Scott Rochat: A break in the action – Longmont Times-Call

Editors note: Scott Rochat is off this week, so we invite you to enjoy a gem from the archives.

Gil leaps into discovery like only an 8-year-old boy can. All the fields lie open space, sports, cryptography, music and he eagerly throws open the door to each new passion, exciting him and his parents alike.

Now my nephew is learning something new. Namely, the breaking point of a human wrist after falling from a moving scooter.

Yeah. Ow.

So, Gils left arm now sports a bright red cast. Its a minor bump on the road of a grade-school summer. After all, its hard to play tennis or piano with one hand down. But theres still robotics, camping, clubs, a steady flow of books just about everything that doesnt involve experimenting with how to pop a wheelie. (Ahem.)

This IS the injured kid, right?

Cast or no cast, Gils still moving. Its what he does.

But then, whatever the shocks, life keeps moving. Its what it does.

Sometimes whether were ready for it or not.

You know what I mean. Weve all been there. The broken places. The moments where life throws up a big stop sign for a moment and says THIS. THIS is what you will be paying attention to.

Sometimes were lucky. We get the temporary hurts: the broken foot that heals, the smashed-up car thats insured, the explosive argument that eventually slips into the past.

Sometimes not so much.

Sometimes its a tragedy, whether personal or national, that leaves a hole in the heart that will not go away.

Sometimes its the painful calls of your own mind and body, the illnesses that dont heal, the weights on the soul that just hang.

Sometimes its a break in the road. A realization that life is going to be different from this particular point forward, and theres no way to turn around and get the old journey back.

Time moves differently in the broken places, or it seems to. Outside, the world flashes past at high speed. But closer in, things just stop. Time has been condensed into one event that must be lived, one tale that must be told. Sometimes repeatedly.

Ive mentioned before how offensive it is to tell someone to move on after a loss of any kind, how you dont just discard grief or pain or emptiness like a worn-out T-shirt. But theres another side to it, too.

Namely, that you dont have to feel guilty for being happy.

Were good at that, you know. We find ourselves reentering time and letting ourselves forget for a moment to laugh, to enjoy, to marvel and then feel bad because we know the cause of the hurt hasnt gone away. As though were betraying a memory, or getting distracted from a crucial issue that needs our focus.

Ill say it simply. Its OK.

Its OK to not think about hurting all the time.

Its OK to enjoy things again.

Its OK to let other things into your life.

Youre not doing anything wrong.

Yes, we all need time apart. We all need time to heal. We all need to acknowledge the hurts, however that has to happen.

But its OK to look out from there if you feel like it. To see. To do. To live. To let light shine on the broken places.

As a friend observed, thats how you make mosaics.

Gils cast will be off before we know it. Soon, hell be more unstoppable than ever, full-speed ahead, charging into all that life has to offer.

But then, his motion never really stopped. It just changed direction for a while. Thats a useful thing to remember.

Along with being really, really careful about those wheelies.

Quantum plan will be ready in a few months; we arent irreversibly behind others: Prof Ashutosh Sharma, Secretary, DST – The Financial Express

A fortnight ago, the US Department of Energy released its blueprint of a quantum internet; earlier this year one of its partnering Universities had set up a quantum loop to transfer protons. Close to Hague, Delft University researchers will be testing a similar project later this year. While India does not have any such groundbreaking research in the field, it is moving towards setting this up.

The FM, in her speech, announced setting up of a National Quantum Technology Mission with an investment of Rs 8,000 crore over five years. Prof Ashutosh Sharma, secretary, department of science and technology, in a conversation with Ishaan Gera, discusses the developments in the field of quantum technology, and how the government is moving towards creating a holistic ecosystem.Edited excerpts:

Quantum technology is emerging and also very disruptive. Like all exponential technologies, it would expand rapidly. Department of Science and Technology had started an initiative on quantum technology in 2018. In this, we first did a mapping of researchers in the country. To see who is working on what aspects of quantum technology, what kind of infrastructure or potential we have. And, what kind of human resources are there and how they need to be trained. Being a new area, you need to build from scratch. And, as you know, there are many applications of quantum that have emerged, which is quantum computing, communication, security or quantum key distribution, clocks, sensors, imaging devices, quantum material or superconductivity. And, of course, Quantum algorithms, which are now getting integrated into the new quantum mission.

In 2018, there were nearly 100 research groups in areas and over 100 PhD students. We made a scheme for three years with Rs 186 crore.

Progress has been in smaller-sized areas. Fifty groups have been identified. Meanwhile, bigger interest has developed. Departments like MeiTY, Isro and DRDO have started looking towards this area. Isro, for instance, is looking at satellites for quantum communication. We decided to upscale, and that is what the mention of Rs 8,000 crore in the Budget was all about.

Consultations have been going on. We have had half a dozen meetings till now. Detailed DPR is nearly drafted, and in another couple of weeks, we will have that ready. Lockdown has slowed down progress, but in another couple of months, we will get started. Now, this mission is interesting in many aspects. One is the content. However, the structure is extremely critical. We have an institute of quantum technologies, which sets up the mission and target. There will be some element of research to it, but its primary job will be coordinating the mission and targets, for example, setting targets like at least a 50-qubit quantum computer within five years. It will also guide the development of sub-systems and sub-technologies required. There will be a national committee chaired by a scientist, someone who knows the domain.

The apex committee will have one-third representation from all stakeholders. We are looking to involve the industry right from the beginning so that they will constitute one-third. Academia and R&D will have one-third share, and the ministry will have a third share to present their demands. We need to cover the entire knowledge ecosystem. We will be doing human resource generation from undergrad to PhD and post-doctoral programmes.

We will also have technology transmission and incubation. So, there are enough incubators for start-ups. Funding from start-ups can also come from here. Two-way participation will be flexible. We will either employ the industry or give them money. This usually hasnt been happening as far as the government is concerned. So, we will be signing MoUs with the industry and international MoUs. As we want to attract the best talent, salaries would be as per industry standards.

The second tier is the hubs, which will function as mini ministries focused on a particular area. These are aggregators and custodians of all activities in that area. Below hubs are centres. Centres will be geographical entities, like IITs. Below centres, we have spikes. This is a hub-spoke-spikes model. These will be one group or two groups which are working on a specific technology. So, we will cover the entire knowledge ecosystem, instead of working in silos.

There is also flexibility in powers given to the mission. They dont have to come back to the ministry for funds. They will be able to invite people from abroad and send our researchers abroad. We should remain plugged into the global ecosystem. And, we cannot catch up if we dont have expertise.

A similar model was put in place for interdisciplinary cyber-physical systems, started last year at an investment of Rs 3,660 crore. We have established 21 hubs, and we are looking at four research parks. Each hub has an incubator and an integrated process. Because of the coronavirus, we have slowed down, but the project is underway. Hubs are Section 8 companies with an autonomous board, and they are empowered to make all decisions. Apex committee is set up with a top-level vision, and they do not micromanage.

Supercomputing mission is now fully operational. We are currently assembling and partly producing supercomputers in India; earlier, we had a plan to import. We have set this up in three different phases. Chips we are importing, but board-level integration is done in India. Six supercomputers have been made, three have been installed, and three will be installed within a month; 12 more will come by next year. We will also pick up other things, design and everything will happen here. Another domain is the cyber-physical mission, which caters to technologies like artificial intelligence, machine learning, IoT, Blockchain, Industry 4.0 and VR/VR/MR. These intersections will provide a lot of muscle.

Supercomputing mission has a private partnership based on a global tender. We had given the contract to a French company, which has now set up its base in Pune.

We will also have a hub for policy regulation and ethics. We call it light and shadow of technology. In India, we are developing policy in consonance. Standards are also an important part. No matter what technology we develop, if we cant figure out standards, we cannot sell it within India or globally. Globally, standards are driven by companies and not by governments.

We are following a model of collaboration and cooperation. If something is high-risk, initially the government will do the funding. As we proceed further, the government will slowly exit and industry will put in more. So, we have a graded approach. We are integrating the industry from the first day. Industry, in our new model, has the same right to make use of resources.

We are just beginning. Often in these frontier technologies, the nation didnt invest the kind of resources that were needed. Semi-conductors and processors is one example. We have remedied that here. Our investment is comparable to what Europeans and Americans are doing. We are not going sub-critical. China, for instance, started a year or two ago. But we are not irreversibly behind.

New science, technology and innovation policy is in the making. And, by the end of this year, we will have it ready. This policy considers some of the concerns regarding the industry. We need a science technology, and innovation policy and stakeholder consultation has been going on for the last three months.

Facebook is wrong to censor Donald Trump – The Spectator USA

Donald Trump has hardly covered himself in glory in his latest public responses to the pandemic. His calamitous Axios interview with Australian journalist Jonathan Swan will probably enter the presidential history books for all the wrong reasons.

Nevertheless, the news that Facebook has removed a video of the Presidents latest appearance on Fox News on the grounds that it spreads misinformation about COVID-19 should raise alarm bells in the ears of anyone who cares about free speech. Twitter has similarly frozen a Trump campaign account until the video is removed.

Facebook has taken issue with Trumps comment that children are almost immune from coronavirus. They have labeled this remark as harmful misinformation and therefore taken it upon themselves to ensure that nobody can view the video on their platform.

This heavy handed response is a step up from the platforms previous policy, announced in May, which involved labeling potentially misleading content with a warning. Only when content is in danger of causing imminent physical harm, the policy claimed, should it be removed.

Whether Trumps remarks will cause children to come to imminent physical harm is up for debate. Not only did he qualify his statement with the word almost an admittedly rare moment of restraint the jury is still very much out on the science when it comes to COVID-19 and children. There has not been a single case of a child under 10 passing on coronavirus in contact tracing carried out by the World Health Organization and a study by Britains Royal College of Paediatricians and Child Health found the evidence consistently demonstrates reduced infection and infectivity of children in the transmission chain.

Donald Trump was offering an outspoken opinion on an inconclusive topic many will disagree with him but do his remarks really deserve censorship? As with so much of the science behind the pandemic, theres no way yet of knowing for certain whether he was peddling so-called misinformation.

Facebook has plowed more than $1 million into assembling a global army of fact checkers to monitor its content, but, as this decision painfully shows, any assessment of the facts always requires a degree of subjective judgment. Its simply not possible to police content in an entirely objective, apolitical way.

Misinformation a word that is almost Orwellian in tone is defined so vaguely that it can be applied increasingly liberally to all manner of online content. Heaven forbid that individual users might deploy their own reasoning skills to assess whether the information they are consuming is useful or valuable. Once again consumers are being treated as easily led fools who can only be trusted with news sources that have been vetted on their behalf.

Mark Zuckerberg is still reeling from the drop in share price and advertising revenue that occurred after the Stop Hate for Profit campaign when he refused to censor Trump earlier in the pandemic. Was Facebook waiting for an opportunity to show its contrition? The decision to remove the Fox video smacks more of big corporate PR than it does a genuine defense of the public interest.

By appointing itself as a cultural and political arbiter, Facebook finds itself on a slippery slope. It must wield its power carefully if it doesnt want to hemorrhage users who are tired of being patronized.

Why Did Facebook Censor This Video Of President Trump? – The Hayride

This happened yesterday, and it was Trump appearing on Fox News to talk about reopening schools. In it, Trump makes the point that kids are under no particular threat to die or even really get seriously ill from COVID-19. But if you get your news from your Facebook feed you probably didnt see it.

He says theyre almost immune, which scientifically speaking probably isnt quite true, but practically speaking hes right.

Schools across the world have reopened. In Asia and Europe the results have been that the virus hasnt appreciably spread as a result.

And somehow this argument Trump is making is beyond the pale for Facebook?

This video includes false claims that a group of people is immune from COVID-19 which is a violation of our policies around harmful COVID misinformation, a Facebook spokesman told NBC News.

Twitter was even worse. Twitter banned Trumps campaign account from posting until they removed the link to the video.

The @TeamTrump Tweet referenced is in violation of the Twitter Rules on COVID-19 misinformation, said a spokesperson. The account owner will be required to remove the Tweet before they can Tweet again.

Heres the video, which Gab is hosting as a means of sticking it to Facebook and Twitter. Andrew Torba is the CEO of Gab.

The timing on this isnt all that good for Facebook, you know. It was barely a week ago that Mark Zuckerberg and others got called on the carpet by the House Antitrust Committee to talk about their censorship of conservative content on their platforms.

Here was Rep. Jim Jordan giving the chapter-and-verse indictment of Big Tech for its censorship and suppression of conservative thought.

By the way, there is also this, which made no sense

Theres a hashtag on Facebook, #SaveOurChildren, which is dedicated to advocating against child sex trafficking. For some reason Facebook is censoring that along with videos of Trump talking about opening schools and saying kids dont get sick from COVID-19. But kiddie porn, which is illegal, doesnt get censored on Facebook.

Similar examples exist on Twitter.

And these are the oligarchs who control the social media space?

Is anybody else appalled at the hypocrisy and naked cultural aggression here?

Benefits of AI and machine learning | Expert Panel | Security News – SourceSecurity.com

The real possibility of advancing intelligence through deep learning and other AI-driven technology applied to video is that, in the long term, were not going to be looking at the video until after something has happened. The goal of gathering this high level of intelligence through video has the potential to be automated to the point that security operators will not be required to make the decisions necessary for response. Instead, the intelligence-driven next steps will be automatically communicated to various stakeholders from on-site guards to local police/fire departments. Instead, when security leaders access the video that corresponds to an incident, it will be because they want to see the incident for themselves. And isnt the automation, the ability to streamline response, and the instantaneous response the goal of an overall, data-rich surveillance strategy? For almost any enterprise, the answer is yes.
