Maine ethics watchdog looking at links between offshore firm, casino … – Bangor Daily News
Posted: at 8:20 am
Good morning from Augusta, where a remarkable hearing yesterday that illuminated an offshore firms influence on the 2017 ballot initiative for a new casino in York County prompted Maines ethics watchdog to reach out to the campaign bankrolling the bid about its finances.
That scrutiny from the Maine Ethics Commission came on a bad day for the proposal linked to U.S. Virgin Islands developer Shawn Scott, which had a public hearing before the Legislatures Veterans and Legal Affairs Committee that led Senate Majority Leader Garrett Mason, R-Lisbon Falls, to say the casino campaign placed major corruption issues in front of us.
It also comes just two months after a failed 2016 casino campaign also linked to Scott agreed to pay Massachusetts regulators $125,000 for disguising $1.6 million in contributions for a firm associated with Scotts offshore firm, Bridge Capital.
The Maine campaign has been run so far through Horseracing Jobs Fairness, a ballot question committee funded by $4.2 million as of January, all of which came Scotts sister, Lisa Scott of Miami, according to filings with the state.
On Wednesday, the only person to speak in favor of the proposal was Portland lobbyist Dan Riley, who told the committee that he had been hired hours earlier via email to represent Bridge Capital, which is based in the U.S. territory of the Northern Mariana Islands, so he wasnt able to answer many questions.
But he said that he had never spoken to Lisa Scott or anyone from the political committee that she has led. However, he said he met once with Shawn Scott earlier this year because Rileys law firm, Norman, Hanson and DeTroy, has been representing Bridge Capital on real estate matters as it considers buying a potential casino site in southern Maine.
Later on Wednesday, Jonathan Wayne, executive director of the Maine Ethics Commission, said he reached out to the ballot question committee after seeing media reports indicating mention of another organization that might have some financial activity around the effort.
This is an initial, proactive step and any investigation would have to be authorized by commissioners. Making political contributions in the name of another is illegal under state law.
Scott, who bought the Bangor Raceway, funded a 2003 campaign to allow slots there and sold the rights to what became Hollywood Casino for $51 million, controls Bridge Capital along with CEO John Baldwin. A casino owned by the company was seized in 2015 by the Laotian government and sold over alleged corruption and tax evasion that the company has denied.
Lawmakers savaged Riley over that on Wednesday. Gov. Paul LePage has said the effort is motivated by greed. The ethics scrutiny is another public relations battle. Heres your soundtrack. Michael Shepherd
Rules to allow large-scale metallic mineral mining in Maine have been under debate for years. Passage of rules developed by the Department of Environmental Protection and recommended by the citizen-led Board of Environmental Protection have failed twice in recent years when they ran into roadblocks in the Legislature.
Democrats and environmental groups opposed the proposed rules on the grounds (ha!) that they werent stringent enough to protect the environment and didnt include enough financial protections to ensure that environmental damage will be cleaned up when the mining is finished.
The issue is under debate again this year with several related bills, including another attempt by the department to have rules approves, multiple measures to ban mining and efforts to find bipartisan buy-in for enough protections to allow mining.
According to Sen. Tom Saviello, R-Wilton, co-chairman of the Environment and Natural Resources Committee, which is the scene of the mining debate this year, the gap between the nays and yeas is narrowing. Saviellos bill, LD 580, was killed unanimously by the committee on Wednesday to make way for a similar bill proposed by Sen. Brownie Carson, D-Harpswell, who is the former leader of the Natural Resources Council of Maine.
According to Saviello, Carsons bill addresses many of the friction points of the past and there appears to be consensus brewing. Carson could not be reached in time for the Daily Brief.
I think were as close as weve ever been to pulling this off, said Saviello on Wednesday. I want to give Sen. Carson and the environmental community credit. For the first time theyve articulated much better what their requirements are to make this happen.
Saviello said Carsons bill and some of the others will be brought up for a work session on Monday at which officials from the NRCM and department are expected. It could still take some time to hammer out an agreement, if theres one there.
Heres a heavy metal soundtrack for you. Or, theres this one which Im obliged to include at my editors suggestion. Christopher Cousins
The House and Senate are in today and judging by their calendars, there is lots of routine paper shuffling in store. Both have many bills coming out of committee with ought not to pass votes. Divided reports are also piling up, as they are prone to do with split majorities in the House and Senate.
Among other issues, it looks like the Senate will debate the bill to take the Legislative Council out of the Capitol Area development approval process, which failed in the House but faces better chances in the Republican-controlled Senate.
Several committees are in this afternoon. If youre interested, check out what theyre up to by clicking here. Christopher Cousins

Seven ways to secure your home before traveling
Oceania's Marina in port in Key West, Florida. (Oceania) (Photo: Oceania, TNS)
If there is one thing almost as certain as death and taxes, it's that a passenger on a cruise ship will never go hungry. I remember my first cruise where breakfast was followed by a mid-morning snack, lunch, an afternoon snack, dinner and finally, if we were still in need of sustenance, a midnight buffet.
Fast forward a number of years, and here on Oceania's Marina, things haven't changed much, except that now, in addition to being a consumer of food, I am also a preparer of same. While other cruisers are lounging around the pool sipping Bahama Mamas and making like extras on "The Love Boat," 20 of us, nattily decked out in starched white aprons, are at our stations in the ship's state-of-the-art Culinary Center.
Related: Oprah plans cruise in Alaska in Holland America partnership Related: A cruise ship that says 'Wow!'
Our two-person teams are whipping up a feast of Scaloppine Al Limone, Lemon Basil Risotto and Drunken Limoncello Cake. The class, under the direction of Executive Chef Kathryn Kelly, has been tagged, for obvious reasons, "Love of Lemons."
Kelly, who in her former life was an epidemiologist, spends nine months of the year aboard Oceania ships designing their cooking classes and accompanying culinary tours. If you're thinking that this is a bit food-centric even for a cruise ship, consider this: restaurants on Oceania's six ships are under the direction of famed chef Jacques Pepin, and they are the only ones on the seven seas thathave the services of two rotating French master chefs.
The Marina alone has 140 cooks onboard, providing the highest ratio of culinary professionals to passengers. These ambitious offerings allow Oceania to proudly proclaim it has "the finest cuisine at sea."
While I thought my scaloppini, risotto and limoncello cake turned out pretty darn well, thank you, it was the meals I enjoyed courtesy of this talented culinary team that set the bar so high an NBA center could easily limbo under it.
In addition to the usual formal dining room (the Grand Dining Room on the Marina) and the more casual offerings (Terrace Cafe and Waves Grill), there are four specialty restaurants Polo Grill, Toscana, Jacques and Red Ginger (all require a reservation, so it's best to do it when you book or immediately once you get on board).
My dining odyssey began the first night in the Polo Grill. With its dark wood furnishings and burgundy leather high-backed chairs, it is the embodiment of a traditional steakhouse. My filet mignon proved to be one of the tenderest cuts of beef I've ever had, and I also loved the beet root and goat cheese terrine starter. Along with prime cuts of beef, the Polo Grill has an impressive list of Scotch whiskies, although I wished their bourbon list had been equally impressive.
Toscana, my dining destination the second night, takes one on a culinary tour of Tuscany and regions in the north of Italy. My entree, Fra Diavolo, a lobster tail broiled with herbs and spices and served over fresh Tagliolini pasta, was perfection, and the Italian wine steward chose just the right vintages to go with it.
I was equally impressed with their olive oil menu, offering 13 selections, and with the custom-designed Versace china that the meal was served on. After Italy came France in the form of Pepin's namesake restaurant, Jacques. While the decor is enhanced by antiques and art from the chef's personal collection, the greatest artistry comes from the Gallic menu.
I started with a pea vichyssoise; moved on to a Dover sole, lightly laced with lemon and caper butter, and ended with a lavender crme brle. As difficult as it was to decide, I think my favorite meal was at the Asian restaurant Red Ginger, where I had lunch and dinner. The decor is an exercise in feng shui with its tranquil waterfall wall and striking modern Asian art.
The menu choices are equally harmonious. For starters, I chose the avocado lobster salad, although one of my tablemate's spicy duck and watermelon salad with cashews, mint and basil had me wishing that I ate duck. A main course of red snapper wrapped in a banana leaf and basted with lime, chili paste and green olive salt, literally melted in my mouth.
The food itself is only part of the equation on an Oceania cruise. Kelly has developed 50 culinary discovery tours designed to give passengers a deeper appreciation of the food they will be eating. Her tours range from visiting markets in Spain and Italy and a Branzino farm in Slovenia to enjoying candlelit dinners in Eze on the French Riviera.
While my itinerary which included Key West, Belize, Roatan, Honduras and Costa Maya, Mexico didn't have quite as rich a culinary tradition as Europe or Asia, one tour I thoroughly enjoyed was the Honduran Farm and Ocean to Table Experience on the island of Roatan. We began with a visit to the island's botanical gardens, the 164-acre Blue Harbor Arboretum, which is home to a hydroponic farm supplying a variety of lettuces and herbs to the locals.
Next, we took a boat to Big French Cay (in case you're wondering, there's also a Little French Cay) for an al fresco cooking demonstration and lunch courtesy of Chef Samuel, whose megawatt smile and coconut shrimp were the highlight of the day. Back on the ship, a final culinary experience was the daily afternoon tea, an extravaganza that would have done justice to the crowned heads of Europe.
To the backdrop of a string quartet, we delicately sipped tea and selected from an assortment of finger sandwiches, scones, cookies and cakes. Of course, the Marina and her sister ships of the Oceania line have all the necessary features of modern cruise ships: casino, entertainment, spa, bars, shops, and a variety of activities ranging from hotly contested daily trivia games and enrichment lectures to mah jong and Ping-Pong, but it's the culinary experience that sets the line apart from its competitors.
On Oceania, they espouse the philosophy put forth by renowned American food writer M.F.K. Fisher: "First we eat and then we do everything else."

You have been either hacked or just didnt know you have been hacked!
ByGeorge Ward
(ECDIS Ltd.) I predict that the first catastrophic maritime cyber incident will not be the result of a direct attack on a safety critical specific piece of equipment. It will be the result of an infection on a random PC, perhaps an unassuming email to a crew member, whose PC is either connected to the vessels internal super highway or he transmits the infection internally whilst it lies dormant. Crypto locker, or Ransomware software (used by thousands of hackers) are easily available to download on the dark web, neither of which may necessarily attack the equipment they infect, they can lie dormant and infect connected equipment when nobody expects. You have been warned! Watch the video link at the end of this article to see an attack on maritime equipment in real time.
Cyber-attack is the current buzzword. It is known by some as an industry killer and even as the potential cause of the next world war, but thought by others to be a myth. So where does the maritime industry stand in all of this?
In the main, but certainly not universally, the maritime industry has a dismal record in its slow and painful transition from paper and analogue methods of shipping to new innovative technologies when compared to industry rivals like aviation. But why is this and how could it affect cyber security in the maritime arena? Or have some seafarers not even evolved enough to be talking about it yet, let alone implementing new cyber procedures on board ship. We have all met `that Captain` who is nervous about `the machines on his ship`.
Whilst the maritime Industry doesnt seem to have been strategically targeted in terms of the vessels themselves, there is now plenty of talk of `accidental` or naive seafarers accepting a generic phishing email that goes on to attack their computers.
Major corporations like Google and Yahoo have release statements stating they were deliberately hacked. The question is what will be first for the maritime industry, the deliberate or strategic hacking of an individual ship, or the shipping corporation as a whole. There has been a call for cyber specialists to come and give answers to the potentially very real dangers facing the industry that could not only damage reputations, but cause disruption to trade worth billions of pounds to the industry. Not all is lost though, as long as we can move the industry forward to cope with the digital world we live in today.
Cyber Security was a hot topic in 2016 however now we are in 2017, and the seafaring community are becoming more aware of what can potentially happen. There is a real threat for cyber activists to start gaining and changing sensitive shipping data from our onboard equipment. Such as changing the vessels route to cause a grounding, gaining access to digitally controlled engine rooms and causing alarm mute whilst an engine fails or even catches fire due to a manual overload by the hacker.
With more and more companies looking for insight into how to stop attacks from occurring, the main area of concern is the lack of security awareness by both companies and employees as they have been taken aback by the swift rise in the industrys threat level from cyber security; almost non-existent just a few years ago to todays high alert. It is expected that shipping companies and independent vessels could be next on the list for major cybercrime activity as it is as yet mainly unexplored territory for hackers who are only now starting to realise its huge potential as a target. Attacks now have the capability to obtain sensitive ECDIS, AIS and GPS data, to name but a few, so it is vital that the correct procedures and processes are in place to stop the worst from happening.
The scary part; 51% of US adults suffered some kind of data security incident between December 2015 and December 2016. In 2015 there were 781 reported major company data breaches in the US alone due to cyber-attacks which combined cost companies $400 billion. These are only the reported data breaches. Sadly there is often an element of sweeping under the carpet in all industries. This total will continue to rise if the maritime industry, where the proportion of those of digital native age is far lower, do not adapt to ever changing technology and the major security threats it brings with it. Overall, the predicted cost of cyber-attacks in 2019 is estimated at a colossal $2.1 trillion.
The issue, alongside a lack of awareness by employees and users of operating systems, is the development speed of technology. This digital age of super computers, 4D printing and nano technology is like no other and is proving to be self-accelerating, i.e. one technology is put into operation while the next generation, more powerful and innovative, is being produced, thereby creating an always expanding, developing and aggressive cycle. But, due to the speed of production, this process can lead to an unstable, unsecure and untrusted platform, as it is not able to keep up with ever changing threats. After years of this development, technology companies are starting to adapt to the issue by developing and applying software updates weekly which try to manage security flaws within the software, while changes to future developments can help manage the constantly increasing cyber-crime threat; until the next global threat takes place or takes over.
Some Maritime software manufacturers have used a physical security method of locking out their systems in order to intercept physical security threats altogether, however this ironically increasing the complication of applying security software updates! This restriction can complicate a shipping companys decision to have an integrated bridge system due to issues with syncing and communication between different software manufacturers; also meaning only specialised engineers and trained software technicians are allowed to apply updates, causing additional issues. Restrictions like these could mean that your system is 80% more susceptible to cyber threats.
First off, the solution is simple; but it will cost you, which no one likes to do unless its necessary. Only some companies feel that cyber security is important enough to invest into it. Nevertheless you will watch multiple companies become complacent and unconcerned about the real threat in the water, until it becomes a reality, and the organisation comes grinding to a halt. In reality, if you spend as much on coffee as you do on cyber security measures, you will be hacked. It is alleged that almost every company in the World has already been hacked, or if not, will be soon. The Director of the FBI, James Comey had the following to say on Chinese hackers: There are two kinds of big companies in the United States. There are those whove been hacked by the Chinese and those who dont know theyve been hacked by the Chinese.
This is the world as it is and therefore we need to change with it, not be ten steps behind. First, we know the industry is struggling from sector to sector, but cyber attacks will only make it worse, so the first move is ensuring everybody is educated in cyber security awareness. Preferably starting from the top and working down so the entire seafaring community can spot a cyber-attack and know what action to take in response. Experienced educational companies exist that offer in-depth, classroom based courses in the subject of cyber security. ECDIS Ltd also offers the first maritime based cyber security awareness course with the aim of bringing the industry up to speed. Elements of all their BTM, BRM and even ECDIS courses now include cyber prevention and awareness modules.
Countless companies are missing the correct procedures when it comes to security. A robust IT security policy is highly recommended, as this allows employees and users of all IT equipment to be clear as to how company data and information should be used on IT equipment. Its not just small companies either that struggle in this war against cyber activists. Large corporations are also at major exposure risk, primarily due to not having a dedicated IT and security team. It is recommended that a company appoints a cyber security chief to implement and respond to all cyber security related issues or system flaws that may be found. This is so one person has ultimate responsibility for implementing and maintaining all cyber security measures within the company thus ensuring consistency of approach. Cyber security attacks are incorrectly thought of as attacks that occur just over the internet due to the wrong security measures being taken; however lack of physical security can also be a major factor in the cause of industry changing attacks. During the twentieth century a majority of attacks occur due to people not taking the correct measures to keep our IT equipment safe, another reason why we need everyone to be aware of whats coming. It really is as easy as someone to come into your reception and ask you to print off a copy of their CV from a USB stick, which is actually infected with multiple viruses, this could ultimately allow someone else complete control of your businesses entire network and therefore most likely, thereby destroying it.
In summary, cyber security isnt an issue we can ignore, it may not be heard of yet as giving direct threats towards our vessels but this will come in time when noticed by any cybercrime activists who either want to damage the industry or cause major damage to infrastructure or even human life. It can be averted. Many, if not all, shipping companies have some form of internal networked server that allows for all of their computers to communicate and send and save files between them, and therefore also connect to the internet, so with the improper procedures in place it could be easy for anyone keen to infect an auxiliary piece of equipment that connects to the primary. Think of the random software updates that happen every day, for example to an engine room sensor test, or to the bridges digital anemometer that may appear non safety critical, but they are connected to safety critical systems. We often concentrate and develop robust procedures purely for the few safety critical pieces of equipment, but the attack will take place on a tertiary system that is connected to it.

Craig When packing for a pleasure cruise, one Craig woman never expected her Bonfils Blood Center donor ID card would help her help save a life on the open seas.
I was on a cruise from New Zealand to Australia in February, said Mary Morris, of Craig.
The ship was still a day out of Tasmania when the captain announced a medical emergency and asked passengers with O-positive blood to consider helping.
I finished supper and cruised on down to see if they needed me, Morris said.
She joined several potential blood donors in the ship's medical center where medical staff selected her to donate.
"Others who responded did not have donor cards and doctors were relieved to see mine," Morris said.
Morris is a regular donor and promoter of Bonfils, and like all Bonfils donors, she received her donor ID card following her second blood donation.
Its something that nearly everyone can do. Many who could just havent. Its really no big deal to donate. It just takes a little time, Morris said.
After her ship board donation, the captain sent chocolates and wine to Mary's cabin along with a note stating, I would like to offer my heartfelt thank you for your kindness.
In Tasmania, the captain announced that the patient was doing well and had been taken to a hospital.
"The most rewarding experience was, after all these years, the firsthand reality of knowing that donating blood really can help save a life, a warm memory I cherish from this trip," Morris said.
In 2016, more than 142,000 blood donations from 67,000 people were made in Colorado to Bonfils blood centers.
Every blood donation has the potential to save up to three lives, said Liz Lambert, marketing and communications specialist for Bonfils Blood Center. April is National Donate Life Month that honors and celebrates organ, eye, tissue, blood and marrow donors for their commitment to saving lives.
She hopes more people will consider saving a life by donating blood.
The next Craig community blood drive is from 12:30 to 6 p.m. April 11 in the pavilion at the Moffat County Fairgrounds.
To make an appointment for the April 11 blood drive visit: donors.bonfils.org and enter the site code 0183.

Destination Wedding Ideas: Elope to a Private Island in the Maldives – Vogue.com
Posted: at 8:18 am
* Disclaimer: If your nonrefundable wedding deposits have been paid, you may not want to read what follows. And certainly do not look at the photographs.
Picture the most breathtaking beach youve ever stepped foot on. And the brightest turquoise water youve swum in. Now imagine an impossibly idyllic private island that somehow tops everything you thought paradise was. That exclusive destination is the One&Only Reethi Rah in the Maldives. Reethi Rah means beautiful island in the local language of Dhivehi and it more than lives up to its name. It is also one of the most stunning places in the world to exchange the words I do with your partner.
Photo: Courtesy of One & Only Reethi Rah
Even the most seasoned island-hoppers cant help but be blown away by the natural beauty of this island, which is one of the largest in the North Mal Atoll but claims the most privacy and land for its 122 villas. There are 12 beaches, stretching almost four miles, where everything feels superchargedthe palm trees shine kelly green, the sand glitters a delicate eggshell white, and the crystalline water changes from a surreal aquamarine to deeper teal to electric cerulean to eye-popping cyan depending on the sky and the depth of the sea. No matter what, when youre submerged, it has the clarity of a flawless, colorless diamond.
Every second on the island seduces, starting with the newly refurbished accommodations. Unlike others that are built in rows, these overwater villas each face different directions for ultimate privacy (some with their own overwater pools and jacuzzis), and the beach villas are set back from the waters edge, making a vast stretch of sand yours alone. Honeymoonersor elopers-turned-honeymooners, in this caseare celebrated with custom pillowcases and kaftans embroidered with their initials.

The ceremony itself is tailored to exactly your vision (just make sure you make it officialread: legalat home first). Do you wish to exchange vows on your own private beach? From the pinnacle of the Love Bridge as the sun sets in a blaze of coral glory behind you? Under the thatched-roof wedding pavilion adorned with fresh orchids? Or maybe even on the resorts private sandbank out in the middle of the sparkling Indian Ocean? (Side note: Reethi Rah is also an epic place to propose, which one future groom did by taking over the Lawn Club, where the staff had erected a maze ending at a dinner table; another popped the question on the ever-changing sandbank.)

Other cant-misses while in heaven: Sunset cocktails atop a chiffon-draped daybed at the lantern-lit Middle Eastern restaurant Fanditha; and a candlelit dinner at the new organic Botanica eatery, inside the orchid house, where flowers surround the tables and perfume the air. Explore the Technicolor world under the surface, snorkeling alongside sea turtles, manta rays, or even (vegetarian) sharks. And prep for your big dayand fight jet lagwith a visit to the couples spa suite, or book a meditation session in the zen overwater pavilion to get in the zone.
Ride your twin white beach cruisers around the island, exploring hidden-away beaches and lazing by the dramatic infinity-edge pools. Or have your love paddle you out to one of the floating wooden docks, where a pair of chaise loungers await for totally secluded sunbathing. You can even go fishingwith line, per traditionand the chef will cook your catch for dinner. The villas sunken bathtubs are made for two, as are the daybeds on your private beach, perfect for gazing up at the shooting stars each night.

Its a long trip from America, but the Maldives couldnt be more worth your time. Instead of spending thousands on a venue or flowers, put the funds into business-class seats on Emirates (the airline routes through Dubai, the easiest stopover), which will make the flight feel like a pre-honeymoon. From boarding to arrival, its like being in a tiny luxury hotel. And prime seats mean that when making the approach youll have an aerial view of the nations hundreds of islands, lagoons, and reefs so gorgeous it will make your heart race. The yacht that transports you the 45 minutes from the airport in Mal to Reethi Rah is, of course, plush, too.

Some Maldives visitors like to island-hop, making the most of their long-haul travel time. The Maldives is a country rumored to be underwater in half a century or so (its highest point is two meters), making it a bucket-list entry for many, but that doesnt mean new construction of resorts has slowed. The Maldives has experienced a recent boom in openings, including the new futuristic-looking St. Regis Vommuli Resort , where a beach, overwater suite terrace and Whale Bar overwater deck (best at sunset) are options for intimate wedding venues. The most unique of their offerings: An underwater wedding photo shoot, which captures the happy couple diving into the ocean.
At Four Seasons Resort Maldives at Landaa Giraavaru, in the remote Baa Atoll (a seaplane ride from Mal and a UNESCO World Biosphere Reserve), a ceremony can take place in a floating wedding pavilion where youll walk over water down the glass-bottomed aisle. True water babies can celebrate afterward with a Mid-Ocean Dinner, on a floating table in the lagoon, or with a Night Spa Om Supti ritual, which is performed between 10:00 p.m. and 1:00 a.m. exclusively for a couple in a private jungle clearing with an outdoor bath and swinging bed.
Milaidhoo , a new island resort in the same Baa Atoll, does starlit wedding ceremonies on their beach, making the Milky Way witness to their vows, as you stand hand-in-hand among candles in the white sand. Not only that, but with one package on offer they will name a star after elopers or honeymoonersyou choose the star and which constellation its in, and get a certificate with the coordinates. If you want to really go native, elope to the adults-only Baros Maldives , where vow ceremony packages include such indigenous traditions as a sarong for the bride, memorial palm-tree planting, and traditional Maldivian Boduberu procession.
Now, back to canceling that caterer.

Weekend: Teach your children the value of doing service – The Courier
Posted: at 8:18 am
By CASSIE ANDERSON Teaching youth to give time and talent is a step in their personal development. Developmentally, children are very focused on their individual needs and less so on the world around them. Introducing the concept of service and philanthropy to a youth is a long-term gift to the child. For example, simply giving a coin from their own piggy bank to the offering plate at Sunday school can plant the seeds of philanthropy in younger children. In the Sunday school example, just giving the child a coin to donate does not teach the whole lesson. Being intentional with children, explaining why it is important to give back is what makes learning about service begin to stick. In the family dynamic, utilizing teachable moments about service is a great way to help youth learn. A parent or adult picking up some trash in the community role models a positive behavior to the child. Simple lessons, role modeling and talking to children about why it is important to do service will help develop the kind of adults we need in our communities. With the proper encouragement, children can be very giving and thoughtful of others. Head, heart, hands and health make up the Hs in 4-H. Youth development in 4-H is based around working toward a well-rounded child. 4-H clubs and other youth organizations have service components as part of the organization. Research conducted by Tufts University has concluded that youth in 4-H are more inclined to participate in service and continue doing so as adults. What the research has found is being demonstrated again and again through Ohio 4-H. Youth given the proper challenge and reason to care will stand up and support their communities. In Highland County, a young 4-H member has started her own fundraising program called U Can to raise funds for Highland County 4-H when the Extension program funding was cut. By collecting and recycling aluminum within her community and getting other clubs to help, over $13,000 was raised. A 4-H family recently lost their home in a fire. They have received an outpouring of assistance from youth and others in the community. Every year, 4-H families and clubs perform beautification projects, conduct drives for needed supplies, adopt families in need, make and donate items, and much more. Taking time to make a difference in the community is part of 4-H. Positive youth development happens with learning by doing; its a key point in any childs development. Getting your family involved in community service is one way to help your child grow and become a contributing citizen. Getting children to start practicing service while young is a gift that will keep paying forward to your child and the community. There are many resources and organizations out there that need help or will help you provide service opportunities for your family. The United Way, Scouts, 4-H, Camp Fire Northwest Ohio, religious youth groups, and the schools are all great places to find resources on how to get your family involved. Anderson is an Ohio State University Extension educator for 4-H youth development.

Jason Micheli Reviews The Fitch Option – Patheos (blog)

How Resident Aliens Live: Or, the Fitch Option
David Fitchs Faithful Presence: Seven Disciplines that Shape the Church for Mission
On Ash Wednesday I suffered my monthly battery of labs and oncological consultation in advance of my day of maintenance chemo. During the consult, after feeling me up for lumps and red flags, my doctor flipped over a baby blue hued box of latex gloves and illustrated the standard deviation of years until relapse for my particular flavor of incurable cancer. I wrote a book calledCancer is Funnybut it didnt feel very funny looking at the bell curve of the time Ive likely got until I make good on the promise that begins every Lenten season: To dust you shall return.
Leaving my oncologists office, I drove to the hospital to visit a parishioner. Hes about my age with a boy about my boys age. He got cancer a bit before I did. He thought he was in the clear and now it doesnt look like it will end well. The palliative care doctor was speaking with him when I stepped through the clear, sliding ICU door. After the doctor left our first bits of conversation were interrupted by a social worker bringing with her dissonant grin a workbook, a fill-in-the-blank sort that he can use to insure that his boy knows who his dad was. We were interrupted again only moments after she left by the chaplain, dressed like an old school undertaker, offering ashes to us without explanation. It was easier for both of us to nod our heads and receive the gritty, oily shadow of a cross. Remember, he whispered, to dust you came and to dust you shall return.
As if the truth that none of us is getting out of life alive wasnt already palpably felt between us.
The chaplain stepped over the tubes draped off the bed and left as quickly as hed come. I sat next to the bed. I know from both from my training as a pastor and my experience as a patient, my job was neither to fix his feelings of despair nor to protect God from them. It certainly wasnt to dump on to him the baggage Id brought from my doctors office.
I listened. I touched and embraced him. I met his eyes and accepted the tears welling in my own. Mostly, I sat and kept the silence as though we were adoring the host.
I was present to him, with him, buoyed in the confidence that in this discipline of being present with him, naked and afraid- certainly one of whom Jesus calls the least among us, Christ was with us too, present in an almost tangible way that augers a permanent presence God will perfect in the fullness of time.
Heres a question for the clergy types out there and, even, for ordinary non-pensioned Christians:
The confidence I have in the practice of being present in a hospital room, the trust I have that through the practice of presence Christ is present, why does it not extend to the other disciplines Jesus has given us?
Why is it that in the hospital room Im content to be present, faithfully, and trust Jesus to show, yet everywhere else in my ministry I run (until I drop) on the unexamined assumption that its up to me to change my parishioners lives and then, with them, to change the world?
I trust Jesus not to be AWOL in the cancer ward but otherwise I typically operate as if God is the object of a curriculum program (for which Im always scrambling to find the latest, shiniest product in the Cokesbury catalog) rather than the active agent in the world who calls us to participate with him and to do so not through the latest thematic teaching series but through the concrete practices he gave to us. Its an assumption that in trying to conform people to Christ leaves them consumers instead and leaves me exhausted.
Taking his title from the coda of James Davidson Hunters significant bookTo Change the World, inFaithful PresenceDavid Fitch unpacks the communal Christian disciplines by which God changes the world.
Whereas Fitch worries that James Davidson Hunters faithful presence proposal too easily becomes a prescription for individuals embodying the faith in the hopes of transforming culture, thereby underwriting the privatization and loneliness of the culture, Fitch notes how Hunter also misses, as perhaps a sociologist must, that we are not the active agents of mission.
InFaithful Presence, Fitch makes explicit that God is the subject of Christian speech; mission and transformation- theyre what God does.
Faithful presence then names a set of practices of the community but, more foundational, it names aparticipationin what the Living God is doing antecedent to us. Continuing the premise ofProdigal Christianity, where God the Son forsakes his inheritance to venture out into the Far Country that we call the sinful world in order to return all that belongs to the Father back to the Father, Fitch exposes the anthropological assumptions lurking behind how we conceive of the practices of the Church. They are not our means to God, for, in good Barthian fashion, scripture does not narrate our journey to God but Gods relentless journey to us. Nor do the practices simply equip us to engage in mission as though the mission was our mission. Rather the practices of the Church are the means God in Christ has given to us to locate God at work in the world and to join with God in what God is doing in the world. As Fitch writes, the practice of faithful presence is only intelligible because God is present in the world and God uses a People faithful to his presence to make himself concrete. Gods presence in the world, Fitch adds, cannot be apprehended generally or without mediation.
Fitchs emphasis on the disciplines echoes a bit with James KA SmithsYou Are What You Love. in that both authors lament the degree to whichGodin the Enlightenment got relegated to an idea or a belief in the individuals head. Smith attempts a recovery of the practices of the faith because our formation comes through habituation not information. While Fitch would no doubt concur with Smith about the Enlightenments reductionism of discipleship to belief, the practices for Fitch are not merely habits to form us in our faith. They are the promised locations in which Christ is present with us and through which Christ changes the world. As Fitch notes, the Great Commission itself not only promises that Christ will be present to his people (I am with you always) the charge to make disciples of all nations assumes disciplines by which will be present to form disciples. The disciplines, as Fitch identifies them, bear resonances with the Catholic sacraments:
The Discipline of the Lords Table
The Discipline of Reconciliation
The Discipline of Proclaiming the Gospel
The Discipline of Being with the Least of These
The Discipline of Being with Children
The Discipline of the Fivefold Gifting
The Discipline of Kingdom Prayer
IfFaithful Presencestopped there it would be a helpful theological corrective to how we treat the disciplines, reminding us theyre vessels of Gods activity not our mediums to God, but it would not enliven Christian imagination to broaden what we mean by engaging in Gods mission.
The unique contribution Fitch makes inFaithful Presenceis arguing that each of these disciplines given to us by Christ have three interrelated and complimentary manifestations in the social spaces of our lives.
Precisely because God is the active agent of mission, on the move in the world, these disciplines should likewise force us to be on the move in a dynamic that avoids the familiar Sunday to Monday, in here-out there connection that bedevils Christians. Fitch denotes these spaces by illustrating three circles: a closed circle. a dotted circle, and a semi-circle. The closed circles represents the social space of the church. The dotted circle is an extension of the church, our friends and neighbors; like the closed circle, committed Christians still comprise the dotted circle but the dots show how this social space makes room for strangers and seekers too. The semi-circle meanwhile is what we might refer to as a third space where Christians go into the world, into their community, as a guest.
In the case of the Eucharist, for example, the closed circle is obviously the celebration of the sacrament during gathered worship. Because God is on the move, the presence of Christ in the sacramental table extends into the community so that, in the dotted circle, a Christian leader hosts friends, committed and curious, at a table in their home and, over food and wine, they pray together, make themselves vulnerable to one another, discern Gods word, and submit aspects of their lives to the lordship of Christ. Finally, in the semi-circle, the mutual vulnerability at table gets extended out into the community where the Christian is not the host but risks being the guest of neighbors and unbelievers. As Christ is present at the ornate lacquered table in the sanctuary, Christ is present at this profane table too, at work to nurture all that is the Fathers back to him.
I taught a PDF version ofFaithful Presenceto a group of local pastors at Wesley Seminary last summer for a two week course on mission.
In my own United Methodist tradition, mission has gotten redefined as good (social justice) work someone else does, be it the denominational apparatus or the credentialed missionaries funded by it. Not only does this demote our denominational connection to a funding relationship, it disempowers local churches fromdiscerning where God is at work in their local communities. Rather than three increasingly widened circles through which we extend presence, it assumes only two closed circles, the local church celebrating the sacraments and the global church doing good works. Its an arrangement that encourages maintenance mode ministry, which in a post-Christian culture necessarily leads to exhaustion. Whats more, it leaves pastors ill-equipped to extend the disciplines into their homes and community.
Every pair of eyes in the classroom popped open as they begin to revision their ministry, asking what it would be like for them to gather neighbors and community members around the dotted circle of their table, trusting that Christ will be there to call people over time into submission to him. The possibilities multiplied for them as they applied these three social spaces to the other disciplines in Fitchs book. And, it should be noted, these local pastors all served small congregations. The conventional way of construing mission had only disempowered and discouraged them that churches their size could not meaningfullydomission. They could neither send lots of money to the denomination nor could they execute expensive, volunteer-heavy mission projects for the less fortunate.
In the same way the limitations of a small canvas can provoke the most creative art, Fitchs explication of these particular disciplines extended across the ordinary social spaces of their lives exploded imaginative possibilities for their ministries.
As much as Christ is present in and through a funded missionary in Cambodia, they realized, Christ is present when they sit with someone like me in the hospital room. If God is the active agent of mission and not us, then its silly to distinguish between real mission and ordinary practices like breaking bread and forgiving sin.
As a preacher, I thinkFaithful Presenceis worth the read just for the theological framework. Our Christian speech needs reminding always that God is the agent not us.
As a pastor, I believeFaithful Presenceis exactly the sort of manual that maintenance modeled mainline churches need in order to learn how to engage with Christ in their post-Christian contexts. In many ways,Faithful Presenceis the handbook for how resident aliens live. It offers the praxis Stanley Hauerwas sequel toResident Aliensnever quite managed to flesh out.
As a closet Anabaptist, however, Im left with a question.
Id like to see Fitch engage howFaithful Presenceinteracts with John Nugents equally good bookEndangered Gospel: How Fixing the World is Killing the Church. While agreeing with Fitch that God is prodigally at work in the world, my reading of Nugent makes me wonder if Fitch has made the Church too instrumental and not a good and an end in and of itself; that is, is the Church the means through which God is changing the world or, as Nugent argues, is the Church the change, the better place, God has already made in the world?
While I hope to see future engagement between Fitchs and Nugents complementary work, I suspect FitchsFaithful Presenceis a needed companion to another book in everyones queue at present, Rod DrehersThe Benedict Option.
Dreher sees Western culture as lost and, in the wake of the Obergefell decision, antithetical to it. In the light of this development, Dreher recommends Christians imitate the witness of St. Benedict of Nursia, retreating into disciplined enclaves of like-minded, like-valued Christians in order to weather a new dark age.
Despite my sympathies for Drehers proposal, I think theBenedict Optionmay be a curious option to commend to Christians in this moment because, in fact, St. Benedict was not retreating from culture. Rather, he was also safeguarding the best contributions of elite and secular culture during the dark ages. Benedict helped change the world not simply by retreating from it, as Dreher suggests, but by preserving the best contributions of culture-makers. St. Benedict, then, corroborates James Davidson Hunters thesis that culture is changed only from the top down, from the culture-makers outward to the culture-consumers.
I believe FitchsFaithful Presenceoffers a middle way between the concerns of Rod DrehersBenedict Optionabout Christians now living as strangers in a strange land, on the one hand, and Hunters argument, on the other, about how cultures undergo transformation through its culture makers. In particular, Fitchs 3 Circles of faithful presence provide Christians with a more balanced rhythm of gathering in disciplined, intentional community with other Christians, for the sort of formation and preservation Dreher seeks, but also venturing out into networks of friendships and neighborhoods to join in what God is already doing among them.
What Fitch helps us remember, even Dreher, is that discipleship is not only about practices, which can be preserved and practiced apart from culture, it is as much about participation too.
With God.
The agency of God is perhaps the fatal flaw in Drehers book for he forgets, or neglects to make clear, that God is active in the world (a world Dreher would characterize as lost to the Church) apart from the Church and God is waiting for the Church, who are Gods sent People, to join him in his work.
Because so many now are discussing the latter book, I cannot recommend the former with heartier enthusiasm.

Elon Musk is changing the rules of space travel – CNN
Posted: at 8:18 am
The reason for this is simple. Historically, rockets have been a single-use object -- imagine the cost of commuting to work if you had to buy a new car each day.
There have been several other successful vertical landings, but none of these rockets had been reused until now. Thursday, SpaceX launched a geostationary communications satellite using a refurbished first stage Falcon 9 booster. The launch not only successfully inserted the satellite into orbit, but the booster again landed as planned on a floating platform located in deep water off the Florida coast.
So, these successes are technically satisfying, but are they important? They most certainly are. In fact, they could be a game-changer.
Thus, the typical cost of a SpaceX launch of $62 million might be reduced to $43 million -- a considerable contribution to the satellite company's bottom line. The cost of Thursday's launch has not been released, but SES, the company owning the satellite that was launched, has said they were interested in an even lower price of $30 million for this first attempt.
Musk has made clear his near-term goal is is to drop the launch costs to 10% of the current costs, with a longer-term goal of dropping the launch price tag to 1%. If successful, a launch that costs $62 million in 2016 will eventually be $620,000.
A viable Martian colonization strategy will require an even greater reduction in the price tag, but this recent development is a key step toward a much grander goal.
On September 12, 1962, President John F. Kennedy gave an inspiring speech at Rice University, my alma mater, where he said, "We choose to go to the moon in this decade ... not because (it is) easy, but because (it is) hard."
Kennedy was speaking to Americans, but it was all of humanity that watched raptly on July 20, 1969, as Neil Armstrong took humanity's first halting steps on a heavenly body other than Earth.
The recent SpaceX achievement does not rise to that level of accomplishment, but there is no question that we have achieved a different, but important, step. The day that mankind returns to deep space is that much closer.
