Congressional staff should represent America – The Hill (blog)

Two weeks ago, the world didnt end.
Despite some fears that releasingdemographic data on Senate Democratic staff makeup would result in a backlash, offices are still standing. Senators and staff still have their jobs. Perhaps it shouldnt surprise anyone that fear long prevented the collection and public release of this data. Confronting a problem is always difficult. But, just like being sick, ignoring it doesnt make it go away.
But this is just the first mile on the road to fixing the problem. We need more data. Senate Democrats have acted, and Senate Republicans and the House of Representatives should follow suit. At stake is the fundamental understanding of the extent of the unacceptable and even dangerous lack of diversity among staff and how we can respond. Although the Joint Center is currently working on a House top staff diversity report that mirrors our 2015 Senate report, it is incumbent upon leadership to begin collecting comprehensive data on how well staffs reflect the communities they are elected to serve and make it public.
We need data on the kinds of jobs that minorities hold, because not all positions are created equal. An office that is 35 percent people of color -- which is far better than the average -- still has a major problem if all of those individuals hold an entry level position. In addition, we cannot forget about staffers back home. We need to know the demographic breakdown between district staff and D.C. staff, as the respective office employees have different responsibilities. District staff are often the front-facing representatives for their member, helping constituents work through problems, attending community meetings and reporting back to their boss, and more. It is a clear problem when the diversity of the communities served are not reflected in a members D.C. staff, and an equally damaging problem if the district office does not reflect it.
It may be difficult to see now, but we are poised to remember this period as the moment Capitol Hill finally underwent a needed culture change. Only eight months ago, when I started this movement for action as a Senate staffer, there were few offices that seemed to be engaged, let alone thinking, about making their offices diverse and their environments inclusive. In fact, the summer of 2016 and national unrest it brought may have been one of the worst in recent memory for staffers of color on Capitol Hill and most jarring to communities of color across America.
We have action, including Rep. Barbara Lees (D-Calif.) amendment addressing implicit bias and Minority Leader Nancy Pelosis (D-Calif.) staff diversity initiative announcement. Today, there are more offices on both sides of the aisle being intentional about ensuring that people of all backgrounds and experiences have a seat at the decision making table. Not a token position. Not some quota. A meaningful and equal opportunity to be heard.
We are not there yet. Many more elected members need to act, and more Americans need to demand transparency and thoughtfulness on a subject that affects us all. The march toward making the most democratic branch of our government truly representative has begun. Change is happening. There is no turning back.

Reebok Is Making Space Boots for Astronauts — And They Are Reportedly Very Light – TheStreet.com

Adidas (ADDYY) subsidiary Reebok Int.'l is making space boots for astronauts.
On Tuesday, July 18, the shoemaker released the Reebok Floatride Space Boot SB-01, made with "floatride foam technology" that the company said makes the boot "extremely lightweight." Inpartnership with David Clark Co., Reebok said it designed the boot because astronauts have essentially been wearing the same bulbous shoesince the U.S. landed on the moon in 1969.
As of May, NASA employed 44 active astronauts and 36 "management astronauts." Not a huge market for Reebok to get into, but the astronauts are likely rejoicing since they've historically lugged around in heavy, snowboard-type contraptions.
"Weight is a huge factor in space travel with just a single pound having big financial implications," Matt Montross of Reebok Innovation said in a statement. "Traditional space boots were made of rigid leather with firm soles and were not integrated into the actual space suit. Reebok Floatride Foam introduced three revolutionary elements to the space boot; it decreased the overall weight significantly, it brought the added comfort in a space boot and support that you would expect in a running shoe and it delivered a new level of sleekness and style."
Reebok expects astronauts to wear the new boot - complete witha feather-light midsole, single-layer engineered mesh upper and weight-optimized full-coverage outsole - as they travel tothe International Space Station on Boeing Co.'s (BA) new vessel, the CST-100 Starliner, which is estimated to take off sometime in 2018.

This Is What Liberated the Power of the Internet, and Why It Matters – Singularity Hub

The earliest internet was built by the military, designed to help scientists around the nation gain access to those rare room-sized computers located at MIT, Stanford, and a few key institutions.
Use of the early ARPAnet was slow, cumbersome, and awkwardthat is, until Marc Andreessen created Mosaic, the first widely-accessible internet browser.
When Mosaic launched in 1993, there were only 26 websites.
In 1994, there were 10,000.
By 1998, there were millions.
Mosaic (later Netscape) was a user interface moment.
A user interface moment is the instant when a technology goes viralwhen a simple interface allows unfamiliar users to build revenue-generating processes on top of a previously convoluted, inaccessible system (e.g., the early internet).
Inthis video, I highlight user interface moments and how to capitalize on them as an entrepreneur.
As discussed, Mosaic wasnt the only important user interface moment in recent history.
Fortran, one of the first programming languages, allowed average users to use complex IBM computers.
The iPhones app store allowed individuals to write programs that can instantly download into the hands of hundreds of millions of users.
Since just 2008, some 300,000 developers have written over two million apps that have been downloaded over 140 billion times.
Developers on the Apple app store generated over $20 billion in revenue in 2016 alone.
As an exponential entrepreneur, it is your job to look at the exponential roadmap ahead and identify user interface moments.
If youre not building them, learn to recognize them, so you can capitalize on them when the moment presents itself.

Ascension Texas names new leader
An executive with Houstons renowned Memorial Hermann Health System has been selected to oversee Ascension hospitals in Austin and Waco.
Craig Cordola succeeds Jess Garza as senior vice president of Ascension Healthcare and ministry market executive for Ascension Texas beginning Sept. 1.
In Austin, Ascension operates the Seton Healthcare Family, including Dell Childrens Medical Center of Central Texas. Combined, the facilities employ more than 13,000 people.
Craig is an exceptional choice to lead Ascension Texas, which serves a rapidly growing region where the needs of those we serve continue to expand, Patricia Maryland, executive vice president of Ascension and president and CEO of Ascension Healthcare, said in a written statement.
A University of Texas graduate, Cordola worked for Texas Childrens Hospital and at physician practice management companies in Houston prior to joining Memorial Hermann.
AUTOMAKERS
Harley-Davidson cutting 180 jobs after earnings slip
MILWAUKEE Harley-Davidson Inc. is eliminating about 180 production jobs at its plants this fall, union officials said Tuesday, with locations in suburban Milwaukee and Kansas City, Mo., to be hit the hardest.
The 180 permanent job cuts are coming in the next couple of months as the company throttles back production amid weak U.S. motorcycle sales. Temporary furloughs also are expected at the plants.
Harley-Davidson said soft U.S. motorcycle sales resulted in a disappointing fiscal quarter ended June 25.
Net income fell 7.7 percent to $258.9 million, or $1.48 per share, in the three-month period from $280.4 million, or $1.55 per share, a year earlier. Revenue fell to $1.58 billion from $1.67 billion.
BANKING
Bank of America tops Wall Street forecasts
CHARLOTTE, N.C. Bank of America Corp. on Tuesday reported second-quarter earnings of $5.27 billion.
The bank, based in Charlotte, North Carolina, said it had earnings of 46 cents per share.
The results surpassed Wall Street expectations. The average estimate of eight analysts surveyed by Zacks Investment Research was for earnings of 43 cents per share.
The nations second-largest bank posted revenue of $25.99 billion in the period. Its adjusted revenue was $22.83 billion, also surpassing Street forecasts. Four analysts surveyed by Zacks expected $21.91 billion.
Bank of America shares have increased almost 9 percent since the beginning of the year, while the Standard & Poors 500 index has increased almost 10 percent. The stock has climbed 76 percent in the last 12 months.
HOUSING MARKET
U.S. homebuilder sentiment declines in July
U.S. homebuilders are feeling less optimistic about their sales prospects, although their overall outlook remains positive.
The National Association of Home Builders/Wells Fargo builder sentiment index, released Tuesday, declined to 64 this month. Thats down two points from a downwardly revised reading of 66 in June and the lowest level since November.
Readings above 50 indicate more builders view sales conditions as good rather than poor. The index has been above 60 since September.
The July index fell short of analyst predictions, which called for a reading of 67, according to FactSet.
Readings gauging builders view of sales now and over the next six months also fell from last month. A measure of traffic by prospective buyers also declined.
Sales of new U.S. homes are running ahead of last years pace, reflecting strong demand for homes as the economy has continued to create jobs, pulling the unemployment rate down to a healthy 4.4 percent.

Four Ascension track stars make All-State team – Donaldsonville Chief – Donaldsonville Chief

Things just got more memorable recently when the Louisiana Sports Writers Association released its All-State track and field team. There were four of Ascension Parish's top track stars on the list.
The 2017 season saw some marvelous performances by the parishs top track and field stars and their teams.
From multiple individual standouts taking home state titles, to the Ascension Catholic girls team claiming their third straight state championship, it was surely a year to remember.
Things just got more memorable recently when the Louisiana Sports Writers Association released its All-State track and field team. There were four of Ascension Parishs top track stars on the list.
Headlining the boys All-State team was Dutchtowns Parker McBride. McBride made the All-State team for the 800 event.
He had the fastest time in the state this season for the 800 with a time of one minute and 52.68 seconds.
McBride won district, regional and state titles in the 800 this season. He was also a member of the Baton Rouge areas All-Metro team.
McBride is a Southeastern Louisiana signee.
Just last month, he made the trip to Greensboro, N.C., to compete in the New Balance Nationals Outdoor event.
The Griffins finished as runners-up in District 5-5A this season, and they finished fifth at the regional meet.
The only other Ascension Parish boys track star to make the All-State team was Donaldsonvilles Davon Wright. Wright made the team in the shot put event.
Wright helped lead theTigers to a seventh-place finish at the District 6-3A meet and a 14th-place finish at the state meet.
He had the fifth-best performance in the shot put this season with a measurement of 53 feet and 6.5 inches.
After winning the state title in the event last year, Wright won a district championship in the shot put this season and finished as runner-up at both the regional and state meets.
He also made the All-Metro team. Wright is a recent Tulane football commit.
The Lady Griffins finished third at the District 5-5A meet, and they landed in seventh at the state meet.
Spearheading their efforts were Leah Scott and Tara Stuntz.
Scott made the All-State team for the second straight season in the long jump event and the triple jump.
She had the best long jump in the state this year with a measurement of 19 feet and six inches. Her triple jump was tied for fourth-best at 37 feet and 11 inches.
Scott won district and regional titles in both events. At the state meet, she won the triple jump championship for the second straight season and finished as runner-up in the long jump.
Stuntz made the All-State team for the 3,200 event. She had the third-fastest time in the 3,200 this year at 11 minutes and 23.81 seconds.
Stuntz was runner-up in the event at the district, regional and state meets.
Both Scott and Stuntz made the All-Metro team as well.
Stuntz is a 2017 Southeastern signee, along with two other parish runners in Ascension Catholics 1A 800, 1,600 and 3,200 state champion Sophie Daigle and the Bulldogs Logan Thibodeaux.

Ride for the Badge gathers in Ascension – Donaldsonville Chief

Hundreds of first responders traversed Ascension and Livingston Parishes this weekend in honor of fallen officers and particularly wounded EBRSO Deputy Nick Tullier and BRPD Officer Rickey Faust.
The Ascension Parish Sheriff's Office and other businesses sponsored the event on Saturday, July 15 called Ride for the Badge. It was a "poker run" that began at the Tilted Kilt in Gonzales next to Cabelas. It featured music, food, refreshments and bikes.
Participants wore their appropriate leather vests representing the Blue Knights, the Wild Pigs or other club uniform. Over one thousand bikes were expected for the ride.
A longtime friend of the Tullier's, Sheri Kirley, passed out black bracelets lined with blue that read "Pray for Nick." Tullier, the 42-year-old deputy from the East Baton Rouge Sheriff's Office was attacked one year ago on July 17, 2016.
"Since we're coming up on the one-year anniversary, it's very exciting that people are so engaged in supporting not only Nick, but all the other fallen officers, their families and law enforcement in general," Kirley said.
The event was imagined by "Wild Bill" Utley, a retired fireman from Mobile, Ala. It was obviously not only to benefit Tullier, but the other officers and deputies that were injured in the shooting incident last year in Baton Rouge. Utley has been working on the ride event since September. Utley has never met Tullier but wanted to do something for him.
"I prayed about this, and everything was a go," Utley said.
Utley's first step was reaching out to BRPD Officer Lt. John Colter. Colter is a card carrying member of the "Blue Knights" riding club. When Utley reached out, Colter said call me if you need anything.
"I reached out to him six months later, and this thing took off," Utley said.
Colter reminded that the event was to benefit the family of BRPD Deputy Rickey Faust, as well.
"Rickey Faust was hurt in a unit wreck shortly after the shooting," Colter said. "This is to help the families out with the travel expenses of commuting back and forth to Houston and making ends meet. Workman's comp doesn't pay one hundred percent of your paycheck."
Colter explained the poker game and how it works. Each participant paid $20 for entry, or just $10 for a ride-along.
"With Nick, it seems like we are witnessing a miracle," APSO Chief Deputy Bobby Webre said. "Right now we're in that year anniversary of the shooting in Baton Rouge where he was so gravely injured, then to hear him say his first words, to watch him move, to watch him do physical therapy is just unbelievable."

AI researcher: Why should a superintelligence keep us around? – TNW

As an artificial intelligence researcher, I often come across the idea that many people are afraid of what AI might bring. Its perhaps unsurprising, given both history and the entertainment industry, that we might be afraid of a cybernetic takeover that forces us to live locked away, Matrix-like, as some sort of human battery.
And yet it is hard for me to look up from the evolutionary computer models I use to develop AI, to think about how the innocent virtual creatures on my screen might become the monsters of the future. Might I become the destroyer of worlds, as Oppenheimer lamented after spearheading the construction of the first nuclear bomb?
I would take the fame, I suppose, but perhaps the critics are right. Maybe I shouldnt avoid asking: As an AI expert, what do I fear about artificial intelligence?
The HAL 9000 computer, dreamed up by science fiction author Arthur C. Clarke and brought to life by movie director Stanley Kubrick in 2001: A Space Odyssey, is a good example of a system that fails because of unintended consequences. In many complex systems the RMS Titanic, NASAs space shuttle, the Chernobyl nuclear power plant engineers layer many different components together. The designers may have known well how each element worked individually, but didnt know enough about how they all worked together.
That resulted in systems that could never be completely understood, and could fail in unpredictable ways. In each disaster sinking a ship, blowing up two shuttles and spreading radioactive contamination across Europe and Asia a set of relatively small failures combined together to create a catastrophe.
I can see how we could fall into the same trap in AI research. We look at the latest research from cognitive science, translate that into an algorithm and add it to an existing system. We try to engineer AI without understanding intelligence or cognition first.
Systems like IBMs Watson and Googles Alpha equip artificial neural networks with enormous computing power, and accomplish impressive feats. But if these machines make mistakes, they lose on Jeopardy! or dont defeat a Go master. These are not world-changing consequences; indeed, the worst that might happen to a regular person as a result is losing some money betting on their success.
But as AI designs get even more complex and computer processors even faster, their skills will improve. That will lead us to give them more responsibility, even as the risk of unintended consequences rises. We know that to err is human, so it is likely impossible for us to create a truly safe system.
Im not very concerned about unintended consequences in the types of AI I am developing, using an approach called neuroevolution. I create virtual environments and evolve digital creatures and their brains to solve increasingly complex tasks. The creatures performance is evaluated; those that perform the best are selected to reproduce, making the next generation. Over many generations these machine-creatures evolve cognitive abilities.
Right now we are taking baby steps to evolve machines that can do simple navigation tasks, make simple decisions, or remember a couple of bits. But soon we will evolve machines that can execute more complex tasks and have much better general intelligence. Ultimately we hope to create human-level intelligence.
Along the way, we will find and eliminate errors and problems through the process of evolution. With each generation, the machines get better at handling the errors that occurred in previous generations. That increases the chances that well find unintended consequences in simulation, which can be eliminated before they ever enter the real world.
Another possibility thats farther down the line is using evolution to influence the ethics of artificial intelligence systems. Its likely that human ethics and morals, such as trustworthiness and altruism, are a result of our evolution and factor in its continuation. We could set up our virtual environments to give evolutionary advantages to machines that demonstrate kindness, honesty and empathy. This might be a way to ensure that we develop more obedient servants or trustworthy companions and fewer ruthless killer robots.
While neuroevolution might reduce the likelihood of unintended consequences, it doesnt prevent misuse. But that is a moral question, not a scientific one. As a scientist, I must follow my obligation to the truth, reporting what I find in my experiments, whether I like the results or not. My focus is not on determining whether I like or approve of something; it matters only that I can unveil it.
Being a scientist doesnt absolve me of my humanity, though. I must, at some level, reconnect with my hopes and fears. As a moral and political being, I have to consider the potential implications of my work and its potential effects on society.
As researchers, and as a society, we have not yet come up with a clear idea of what we want AI to do or become. In part, of course, this is because we dont yet know what its capable of. But we do need to decide what the desired outcome of advanced AI is.
One big area people are paying attention to is employment. Robots are already doing physical work like welding car parts together. One day soon they may also do cognitive tasks we once thought were uniquely human. Self-driving cars could replace taxi drivers; self-flying planes could replace pilots.
Instead of getting medical aid in an emergency room staffed by potentially overtired doctors, patients could get an examination and diagnosis from an expert system with instant access to all medical knowledge ever collected and get surgery performed by a tireless robot with a perfectly steady hand. Legal advice could come from an all-knowing legal database; investment advice could come from a market-prediction system.
Perhaps one day, all human jobs will be done by machines. Even my own job could be done faster, by a large number of machines tirelessly researching how to make even smarter machines.
In our current society, automation pushes people out of jobs, making the people who own the machines richer and everyone else poorer. That is not a scientific issue; it is a political and socioeconomic problem that we as a society must solve. My research will not change that, though my political self together with the rest of humanity may be able to create circumstances in which AI becomes broadly beneficial instead of increasing the discrepancy between the one percent and the rest of us.
There is one last fear, embodied by HAL 9000, the Terminator and any number of other fictional superintelligences: If AI keeps improving until it surpasses human intelligence, will a superintelligence system (or more than one of them) find it no longer needs humans? How will we justify our existence in the face of a superintelligence that can do things humans could never do? Can we avoid being wiped off the face of the Earth by machines we helped create?
If this guy comes for you, how will you convince him to let you live?
The key question in this scenario is: Why should a superintelligence keep us around?
I would argue that I am a good person who might have even helped to bring about the superintelligence itself. I would appeal to the compassion and empathy that the superintelligence has to keep me, a compassionate and empathetic person, alive. I would also argue that diversity has a value all in itself, and that the universe is so ridiculously large that humankinds existence in it probably doesnt matter at all.
But I do not speak for all humankind, and I find it hard to make a compelling argument for all of us. When I take a sharp look at us all together, there is a lot wrong: We hate each other. We wage war on each other. We do not distribute food, knowledge or medical aid equally. We pollute the planet. There are many good things in the world, but all the bad weakens our argument for being allowed to exist.
Fortunately, we need not justify our existence quite yet. We have some time somewhere between 50 and 250 years, depending on how fast AI develops. As a species we can come together and come up with a good answer for why a superintelligence shouldnt just wipe us out. But that will be hard: Saying we embrace diversity and actually doing it are two different things as are saying we want to save the planet and successfully doing so.
We all, individually and as a society, need to prepare for that nightmare scenario, using the time we have left to demonstrate why our creations should let us continue to exist. Or we can decide to believe that it will never happen, and stop worrying altogether. But regardless of the physical threats superintelligences may present, they also pose a political and economic danger. If we dont find a way to distribute our wealth better, we will have fueled capitalism with artificial intelligence laborers serving only very few who possess all the means of production.

A HUGE row is brewing that threatens to spark war after Russia insulted Donald Trump in a very sly way.
The two superpowers are currently clashing after the United States seized Russian diplomatic property in New York and Maryland.
Then-US President Barack Obama ordered the seizure of two Russian diplomatic compounds and kicked out 35 diplomats from the country in response to alleged Kremlin hacking of the US election in 2016.
But an argument has erupted between the two countries after American officials attempted to set conditions for them to return the compounds to Russian control.
Moscow has said any attempts by Washington to hold onto the property goes against international law and Russian Foreign Minister Sergei Lavrov said it amounted to "daylight robbery".

Mr Lavrov added that this disagreement and "anti-Russian" sentiment among Americans may mean the countries will not agree on key, global issues.
The Russian Deputy Foreign Minister, Sergei Ryabkov, is due to meet US Undersecretary of State, Thomas Shannon, today to discuss the matter.
But in a move that will likely spark fury in Washington, Kremlin spokesman Dmitry Peskov issued thinly-veiled insult at the President.
Apparently alluding to Trump, Mr Peskov said he hoped the US would be able to show some "political wisdom".
"We still hope that our American colleagues will demonstrate a certain political wisdom and political will," he remarked during a conference call.
