Chelsea Manning, formerly known as Army Pvt. Bradley Manning, will begin treatment for gender identity disorder while in military custody at Fort Leavenworth's prison, according to The Associated Press.
The Army had requested Manning be sent to a civilian correctional facility for more sophisticated treatment, but the Bureau of Prisons denied that request.
Two senior U.S. defense officials told NBC News:
Secretary of Defense Chuck Hagel approved the Army recommendation to begin the early stages of gender reassignment, which is marked primarily by psychiatric and psychological counseling.
This approval also allows Manning to wear women's undergarments and shoes.
In 2013, a military judge found Manning guilty of espionage for handing over top secret government documents to Wikileaks, an anti-secrecy group. She announced her desire to receive treatment for gender dysphoria a day after being sentenced to 35 years in prison.
The New York Times reports Manning will be eligible for parole in about six years.

WASHINGTON The Bureau of Prisons has rejected the Armys request to accept the transfer of national security leaker Pvt. Chelsea Manning from the military prison at Fort Leavenworth, Kansas, to a civilian facility where she could get better treatment for her gender-identify condition. The military will instead begin the initial treatment for her.
Defense Secretary Chuck Hagel has approved the Armys recommendation to keep Manning in military custody and start a rudimentary level of gender treatment, a defense official said Thursday. The initial gender treatments could include allowing Manning to wear some female undergarments and also possibly provide some hormone treatments.
The decision raises a number of questions about what level of treatment Manning will be able to get and at what point the private would have to be transferred from the all-male prison to a female facility.

Manning has been diagnosed with gender dysphoria, the sense of being a woman in a mans body. Civilian prisons can provide treatment, and the Defense Department has argued repeatedly that it doesnt have the medical expertise needed. As a result, the Army tried to work out a plan to transfer Manning to a federal prison.
Officials said Thursday that federal authorities refused the proposal. Officials spoke on condition of anonymity because they were not authorized to discuss the matter publicly by name.
Mannings lawyer, David Coombs, did not immediately respond to requests for comment, but in May he contended that civilian prisons were not as safe as military facilities.
In a statement, he said, It is common knowledge that the federal prison system cannot guarantee the safety and security of Chelsea in the way that the military prison system can.
The Army sends an average of 15 to 20 prisoners a year to civilian prisons. But Mannings appeals have not been exhausted, shes still in the military and her case is of national security interest. Those are factors that normally could prevent a transfer.
According to a complaint filed by Manning, she asked that a treatment plan consider three types of measures: real life experience, a regimen in which the person tries dressing and living in the new gender; hormone therapy, which changes some physical traits such as breast and hair growth; and sex reassignment surgery. Manning has not publicly said whether she wants surgery, and the proposed plan was not released.

Former U.S. National Security Agency (NSA) contractor Edward Snowden is dedicating his time to teaching everyday people about technologies that allowfor anonymouscommunicationand message encryption.
According to Reuters, Snowden recently spoke to attendees at theNew York City conference called Hackers On Planet Earth (HOPE) -- via video, of course, since he's still in Moscow -- about technologies that can protect citizens from government snooping.
"You in this room, right now have both the means and thecapability to improve the future by encoding our rights intoprograms and protocols by which we rely every day," said Snowden.
"That is what a lot of my future work is going to beinvolved in."
One of the technologies included a system called SecureDrop, which allows people to anonymously leak documents to journalists.
Itwas later revealed that Snowdenconned between 20 to 25 NSA employees togive him theirlogin credentials and passwordswhile working at theNSA regional operations center for a month in Hawaii.Snowden reportedly told the NSA employees that he needed their passwords in order to do his job, and after downloading secret NSA documents, he leaked the information to the media.
After the leaks, Snowden ended up in Moscow, Russia.He requested to extend his Russian visa earlier this month, since it expires at the end of July. But the U.S. wantsRussiato send him home to face criminal charges for the NSA leaks.

NSA whistleblower Edward Snowden doesn't yet know whether he'll be spending the next year in a U.S. prison or an undisclosed location in Russia. Nevertheless, Snowden hopes to work on anti-surveillance technologies in the future.
During a nearly 90-minute discussion at the Hackers on Planet Earth Conference (HOPE) on Saturday, in which Snowden participated via Google Hangouts, the whistle blower said he wants to work on tools that help people better protect their privacy.
"I think we the peopleyou the people, you in this room right now, have both the means and the capability to help build a better future by encoding our rights into the programs and protocols upon which we rely every day," Snowden said. "And that's what a lot of my future work is going to be involved in, and I hope you'll join me."
Snowden didn't specify what shape his work would take: Whether he would be involved with producing code for new encryption and privacy-protecting technologies, or whether he would focus on promoting tools already under development for the average user.Nevertheless, he had some definite ideas about what kind of tools were needed to protect an individual's privacy online.
"Generally, when I talk about this I say encryption. I say encryption, encryption, encryption," Snowden said. "Because it's an important first step that denies the government access to anything more typically than a suspicion, which is drawn from association [metadata]."

Edward Snowden plans to develop and promote anti-surveillance technology to hamper government spying across the globe, the former National Security Agency contractor told a group of hackers on Saturday.
Snowden, who leaked confidential documents detailing the extensive surveillance activities of the US government's NSA and the UK government's GCHQ, spoke to the HOPE X conference in NYC via a video link from Moscow.
He asked the hacking community to channel its resources into developing anti-surveillance technologies that will make government spying more difficult and said he plans to spend much of his future time doing the same.
"We the people -- you the people, you in this room right now -- have both the means and the capability to improve the future by encoding our rights into programs and protocols by which we rely every day...and that's what a lot of my future work is going to be involved in, and I hope you'll join me in making that a reality," he said.
Snowden also defended his actions in relation to leaking confidential documents from the US intelligence agency to the media. He said most Americans have little concept of how wide-ranging their government's surveillance activities are, but they "have a right as Americans and as members of the global community to know the broad outlines of government policies that significantly impact on our lives."
"If we're going to have a democracy and an enlightened citizenry, if we're going to provide the consent of the governed, we have to know what is going on, we have to know the broad outlines of a policy and we can't have the government shut us out from every action that they're doing," Snowden said.
Snowden is currently living in Russia after fleeing the United States last year. The former NSA contractor's Russian visa expires at the end of July. He former contractor has requested an extension. Snowden did not comment Saturday whether his visa has been extended.
Charged under the Espionage Act, Snowden told The Guardian last week that he doesn't believe he can have a fair trial if he returns to the US.
