response, Rai stated, "The migration of a large number of migrant workers was triggered by panic created by fake news regarding the duration of lockdown. And people, especially migrant laborers, were worried about an adequate supply of basic necessities like food, drinking water, health services, and shelter."

The minister, however, said that the center took all necessary measures to ensure that during the period of the inevitable lockdown, no citizen should be deprived of basic amenities of food, drinking water, medical facilities, etc.

Roy also sought to know the number of migrant laborers who died on the way home but the minister said that the center does not have the data as details are not centrally maintained.

During the unprecedented Covid-19 pandemic, there were several deaths reported causing a countrywide outcry, forcing even the Human Rights Commission to sit up and take notice, demanding action by the Centre. On Monday, Union Minister of Labour and Employment Santosh Kumar Gangwar had said in the Parliament that the exodus saw over one crore migrant workers return to their native states.

Regarding Roy's question about steps taken to protect migrant laborers before the lockdown was announced, Rai said, in order "to contain the spread of Covid-19" in the country, the center took various measures, considered essential for the safety of people including migrant workers.

"From March 21, 2020, onwards, control room operations in the Ministry of Home Affairs were expanded by making their functioning 24X7 under the supervision of senior officers of the level of joint secretaries along with the representatives of key central ministries. These control rooms, inter alia, attended to the grievances of stranded persons, including migrant workers and promptly resolved these grievances relating to food, transport, shelter, etc. States and Union territories were also advised to set up control rooms with helplines and to appoint nodal officers," the minister said.

Rai further said that the center allowed states to use the State Disaster Response Fund (SDRF) on 28 March to make provisions for temporary accommodation, food, clothing, medical care, etc for homeless people as well as migrant laborers.

In response to another question on invoking the Disaster Management Act, the government justified imposing the lockdown and said India successfully blunted the aggressive spread of Covid-19 through the lockdown.

"It has been estimated that the decision of Lockdown, by slowing down the progress of pandemic in India, has prevented 14-29 lakh cases and 37-78 thousand deaths," Rai said.

Lockdown helped create additional health infrastructure, Rai said, adding that dedicated isolation beds went up by 22 times, and dedicated ICU beds increased by over 14 times from what existed in March 2020. The minister further said that the testing capacity for Covid-19 increased nearly10 times and limited indigenous manufacturing capacity for masks, PPEs, ventilators, etc at the time of lockdown, was also enhanced to attain self-reliance.

However, theyre not all the same and have very different uses. While one can get you high, the other is used as a wellness elixir. The legality of cannabis also depends on its use. While medical and industrial use of cannabis is legal in many countries, very few allow it for recreational purposes. In 2018, Canada became the second country after Uruguay to legalise the possession and use of recreational cannabis. But, the conversation is slowly changing. People from countries across the worldItaly to Australiaare campaigning to legalise marijuana for recreational purposes. Now whether you can smoke it or not is a whole different story, but heres is an explainer to help clear the confusion:

Cannabis is a genus of flowering plants that belong to the Cannabaceae family. Cannabis is nothing but the umbrella term, and hemp and marijuana are broad classifications of it.

Cannabis plants have been classified into three primary categories: cannabis sativa, cannabis indica and cannabis ruderalis or hybrid. Each of these are said to have their own characteristics and effects.

Cannabis sativa: Sativas leaves are long, tall and finger-like. It is known for its heady highan invigorating, energising effect that can reduce anxiety or stress and increase creativity and focus.

Cannabis indica: These leaves are shorter, plumper and fuller compared to sativa. Indicas are also known to be calming and relaxing.

Cannabis ruderalis: These are small plants that dont grow more than 12 inches. However, they grow super quickly. Ruderalis is considered to have very low levels of THC and high amounts of CBD, and arent used as much for recreational purposes.

While the often-applied rule of thumb is that sativas are more energising and indicas are more calming, this has not been scientifically proven.

Now, what are THC and CBD? Cannabis is made up of nearly 120 chemicals, which are known as cannabinoids. The two common ones are cannabidiol (CBD) and tetrahydrocannabinol (THC). THC and CBD are present in both marijuana and hemp. Hemp contains high CBD and low THC (less than 0.3%), while marijuana contains much more THC (over 0.3%).

THC is the chemical that gets you high! It is the psychoactive compound that is responsible for the euphoria that most people associate with cannabis. THC has the ability to alter moods, control pain and other feelings.

You know the friend who drinks one too many but never gets high? Thats CBD. While CBD is said to be a psychoactive active cannabinoid, it does not have the same effects as THC. Its not-intoxicating and non-euphoric, so it will not get you high. WebMD points out that its thought to work with other elements in the body linked to feelings of well-being. It has the ability to ease nausea, migraine, seizures and anxiety, according to Healthline.

Hemp is cannabis with less chemicals. It contains less than 0.3% THC, so it cant get you high like marijuana. You may wonder why 0.3%? This definition was proposed in 1979 in the book The Species Problem in Cannabis: Science & Semantics. The author stated that its difficult to distinguish hemp and marijuana, as there is no taxonomical difference between the two. The number was proposed as the solution to distinguish between hemp and marijuana. This number is now used in the legal definition of hemp in the Agricultural Act of 2018 in the United States.

Besides the THC percentage, hemp and marijuana have different uses as well. The latter is used to make textiles (clothing, handbags, shoes), food (hemp seed oil, hemp seed hearts, hemp protein powder), paper, ropes, supplements and more. In India, the cultivation of hemp for industrial purposes or for horticulture is legal.

Pot, weed, dope, ganja, Mary Jane or whatever you may call it, all refer to marijuana. Had that one friend who couldnt stop gushing about their trippy holiday to Amsterdam? Besides rolling into cigarettes and smoking through a pipe, marijuana is consumed in many other ways. Think brownies, cookies, gummies, lollipops, rice crispies, chocolates, candies and beverage mixes.

Simply put, marijuana is cannabis that gets you high, as it contains a THC of more than 0.3%.

Hash is said to be the most potent form of cannabis due to higher THC. Weed is the dried cannabis plant, whereas hash is made from the resin and sap of cannabis. Hash oil can contain about 90% THC, as compared to the 12% THC levels found in other cannabis products.

Consumption of marijuana is illegal in India. However, Holi is an exception. The festival of colour is often associated with bhang. The concoction is made by mixing dried and ground cannabis leaves with milk, kesar, almonds and spices. Some places in India also make the drink with yoghurt. The result is a frothy, thandai-like drink that gives you a heady high. The Holi drink finds a mention in ancient Hindu texts like Atharvaveda as a reliever of anxiety and stress. Legend has it that the plant was discovered by Lord Shiva and is closely associated with him.

But how is bhang so easily available when marijuana is illegal in India? Lets just say there are some loopholes. In 1985, the Narcotic Drugs and Psychotropic Substances Act listed cannabis as a narcotic drug, prohibiting its cultivation, possession, consumption or transportation. But it only listed some parts of the plant as narcotic such as the bud and resin. Theres no mention of the leaves, and this is why you can enjoy the high on Holi.

Hemp oil is derived by cold-pressing hemp seeds. Its a clear greenish oil with a nutty flavour. The oil is considered to have numerous health benefits, especially when it comes to improving skin health. Due to its anti-inflammatory properties, it can be used to treat acne. Its also known to have anti-inflammatory properties. Hemp oil can also be mixed with food, smoothies, salad dressings or soups.

CBD is one of the many 100 chemicals that is found in cannabis. The oil is extracted from the cannabis plant, and then diluted with hempseed or coconut oil. This oil is the option of choice when one wants to relieve themselves of pain, anxiety, sleep disorders and other conditions without the mind-altering effects of marijuana and other pharmaceutical drugs. CBD oil is also known to be a palliative aid for cancer patients. It may help reduce nausea, vomiting, pain and other side effects induced by chemotherapy, as per research. The oil contains a low amount of THC, which provides the high. CBD oil is consumed in many different ways. It could be for topical use, or also could be mixed with edibles or inhaled via a vape.

CBD has become a popular wellness potion that can be found in juices, lotions, sweets and dog treats. Last year, Kim Kardashian threw a CBD-themed baby shower.

IWF holds joint technical seminar with Oceania Weightlifting Federation – Insidethegames.biz

A joint seminar held by the International Weightlifting Federation (IWF) and the Oceania Weightlifting Federation attracted participants from 29 countries.

The technical seminar was held over the course of a day.

It was overseen by IWF honorary advisor Sam Coffa and fellow Australian Pedro Sanchez, a member of the IWF Technical Committee.

Organisers say representatives from Australia, New Zealand, Fiji, Papua New Guinea, Solomon Islands, Kiribati, Tuvalu, Cook Islands, Nauru, Tahiti, Northern Mariana Islands, New Caledonia, Niue and Tuvalu participated in the online event.

The seminar also received interest from outside Oceania, with participants coming from the United Kingdom, United States, China and South Korea.

Austria, Denmark, Belgium, Botswana, Germany, France, Hungary, Lithuania, Malaysia, Singapore and Syria were also represented.

The IWF said a total of 250 people took part in the online seminar.

The governing body revealed it had received feedback praising the event, which highlighted the clarity and precision of the content.

IWF vice-president and Technical Committee chair Nicu Vlad was praised for his role in establishing the seminar, as was Australia's Bowen Stuart.

According to Chainalysis, the patterns of cryptocurrency usage vary widely across the globe. The blockchain security firm claims that its recent report is one of the first attempts to quantify key differences in how DLT and crypto-assets are used by businesses throughout the world. The report was compiled using blockchain analysis and insights from expert interviews, which looked into important regional differences in crypto adoption and related use cases.

As mentioned in Chainalysis report, the Central and Southern Asia and Oceanias cryptocurrency market has been growing steadily. Approximately 12% of all value sent and received using cryptocurrencies came fromt his region, the report revealed.

In total, $40 billion worth of digital assets were received by entities based in Central and Southern Asia and Oceania, according to the report. It added that another $41 billion in crypto-assets were transferred out of the region to various places throughout the world. This region accounted for a relatively small or 1.7% of the illicit share of crypto valued received and just 0.8% of illicit share of value sent.

Its worth noting, however, that these estimates are quite low considering the recent multi-billion dollar PlusToken Crypto Ponzi scheme, which originated in China and may have affected neighboring Asian countries.

Central and Southern Asia and Oceania (CSAO) has the worlds fifth-most active region when it comes to cryptocurrency related activities, out of the eight regions examined by Chainalysis and documented in its extensive research report.

Chainalsysis noted:

With many developing countries in the (CSAO) region, we see heavy retail activity, which could suggest users are turning to cryptocurrency for remittances and possibly even everyday transactions.

The report added:

CSAO has the third-highest share of its cryptocurrency market made up of retail activity, with between 15% and 22% of transaction volume coming in retail-sized transfers of $10,000 worth of cryptocurrency or less during the time period studied. [Chainalysis] believes that some of this activity is due to remittances from overseas.

Chainalysis cites a report from Knomad, which notes that India led the world in 2017 when it comes to fiat remittances received at an estimated $69.0 billion. Vietnam was ranked tenth at roughly $13.8 billion, Indonesia was ranked 17th at $9.0 billion, while Thailand was ranked 24th at approximately $6.7 billion. The blockchain security firm reveals that these four nations are among the biggest digital asset markets in the CSAO region.

Chainalysis further notes:

Its possible that residents have shifted some of their remittance activity to cryptocurrency to take advantage of lower fees and shorter wait times.

RENO, Nev., Sept. 16, 2020 (GLOBE NEWSWIRE) -- New Q2 data from Synergy Research Group shows that Amazon (AWS) and Alibaba are clear leaders in the APAC region cloud market, based on quarterly revenues. Amazon is the frontrunner in four of the five APAC sub-regions, while Alibaba has a strong lead in China and is also well placed in the rest of East Asia, South & Southeast Asia and Oceania. Microsoft is ranked second in three of the sub-regions, has a strong position in Japan and is placed third in the overall APAC region. The rest of the top-ranked cloud providers are either global players with a position in multiple markets - Google and IBM - or companies with a strong position in their home markets. Beyond Alibaba the next five cloud providers in China are all local companies, while Fujitsu and NTT are well placed in Japan, Naver and KT feature heavily in South Korea, and Telstra is a challenger in the Australian market. China is by far the largest market in the region, helping Tencent and Baidu to feature among the regions leaders. While all sub-regions are growing strongly, it is South & Southeast Asia that has the highest growth rate, thanks in large part to India.

APAC revenues from cloud infrastructure services were over $9 billion in Q2 and are growing at over 40% per year. Public IaaS is by far the largest segment in the region, followed by public PaaS and managed private cloud services. Public IaaS also had the highest growth rate in the quarter, though managed public cloud also features strongly due to particularly high growth in VPC and bare metal cloud services. The APAC region does not yet account for a third of the worldwide market but it is growing much more rapidly than either the North American or EMEA regional markets. After China, the largest country markets in the region are Japan, India, Australia and South Korea.

China is a unique market and remains dominated by local companies, but beyond China there is strong competition between a range of global and local companies. Amazon is the leader in four of the five sub-regions, but it is not the market leader in every country, said John Dinsdale, a Chief Analyst at Synergy Research Group. The challenge for local players is that in most ways cloud is a truly global market, requiring global presence, leading edge technology, strong brand name and credibility, extremely deep pockets and a long-term focus. For any local cloud companies looking to expand significantly beyond their home market, that is an extremely challenging proposition.
