This book contains shocking but carefully documented details about germ warfare tests conducted by the U.S. Army in the 1960s. It is an eye opener about a range of Army experiments that exposed millions of Americans to various bacteria without their knowledge. The purpose supposedly was to see how vulnerable Americans would be to a germ attack. The book is clearly written and provides riveting descriptions of many of the tests. The most amazing thing about the tests was the number of American cities and their populations that were targeted. They included New York City, San Francisco, St. Louis and hundreds of other cities and towns. The germs were not true warfare agents like anthrax, but they apparently caused several people to become sick, some perhaps fatally. In the current climate of fear about terrorism, Clouds of Secrecy provides an invaluable reminder that secret government actions intended to protect the public may themselves create risks to its safety.

The Liberals are descended from the mid-19th century Reformers who agitated for responsible government throughout British North America.[21] These included George Brown, Robert Baldwin, William Lyon Mackenzie and the Clear Grits in Upper Canada, Joseph Howe in Nova Scotia, and the Patriotes and Rouges in Lower Canada led by figures such as Louis-Joseph Papineau. The Clear Grits and Parti rouge sometimes functioned as a united bloc in the legislature of the Province of Canada beginning in 1854, and a united Liberal Party combining both English and French Canadian members was formed in 1861.[21]

At the time of confederation of the former British colonies of Canada (now Ontario and Quebec), New Brunswick and Nova Scotia, the radical Liberals were marginalized by the more pragmatic Conservative coalition assembled under Sir John A. Macdonald. In the 29 years after Canadian confederation, the Liberals were consigned to opposition, with the exception of one stint in government.[21]Alexander Mackenzie was able to lead the party to power for the first time in 1873, after the MacDonald government lost a vote of no confidence in the House of Commons due to the Pacific Scandal. Mackenzie subsequently won the 1874 election, and served as Prime Minister for an additional four years. During the five years the Liberal government brought in many reforms, which include the replacement of open voting by secret ballot, confining elections to one day and the creation of the Supreme Court of Canada. However the party was only able to build a solid support base in Ontario, and in 1878 lost the government to MacDonald.[21] The Liberals would spend the next 18 years in opposition.

In their early history, the Liberals were the party of continentalism and opposition to imperialism. The Liberals also became identified with the aspirations of Quebecers as a result of the growing hostility of French Canadians to the Conservatives. The Conservatives lost the support of French Canadians because of the role of Conservative governments in the execution of Louis Riel and their role in the Conscription Crisis of 1917, and especially their opposition to French schools in provinces besides Quebec.

It was not until Wilfrid Laurier became leader that the Liberal Party emerged as a modern party. Laurier was able to capitalize on the Tories' alienation of French Canada by offering the Liberals as a credible alternative. Laurier was able to overcome the party's reputation for anti-clericalism that offended the still-powerful Quebec Roman Catholic Church. In English-speaking Canada, the Liberal Party's support for reciprocity made it popular among farmers, and helped cement the party's hold in the growing prairie provinces.[22]

Laurier led the Liberals to power in the 1896 election (in which he became the first Francophone Prime Minister), and oversaw a government that increased immigration in order to settle Western Canada. Laurier's government created the provinces of Saskatchewan and Alberta out of the North-West Territories, and promoted the development of Canadian industry.[22]

Until the early part of the century, the Liberal Party was a loose, informal coalition of local, provincial and regional bodies with a strong national party leader and caucus (and when in power, the national cabinet) but with an informal and regionalized extra-parliamentary organizational structure. There was no national membership of the party, an individual became a member by joining a provincial Liberal party. Laurier called the party's first national convention in 1893 in order to unite Liberal supporters behind a programme and build the campaign that successfully brought the party to power in 1896; however, once in power, no efforts were made to create a formal national organization outside of parliament.

As a result of the party's defeats in the 1911 and 1917 federal elections, Laurier attempted to organize the party on a national level by creating three bodies: the Central Liberal Information Office, the National Liberal Advisory Committee, and the National Liberal Organization Committee. However, the advisory committee became dominated by members of parliament and all three bodies were underfunded and competed with both local and provincial Liberal associations and the national caucus for authority. The party did organize the national party's second convention in 1919 to elect William Lyon Mackenzie King as Laurier's successor (Canada's first ever leadership convention), yet following the party's return to power in the 1921 federal election the nascent national party organizations were eclipsed by powerful ministers and local party organizations largely driven by patronage.

As a result of both the party's defeat in the 1930 federal election, and the Beauharnois bribery scandal which highlighted the need for distance between the Liberal Party's political wing and campaign fundraising,[23] a central coordinating organization, the National Liberal Federation, was created in 1932 with Vincent Massey as its first president. The new organization allowed individuals to directly join the national Liberal Party for the first time. With the Liberals return to power the national organization languished except for occasional national committee meetings, such as in 1943 when Mackenzie King called a meeting of the federation (consisting of the national caucus and up to seven voting delegates per province) to approve a new platform for the party in anticipation of the end of World War II and prepare for a post-war election.[24] No national convention was held, however, until 1948; the Liberal Party held only three national conventions prior to the 1950s in 1893, 1919 and 1948[25]). The National Liberal Federation remained largely dependent on provincial Liberal parties and was often ignored and bypassed the parliamentary party in the organization of election campaigns and the development of policy. With the defeat of the Liberals in the 1957 federal election and in particular 1958, reformers argued for the strengthening of the national party organization so it would not be dependent on provincial Liberal parties and patronage. A national executive and Council of presidents, consisting of the presidents of each Liberal riding association, were developed to give the party more co-ordination and national party conventions were regularly held in biennially where previously they had been held infrequently. Over time, provincial Liberal parties in most province's were separated from provincial wings of the federal party and in a number of cases disaffiliated. By the 1980s, the National Liberal Federation was officially known as the Liberal Party of Canada.[26]

Under Laurier, and his successor William Lyon Mackenzie King, the Liberals promoted Canadian sovereignty and greater independence within the British Commonwealth. In Imperial Conferences held throughout the 1920s, Canadian Liberal governments often took the lead in arguing that the United Kingdom and the dominions should have equal status, and against proposals for an 'imperial parliament' that would have subsumed Canadian independence. After the King-Byng Affair of 1926, the Liberals argued that the Governor General of Canada should no longer be appointed on the recommendation of the British government. The decisions of the Imperial Conferences were formalized in the Statute of Westminster, which was actually passed in 1931, the year after the Liberals lost power.

The Liberals also promoted the idea of Canada being responsible for its own foreign and defence policy. Initially, it was Britain which determined external affairs for the dominion. In 1905, Laurier created the Department of External Affairs, and in 1909 he advised Governor General Earl Grey to appoint the first Secretary of State for External Affairs to Cabinet. It was also Laurier who first proposed the creation of a Canadian Navy in 1910. Mackenzie King recommended the appointment by Governor General Lord Byng of Vincent Massey as the first Canadian ambassador to Washington in 1926, marking the Liberal government's insistence on having direct relations with the United States, rather than having Britain act on Canada's behalf.

In the period just before and after the Second World War, the party became a champion of 'progressive social policy'.[27] As Prime Minister for most of the time between 1921 and 1948, King introduced several measures that led to the creation of Canada's social safety net. Bowing to popular pressure, he introduced the mother's allowance, a monthly payment to all mothers with young children. He also reluctantly introduced old age pensions when J. S. Woodsworth required it in exchange for his Co-operative Commonwealth Federation party's support of King's minority government.

Louis St. Laurent succeeded King as Liberal leader and Prime Minister on November 15, 1948. In the 1949 and 1953 federal elections, St. Laurent led the Liberal Party to two large majority governments. As Prime Minister he oversaw the joining of Newfoundland in Confederation as Canada's tenth province, he established equalization payments to the provinces, and continued with social reform with improvements in pensions and health insurance. In 1956, Canada played an important role in resolving the Suez Crisis, and contributed to the United Nations force in the Korean War. Canada enjoyed economic prosperity during St. Laurent's premiership and wartime debts were paid off. The Pipeline Debate proved the Liberal Party's undoing. Their attempt to pass legislation to build a natural gas pipeline from Alberta to central Canada was met with fierce disagreement in the House of Commons. In 1957, John Diefenbaker's Progressive Conservatives won a minority government and St. Laurent resigned as Prime Minister and Liberal leader.[28]

Lester B. Pearson was easily elected Liberal leader at the party's 1958 leadership convention. However, only months after becoming Liberal leader, Pearson led the party into the 1958 federal election that saw Diefenbaker's Progressive Conservatives win the largest majority government, by percentage of seats, in Canadian history.[29] The Progressive Conservatives won 206 of the 265 seats in the House of Commons, while the Liberals were reduced to just 48 seats. Pearson remained Liberal leader during this time and in the 1962 election managed to reduce Diefenbaker to a minority government. In the 1963 election Pearson led the Liberal Party back to victory, forming a minority government. Pearson served as Prime Minister for five years, winning a second election in 1965. While Pearson's leadership was considered poor and the Liberal Party never held a majority of the seats in parliament during his premiership, he left office in 1968 with an impressive legacy.[30] Pearson's government introduced Medicare, a new immigration act, the Canada Pension Plan, Canada Student Loans, the Canada Assistance Plan, and adopted the Maple Leaf as Canada's national flag.[31]

Under Pierre Trudeau, the mission of a progressive social policy evolved into the goal of creating a "just society".[32]

The Liberal Party under Trudeau promoted official bilingualism and passed the Official Languages Act, which gave French and English languages equal status in Canada.[21] Trudeau hoped that the promotion of bilingualism would cement Quebec's place in Confederation, and counter growing calls for an independent Quebec. The party hoped the policy would transform Canada into a country where English and French Canadians could live together, and allow Canadians to move to any part of the country without having to lose their language. Although this vision has yet to fully materialize, official bilingualism has helped to halt the decline of the French language outside of Quebec, and to ensure that all federal government services (including radio and television services provided by the government-owned Canadian Broadcasting Corporation/Radio-Canada) are available in both languages throughout the country.[33]

The Trudeau Liberals are also credited with support for state multiculturalism as a means of integrating immigrants into Canadian society without forcing them to shed their culture.[34] As a result of this and a more sympathetic attitude by Liberals towards immigration policy, the party has built a base of support among recent immigrants and their children.[35]

The most lasting effect of the Trudeau years has been the patriation of the Canadian constitution and the creation of Canada's Charter of Rights and Freedoms.[36][37] Trudeau's Liberals supported the concept of a strong, central government, and fought Quebec separatism, other forms of Quebec nationalism, and the granting of "distinct society" status to Quebec. Such actions, however, served as rallying cries for sovereigntists and alienated many Francophone Quebeckers.

The other primary legacy of the Trudeau years has been financial. Net federal debt in fiscal 1968, just before Trudeau became Prime Minister, was about $18billion CAD, or 26 percent of gross domestic product; by his final year in office, it had ballooned to over 200billionat 46 percent of GDP, nearly twice as large relative to the economy.[38]

After Trudeau's retirement in 1984, many Liberals, such as Jean Chrtien and Clyde Wells, continued to adhere to Trudeau's concept of federalism. Others, such as John Turner, supported the failed Meech Lake and Charlottetown Constitutional Accords, which would have recognized Quebec as a "distinct society" and would have increased the powers of the provinces to the detriment of the federal government.

Trudeau stepped down as Prime Minister and party leader in 1984, as the Liberals were slipping in polls. At that year's leadership convention, Turner defeated Chrtien on the second ballot to become Prime Minister.[39] Immediately, upon taking office, Turner called a snap election, citing favourable internal polls. However, the party was hurt by numerous patronage appointments, many of which Turner had made supposedly in return for Trudeau retiring early. Also, they were unpopular in their traditional stronghold of Quebec because of the constitution repatriation which excluded that province. The Liberals lost power in the 1984 election, and were reduced to only 40 seats in the House of Commons. The Progressive Conservatives won a majority of the seats in every province, including Quebec. The 95-seat loss was the worst defeat in the party's history, and the worst defeat at the time for a governing party at the federal level. What was more, the New Democratic Party, successor to the Co-operative Commonwealth Federation, won only ten fewer seats than the Liberals, and some thought that the NDP under Ed Broadbent would push the Liberals to third-party status.[40]

The party began a long process of reconstruction.[21] A small group of young Liberal MPs, known as the Rat Pack, gained fame by criticizing the Tory government of Brian Mulroney at every turn. Also, despite public and backroom attempts to remove Turner as leader, he managed to consolidate his leadership at the 1986 review.

The 1988 election was notable for Turner's strong opposition to the Canada-U.S. Free Trade Agreement negotiated by Progressive Conservative Prime Minister Brian Mulroney. Although most Canadians voted for parties opposed to free trade, the Tories were returned with a majority government, and implemented the deal. The Liberals recovered from their near-meltdown of 1984, however, winning 83 seats and ending much of the talk of being eclipsed by the NDP, who won 43 seats.[21]

Turner announced that he would resign as leader of the Liberal Party on May 3, 1989. The Liberal Party set a leadership convention for June 23, 1990, in Calgary. Five candidates contested the leadership of the party and former Deputy Prime Minister Jean Chrtien, who had served in every Liberal cabinet since 1965, won on the first ballot.[41] Chrtien's Liberals campaigned in the 1993 election on the promise of renegotiating the North American Free Trade Agreement (NAFTA), and eliminating the Goods and Services Tax (GST). Just after the writ was dropped for the election, they issued the Red Book, an integrated and coherent approach to economic, social, environmental and foreign policy. This was unprecedented for a Canadian party.[21] Taking full advantage of the inability of Mulroney's successor, Kim Campbell, to overcome a large amount of antipathy toward Mulroney, they won a strong majority government with 177 seatsthe third-best performance in party history, and their best since 1949. The Progressive Conservatives were cut down to only two seats, suffering a defeat even more severe than the one they had handed the Liberals nine years earlier. The Liberals were re-elected with a considerably reduced majority in 1997, but nearly tied their 1993 total in 2000.

For the next decade, the Liberals dominated Canadian politics in a fashion not seen since the early years of Confederation. This was because of the destruction of the "grand coalition" of Western socially conservative populists, Quebec nationalists, and fiscal conservatives from Ontario that had supported the Progressive Conservatives in 1984 and 1988. The Progressive Conservatives Western support, for all practical purposes, transferred en masse to the Western-based Reform Party, which replaced the PCs as the major right-wing party in Canada. However, the new party's agenda was seen as too conservative for most Canadians. It only won one seat east of Manitoba in an election (but gained another in a floor-crossing). Even when Reform restructured into the Canadian Alliance, the party was virtually non-existent east of Manitoba, winning only 66 seats in 2000. Reform/Alliance was the official opposition from 1997 to 2003, but was never able to overcome wide perceptions that it was merely a Western protest party. The Quebec nationalists who had once supported the Tories largely switched their support to the sovereigntist Bloc Qubcois, while the Tories' Ontario support largely moved to the Liberals. The PCs would never be a major force in Canadian politics again; while they rebounded to 20 seats in the next election, they won only two seats west of Quebec in the next decade.

Ontario and Quebec combine for a majority of seats in the House of Commons by virtue of Ontario's current population and Quebec's historic population (59 percent of the seats as of 2006[update]). As a result, it is very difficult to form even a minority government without substantial support in Ontario and/or Quebec. No party has ever formed a majority government without winning the most seats in either Ontario or Quebec. It is mathematically possible to form a minority government without a strong base in either province, but such an undertaking is politically difficult. The Liberals were the only party with a strong base in both provinces, thus making them the only party capable of forming a government.

There was some disappointment as Liberals were not able to recover their traditional dominant position in Quebec, despite being led by a Quebecer from a strongly nationalist region of Quebec. The Bloc capitalized on discontent with the failure of the 1990 Meech Lake Accord and Chrtien's uncompromising stance on federalism (see below) to win the most seats in Quebec in every election from 1993, onward, even serving as the official opposition from 1993 to 1997. Chrtien's reputation in his home province never recovered after the 1990 leadership convention when rival Paul Martin forced him to declare his opposition to the Meech Lake Accord. However, the Liberals did increase their support in the next two elections because of infighting within the Bloc. In the 1997 election, although the Liberals finished with a thin majority, it was their gains in Quebec which were credited with offsetting their losses in the Maritime provinces. In particular, the 2000 election was a breakthrough for the Liberals after the PQ government's unpopular initiatives regarding consolidation of several Quebec urban areas into "megacities". Many federal Liberals also took credit for Charest's provincial election victory over the PQ in spring 2003. A series of by-elections allowed the Liberals to gain a majority of Quebec ridings for the first time since 1984.

The Chrtien Liberals more than made up for their shortfall in Quebec by building a strong base in Ontario. They reaped a substantial windfall from the votes of fiscally conservative and socially liberal voters who had previously voted Tory, as well as rapid growth in the Greater Toronto Area. They were also able to take advantage of massive vote splitting between the Tories and Reform/Alliance in rural areas of the province that had traditionally formed the backbone of provincial Tory governments. Combined with their historic dominance of Metro Toronto and northern Ontario, the Liberals dominated the province's federal politics even as the Tories won landslide majorities at the provincial level. In 1993, for example, the Liberals won all but one seat in Ontario, and came within 123 votes in Simcoe Centre of pulling off the first clean sweep of Canada's most populated province. They were able to retain their position as the largest party in the House by winning all but two seats in Ontario in the 1997 election. The Liberals were assured of at least a minority government once the Ontario results came in, but it was not clear until later in the night that they would retain their majority. In 2000, the Liberals won all but three seats in Ontario.

While the Chrtien Liberals campaigned from the left, their time in power is most marked by the cuts made to many programs in order to balance the federal budget. Chrtien had supported the Charlottetown Accord while in opposition, but in power opposed major concessions to Quebec and other provincialist factions. In contrast to their promises during the 1993 campaign, they implemented only minor changes to NAFTA, embraced the free trade concept andwith the exception of the replacement of the GST with the Harmonized Sales Tax in some Atlantic provincesbroke their promise to replace the GST.

After a proposal for Quebec independence was narrowly defeated in the 1995 Quebec referendum, the Liberals passed the "Clarity Act", which outlines the federal government's preconditions for negotiating provincial independence.[42] In Chrtien's final days, he supported same-sex marriage and decriminalizing the possession of small quantities of marijuana.[43][44] Chrtien displeased the United States government when he pledged on March 17, 2003, that Canada would not support the 2003 invasion of Iraq.[45] A poll released shortly after showed widespread approval of Chrtien's decision by the Canadian public. The poll, which was conducted by EKOS for the Toronto Star and La Presse, found 71 percent of those questioned approved of the government's decision to not enter the United States-led invasion, with 27 percent expressing disapproval.[46]

Several trends started in 2003 which suggested the end of the Liberal Party's political dominance. Notably, there would be a high turnover of permanent party leaders, in contrast to their predecessors who usually served over two or more elections, particularly Trudeau and Chrtien who each led for over a decade.[47] The Liberals were also hampered by their inability to raise campaign money competitively after Chrtien passed a bill in 2003 which banned corporate donations, even though the Liberals had enjoyed by far the lion's share of this funding because of the then-divided opposition parties. It has been suggested that Chrtien, who had done nothing about election financing for his 10 years in office, could be seen as the idealist as he retired, while his rival and successor Paul Martin would have the burden of having to fight an election under the strict new rules.[48]Simon Fraser University professor Doug McArthur has noted that Martin's leadership campaign used aggressive tactics for the 2003 leadership convention, in attempting to end the contest before it could start by giving the impression that his bid was too strong for any other candidate to beat. McArthur blamed Martin's tactics for the ongoing sag in Liberal fortunes, as it discouraged activists who were not on side.[49]

Paul Martin succeeded Chrtien as party leader and prime minister in 2003. Despite the personal rivalry between the two, Martin was the architect of the Liberals' economic policies as Minister of Finance during the 1990s. Chrtien left office with a high approval rating and Martin was expected to make inroads into Quebec and Western Canada, two regions of Canada where the Liberals had not attracted much support since the 1980s and 1990s, respectively. While his cabinet choices provoked some controversy over excluding many Chrtien supporters, it at first did little to hurt his popularity.

However, the political situation changed with the revelation of the sponsorship scandal, in which advertising agencies supporting the Liberal Party received grossly inflated commissions for their services. Having faced a divided conservative opposition for the past three elections, Liberals were seriously challenged by competition from the newly united Conservative Party led by Stephen Harper. The infighting between Martin and Chrtien's supporters also dogged the party. Nonetheless, by criticizing the Conservatives' social policies, the Liberals were able to draw progressive votes from the NDP which made the difference in several close races. On June 28, 2004 federal election, the Martin Liberals retained enough support to continue as the government, though they were reduced to a minority.

In the ensuing months, testimony from the Gomery Commission caused public opinion to turn sharply against the Liberals for the first time in over a decade. Despite the devastating revelations, only two Liberal MPsDavid Kilgour (who had crossed the floor from the PC Party in 1990) and Pat O'Brienleft the party for reasons other than the scandal. Belinda Stronach, who crossed the floor from the Conservatives to the Liberals, gave Martin the number of votes needed, although barely, to hold onto power when an NDP-sponsored amendment to his budget was passed only by the Speaker's tiebreaking vote on May 19, 2005.

In November, the Liberals dropped in polls following the release of the first Gomery Report. Nonetheless, Martin turned down the NDP's conditions for continued support, as well as rejected an opposition proposal which would schedule a February 2006 election in return for passing several pieces of legislation. The Liberals thus lost the no-confidence vote on November 28; Martin thus became only the fifth prime minister to lose the confidence of the House, but the first to lose on a straight no-confidence motion. Because of the Christmas holiday, Martin advised Governor General Michalle Jean to dissolve Parliament and call an election for January 2006.

The Liberal campaign was dogged from start to finish by the sponsorship scandal, which was brought up by a Royal Canadian Mounted Police (RCMP) criminal investigation into the leak of the income trust announcement. Numerous gaffes, contrasting with a smoothly run Conservative campaign, put Liberals as many as ten points behind the Conservatives in opinion polling. They managed to recover some of their momentum by election night, but not enough to retain power. They won 103 seats, a net loss of 30 from when the writs were dropped, losing a similar number of seats in Ontario and Quebec to the Tories. However, the Liberals managed to capture the most seats in Ontario for the fifth straight election (54 to the Tories' 40), holding the Conservatives to a minority government. While the Conservatives captured many of Ontario's rural ridings, the Liberals retained most of the population-rich Greater Toronto Area. Many of these ridings, particularly the 905 region, had historically been bellwethers (the Liberals were nearly shut out of this region in 1979 and 1984), but demographic changes have resulted in high Liberal returns in recent years.

Martin resigned as parliamentary leader after the election and stepped down as Liberal leader on March 18, having previously promised to step down if he did not win a plurality.

On May 11, 2006, La Presse reported that the Government of Canada would file a lawsuit against the Liberal Party to recover all the money missing in the sponsorship program. Scott Brison told reporters that same day that the Liberals has already paid back the $1.14million into the public purse; however, the Conservatives believed that there was as much as $40million unaccounted for in the sponsorship program.[50]

After their election defeat Martin chose not to take on the office of Leader of the Opposition. He stepped down as parliamentary leader of his party on February 1, and the Liberal caucus appointed Bill Graham, MP for Toronto Centre and outgoing Defence Minister, as his interim successor.[51] Martin officially resigned as leader in March, with Graham taking over on an interim basis.

The leadership election was set for December 2, 2006 in Montreal; however, a number of prominent members such as John Manley, Frank McKenna, Brian Tobin, and Allan Rock had already announced they would not enter the race to succeed Martin.[52] Throughout the campaign 12 candidates came forward to lead the party, but by the time of the leadership convention only eight people remained in the race; Martha Hall Findlay, Stphane Dion, Michael Ignatieff, Gerard Kennedy, Bob Rae, Scott Brison, Ken Dryden, Joe Volpe.

Throughout the campaign Ignatieff, Rae, Dion and Kennedy were considered to be the only candidates with enough support to be able to win the leadership, with Ignatieff and Rae being considered the two front-runners.[53][54] However polling showed Ignatieff had little room to grow his support, while Dion was the second and third choice among a plurality of delegates.[55] At the leadership convention Ignatieff came out on top on the first ballot with 29.3 percent, followed by Rae with 20.3 percent, Dion with 17.8 percent, Kennedy with 17.7 percent, Dryden with 4.9 percent, Brison with 3.9 percent, Volpe with 3.2 percent and Hall Findlay with 2.7 percent. Brison and Volpe voluntarily dropped out before the second ballot while Hall Findlay was eliminated. Dryden was eliminated after the second ballot and while the order of the other candidates remained the same the gap between Dion and Kennedy grew. In what was believed to be a pre-arranged agreement Kennedy dropped off after the second ballot and threw his support behind Dion.[56] With Kennedy's support Dion was able to leapfrog both Rae and Ignatieff on the third ballot, eliminating Rae. On the fourth and final ballot Dion defeated Ignatieff to become leader of the Liberal Party.[57]

Following the leadership race the Liberal Party saw a bounce in support and surpassed the Conservative Party as the most popular party in Canada.[58] However, in the months and years to come the party's support gradually fell.[59] Dion's own popularity lagged considerably behind that of Prime Minister Harper's, and he often trailed NDP leader Jack Layton in opinion polls when Canadians were asked who would make the best Prime Minister.[59][60]

Dion campaigned on environmental sustainability during the leadership race, and created the "Green Shift" plan following his election as leader. The Green Shift proposed creating a carbon tax that would be coupled with reductions to income tax rates. The proposal was to tax greenhouse gas emissions, starting at $10 per tonne of CO2 and reaching $40 per tonne within four years.[61] The plan was a key policy for the party in the 2008 federal election, but it was not well received and was continuously attacked by both the Conservatives and NDP.[62][63][64][65] On election night the Liberal Party won 26.26 percent of the popular vote and 77 of the 308 seats in the House of Commons. At that time their popular support was the lowest in the party's history, and weeks later Dion announced he would step down as Liberal leader once his successor was chosen.[66]

New Brunswick Member of Parliament Dominic LeBlanc was the first candidate to announce he would seek the leadership of the Liberal Party on October 27, 2008. Days later Bob Rae, who had finished third in 2006, announced he would also be a candidate for the leadership. The party executive met in early November and chose May 2, 2009, as the date to elect the next leader.[67] On November 13 Michael Ignatieff, who finished second in 2006, announced he would also be a candidate.

On November 27, 2008, Minister of Finance Jim Flaherty provided the House of Commons with a fiscal update, within which were plans to cut government spending, suspend the ability of civil servants to strike until 2011, sell off some Crown assets to raise capital, and eliminate the existing $1.95 per vote subsidy parties garner in an election.[68][69] The opposition parties criticized the fiscal update, and announced they would not support it because it contained no stimulus money to spur Canada's economy and protect workers during the economic crisis.[70] With the Conservative Party only holding a minority of the seats in the House of Commons the government would be defeated if the opposition parties voted against the fiscal update.[70] With the Conservatives unwilling to budge on the proposals outlined in the fiscal update the Liberals and NDP signed an agreement to form a coalition government, with a written pledge of support from the Bloc Qubcois.[71] Under the terms of the agreement Dion would be sworn in as Prime Minister, however he would only serve in the position until the next Liberal leader was chosen. Dion contacted Governor General Michalle Jean and advised her that he had the confidence of the House of Commons if Prime Minister Harper's government was to fall.[71] However, before the fiscal update could be voted on in the House of Commons Prime Minister Harper requested the Governor General to prorogue parliament till January 26, 2009, which she accepted.[72]

While polls showed Canadians were split on the idea of having either a coalition government or having the Conservatives continue to govern, it was clear that because of Dion's personal popularity they were not comfortable with him becoming Prime Minister.[73] Members of the Liberal Party therefore called on Dion to resign as leader immediately and for an interim leader to be chosen, this person would become the Prime Minister in the event that the Conservatives were defeated when parliament resumed in January.[74] With an estimated 70 percent of the Liberal caucus wanting Ignatieff to be named interim leader, Dion resigned the post on December 8, 2008 (effective December 10, upon Ignatieff's becoming interim leader).[74][75] LeBlanc announced on the same day that he was abandoning the Liberal leadership race and endorsing Ignatieff as the next leader.[76] The following day Rae announced he was also dropping out of the race and was placing his "full and unqualified" support to Ignatieff.[77]

With Ignatieff named interim leader of the party (on December 10), the Liberal's poll numbers saw significant gains, after they plummeted with the signing of the coalition agreement.[78][79] When parliament resumed on January 28, 2009, the Ignatieff Liberals agreed to support the budget as long as it included regular accountability reports, which the Conservatives accepted. This ended the possibility of the coalition government with the New Democrats.[80]

Throughout the Winter of 200809, opinion polls showed that while the Ignatieff led Liberals still trailed the Conservatives their support had stabilized in the low 30 percent range. However, by the time Ignatieff was confirmed as party leader on May 2, 2009, the Liberal Party had a comfortable lead over the governing Conservatives.[81][82][83] After a Summer where he was accused of being missing in action, Ignatieff announced on August 31, 2009, that the Liberals would not support the minority Conservative government.[84][85][86] After this announcement the Liberal Party's poll numbers, which had already declined over the summer, started to fall further behind the Conservatives.[87] On October 1, 2009, the Liberals put forth a non-confidence motion with the hope of defeating the government. However, the NDP abstained from voting and the Conservatives survived the confidence motion.[88]

The Liberal Party's attempt to force an election, just a year after the previous one, was reported as a miscalculation, as polls showed that most Canadians did not want another election.[89] Even after the government survived the confidence motion popularity for Ignatieff and his party continued to fall.[90] Over the next year and a half, with the exception of a brief period in early 2010, support for the Liberals remained below 30 percent, and behind the Conservatives.[91] While his predecessor Dion was criticized by the Conservatives as a "weak leader", Ignatieff was attacked as a "political opportunist".[47]

On March 25, 2011, Ignatieff introduced a motion of non-confidence against the Harper government to attempt to force a May 2011, federal election after the government was found to be in Contempt of Parliament, the first such occurrence in Commonwealth history. The House of Commons passed the motion by 156145.[92]

The Liberals had considerable momentum when the writ was dropped, and Ignatieff successfully squeezed NDP leader Jack Layton out of media attention, by issuing challenges to Harper for one-on-one debates.[93][94][95] In the first couple weeks of the campaign, Ignatieff kept his party in second place in the polls, and his personal ratings exceeded that of Layton for the first time.[96] However opponents frequently criticized Ignatieff's perceived political opportunism, particularly during the leaders debates when Layton criticized Ignatieff for having a poor attendance record for Commons votes saying "You know, most Canadians, if they don't show up for work, they don't get a promotion". Ignatieff failed to defend himself against these charges, and the debates were said to be a turning point for his party's campaign.[97] Near the end of the campaign, a late surge in support for Layton and the NDP relegated Ignatieff and the Liberals to third in opinion polls.[98][99][100]

The Liberals suffered their worst defeat in history in the May 2, 2011, federal election. The result was a third-place finish, with only 19 percent of the vote and returning 34 seats in the House of Commons. Notably, their support in Toronto and Montreal, their power bases for the last two decades, all but vanished. All told, the Liberals won only 11 seats in Ontario (seven of which were in Toronto) and seven in Quebec (all in Montreal)their fewest totals in either province. Newfoundland and Labrador was the only province with majority Liberal seats at 4 out of 7. They also won only four seats west of Ontario. The Conservatives won 40 percent of the vote and formed a majority government, while the NDP formed the Official Opposition winning 31 percent of the vote.[101]

This election marked the first time the Liberals were unable to form either government or the official opposition. Ignatieff was defeated in his own riding, and announced his resignation as Liberal leader shortly after. Bob Rae was chosen as the interim leader on May 25, 2011.[102]

On April 14, 2013 Justin Trudeau, son of former Prime Minister Pierre Trudeau, was elected leader of the Liberal Party on the first ballot, winning 80% of the vote.[103] Following his win, support for the Liberal Party increased considerably, and the party moved into first place in public opinion polls.[104][105]

An initial surge in support in the polls following Trudeau's election wore off in the following year, in the face of Conservative ad campaign after Trudeau's win attempting to "[paint] him as a silly dilettante unfit for public office."[106]

In 2014, Trudeau removed all Liberal senators from the Liberal Party caucus. In announcing this, Trudeau said the purpose of the unelected upper chamber is to act as a check on the power of the prime minister, but the party structure interferes with that purpose.[4] Following this move, Liberal senators chose to keep the designation "Liberal" and sit together as a caucus, albeit one not supported by the Liberal Party of Canada. This independent group still refers to itself in publications as the Senate Liberal Caucus.[107]

By the time the 2015 federal election was called, the Liberals had been knocked back into third place. Trudeau and his advisors planned to mount a campaign based on economic stimulus in the hopes of regaining the mantle of being the party that best represented change from the New Democrats.[108]

Justin Trudeau's Liberals would win the 2015 election in dramatic fashion: becoming the first party to win a parliamentary majority after being reduced to third party status in a previous general election, besting Brian Mulroney's record for the largest seat increase by a party in a single election (111 in 1984), and winning the most seats in Quebec for the first time since 1980.[109][110][111]Chantal Hbert deemed the result "a Liberal comeback that is headed straight for the history books",[112] while Bloomberg's Josh Wingrove and Theophilos Argitis similarly described it as "capping the biggest political comeback in the countrys history."[113]

Scholars and political experts have recently used a realignment model to explain what was considered a collapse of a dominant party, and put its condition in long-term perspective. According to recent scholarship there have been four party systems in Canada at the federal level since Confederation, each with its own distinctive pattern of social support, patronage relationships, leadership styles, and electoral strategies. Steve Patten identifies four party systems in Canada's political history:[114]

Stephen Clarkson (2005) shows how the Liberal Party has dominated all the party systems, using different approaches. It began with a "clientelistic approach" under Laurier, which evolved into a "brokerage" system of the 1920s, 1930s and 1940s under Mackenzie King. The 1950s saw the emergence of a "pan-Canadian system", which lasted until the 1990s. The 1993 election categorized by Clarkson as an electoral "earthquake" which "fragmented" the party system, saw the emergence of regional politics within a four party-system, whereby various groups championed regional issues and concerns. Clarkson concludes that the inherent bias built into the first-past-the-post system, has chiefly benefited the Liberals.[115]

Pundits in the wake of the 2011 election widely believed in a theme of major realignment. Lawrence Martin, commentator for the Globe and Mail, claimed that "Harper has completed a remarkable reconstruction of a Canadian political landscape that endured for more than a century. The realignment sees both old parties of the moderate middle, the Progressive Conservatives and the Liberals, either eliminated or marginalized."[116]Maclean's said that the election marked "an unprecedented realignment of Canadian politics" as "the Conservatives are now in a position to replace the Liberals as the natural governing party in Canada"; Andrew Coyne proclaimed "The West is in and Ontario has joined it," noting that the Conservatives accomplished the rare feat of putting together a majority by winning in both Ontario and the western provinces (difficult because of traditionally conflicting interests), while having little representation in Quebec.[117] Books such as The Big Shift by John Ibbitson and Darrell Bricker, and Peter C. Newman's When the Gods Changed: The Death of Liberal Canada, provocatively asserted that the Liberals had become an "endangered species" and that an NDP-led opposition would mean that "fortune favours the Harper government" in subsequent campaigns.[118][119]

The Liberal victory in 2015, leaving Alberta and Saskatchewan as the only two Conservative-held provinces in the country, has now challenged that narrative.[120][121]

The contemporary Liberal Party generally advocates economic liberalism (see New Right). Historically, the party has supported a higher degree of economic protectionism and interventionism than it has in recent decades. However, from its foundation the party has identified itself as anti-socialist. Strong opposition to socialism and communism in Australia and abroad was one of its founding principles. The party's founder and longest-serving leader Robert Menzies envisaged that Australia's middle class would form its main constituency.[8]

Towards the end of his term as Prime Minister of Australia, in a final address to the Liberal Party Federal Council in 1964, Menzies spoke of the "Liberal Creed" as follows:

As the etymology of our name 'Liberal' indicates, we have stood for freedom. We have realised that men and women are not just ciphers in a calculation, but are individual human beings whose individual welfare and development must be the main concern of government ... We have learned that the right answer is to set the individual free, to aim at equality of opportunity, to protect the individual against oppression, to create a society in which rights and duties are recognised and made effective.

Soon after the election of the Howard Government the new Prime Minister John Howard, who was to become the second-longest serving Liberal Prime Minister, spoke of his interpretation of the "Liberal Tradition" in a Robert Menzies Lecture in 1996:

Menzies knew the importance for Australian Liberalism to draw upon both the classical liberal as well as the conservative political traditions. ... He believed in a liberal political tradition that encompassed both Edmund Burke and John Stuart Mill a tradition which I have described in contemporary terms as the broad church of Australian Liberalism.

Throughout their history, the Liberals have been in electoral terms largely the party of the middle class (whom Menzies, in the era of the party's formation called "The forgotten people"), though such class-based voting patterns are no longer as clear as they once were. In the 1970s a left-wing middle class emerged that no longer voted Liberal.[citation needed] One effect of this was the success of a breakaway party, the Australian Democrats, founded in 1977 by former Liberal minister Don Chipp and members of minor liberal parties; other members of the left-leaning section of the middle-class became Labor supporters.[citation needed] On the other hand, the Liberals have done increasingly well in recent years among socially conservative working-class voters.[citation needed]However the Liberal Party's key support base remains the upper-middle classes; 16 of the 20 richest federal electorates are held by the Liberals, most of which are safe seats.[10] In country areas they either compete with or have a truce with the Nationals, depending on various factors.

Menzies was an ardent constitutional monarchist, who supported the Monarchy in Australia and links to the Commonwealth of Nations. Today the party is divided on the question of republicanism, with some (such as incumbent leader Malcolm Turnbull) being republicans, while others (such as his predecessor Tony Abbott) are monarchists. The Menzies Government formalised Australia's alliance with America in 1951, and the party has remained a strong supporter of the mutual defence treaty.

Domestically, Menzies presided over a fairly regulated economy in which utilities were publicly owned, and commercial activity was highly regulated through centralised wage-fixing and high tariff protection. Liberal leaders from Menzies to Malcolm Fraser generally maintained Australia's high tariff levels. At that time the Liberals' coalition partner, the Country Party, the older of the two in the coalition (now known as the "National Party"), had considerable influence over the government's economic policies. It was not until the late 1970s and through their period out of power federally in the 1980s that the party came to be influenced by what was known as the "New Right" a conservative liberal group who advocated market deregulation, privatisation of public utilities, reductions in the size of government programs and tax cuts.

Socially, while liberty and freedom of enterprise form the basis of its beliefs, elements of the party have wavered between what is termed "small-l liberalism" and social conservatism. Historically, Liberal Governments have been responsible for the carriage of a number of notable "socially liberal" reforms, including the opening of Australia to multiethnic immigration under Menzies and Harold Holt; Holt's 1967 Referendum on Aboriginal Rights;[11]Sir John Gorton's support for cinema and the arts;[12] selection of the first Aboriginal Senator, Neville Bonner, in 1971;[13] and Malcolm Fraser's Aboriginal Land Rights Act 1976. A West Australian Liberal, Ken Wyatt, became the first Indigenous Australian elected to the House of Representatives in 2010.[14]

The party has mainly two unorganised factions, the conservative right and the moderate left. Historically, moderates have at times formed their own parties, most notably the Australian Democrats who gave voice to what is termed small-l liberalism in Australia.

The Liberal Party is a member of the International Democrat Union, the only party with the name Liberal to hold membership.

The Liberal Party's organisation is dominated by the six state divisions, reflecting the party's original commitment to a federalised system of government (a commitment which was strongly maintained by all Liberal governments until 1983, but was to a large extent abandoned by the Howard Government, which showed strong centralising tendencies). Menzies deliberately created a weak national party machine and strong state divisions. Party policy is made almost entirely by the parliamentary parties, not by the party's rank-and-file members, although Liberal party members do have a degree of influence over party policy.[15]

The Liberal Party's basic organisational unit is the branch, which consists of party members in a particular locality. For each electorate there is a conferencenotionally above the brancheswhich coordinates campaigning in the electorate and regularly communicates with the member (or candidate) for the electorate. As there are three levels of government in Australia, each branch elects delegates to a local, state, and federal conference.[15]

All the branches in an Australian state are grouped into a Division. The ruling body for the Division is a State Council. There is also one Federal Council which represents the entire organisational Liberal Party in Australia. Branch executives are delegates to the Councils ex-officio and additional delegates are elected by branches, depending on their size.[15]

Preselection of electoral candidates is performed by a special electoral college convened for the purpose. Membership of the electoral college consists of head office delegates, branch officers, and elected delegates from branches.[15]

The Liberals' immediate predecessor was the United Australia Party (UAP). More broadly, the Liberal Party's ideological ancestry stretched back to the anti-Labor groupings in the first Commonwealth parliaments. The Commonwealth Liberal Party was a fusion of the Free Trade Party and the Protectionist Party in 1909 by the second prime minister, Alfred Deakin, in response to Labor's growing electoral prominence. The Commonwealth Liberal Party merged with several Labor dissidents (including Billy Hughes) to form the Nationalist Party of Australia in 1917. That party, in turn, merged with Labor dissidents to form the UAP in 1931.

The UAP had been formed as a new conservative alliance in 1931, with Labor defector Joseph Lyons as its leader. The stance of Lyons and other Labor rebels against the more radical proposals of the Labor movement to deal the Great Depression had attracted the support of prominent Australian conservatives.[16] With Australia still suffering the effects of the Great Depression, the newly formed party won a landslide victory at the 1931 Election, and the Lyons Government went on to win three consecutive elections. It largely avoided Keynesian pump-priming and pursued a more conservative fiscal policy of debt reduction and balanced budgets as a means of stewarding Australia out of the Depression. Lyons' death in 1939 saw Robert Menzies assume the Prime Ministership on the eve of war. Menzies served as Prime Minister from 1939 to 1941 but resigned as leader of the minority World War II government amidst an unworkable parliamentary majority. The UAP, led by Billy Hughes, disintegrated after suffering a heavy defeat in the 1943 election.

Menzies called a conference of conservative parties and other groups opposed to the ruling Australian Labor Party, which met in Canberra on 13 October 1944 and again in Albury, New South Wales in December 1944.[17][18] From 1942 onward Menzies had maintained his public profile with his series of "The Forgotten People" radio talkssimilar to Franklin D. Roosevelt's "fireside chats" of the 1930sin which he spoke of the middle class as the "backbone of Australia" but as nevertheless having been "taken for granted" by political parties.[19][20]

Outlining his vision for a new political movement in 1944, Menzies said:

...[W]hat we must look for, and it is a matter of desperate importance to our society, is a true revival of liberal thought which will work for social justice and security, for national power and national progress, and for the full development of the individual citizen, though not through the dull and deadening process of socialism.

The formation of the party was formally announced at Sydney Town Hall on 31 August 1945.[18] It took the name "Liberal" in honour of the old Commonwealth Liberal Party. The new party was dominated by the remains of the old UAP; with few exceptions, the UAP party room became the Liberal party room. The Australian Women's National League, a powerful conservative women's organisation, also merged with the new party. A conservative youth group Menzies had set up, the Young Nationalists, was also merged into the new party. It became the nucleus of the Liberal Party's youth division, the Young Liberals. By September 1945 there were more than 90,000 members, many of whom had not previously been members of any political party.[18]

After an initial loss to Labor at the 1946 election, Menzies led the Liberals to victory at the 1949 election, and the party stayed in office for a record 23 yearsstill the longest unbroken run in government at the federal level. Australia experienced prolonged economic growth during the post-war boom period of the Menzies Government (19491966) and Menzies fulfilled his promises at the 1949 election to end rationing of butter, tea and petrol and provided a five-shilling endowment for first-born children, as well as for others.[22] While himself an unashamed anglophile, Menzies' government concluded a number of major defence and trade treaties that set Australia on its post-war trajectory out of Britain's orbit; opened Australia to multi-ethnic immigration; and instigated important legal reforms regarding Aboriginal Australians.

Menzies ran strongly against Labor's plans to nationalise the Australian banking system and, following victory in the 1949 election, secured a double dissolution election for April 1951, after the Labor-controlled Senate refused to pass his banking legislation. The Liberal-Country Coalition was returned with control of the Senate. The Government was returned again in the 1954 election; the formation of the anti-Communist Democratic Labor Party (DLP) and the consequent split in the Australian Labor Party early in 1955 helped the Liberals to another victory in December 1955. John McEwen replaced Arthur Fadden as leader of the Country Party in March 1958 and the Menzies-McEwen Coalition was returned again at elections in November 1958 their third victory against Labor's H. V. Evatt. The Coalition was narrowly returned against Labor's Arthur Calwell in the December 1961 election, in the midst of a credit squeeze. Menzies stood for office for the last time in the November 1963 election, again defeating Calwell, with the Coalition winning back its losses in the House of Representatives. Menzies went on to resign from parliament on 26 January 1966.[23]

Menzies came to power the year the Communist Party of Australia had led a coal strike to improve pit miners' working conditions. That same year Joseph Stalin's Soviet Union exploded its first atomic bomb, and Mao Zedong led the Communist Party of China to power in China; a year later came the invasion of South Korea by Communist North Korea. Anti-communism was a key political issue of the 1950s and 1960s.[24] Menzies was firmly anti-Communist; he committed troops to the Korean War and attempted to ban the Communist Party of Australia in an unsuccessful referendum during the course of that war. The Labor Party split over concerns about the influence of the Communist Party over the Trade Union movement, leading to the foundation of the breakaway Democratic Labor Party whose preferences supported the Liberal and Country parties.[25]

In 1951, during the early stages of the Cold War, Menzies spoke of the possibility of a looming third world war. The Menzies Government entered Australia's first formal military alliance outside of the British Commonwealth with the signing of the ANZUS Treaty between Australia, New Zealand and the United States in San Francisco in 1951. External Affairs Minister Percy Spender had put forward the proposal to work along similar lines to the NATO Alliance. The Treaty declared that any attack on one of the three parties in the Pacific area would be viewed as a threat to each, and that the common danger would be met in accordance with each nation's constitutional processes. In 1954 the Menzies Government signed the South East Asia Collective Defence Treaty (SEATO) as a South East Asian counterpart to NATO. That same year, Soviet diplomat Vladimir Petrov and his wife defected from the Soviet embassy in Canberra, revealing evidence of Russian spying activities; Menzies called a Royal Commission to investigate.[26]

In 1956 a committee headed by Sir Keith Murray was established to inquire into the financial plight of Australia's universities, and Menzies pumped funds into the sector under conditions which preserved the autonomy of universities.

Menzies continued the expanded immigration program established under Chifley, and took important steps towards dismantling the White Australia Policy. In the early 1950s, external affairs minister Percy Spender helped to establish the Colombo Plan for providing economic aid to underdeveloped nations in Australia's region. Under that scheme many future Asian leaders studied in Australia.[27] In 1958 the government replaced the Immigration Act's arbitrarily applied European language dictation test with an entry permit system, that reflected economic and skills criteria.[28][29] In 1962, Menzies' Commonwealth Electoral Act provided that all Indigenous Australians should have the right to enrol and vote at federal elections (prior to this, indigenous people in Queensland, Western Australia and some in the Northern Territory had been excluded from voting unless they were ex-servicemen).[30] In 1949 the Liberals appointed Dame Enid Lyons as the first woman to serve in an Australian Cabinet. Menzies remained a staunch supporter of links to the monarchy and British Commonwealth but formalised an alliance with the United States and concluded the Agreement on Commerce between Australia and Japan which was signed in July 1957 and launched post-war trade with Japan, beginning a growth of Australian exports of coal, iron ore and mineral resources that would steadily climb until Japan became Australia's largest trading partner.

Menzies retired in 1966 as Australia's longest-serving Prime Minister.

Harold Holt replaced the retiring Robert Menzies in 1966 and the Holt Government went on to win 82 seats to Labor's 41 in the 1966 election.[31] Holt remained Prime Minister until 19 December 1967, when he was declared presumed dead two days after disappearing in rough surf in which he had gone for a swim.

Holt increased Australian commitment to the growing War in Vietnam, which met with some public opposition. His government oversaw conversion to decimal currency. Holt faced Britain's withdrawal from Asia by visiting and hosting many Asian leaders and by expanding ties to the United States, hosting the first visit to Australia by an American president, his friend Lyndon B. Johnson. Holt's government introduced the Migration Act 1966, which effectively dismantled the White Australia Policy and increased access to non-European migrants, including refugees fleeing the Vietnam War. Holt also called the 1967 Referendum which removed the discriminatory clause in the Australian Constitution which excluded Aboriginal Australians from being counted in the census the referendum was one of the few to be overwhelmingly endorsed by the Australian electorate (over 90% voted 'yes'). By the end of 1967, the Liberals' initially popular support for the war in Vietnam was causing increasing public protest.[32]

The Liberals chose John Gorton to replace Holt. Gorton, a former World War II Royal Australian Air Force pilot, with a battle scarred face, said he was "Australian to the bootheels" and had a personal style which often affronted some conservatives.

The Gorton Government increased funding for the arts, setting up the Australian Council for the Arts, the Australian Film Development Corporation and the National Film and Television Training School. The Gorton Government passed legislation establishing equal pay for men and women and increased pensions, allowances and education scholarships, as well as providing free health care to 250,000 of the nation's poor (but not universal health care). Gorton's government kept Australia in the Vietnam War but stopped replacing troops at the end of 1970.[33]

Gorton maintained good relations with the United States and Britain, but pursued closer ties with Asia. The Gorton government experienced a decline in voter support at the 1969 election. State Liberal leaders saw his policies as too Centralist, while other Liberals didn't like his personal behaviour. In 1971, Defence Minister Malcolm Fraser, resigned and said Gorton was "not fit to hold the great office of Prime Minister". In a vote on the leadership the Liberal Party split 50/50, and although this was insufficient to remove him as the leader, Gorton decided this was also insufficient support for him, and he resigned.[33]

Former treasurer, William McMahon, replaced Gorton as Prime Minister. Gorton remained a front bencher but relations with Fraser remained strained. The McMahon Government ended when Gough Whitlam led the Australian Labor Party out of its 23-year period in Opposition at the 1972 election.

The economy was weakening. McMahon maintained Australia's diminishing commitment to Vietnam and criticised Opposition leader, Gough Whitlam, for visiting Communist China in 1972only to have the US President Richard Nixon announce a planned visit soon after.[34]

During McMahon's period in office, Neville Bonner joined the Senate and became the first Indigenous Australian in the Australian Parliament.[35] Bonner was chosen by the Liberal Party to fill a Senate vacancy in 1971 and celebrated his maiden parliamentary speech with a boomerang throwing display on the lawns of Parliament. Bonner went on to win election at the 1972 election and served as a Liberal Senator for 12 years. He worked on Indigenous and social welfare issues and proved an independent minded Senator, often crossing the floor on Parliamentary votes.[36]

Following Whitlam's victory, John Gorton played a further role in reform by introducing a Parliamentary motion from Opposition supporting the legalisation of same-gender sexual relations. Billy Snedden led the party against Whitlam in the 1974 federal election, which saw a return of the Labor government. When Malcolm Fraser won the Liberal Party leadership from Snedden in 1975, Gorton walked out of the Party Room.[37]

Following the 197475 Loans Affair, the Malcolm Fraser led Liberal-Country Party Coalition argued that the Whitlam Government was incompetent and delayed passage of the Government's money bills in the Senate, until the government would promise a new election. Whitlam refused, Fraser insisted leading to the divisive 1975 Australian constitutional crisis. The deadlock came to an end when the Whitlam government was dismissed by the Governor-General, Sir John Kerr on 11 November 1975 and Fraser was installed as caretaker Prime Minister, pending an election. Fraser won in a landslide at the resulting 1975 election.

Fraser maintained some of the social reforms of the Whitlam era, while seeking increased fiscal restraint. His government included the first Aboriginal federal parliamentarian, Neville Bonner, and in 1976, Parliament passed the Aboriginal Land Rights Act 1976, which, while limited to the Northern Territory, affirmed "inalienable" freehold title to some traditional lands. Fraser established the multicultural broadcaster SBS, accepted Vietnamese refugees, opposed minority white rule in Apartheid South Africa and Rhodesia and opposed Soviet expansionism. A significant program of economic reform however was not pursued. By 1983, the Australian economy was suffering with the early 1980s recession and amidst the effects of a severe drought. Fraser had promoted "states' rights" and his government refused to use Commonwealth powers to stop the construction of the Franklin Dam in Tasmania in 1982.[38] Liberal minister, Don Chipp split off from the party to form a new social liberal party, the Australian Democrats in 1977. Fraser won further substantial majorities at the 1977 and 1980 elections, before losing to the Bob Hawke led Australian Labor Party in the 1983 election.[39]

A period of division for the Liberals followed, with former Treasurer John Howard competing with former Foreign Minister Andrew Peacock for supremacy. The Australian economy was facing the early 1990s recession. Unemployment reached 11.4% in 1992. Under Dr John Hewson, in November 1991, the opposition launched the 650-page Fightback! policy document a radical collection of "dry", economic liberal measures including the introduction of a Goods and Services Tax (GST), various changes to Medicare including the abolition of bulk billing for non-concession holders, the introduction of a nine-month limit on unemployment benefits, various changes to industrial relations including the abolition of awards, a $13 billion personal income tax cut directed at middle and upper income earners, $10 billion in government spending cuts, the abolition of state payroll taxes and the privatisation of a large number of government owned enterprises representing the start of a very different future direction to the keynesian economic conservatism practiced by previous Liberal/National Coalition governments. The 15 percent GST was the centerpiece of the policy document. Through 1992, Labor Prime Minister Paul Keating mounted a campaign against the Fightback package, and particularly against the GST, which he described as an attack on the working class in that it shifted the tax burden from direct taxation of the wealthy to indirect taxation as a broad-based consumption tax. Pressure group activity and public opinion was relentless, which led Hewson to exempt food from the proposed GST leading to questions surrounding the complexity of what food was and wasn't to be exempt from the GST. Hewson's difficulty in explaining this to the electorate was exemplified in the infamous birthday cake interview, considered by some as a turning point in the election campaign. Keating won a record fifth consecutive Labor term at the 1993 election. A number of the proposals were later adopted in to law in some form, to a small extent during the Keating Labor government, and to a larger extent during the Howard Liberal government (most famously the GST), while unemployment benefits and bulk billing were re-targeted for a time by the Abbott Liberal government.

At the state level, the Liberals have been dominant for long periods in all states except Queensland, where they have always held fewer seats than the National Party (not to be confused with the old Nationalist Party). The Liberals were in power in Victoria from 1955 to 1982. Jeff Kennett led the party back to office in that state in 1992, and remained Premier until 1999.

In South Australia, initially a Liberal and Country Party affiliated party, the Liberal and Country League (LCL), mostly led by Premier of South Australia Tom Playford, was in power from the 1933 election to the 1965 election, though with assistance from an electoral malapportionment, or gerrymander, known as the Playmander. The LCL's Steele Hall governed for one term from the 1968 election to the 1970 election and during this time began the process of dismantling the Playmander. David Tonkin, as leader of the South Australian Division of the Liberal Party of Australia, became Premier at the 1979 election for one term, losing office at the 1982 election. The Liberals returned to power at the 1993 election, led by Premiers Dean Brown, John Olsen and Rob Kerin through two terms, until their defeat at the 2002 election. They have since remained in opposition under a record five Opposition Leaders.

The dual aligned Country Liberal Party ruled the Northern Territory from 1978 to 2001.

The party has held office in Western Australia intermittently since 1947. Liberal Richard Court was Premier of the state for most of the 1990s.

In New South Wales, the Liberal Party has not been in office as much as its Labor rival, and just three leaders have led the party from opposition to government in that state: Sir Robert Askin, who was premier from 1965 to 1975, Nick Greiner, who came to office in 1988 and resigned in 1992, and Barry O'Farrell who would lead the party out of 16 years in opposition in 2011.

The Liberal Party does not officially contest most local government elections, although many members do run for office in local government as independents. An exception is the Brisbane City Council, where both Sallyanne Atkinson and Campbell Newman have been elected Lord Mayor of Brisbane.[40]

Labor's Paul Keating lost the 1996 Election to the Liberals' John Howard. The Liberals had been in Opposition for 13 years.[41] With John Howard as Prime Minister, Peter Costello as Treasurer and Alexander Downer as Foreign Minister, the Howard Government remained in power until their electoral defeat to Kevin Rudd in 2007.

Howard generally framed the Liberals as being conservative on social policy, debt reduction and matters like maintaining Commonwealth links and the American Alliance but his premiership saw booming trade with Asia and expanding multiethnic immigration. His government concluded the Australia-United States Free Trade Agreement with the Bush Administration in 2004.[35]

Howard differed from his Labor predecessor Paul Keating in that he supported traditional Australian institutions like the Monarchy in Australia, the commemoration of ANZAC Day and the design of the Australian flag, but like Keating he pursued privatisation of public utilities and the introduction of a broad based consumption tax (although Keating had dropped support for a GST by the time of his 1993 election victory). Howard's premiership coincided with Al Qaeda's 11 September attacks on the United States. The Howard Government invoked the ANZUS treaty in response to the attacks and supported America's campaigns in Afghanistan and Iraq.

In the 2004 Federal elections the party strengthened its majority in the Lower House and, with its coalition partners, became the first federal government in twenty years to gain an absolute majority in the Senate. This control of both houses permitted their passing of legislation without the need to negotiate with independents or minor parties, exemplified by industrial relations legislation known as WorkChoices, a wide ranging effort to increase deregulation of industrial laws in Australia.

In 2005, Howard reflected on his government's cultural and foreign policy outlook in oft repeated terms:[42]

When I became Prime Minister nine years ago, I believed that this nation was defining its place in the world too narrowly. My Government has rebalanced Australia's foreign policy to better reflect the unique intersection of history, geography, culture and economic opportunity that our country represents. Time has only strengthened my conviction that we do not face a choice between our history and our geography.

The 2007 federal election saw the defeat of the Howard federal government, and the Liberal Party was in opposition throughout Australia at the state and federal level; the highest Liberal office-holder at the time was Brisbane Lord Mayor Campbell Newman. This ended after the Western Australian state election, 2008, when Colin Barnett became Premier of that state.

Following the 2007 federal election, Dr Brendan Nelson was elected leader by the Parliamentary Liberal Party. On 16 September 2008, in a second contest following a spill motion, Nelson lost the leadership to Malcolm Turnbull.[43] On 1 December 2009, a subsequent leadership election saw Turnbull lose the leadership to Tony Abbott by 42 votes to 41 on the second ballot.[44] Abbott led the party to the 2010 federal election, which saw an increase in the Liberal Party vote and resulted in the first hung parliament since the 1940 election.[45]

Through 2010, the party improved its vote in the Tasmanian and South Australian state elections and achieved state government in Victoria. In March 2011, the New South Wales Liberal-National Coalition led by Barry O'Farrell won government with the largest election victory in post-war Australian history at the State Election.[46] In Queensland, the Liberal and National parties merged in 2008 to form the new Liberal National Party of Queensland (registered as the Queensland Division of the Liberal Party of Australia). In March 2012, the new party achieved Government in an historic landslide, led by former Brisbane Lord Mayor, Campbell Newman.[47]

The Posthuman concludes by considering the implications of these shifts for the institutional practice of the humanities. Braidotti outlines new forms of cosmopolitan neo-humanism that emerge from the spectrum of post-colonial and race studies, as well as gender analysis and environmentalism. The challenge of the posthuman condition consists in seizing the opportunities for new social bonding and community building, while pursuing sustainability and empowerment.

The Phony Debate About Political Correctness – ThinkProgress

In 1991, New York Magazine published an influential cover story, titled Are You Politically Correct? The headline was splashed across the glossys front page in bold red and white letters, followed by a list of supposed politically correct questions:

The article opened with what appeared to be a heated exchange between students and a Harvard professor, Stephan Thernstrom, as he made his way through campus. As John Taylor, the author of the piece told it, Thernstrom was anonymously criticized by students in the Harvard Crimson for racial insensitivity in an introductory history course he taught on race relations in America. As word of the criticism spread throughout campus, Thernstrom quickly found himself embroiled in controversyand the target of an angry group of students. The first paragraph describes Thernstroms reaction in vivid detail:

Taylors opening certainly painted a dramatic picture. But there was only one problemit wasnt exactly true. In a 1991 interview with The Nation, Thernstrom himself told reporter Jon Weiner that he was appalled when he first saw the passage. Nothing like that ever happened, he quipped, describing the authors excerpt as artistic license. What eventually happened was perhaps unsurprising: Thernstrom decided not to offer the controversial course again. Although it was a voluntary decision, the professors story soon turned into a famous example of the tyranny of political correctness. The New Republic declared that the professor had been savaged for political correctness in the classroom; the New York Review of Books described his case an illustration of the attack on freedom led by minorities.

These claims ultimately proved to be greatly exaggerated. Weiner tracked down one of the students who complained about Thernstrom; she explained that their goals werent to prevent him from offering the class, but to point out inaccuracies in his lecture. To me, its a big overreaction for him to decide not to teach the course again because of that, she said. A professor of government at Harvard went a step further, concluding that there is no Thernstrom case. Instead, a few student complaints were exaggerated and translated into an attack on freedom of speech by black students. The professor called the episode a marvelous example of the skill of the neocons at taking small events and translating them into weapons against the pluralistic thrust on American campuses.

Back in the 90s, the conversation around political correctness was largely driven by anecdote that could easily be distorted to support a particular point of view. Last year, the same magazine that published Taylors 1991 story returned to the topic, this time publishing a treatise on political correctness by Jonathan Chait. The piece, Not a Very P.C. Thing to Say, describes a resurgence of the P.C. culture that flourished on college campuses in the 90s, even more ubiquitous now thanks to the rise of Twitter and social media. This new movement of political correctness, Chait argues, has assumed a towering presence in the psychic space of politically active people in general and the left in particular. He describes it as: a system of left-wing ideological repression that is antithetical to liberalism itself. P.C. ideology can be seductive to some liberals who can be misled into thinking that this is liberalism, Chait told ThinkProgress. And I think we need to understand that its not.

Its a depiction thats made its way outside of coastal media commentary to rhetoric on the campaign trail. Criticism of the illiberal strain of political correctness has found an eager audience among a range of GOP presidential hopefuls, many of whom readily invoke P.C. as a leftist bogeyman. At a recent Republican Jewish Coalition Conference, Sen. Ted Cruz (R-TX) declared that the politically correct doublespeak from this administration has gone beyond ridiculous.

Cruzs proclamations coincide with a string of recent student protests denouncing institutional racism on college campuses throughout the country. At Yale and Georgetown, students have asked that buildings named after white supremacists and slaveowners be renamed. At Claremont-McKenna College in California, the dean of students resigned after students criticized her response to complaints of racism on campus, and at the University of Missouri, the president resigned from his position after failing to respond to several racist acts against students, including an incident where a student drew a swastika with feces in a university bathroom.

There have also been recent student protests at Amherst, Brandeis, Harvard, Princeton, Dartmouth, and Ithaca College, among others.

The protests have earned plaudits and harsh condemnation. The Atlantic denounced The New Intolerance of Student Activism. On Fox News, Alan Dershowitz claimed that a fog of fascism is descending quickly over many American universities It is the worst kind of hypocrisy. The National Review argued that the notion that students need a safe space is a lie. They arent weak. They dont need protection Why would they debate when theyve proven they can dictate terms? Pathetic.

Others, meanwhile, are quick to point out that these angry responses often come from people who hold more institutional power than the students they critique. Marilyn Edelstein, a professor of English at Santa Clara University who wrote about political correctness in the 90s, said shes been troubled by commentators impulse to dismiss important ideas and and perspectives as simply politically correct.

I think whats going on today is a resurgence of the same kind of fear by privileged white men that other people might have different experiences and legitimate grievances about the way theyre often treated, she explained. A lot of the commentators who are crying, oh political correctness now again are not at risk of actually losing any power. Conservatives are controlling the Congress and Senate and a lot of state houses, and yet they want to mock 18 to 22 year-olds for caring about things like their own experiences of being excluded or made to feel like less-than-welcome members of a college community.

If theres one thing these two camps can agree on, its that censorship does exist on college campuses. But according to those who track incidents of censorship most closely, its impacting students and faculty across the ideological spectrum. Acknowledging the true nature of repression on college campuses is complex and does not neatly fit the narrative of P.C.s detractors, but it shouldnt be ignored. Absent a discussion rooted in reality, we appear condemned to repeat fruitless debate of the 90s.

In The Coddling of the American Mind, a cover story published last year in The Atlantic, Greg Lukianoff and Jonathan Haidt examine the climate of censorship and political correctness on college campuses. Something strange is happening at Americas colleges and universities, they begin ominously. A movement is arising, undirected and driven largely by students, to scrub campuses clean of words, ideas, and subjects that might cause discomfort or give offense.

Lukianoff and Haidt describe a number of incidents intended to demonstrate the surge of censorship on college campus. They distinguish the climate on campuses today from that of the 90s, arguing that the current movement is centered around emotional well-being. More than the last, it presumes an extraordinary fragility of the collegiate psyche, and therefore elevates the goal of protecting students from psychological harm.

The authors cite real examples of suppression on campuses, but they blame the rush to censor on students apparent aversion to uncomfortable words and ideas. The ultimate aim, it seems, is to turn campuses into safe spaces where young adults are shielded from words and ideas that make some uncomfortable, they conclude. And more than the last, this movement seeks to punish anyone who interferes with that aim, even accidentally. You might call this impulse vindictive protectiveness. It is creating a culture in which everyone must think twice before speaking up, lest they face charges of insensitivity, aggression, or worse.

This narrative positions censorship as the product of students who seek comfort, coddling, and refuge from challenging ideas. But John K. Wilson, an editor at The Academe Blog and author of the book The Myth of Political Correctness: The Conservative Attack on Higher Education, says that a significant portion of the criticism aimed at students is misguided. Commentators focus on student calls for censorship often ignores the growth of the administrative class, which can have just as profound consequences on speech.

I think that where there is a lot of efforts of repression going on its coming mostly from the administration, Wilson explained. One of the changes that has come about in the structure of higher education in recent decades is you have a dramatic growth in administration. And so you have more and more people whose sort of job is to work for the administration and in many cases suppress controversial activity.

Wilsons point is backed up by the data. The New England Center for Investigative Reporting found that the number of administrative employees at U.S. colleges and universities has more than doubled in the past 25 years. Moreover, the expansion of the administrative class comes as colleges and universities cut full-time tenured faculty positions. According to an in-depth article by Benjamin Ginsberg in the Washington Monthly, between 1998 and 2008, private colleges increased spending on instruction by 22 percent, but hiked spending on administrative and staff support by 36 percent.

Will Creeley, the vice president of legal and public advocacy at the Foundation for Individual Rights in Education (FIRE), explained that the growth of college administration has resulted in the creation of new fiefdoms for administrators that previously did not exist. In order to justify their existence, those administrators will occasionally make themselves known by investigating and punishing speech that at public universities is protected by the first amendment or at private universities should be protected by the promises that the university makes about free speech.

As the campus administration expands, there is no doubt that some conservative-leaning voices on university campuses have been censored. Earlier this year, a libertarian student group at Dixie University was blocked from putting up flyers on campus that mocked President Obama, Che Guevara, and former President George W. Bush. At Saint Louis University in 2013, a group of College Republicans was barred from inviting former senator Scott Brown (R-MA) to speak at a campus event over concerns it would jeopardize the schools tax-exempt status. In 2014, the Young Americans for Liberty student group at Boise State University was charged nearly $500 in security fees for a gun-rights event featuring Dick Heller of the Supreme Court guns-rights case D.C. v. Heller.

Then there are examples of suppressed speech deemed hateful or offensive, such as the University of South Carolinas suspension of a student who used a racial slur and the suspension of a student at Texas Christian University for tweets about hoodrat criminals in Baltimore. These instances are where questions involving censorship become more nuanced. For many, the line of acceptable, or even free speech, ends where hate speech begins. The definition of silencing, after all, depends on who you ask. To some, censorship comes in the form of tearing down a xenophobic poster; to others, its the impulse to equate student activism with the desire to be coddled.

But how do you define hate speech? Free speech absolutists say censorship is never the answer to constitutionally protected hate speech, no matter how offensive it may be. There is no legal definition of hate speech that will withstand constitutional scrutiny, Creeley pointed out. The Supreme Court has been clear on this for decades. And that is because of the inherently fluid, subjective boundaries of what would or would not constitute hate speech. One persons hate speech is another persons manifesto. Any attempt to define hate speech will find itself punishing those with minority viewpoints.

Liberals can, and have, gone too far in their calls for suppressing hateful speech. But the excesses of whats been deemed political correctness are not representative of the culture writ large, nor do they signify a broad leftist conspiracy to silence any and all dissenting voices. The reality of censorship on college campuses is more complicatedand less useful to the most vocal critics of political correctness. Left-leaning voices are censored, toothey just rarely seem to provoke the same amount of public outrage and hand-wringing.

When it comes to repression on college campuses, theres really no evidence that theres some left-wing, politically correct attack on freedom of speech, Wilson said. In fact, there are many examples of efforts to repress left-wing speakers and left-wing faculty. Most of the attacks on academic freedom, he explained, especially the effective attacks, come from the right.

You dont have to look far to find examples. Just last week, a professor at Wheaton College in Illinois was fired for claiming that Christians and Muslims worship the same God. Last month, George Washington University barred a student from hanging a Palestinian flag outside his bedroom window. In November, the Huffington Post reported that Missouri state Sen. Kurt Schaefer (R-Columbia) attempted to block a graduate student at the University of Missouri from performing research on the impact of abortion restrictions. At the University of South Carolina in 2014, a performance called How to Become a Lesbian in 10 Days was canceled after state legislators expressed concern that it would promote perversion. A professor at the University of Kansas was suspended in 2013 for anti-NRA comments. At the University of Arizona, a professor was fired for conducting research on the effects of marijuana for veterans with PTSD. In 2015, a vegan rights activist at California State Polytechnic University was prevented from handing out flyers about animal abuse on campus. In 2014, campus police blocked students at the University of Toledo from peacefully protesting a lecture by Karl Rove. The same year, adjunct faculty members at St. Charles Community College in St. Louis attempting to unionize were prohibited from gathering petition signatures.

Still, these cases havent really become widely cited or popular talking points. Wilson says thats because conservatives have been more effective at advancing their narrative. The left isnt really organized to tell the stories of oppression on campus and to try to defend students and faculty who face these kind of attacks, he explained. They need the institutional structure out there, organizations that are going to talk about the issues that will counter this media narrative of political correctness thats been around for 25 years now.

Hundreds of years before political correctness made its debut in thinkpieces or the fiery rhetoric of presidential candidates, it appeared in an opinion written by Justice James Wilson in the 1793 Supreme Court case, Chisholm v. Virginia, which upheld the rights of people to sue states. Arguing that people, rather than states, hold the most authority in the country, Wilson claimed that a toast given to the United States was not politically correct. The Justice used the term literally in this context; he felt it was more accurate to use People of the United States.

The Chisholm decision was ultimately overturned and Justice Wilsons phrase slipped into obscurity. Its hard to pinpoint exactly when the expression made a comeback, but, as John K. Wilson outlines in his book, The Myth of Political Correctness, it was mainly used jokingly among liberals in the twentieth century to criticize the excesses and dogma of their own belief system. Professor Roger Geiger wrote that it was a sarcastic reference to adherence to the party line by American communists in the 1930s. Conservatives began to subvert that framing in the 1980s and use it for their own political gain, eventually transforming the term politically correct to political correctness. The latter phrase was used to describe not just a few radical individuals, as politically correct was, but an entire conspiracy of leftists infiltrating the higher education system.

This narrative gained mainstream visibility in the 1990s, but it hadnt come out of the blue. Fears about the radicalization of American universities had been brewing for years. The attacks on colleges and universities that propelled it had been organizing for more than a decade, Wilson wrote. For the conservatives, the 1960s were a frightening period on American campuses; students occupied buildings, faculty mixed radical politics into their classes, administrators acquiesced to their standards, and academic standards fell by the wayside. Conservatives convinced themselves that the 1960s had never ended and that academia was being corrupted by a new generation of tenured radicals.

These concerns eventually found a home in the conservative commentary of the 1980s, of which Wilson provides several examples: A 1983 article in Conservative Digest claiming a Marxist network doling out the heaviest dose of Marxist and leftist propaganda to students had over 13,000 faculty members, a Marxist press that is selling record numbers of radical textbooks and supplementary materials, and a system of helping other Marxist professors receive tenure; philosopher Sidney Hooks proclamation in 1987 that there is less freedom of speech on American campuses today, measured by the tolerance of dissenting views on controversial political issues, than at any other recent period in peacetime in American history; and Secretary of Education William Bennetts assertion in 1988 that some places on campus are becoming increasingly insular and in certain instances even repressive of the spirit of the free marketplace of ideas.

The media soon latched onto this narrative. Many of the articles published were almost uniformly critical of the Left and accepted the conservatives attacks without questioning their accuracy or motives, Wilson wrote. By using a few anecdotes about a few elite universities, conservatives created political correctness in the eyes of the media, and in herdlike fashion journalists raced to condemn the politically correct mob they had discovered in American universities.

Fast-forward 25 years and not much has changed. Back in the 90s, the P.C. buzzwords were speech codes and multiculturalism; now, theyre trigger warnings and microaggressions. Whether or not you agree with microaggressions and trigger warnings, they dont constitute an existential threat to free speech. Just because a person finds them frivolous or unnecessary doesnt mean theyre censorious.

The term microaggression, for example, is often used to highlight subtle biases and prejudices. The point is to open up a dialogue, not to censor students. Nevertheless, microaggressions and trigger warnings are often used as examples of campus illiberalism. Chait wrote that these newly fashionable terms merely repackage a central tenet of the first P.C. movement: that people should be expected to treat even faintly unpleasant ideas or behaviors as full-scale offenses.

But is there any evidence that the P.C. movement on campuses has gotten worse, or even exists at all? We asked Chait how and why he determined that political correctness, once again, was an issue worthy of exploration. He didnt offer any concrete examples. The idea for the story came from my editors, who noticed it, he replied. When I started to research the issue thats when I started to see something happening on campus that at the time wasnt getting that much attention. Now, in the months since, people are starting to pay attention. But I think its happening much more often.

Wilson offered a different take. I dont think theres really a crisis of any kind like this. Things are not that much different than they have been in the past. You have professors who get fired for expressing controversial views on Twitter, you dont have professors getting fired for microaggressions or for failing to give a trigger warning, he said, referring to the Steven Salaita casea professor at the University of Illinois who lost a promised tenured position over tweets that were critical of Israels invasion of Gaza in 2014.

Creeley did say that FIRE has seen an increase in case submissions, but he noted that isnt necessarily an accurate gauge of how much censorship is occurring on campus. He did point out that calls for speech limitations appear to be coming increasingly from students, a trend he described as new and worrying. He added that there seem to be a worrying number of instances where students are asking the authorities to sanction or punish speech that they disagree with, or to implement some kind of training on folks to change viewpoints they disagree with.

But if people who criticize these efforts are genuinely concerned about censorship, they should also worry when it comes from other sides of the political aislenot just when it neatly fits into a caricature of campus liberalism run amok. Creeley said that FIRE was disappointed to find that the case of Hayden Barnes, an environmentalist who was expelled from college for posting a collage against a proposed parking garage online, didnt take off in the media the way that other explicitly partisan cases did. It did not capture the sense of where those kinds of efforts to censor those types of students came from, he said. Its disappointing to me to see free speech be cast in partisan terms because I think that it turns the issue into a much more binary, much less nuanced, and much less thoughtful discussion.

The Missouri state senators proposal to block a students dissertation on the impact of abortion restrictions, for example, would appear to be just the kind of case that raises the ire of free speech proponents. But it doesnt appear to have gained much attention beyond coverage from a few predictably left-leaning sites. Furthermore, neither Chaits nor Haidt and Lukianoffs pieces mention the Salaita case, despite evidence suggesting punitive measures, including administrative sanctions and censorship, have been taken against Palestinian rights activists. A recent report from Palestine Legal and the Center for Constitutional Rights detailed more than 150 incidents of censorship and suppression of Palestinian advocacy in 2014 alone; 89 percent of which targeted students and facultycausing speculation about a Palestine exception to the free speech debate.

ThinkProgress asked Chait about how censorship driven from the right fits into his analysis of political correctness as the province of progressives. I think thats a separate issue than the phenomenon Im describing, he answered. If you look at my original piece, very few of the examples are formal censorship. I think youve got something much deeper which is a bigger problem for people on the left, which is a broken way of arising at truth on race and gender issues. That can happen and does happen in non-censorship ways.

It doesnt take a thorough examination of the medias framing of political correctness to realize that the conversation is fraught and prone to exaggeration. Thats partially due to a lack of research on the topic. Because theres not much data available, anecdotes are often elevated as evidence; people choose the sides that best confirm their preexisting political biases and worldviews. So how does political correctness actually impact creativity? A team of researchers decided to put this question to the test with hundreds of college students.

The researchers randomly divided students in groups of three and asked them to brainstorm ideas for new businesses that could go into a vacant restaurant space on campus. Groups were either all men, all women, or mixed. The control was allowed to start brainstorming ideas immediately, but the test group was asked to take ten minutes to think of examples of political correctness on the college campus. Cornells Jack Goncalo, one of the studys researchers, told ThinkProgress that the primer was their way of making P.C. salient to students in the test group. The control group wasnt asked to talk about P.C., so it wasnt on their minds.

Researchers wanted to challenge the assumption that an anarchy approach to creativity is sort of the only way to go or even the best way to go, Goncalo said. Our argument was that although P.C. is dismissed as being overly controlling and sort of the conservative view is that P.C. is a threat to free speech, we actually predicted that P.C. would provide a framework that would help people understand what the expectations are in a mixed-sex group and would reduce uncertainty. And by reducing uncertainty it would actually make people more comfortable to share a wide range of ideas.

Indeed, the researchers found that the mixed-sex groups instructed to think about political correctness generated more ideas and were more creative than the diverse groups that hadnt received the P.C. primer. But that didnt hold true for the same-sex groups. Groups of all men or all women that were told to think about political correctness ended up being less creative than the control group.

Goncalo said those results suggested that talking about political correctness actually reduced uncertainty among mixed-sex groups, making it easier for men and women to speak up and share their ideas. For diverse groups, P.C. can be a creativity booster.

Until the uncertainty caused by demographic differences can be overcome within diverse groups, the effort to be P.C. can be justified not merely on moral grounds, but also by the practical and potentially profitable consequences of facilitating the exchange of creative ideas, the study concludes.

Unfortunately, there arent many scientific papers on the topic of political correctness. The researchers study appears to be the only one that looks specifically at political correctness, creativity, and group activity. And even then, it wasnt easy to get their research published.

It was an uphill battle, Goncalo said. A lot of academics see the whole term political correctness as a colloquial non-scientific, non-academic thing. We had to push really hard to say this is a legitimate thing. It took the team nine years to publish the reportand when it eventually came out, there was push-back. I got emails from angry people who were really pissed off and actually hadnt read the paper or understood what we did or what found, Goncalo remarked. Just knee-jerk reactions to the whole thing. So it was polarizing as you might expect.

To be sure, their paper is just one study on a topic with limited scientific research. But its conclusions shouldnt be ignored; it raises worthwhile points about the impact of speech constraints and communication among diverse groups. After all, the ongoing conversation about P.C. often relies on anecdotal evidence rather than data. This is part of the reason its subject to such vigorous debatepeople like to tailor the evidence to their worldview, not vice versa.

Goncalo also came to an interesting conclusion about the value assigned to political correctness throughout the course of the study, which took nine years to publish. Were exactly where we were in the 80s and 90s, he noted. And I think what that says is that the word is still meaningful and people are still using it in the same way.

For all of the commentary about campus activism and political correctness, theres one group we rarely hear from: actual college students. ThinkProgress visited students at American University to learn about their impressions of the political correctness conversation taking place. Although the responses were from just a sampling of college students, they were telling.

Students at American University overwhelmingly told ThinkProgress they didnt find political correctness to be a pressing campus problem. Only one student we spoke to equated P.C. with censorship, while the rest of the students we spoke with seemed more concerned about hate speech and racist comments posted in online forums. The students quoted below preferred to be identified by their first names.

Azza, a senior at American University, said that much of the commentary aimed at critiquing political correctness fails to understand the experience of being a minority student on campus. Students of minority backgrounds deal with certain issues, they face certain issues, there are things that affect them differently, and when you enter a learning environment that is hostile towards you, you cant learn, she explained. People who are saying that this is suppressing free speech or that people want to be coddled are actually not at all concerned about free speech. The vast majority of people are concerned with a particular type of discourse being fostered on American universities that reflects their particular understanding of American life and society and values.

Azza used the suppression of Palestinian activism on campuses as an example: No one in these groups who are so supposedly concerned with free speech has said anything about that, because they dont actually care about free speech, she remarked. If they did, theyd be speaking on behalf of Palestinian students. What they care about is just not letting minority voices dominate the discourse by trying to get university administrators to create an environment thats safer.

Mackenzie, a senior at AU who was sitting near Azza in a student cafe, added: Just because [the conversation] is different from when [critics] were in college doesnt mean its wrong and that were being babied. We dont want to be babied, its not that. Were fighting for something that is right.

Other students told ThinkProgress they were unsatisfied with the administrations response to offensive messages posted on Yik Yak, an online platform where students have been known to anonymously post racist content. One of the biggest things thats been going around is the racist speech on Yik Yak, and how as an anonymous platform to spread information about other people its been used to threaten and scare students and make certain students feel unsafe, another student, who did not share her name, explained. Hate speech is not free speech. Once that the language that you use infringes on another students ability to feel safe on campus and to feel that theyre allowed to come to class without feeling threatened, that isnt free speech because youre taking someone elses rights away.

Marlise, a junior at AU, said she has encountered students who abuse the system. They use the trigger warnings if they dont want to hear the other side of things, or if they dont agree with something. I think that people on the outside appear to stand in solidarity with Mizzou but theres always going to be those people that say I dont want to hear the other side. Still, she agreed that the content posted on Yik Yak is a big issue.

Students also said that criticisms of political correctness are often underpinned by racial insensitivities on campus. Jendelly, a sophomore at AU of Dominican descent, said she feels as though there is a racially divided hierarchy on campus. My dad works for the county and he works alongside the mayor, she said. And a lot of people who hold those high positions in our town are white. But theyve never made us feel like were second to them or were three-quarters of a person. Coming here, in this school, I do feel like were placed in a hierarchy. And I feel like when I see a white person its like, oh I have to step up my game to reach their level. And I shouldnt have to feel like that.

Its unclear what the multi-decade debate over political correctness has accomplished in aggregate. But there is one group of people who find it incredibly useful: Republican politicians.

The use of the term political correctness, particularly in the Republican presidential primary, does not have a specific definition. Rather it functions like a swiss army knifeit is the answer to every kind of issue that a candidate might confront. Its a get out of jail free card for bigotry, sexism and lying.

When Fox News Megyn Kelly confronted Donald Trump in an August GOP debate with a litany of sexist attacks he made against women, he had a ready answer. I think the big problem this country has is being politically correct. Ive been challenged by so many people, and I dont frankly have time for total political correctness. And to be honest with you, this country doesnt have time either, Trump said. The audience applauded.

Trump loves to rail against political correctness on Twitter. He argues that our country has become so politically correct that it has lost all sense of direction or purpose. For example, he is not able to use the word thug without criticism.

Ted Cruz goes a step further. Political correctness is killing us, he argued during a Republican debate in December. On his website, Cruz blames political correctness for 9/11.

Cruz also finds political correctness useful for collecting email addresses.

Ben Carson tweeted that we should #StoPP funding political correctness and PlannedParenthood. What does funding for Planned Parenthood have to do with political correctness? He doesnt really explain, except to say that political correctness is making us amoral.

Carson also uses political correctness to justify his opposition to Obamacare and accepting Syrian refugees.

Confronted with criticism for saying that a Muslim should not be presidenta religious test that would violate the constitutionCarson replied that political correctness is ruining our country.

Why are these candidates so quick to point out instances of political correctness? Like a lot of things politicians talk about, it polls very well. A recent poll found that 68 percent of Americans, and 81 percent of Republicans agreed that A big problem this country has is being politically correct. Even among Democrats, 62 percent agreed.

Poll numbers like these have a snowball effect. The more popular the message, the more politicians will talk about it or use it as a way to divert the conversation away from more troublesome topics. The more politicians talk about political correctness, the more Americans will believe its a big problem. Rinse and repeat.

Is Chait, a liberal who regularly blasts Republican candidates as extreme and incompetent, concerned that political correctness has been co-opted to justify the ugliest aspects of American political life? Not really.

I think its always been misused by conservatives [liberals should] ignore the way that conservatives talk about this phenomenon, completely. And lets just have a debate among people who are left of center Conservatives are trying to interject themselves into it, Chait said.

This might be what Chait prefers but, on a practical level, the far-right has captured the bulk of the conversation about political correctness. Articles by Chait, while purportedly for the left, are promoted voraciously by the right to bolster the argument about political correctness on their terms, not his.

While the exploitation of the term political correctness by Republicans is, on the surface, problematic for liberals, it also serves an important function. Many people on the left prefer to think of themselves as open-minded and not captured by a particular political party or ideology. But over the past several years, the Republican party has tacked hard right. The policies embraced by Republicansincluding a harsh crackdown on immigrants, massive tax cuts for the wealthy and the destruction of critical environmental protectionshave left little substantive common ground with liberals.

By embracing criticisms of political correctness, liberal commentators are able to do something that is somewhat ideologically unexpected, while avoiding embracing substantive policies they might find intensely destructive. Its a painless way to demonstrate intellectual independence.

Bill Maher, a self-described liberal firebrand with his own show on HBO, has touted himself as politically incorrect for years. It makes his show more appealing to a broader audience and allows him an easy way to respond to charges of racism, sexism and other controversies that have plagued his career.

Concluding his piece in New York Magazine, Chait claims that the P.C. style of politics has one serious, fatal drawback: It is exhausting. There is certainly some truth to this. But the debate about political correctness is just as exhausting: Thirty years later, weve broken no new ground.

At its core, the P.C. debate is about something meaningful. It is a discussion about how people should treat each other. The language we use to define it may change, but the conversation will keep going. Still, after more than three decades of repeating the same arguments, perhaps its time to recognize that the current iteration of this discussion has run its course.

A new debate could rely less on anecdote and more on actual data. It could be less about protecting rhetorical preferences and more about prohibiting actual censorship. It could dispense with political grandstanding and become more grounded in reality, without the apocalyptic and shallow narratives.

The end of the phony debate about political correctness will not be the end of the debate about political correctness. But it could be the beginning of something better.

Richard Volpe, Manager Gabriel Udomkesmalee, Deputy Manager Welcome to the JPL Robotics website! Here you'll find detailed descriptions of the activities of the Mobility and Robotic Systems Section, as well as related robotics efforts around the Jet Propulsion Laboratory. We are approximately 100 engineers working on all aspects of robotics for space exploration and related terrestrial applications. We write autonomy software that drives rovers on Mars, and operations software to monitor and control them from Earth. We do the same for their instrument-placement and sampling arms, and are developing new systems with many limbs for walking and climbing. To achieve mobility off the surface, we are creating prototypes of airships which would fly through the atmospheres of Titan and Venus, and drills and probes which could go underground on Mars and Europa.

To enable all of these robots to interact with their surroundings, we make them see with cameras and measure their environments with other sensors. Based on these measurements, the robots control themselves with algorithms also developed by our research teams. We capture the control-and-sensor-processing software in unifying frameworks, which enable reuse and transfer among our projects. In the course of developing this technology, we build real end-to-end systems as well as high-fidelity simulations of how the robots would work on worlds we are planning to visit.

Robotics brings together several very different engineering areas and skills. There is metalworking for the body. There is mechanics for mounting the wheels on the axles, connecting them to the motors and keeping the body in balance. You need electronics to power the motors and connect the sensors to the controllers. At last you need the software to understand the sensors and drive the robot around.

This book tries to cover all the key areas of robotics as a hobby. When possible examples from industrial robots will be addressed too.

You'll notice very few "exact" values in these texts. Instead, vague terms like "small", "heavy" and "light" will be used. This is because most of the time you'll have a lot of freedom in picking these values, and all robot projects are unique in available materials.

Sensors that a robot uses generally fall into three different categories:

Sensors aren't perfect. When you use a sensor on your robot there will be a lot of times where the sensors acts funny. It could miss an obstacle, or see one where none is. Key to successfully using sensors is knowing how they function and what they really measure.

Virtual reality opens world of possibilities for seniors

A startup calledRendeveris working towards a future where the physical limitations many seniors face wont prevent them from traveling virtually.

The men and women at the Brookdale Senior Living Community got to try out the companystechnology. Theydont need to leave the building to take a trip to the French countryside, soar through Yosemite National Park and explore the depths of the ocean, all thanks to the power of virtual reality.

MIT graduate students Dennis Lally and Reed Hayes are pioneering the use of this technology with seniors, reports CBS News correspondent Michelle Miller.

I feel for the people living inside these communities, that they dont have enough stimulation, Hayes said. They need to have a sense of wonder about the world again, they need to be curious, they need to be exploring. And when youre physically not able to do that by yourself, then virtual reality is a wonderful aid to provide that.

Much of the touring is done through Google Maps footage, but they also showcase 360-degree films.

Vanessa Rosenzweig has been living at the community for two years.

When I tour I ask a hundredquestions, Rosenzweig said, just like she does on actual tours in real life.

The experience is even more meaningful for seniors like Marion Keefe, who got the opportunity to return home.

Do you recognize your house? Lally asked.

Yeah. Well, wait a minute, Keefe said, putting her hands to her mouth, getting emotional. Oh, dont say that. Thats the most beautiful area in the world.

How virtual reality can change how you act toward others

You touched off her emotions. She felt something, Miller said.

Absolutely. Other people in the room felt it, Hayes said. And those were extremely powerful moments that 2D picture wont provide. It requires virtual reality, the immersive nature of it, to generate those emotions.

What does that tell you is happening? Miller asked Lally.

Its a spark. Without us bringing her there, she wouldnt have had those memories, she wouldnt have remembered the neighborhood that she walked in and the fact that her husband worked at the back of her house, Lally said. Virtual reality allows us to really spark that new memory.

But neurologist Gayatri Devi said thatwhile virtual reality does indeed have the power to stimulate, the brain is a complex organ that benefits from real connection.

Nothing can ever replace human touch and human interaction, Devi said. It needs to be able to feel the texture of theplace, it needs to be able to smell the place, it needs to be able to taste the place.

Abdus Shakur, a chef,said hes still got many traveling days ahead of him. But he was overjoyed to virtually visit a restaurant he opened in Berlin nearly two decades ago.

Thats seriously addictive, come on! Shakur said about the virtual reality experience. I could stay there just, you know, go wherever I want, without going anywhere.

Lally and Hayes plan to start offering their service to senior communities for an upfront fee plus a monthly subscription.

What is Virtual Reality?

Virtual Reality or VR is a computer-generated environment that aspires to deliver immersive, interactive and intuitive user experiences that seem every bit as real as the physical world. VR creates a sense of realism by simulating a users physical presence within a software-created world, assisted by powerful computer hardware, software, and visual technologies.

Currently, VR requires powerful computing and graphics capabilities, advanced VR software, a camera/device that tracks your movements, and a specialized goggle-style headset or head-mounted display unit (HMD). The VR headset creates a three-dimensional effect and enhances the illusion of depth, similar to how special 3D eyeglasses create a sense of depth when viewing 3D movies, although the technology is vastly different.

AMD is working with major HMD vendors and intends to support the widest possible variety of VR products upon their commercial release. Both Oculus Rift and HTC Vive support LiquidVR technology.
