In 2014, computer science PhD candidate Alex Ratner and a team of fellow Stanford PhDs, advised by associate professor and MacArthur Fellow Chris R, were working on a research project at the universitys prominent AI Lab. The main issue they focused on was companies not being able to deploy AI as widely and effectively as they wanted to, due to the costly and time-consuming manual labeling of the data that machine learning models learn from.

Like many academic projects, it was meant to be just an afternoon of messing around and a whiteboard with some math, Ratner says. Soon it turned out that this question that we had started with, of what if we changed the paradigm from labeling by hand to labeling programmatically, was quite interesting to a lot of people.

After spending five years developing the product and deploying it at organizations like Google, Apple, Intel, and the departments of Justice and Defense, in 2019 the research team spun out of the AI Lab and created a company called Snorkel AI.

Today, the enterprise came out of stealth mode announcing that it had raised a total of $15 million (combined seed and Series A rounds), from investors like Greylock Partners, GV, and In-Q-Tel.

We were motivated by this mission of not just publishing more papers on some of these fun algorithmic or theoretical ideas, but actually making AI more broadly practical with a new end to end platform that focuses centrally on the problem of data labeling, Ratner, who serves as the companys CEO, says.

Snorkel AI's platform

The companys flagship product is the end-to-end Machine Learning platform called Snorkel Flow, which allows for AI applications to be deployed programmatically at much faster rates.

Snorkel Flow would serve as a replacement of armies of human labelers which at the moment do it by hand. An example of those manual processes include training AI applications to assist a radiologist in triaging chest X-rays. The radiologist would have to sit through a ton of images labeling which ones are emergency and which ones arent to teach the AI algorithm. Another example is a bank wanting AI to classify, sort and pull information out of someones loan portfolio. The companies would need to have their legal team check and label thousands of documents by hand every single time they want to change something.

Our key focus has been on sectors where labeling data by hand is not just a slower or more expensive option, but is often just a non-starter, Ratner says.

According to Ratner, this is usually due to one or more of three factors: the data is private so companies cant outsource it to get it labeled outside of the organization, the data requires in-demand experts (doctors or legal analysts), and the data changes frequently so companies find themselves labeling and relabeling all the time.

Snorkel AIs platform enables a programmatic approach so that instead of labeling one document at a time, the user can write a function (for example if they see the word employment in the header, they can label it as an employment contract).

The advantage is that writing a dozen or two dozen of these labeling functions to label your AI solution is orders of magnitude faster than labeling documents by hand, Ratner says.

Snorkel AI label

The Palo Alto-based Snorkel AI which counts around two dozen employees, raised a $3 million seed round in June of last year, and a $12 million Series A in October. The companys current customers include two top US banks, government agencies and other Fortune 500 companies.

Saam Motamedi, an Under 30 honoree and a general partner at Greylock Partners which co-led the seed round and led the Series A, says that Greylock immediately wanted to partner with the Snorkel AI cofounders given the caliber of the team, the traction of the open source Snorkel project and the power of the paradigm shift they are pioneering around this data-centric approach.

Customers have been able to go from what took months to deploy AI applications to now being able to deploy it in hours because they can programmatically manage the data, Motamedi says.

The Earth Challenge 2020 initiative overcomes AI model training challenges using citizen data scientists to collect data for environment and healthcare apps.

A small army of citizen data scientists is being mobilizedto collect data to help train machine learning algorithms that will be embeddedin a range of environment and healthcare applications.

As part of an Earth Challenge 2020 initiative sponsored by the Earth Day Network, the Wilson Center, and the U.S. State Department, applications that tackle everything from food safety and the tracking of insect populations to plastics pollution and air quality are now being made available.

Earth Challenge 2020 is an arm of an Earth School coalitionspearheaded by the United Nations Environment Programme and TED-Ed, which iscommitted to providing free educational science content to students, parents,and teachers.

The goal of the Earth Challenge 2020 initiative is to enable citizen data scientists to collect, label, and tag data using mobile computing applications that is then fed into an analytics database from Kinetica that runs on graphical processor units (GPUs). That approach among other applications will enable school children to take photos of insects using a Picture Pile application from Applied Systems Analysis to train machine learning algorithms to recognize not just different types of insects, but where they are also found at different times of the year.

The labeled insect images that collected are then added to adata set collected by the European Space Agency that is being created to betterunderstand how insects such as bees impact food production. Once enough imagesare labeled the machine learning algorithms eventually start to recognizedifferent images, which then allows them to automatically label and tag themwithout any further human assistance required.

All the data sets being collected by the mobile applicationscreated as part of the Earth Challenge 2020 initiativewill be made available for free to data scientists via a Citizen Science Cloud serviceor Kinetica REST application programming interfaces (APIs), says Daniel Raskin,chief marketing officer for Kinetica.

It will all be in the public domain, says Raskin.

Kinetica is participating in this effort as part of aneffort to spur adoption of an analytics database that runs natively on the sameGPUs that are being widely employed to train artificial intelligence (AI)models. Machine learning algorithms run considerably faster of GPUs, whichreduces the time and costs associated with training AI models.

The challenge many organizations building AI models face iscollecting all the data needed to train an AI model. The Earth Challenge 2020initiative helps address that issue by enlisting what will hopefully become anarmy of citizen data scientists to help collect data for what will become a broadportfolio of environment and healthcare-related applications, says Raskin.

Its too early to tell just what impact individuals armedwith smartphones capable of capturing high-quality images might have on data science.With more individuals of all ages spending more time at home to combat theCOVID-19 pandemic the opportunity to potentially motivate people around theworld to participate in various initiatives has never been greater. Walking down the busy aisle of a Costco outlet in the US, I saw a stack of boxes of newfangled, multi-functional gadgets positioned to attract the attention of passers-by. The gadget plugs into a wall socket, and its motion sensor will turn on an adjustable dimmer at night, and continuously disinfects the circulating air and kills the odors in the room.

No larger than 10 by 10 centimeters, the device needs no maintenance or any replacement of parts. This is an ideal and appealing product for staying home to avoid the Covid-19 pandemic. Costcos price? Under US$50 for a box of two units.

As I expected, the product was made in China. I couldnt imagine from whom China could have stolen the intellectual property (IP) for this idea and design, nor where such a product could be made in the US for anywhere near the selling price.

In fact, just as Japan, South Korea and Taiwan did before, China has moved on from copying and borrowing to innovating and introducing new products for the world market including, of course, American consumers.

Just like their Asian neighbors, China did its share of copying and reverse-engineering to catch up with the US. But the US also did its share of stealing from the UK in the 19th century to catch up to what was then the worlds leading industrial power.

None of these countries stopped at mere copying. While they make me-too products, they improve their skills and go on to innovate and create proprietary products for new markets. Yet US President Donald Trumps administration insists on accusing China of theft of IP as a reason for confrontation, even theft of IP that the US does not have, such as Huaweis 5G (fifth-generation telecom technology).

Secretary of State Mike Pompeo and Attorney General Bill Barr, among others in the Trump team, are unrelenting in accusing China of cyber-theft and hacking to steal American secrets.

Recent reports from multiple sources indicate that Russian hackers have been actively seeking to vacuum up Covid-19 vaccine developments from Western countries. Yet Barr spent 45 minutes at the podium recently accusing China of theft, while not presenting one shred of evidence or making any mention of Russia.

Barr and his colleagues seem to know all the ways Chinas hackers can attack Americas Internet without offering any actual proof. As we learned from Edward Snowden, no one is more sophisticated and skilled at cyber-theft than the US. I suppose its easy enough to accuse China of cyber-theft according to the way the US steals from others.

US Senators Tom Cotton and Marco Rubio along with the Trump team have decided Chinese students should be barred from entering the US as a way of preventing loss of technology. The top tier US universities vehemently disagree. They depend on the brightest graduate students to make scientific advances, and they know many of these come from China.

However, the China hawks within and outside the White House are determined to inflict a hurt on China even if its at a cost of terrible blowback to the US. They just dont appreciate how much of their noses are sliced away to spite their faces.

The so-called trade war is a case in point. The tariffs on Chinese imports have caused China to sell less to the US. True enough. But it was Trump who had to beg China to buy more soybeans.

Seeing Trumps perfidious personality, China has prepared to wean itself from depending on exports to the US. China has been busy developing trade relations with the rest of the world. Now only about 3% of Chinas exports go to the US.

Furthermore, China has a robust, integrated economy with a strong manufacturing sector along with the worlds largest and fastest-growing consumer economy. Making things for its own consumers creates a virtuous cycle to keep the domestic economy revving.

In fact, Chinas consumer market is too big to ignore. Much as Trump would like to see American companies disengage from China, Apple has just increased its investment in China to open more retail stores there.

The trade war was supposed to bring manufacturing back to the US. Its not happening, because its not that simple. Unless Trump can drive the US economy down to a Third World level and not that he isnt trying and American labor is willing to work for peanuts, the low-end factories cant come back.

To bring high-end manufacturing back, Trump needs a lot of smart and well-educated graduates in science and technology and presumably without any ethnic Chinese. Indeed, one tiny itsy-bitsy step in that direction was to entice Taiwan Semiconductor Manufacturing Company (TSMC) note, not really American to build a small, modest fab in Arizona.

Now, perhaps the reader can appreciate why the International Monetary Fund expects the US economy to shrink by 8% while China is the only country that will still manage a net economic gain for this year.

Incredibly, Pompeo and his colleagues continue to accuse China of human-rights violations as another reason to make that country an enemy. This has to be the epitome of hypocrisy.

The US has more people incarcerated than any other nation. Whats more, black Americans are much more likely to be shot by the police and/or arrested and jailed. And because of the gun culture, the US has one of the highest per capita rates of fatal shootings.

No country is as brutal in stopping refugees at the border as the US under Trump. As a tactic to discourage others from coming, border enforcement has deliberately separated children from their parents. Then the record-keeping is so poor that distraught parents face formidable odds to find their kids again.

That cynical practice devoid of human decency speaks volumes on the sincerity of alleged American respect for human rights.

For years, China has had a national policy to help hundreds of millions out of poverty and has reached the point that very few are still living below the poverty line. By contrast, Trump has enacted massive tax cuts to benefit the top 10%, but he does not have a clue on how to help the rest of the Americans.

A long-term study from Harvard recently published revealed that the approval of the Chinese people of their central government increased from 86% in 2003 to 93% in 2016, the period of the study. The Trump White House would kill for an approval rating from the American people at half that number.

The study also found that low-income Chinese citizens in rural areas have closed the satisfaction gap with high-income citizens in the coastal areas. This is evidence that Chinas government, at all levels from local to central, has been diligent in improving the lives of all its people.

So why is Trump trying to pick a fight with China? There are at least two speculations attributed to contingency planning by Trumps advisers in case he loses his re-election bid.

Defense writer Michael Klare is fearful that by sending an aircraft-carrier strike force to the South China Sea already twice this month Trump is preparing for a repeat of the Gulf of Tonkin incident that triggered the Vietnam War. This one could provoke a military conflict with China that would give Trump the excuse to defer the November election and remain in office.

A regular MSNBC commentator has a similar worry. He speculates that Barr in concentrating on China and ignoring cyber trespasses by Russia is part of the plan to accuse China of nefarious interference with the election outcome if Trump were to lose.

The danger is not with China but that the Trump team will lie and cheat to steal the election a tactic Pompeo is well known for from his days as director of the Central Intelligence Agency. If the American people let the Trump team get away with this, they may not live to rue the consequences.

FIRST FIVE: Fighting over the meaning of First Amendment freedoms – hays Post

Gene Policinski is a senior fellow for the First Amendment at the Freedom Forum, and president and chief operating officer of the Freedom Forum Institute.

Theres a bit of an intellectual fistfight going on these days about free expression and we all have a stake in the outcome.

The early rounds have been going on for years: in essence, a theory that pops up periodically in history that some ideas simply are too dangerous to allow them to be voiced in public. The opponent to that theory: The longtime belief in the marketplace of ideas, where any person may advance any idea however repugnant, vile or even evil and be subject to the review, and perhaps revile, of all others.

Critics of the marketplace approach have several arguments. American critics note the amendment was adopted in 1791, carrying forward ideas about free expression that even then were centuries old, and thus see it as out of place in a modern world.

Another objection is that the internet, with its instant and global reach, makes ineffective the expected marketplace interplay of speaker and responder, through which the hope is bad ideas fail, good ideas improve and best ideas thrive.

Yet another criticism of the marketplace concept is that money, technology and power have created an elite group (or groups) in control of most meaningful communication (and perhaps content) across the web, rendering criticism, counterviews, unpopular or unconventional ideas and certainly revolutionary ones unable to reach a mass audience.

Critical race theorists believe that American jurisprudence essentially has elevated the liberty interests of the First Amendment over the equality interests of the 14th Amendment.

And finally, there is the claim that some ideas simply are too dangerous or misleading or manipulative to be allowed into the marketplace at all from race, ethnic and religious hatred to sexual exploitation and abuse to commercial messaging and political misinformation now aided and abetted by hidden algorithms and those in charge of a handful of private tech companies more intent on profits than seeking truth.

Whew. Thats a pretty strong set of arguments that some things need fixing when it comes to free expression in the early years of the 21st century. Most of us likely would agree with many, if not all of them on first glance.

Interestingly, the sides in this dispute dont automatically align along our current political fractures. Some liberals and conservatives see the web as too wide open, allowing dangerous ideas and speakers access to audiences that can be influenced; while others view the web as a tightly controlled funnel of filtered information combined with manipulation that blocks voices (either too conservative or too liberal take your pick) with a goal of shaping public opinion.

The current battle is not just over the criticisms, but over the solutions as well. Twitter and other sites gain praise and scorn for blocking some users for alleged violations of those sites terms of service, ranging from foul language to misleading health claims to personal attacks and what the sites deem deliberate misinformation. Tech firms can block, tag and take down posted content, in a bit of irony to some, because they have their own First Amendment rights as private companies.

So, some on either side of this dispute would bring government into the ring, where First Amendment freedoms would apply one side seeking exceptions to free speech protections for things such as violent content, or racist views, or demeaning portrayals of women, or LGBTQ persons; and the other combatants asking government to oversee and override those private companies decisions, in the name of protecting conservative voices they see as all-too-often excluded from public discourse.

Who are the combatants of late? In one corner, signatories to an open letter titled, A Letter on Justice and Open Debate, published July 7 in Harpers Magazine, include a number of the worlds best-known creative minds, such as J.K. Rowling, Wynton Marsalis, Gloria Steinem, Salman Rushdie and about 150 other authors, journalists, publishers and artists.

In the other corner of this particular bout are those who signed this week onto another letter published on the online commentary site The Objective which self-identifies as a place with information and views by and for historically ignored communities another group of literary, media and artists. This missive entered the fray acknowledging the fight even reaches into its signatures area, noting some could be identified only generally, usually by professional occupation and place of work, because of fears of workplace retaliation by the established communication masters for whom some work.

Their view of the Harpers letter, in a piece titled, A More Specific Letter on Justice and Open Debate explains, Nowhere in it do the signatories mention how marginalized voices have been silenced for generations in journalism, academia and publishing and the letter does not deal with the problem of power: Who has it and who does not.

To be sure, many of latest blows in this intellectual boxing match have been struck via high-concept review of the theories of human communication and in well-founded critiques of who had and has access to tools of speaking out in public news media, book publishers, broadcasters and now social media companies.

But in the early rounds, the heavyweights punched the outmoded model of the marketplace of ideas for two reasons: One, that it never worked as intended because many minority groups, however defined, were denied access to speak and be heard a stark truth that cannot be denied; and two, there is such a thing as truth, and to knowingly permit non-truth is counter-productive to society and should not be permitted.

Boil it all down and it comes to a very simple First Amendment question: Is the response to speech you consider untruthful, disgusting or misleading more speech or less speech? If the former, what do you do as, with lightning speed and wide public acceptance by the unknowing, the web is flooded with true threats to public health, hate speech from white supremacists or deliberately misleading political ads and fraudulent electioneering from world adversaries?

If the latter, who gets to be the national nanny, defining truth, excluding some voices while inviting in others and monitoring the billions of social media posts each day all while remaining nonpartisan and apolitical in todays hyper-divided nation?

Wiser minds including, with hope, most of us will need to parse those questions and more as the First Amendments five freedoms (religion, speech, press, assembly and petition) are tested in court, on the street and occasionally on the pages of online magazines.

As for me, I theorize the nations founders would chuckle at the idea that all of this is new. The mechanisms of communications were different, but the goals in 1791 were the same: The exchange of ideas for a better life for us all, many at the time deemed too dangerous for society to hear ideas like all men are created equal and that democracy was favorable over monarchy.

While this fistfight is mainly staged in the mind, there are real-world examples of the cost of the fight. New York Times op-ed editor Bari Weiss resigned the other day, saying in a letter she self-published that she was hired with the goal of bringing in voices that would not otherwise appear in your pages: first-time writers, centrists, conservatives and others who would not naturally think of the Times as their home.

In leaving the paper after about three years, she said, a new consensus has emerged in the press, but perhaps especially at this paper: that truth isnt a process of collective discovery, but an orthodoxy already known to an enlightened few whose job is to inform everyone else.

Weiss concludes her resignation by noting founder Adolph Ochs 1896 statement to make of the columns of The New York Times a forum for the consideration of all questions of public importance, and to that end to invite intelligent discussion from all shades of opinion.

Ochss idea is one of the best Ive encountered, Weiss continues. And Ive always comforted myself with the notion that the best ideas win out. But ideas cannot win on their own. They need a voice. They need a hearing. Above all, they must be backed by people willing to live by them.

More of us need to make our voices heard in this latest fight over the meaning of the First Amendments 45 words, lest we see them reshaped or lost without having ever set foot in the ring.

Tech Leaders and Health Authorities from Around the Globe Collaborate to Combat COVID-19 – PRNewswire

LFPH will initially focus on exposure notification applications that use the Google Apple Exposure Notification (GAEN) system and will be expanding to support all aspects of PHA's testing, tracing, and isolation activities.

"To catalyze this open source development, Linux Foundation Public Health is building a global community of leading technology and consulting companies, public health authorities, epidemiologists and other public health specialists, privacy and security experts, and individual developers," said Dan Kohn, LFPH general manager. COVID Shieldwas developed by a volunteer team at Shopify and is in the process of being deployed in Canada. COVID Green was developed by a team at NearForm as part of the Irish Government's response to the pandemic. Since being deployed by Ireland's Health Services Executive two weeks ago, it has achieved extraordinarily high adoption of over 1/3rd of the country's adults. Both apps are available for other PHAs and their IT partners to use and customize and will soon be joined by other open source projects hosted by LFPH. Covid Watch, Kiel University of Applied Sciences, and US Digital Response have also joined as nonprofit associate members.

Many companies and individuals in the technology industry are eager to assist PHAs in meeting these challenges and LFPH provides a forum and toolset for them to engage in constructive ways.

COVID Shield was developed by a volunteer team of more than 40 developers from Shopify, along with members of the Ontario and Canadian Digital Services. While not an official Shopify project, the efforts were supported by Shopify CEO Tobi Ltke. "We're very happy to host COVID Shield with LFPH and we welcome contributions from other developers to make it as easy as possible for PHAs to get started with exposure notifications," said Aaron Olson, COVID Shield volunteer.

In addition to COVID Shield and COVID Green, an earlier cross-industry collaboration effort, the TCN Coalition, is merging into LFPH. The TCN Coalition is a global community of technologists supporting the development of privacy-preserving and cross-compatible exposure notification apps during the COVID-19 pandemic. Initially founded to ensure cross-border interoperability and to reduce duplication of development efforts, the TCN Coalition has evolved to include supporting public health authorities in their engagements with app-building teams and IT providers.
