In order to navigate out of Covid-19 lockdown, Amanda Brock, CEO at OpenUK, suggests open source is needed for the acceptance of contact tracing apps

Contact tracing apps should rely on open source technology.

The inevitable and necessary responses to Covid-19 from the lockdown itself, to the underlying and rapidly approved legislation behind it to the contact tracing apps that are now being developed raise concerns about our civil liberties that in a different time would all have been hotly debated over a considerable time period. Thanks to Covid-19, time is no longer a luxury at humanitys disposal.

Scientific consensus has not been reached on the impact that these will have, even though they are being positioned as necessary to help end lockdown.

The Open Universitys John Naughton wrote in The Guardian on 25 April that, Contact apps wont end lockdown but they might kill off democracy. This is a big statement in response to the test, track and isolate policy.

Tracking those who have had Covid-19 is a non-technical problem that will not be fixed by technology, but of course technology can provide a tool to facilitate tracking. Public acceptance of the apps is also critical to their utility. If that public acceptance is not achieved, then we risk yoyoing between lockdown and freedom, ultimately prolonging the length of time where the economy will be impacted.

The moral requirement on the public to accept these apps will be high and governments therefore hold a heavy burden of accountability for the choices they make under their emergency powers, as well as the long-term impact these will have. The only way to reassure the public that their privacy is adequately protected and to achieve this acceptance is to open source these applications.

Singapores use of their tracetogether app gives us a lens to peer longingly through, as their economy remains more robust and the lives of citizens appear to have a level of normality that for many of us is a distant memory.

It is an open source app, shared under the GPL-3.0 open source licence and available on Github. Not only is this open source licence essential but the copyleft nature of the GPL is the most appropriate form of open sourcing an app of this nature, where it is essential that modifications remain under the same licence.

Germany, on the other hand, started by creating a centralised database approach. This appeared advantageous to scientists, but unpalatable to civil rights groups and proved not to be a serious contender over time.

On 26 April, Germany confirmed a voluntary app with a decentralised approach. There will be voluntary transfer of data to the Robert Koch Institute, but it is unclear if the app will be open source at this stage.

On 20 April, the Netherlands Secretary of State for the Interior, Raymond Knops wrote to the Parliament, My appeal to public services is to release the source code, unless they have good reasons not to. A public service that uses open source software can also be expected to actively share with society software that it develops itself.

Their guidance recommends using an open source licence and points to the European Union Public Licence as one option. This points to the European Commissions Digital Strategy, where Open source solutions will be preferred when equivalent in functionalities, total cost and cybersecurity.

The Italian Ministry for Technological Innovation and Digitisation initially opted for a proprietary tracing app solution which it commissioned at the end of March. Following an adverse public response, it announced that it had re-negotiated and the app will be published under the Mozilla public licence.

On 24 April, a pan European hackathon to challenge the virus began and MEPs from six political groups addressed a letter to the European Commissioner for Information, Mariya Gabriel, asking her to encourage free and open source software.

They request that outputs are licensed on an appropriate open source licence, in line with the Common EU toolbox for Member States on Mobile Applications to support contact tracing released on 16 April. This encourages source publication and peer review, to promote re-use, interoperability, auditability and security, through open sourcing of the apps.

Writing in an excellent blog on 24 April, CEO Matthew Gould and Public Health doctor Geraint Lewis discuss how the NHSX digital contact tracing app will be developed with NHSX leading the development of the UK tool.

The NHSX approach uses a centralised model with the matching process being server side and not on the users phone. This is in contrast to the Apple and Google de-centralised model and a similar model promoted by scientists in the European DP3T group. This appears to be along the lines of the database model that Germany switched from on Sunday.

The NHSX blog is thankfully clear that it promises the source code will be published. It omits any discussion of open source or other licensing of the app.

It would be difficult to draw any conclusion other than open source licensing of the UK app is an inevitability if good practise is to continue.

It will not surprise anyone that within seconds of Matt Hancocks Easter Sunday ministerial update announcement that UK Gov would publish the source code of the UKs app, my phone was buzzing.

Of course, it is a common misunderstanding that publishing the source code is enough to open source it. It is not. Appropriate licensing and governance is required to achieve open source. OpenUK has volunteered prop bono support on licensing and governance to NHSX through the formal volunteering channel.

There is no shortage of open source leadership in these areas in the UK and that make this project both successful and useful for other companies that are dealing with Covid-19 on their own timescales.

When crowdsourcing goes especially well, team leaders often need to rely on traditional organizational management structure to get the work done, research on GitHub finds.

When a collaborative crowdsourced project enters the limelight, the impactor shockof so much attention forces the original creators to carefully manage community engagement or risk stalling progress.

The research from the University of Michigan School of Information shows that often the core team members find themselves in somewhat traditional management roles as they seek to move the work forward, sometimes by enlisting members of the crowd for more involved assignments.

They struggle with staffing and response. This forces them to carry on as before or open up and accept outside help, says Danaja Maldeniya, doctoral candidate at the University of Michigan School of Information and first author of the paper to appear this week at the Web Conference, which is taking place virtually.

Maldeniya and colleagues looked at how a deluge of good Samaritans on more than 1,100 open source software projects that topped the GitHub Trending Projects page resulted in growing pains, requiring the team to adapt work routines, organizational structure, and management style. The researchers analyzed millions of actions of thousands of contributors by scraping data from the GitHub trending page every three hours for seven months.

In crowdsourced ventures there typically is a small core teamMaldeniya calls them passion project creatorswho open their projects to the masses but expect to continue in the role of developers. Newcomers typically show interest by starring the project, reporting issues they encounter, suggesting additional features, or contributing code or other content. They sometimes express interest in forking, or taking the software in a new direction, for which they make a pull request for the data.

Most newcomer contributions are shallow and transient, but in cases where the shock is strong, the original team must transition into administrative roles, responding to requests and reviewing work of the newcomers. As a result, projects follow a more distributed coordination model, with newcomers becoming more central, albeit in limited ways, the researchers write.

When the original team is unprepared for the shock, the result can be long delays in responding to interest and ideas from the crowd, which can chill interest or stall momentum. After the shock, response time for an issue or pull request increased by 30% and 42%, respectively.

When you have a team of say five people and you get 1,000 external engagements, how do you respond to that? Most likely you will be overwhelmed and not respond, Maldeniya says. Most engagements will be shallow. There will be a limited number of high-value engagements but how do you find them among the 1,000?

Maldeniya says rather easy fixes to help keep momentum following a shock could include creating to-do lists for crowd members with specific tasks to tackle or using an automated system to weed out bots and frivolous responses, with boilerplated messaging to acknowledge interest, including a promise to be in touch.

What’s New In Open Source With The Latest TRs – IT Jungle

New technology is exciting. And when it can help you run your business more profitably or efficiently, well, it becomes very exciting. With IBM i, the open source community is arguably the biggest contributor of new technology to the platform. IT Jungle recently checked in Jesse Gorzinski, the IBM i open source architect, to hear how the open source story has improved with the recent technology refreshes.

Arguably the biggest open source-related enhancement with IBM i 7.4 TR2 and 7.3 TR8 revolves around a change in RPM, the new delivery method that IBM adopted two years ago to distribute new and updated open source libraries to IBM i users.

Up until now, IBM i shops had to connect their IBM i server to the Internet to access the RPM repository that contains IBM i distributions of open source software, such as Node.js, Python, and PHP. But thanks to the new support for SSH tunneling in this months unveiling of 7.4 TR2 and 7.3 TR8, customers can now shuttle the open source libraries from an adjacent PC workstation running ACS, eliminating the need to expose the IBM i server to the Internet.

Tunneling support will remove an obstacle to adopting open source, Gorzinski says. When it comes to installing the RPMs, that was one of the most common obstacles weve seen our clients hitting, he says. We say, go install Nginx or Node.js, or whatever, and it fails because their IBM i system doesnt have that outbound access to the Internet.

Now these IBM i shops can partake of the RPM open source goodness without putting their crown jewels in dangers path. Some of our clients know how to work around that well, Gorzinski says. You dont have to have your IBM i exposed for incoming connections in order to be able to talk out. But depending upon security rules and auditing requirements and so on, that was a challenge for some of our clients.

There isnt a lot in the way of new open source packages in IBM i 7.4 TR2 and 7.3 TR8. The one exception to that is the addition of jq, a popular command line utility for working with JSON data. According to Gorzinski, jq likely will become the go-to tool for IBM i folks who want to quickly get stuff done with JSON.

Over the past several years, weve found clients having a greater and greater need for interacting somehow with JSON, the IBM business architect says. Some people are talking to public APIs that return JSON. Maybe theyre getting data from a vendor or supplier or partner in JSON format. Maybe they need to manipulate JSON fields. Maybe they need to integrate JSON into the database.

Those are some of the scenarios where the user may reach into her bag of tools and pull out jq, which was written in C and released for the first time back in 2013. The most recent release of jq was in 2018, with version 1.8, according to the jq Github page.

With jq, if youre running this open source stack, you might find yourself in a situation where just having a powerful command line utility is the right tool for the job, Gorzinski says. It can create JSON. It can digest things. You can query things out of JSON. You can reformat JSON. Its a pretty powerful little tool and its actually pretty simple to get started.

The OpenSSL encryption libraries have also been refreshed with IBM i 7.4 TR2 and 7.3 TR8. Gorzinskis team spent time ensuring that IBM i shops have access to the latest and greatest OpenSSL release, which is version 1.1.

On IBM i, OpenSSL is used primarily to encrypt data flowing into or out of applications developed with open source technologies, such as Node.js or Python. Customers that are doing native (i.e. traditional ILE) development or are hosting traffic from the integrated HTTP server (the one powered by Apache) are encouraged to use the system security libraries.

Its important to get customers to upgrade to OpenSSL 1.1, Gorzinski says, because it supports the latest ciphers, including those contained in TLS 1.3, the current standard for securing Web traffic.

We actually had OpenSSL 1.1 and TLS 1.3 running on IBM i the day that the TLS 1.3 protocol was finalized, in the open source stack at least, he says. Version 1.0 is completely end-of-life in the open source community. So we moved everybody up to 1.1 and have been working to make sure that everything works with 1.1.

Python also sees some Db2 connectivity enhancements with IBM i 7.4 TR2 and 7.3 TR8, which are slated to become available on May 15. Specifically, IBM has added an adapter that allows for development and deployment of IBM i applications through SQL Alchemy.

SQLAlchemy is a Python SQL toolkit that helps developers get the most out of databases, according to the SQLAlchemy website. One way it does this is by using an Object Relational Mapper that allows Python classes to be mapped to the database in open ended, multiple ways allowing the object model and database schema to develop in a cleanly decoupled way from the beginning. In short, SQLAlchemy supposedly gives developer the benefits of both object and relational development paradigms, without compromising on either.

IBM has also added pyodbc, a popular Python ODBC bridge, to the RPM delivery method. Pyodbc implements the DB API 2.0 specification and is designed to simplify the process of connecting a Python application to a database. By installing the python3-pyodbc package, you can now use the IBM i Access ODBC driver to communicate with Db2 for i from Python programs, IBM says.

There is more open source stuff coming to IBM i in the months to come, Gorzinski says. Python may have been the focus with these TRs, but Node.js will be the focus next.

There are a couple things were announcing in this TR in the Python ecosystem but you can imagine we are continuing to invest in the Node ecosystem as well, he says. The stuff thats coming down the pike are more IBM i integrations and probably some extra frameworks that are out there. We have had in the works for a while the i toolkit library for Node.js, which is the way you integrate with RPG code straight from a Node.js application or CL commands or SQL. Weve had an alpha release thats been in the works for quite some time, and that has some powerful improvement as well that were going to see released in the coming months.

Amazon pushes the button on Keyspaces: Cassandra lookalike to boost its NoSQL credentials – The Register

Amazon has announced the general availability of a serverless NoSQL database in Amazon Keyspaces, with more than a passing resemblance to the open-source Apache Cassandra.

First touted as Amazon Managed Apache Cassandra Service (AMAC) at AWS re:Invent 2019 last December, "Cassandracompatible" Keyspaces allows users to build applications on the Cassandra Query Language (CQL) code. They can employ Apache 2.0-licensed Cassandra drivers, and use developer tools they already have on Cassandra.

Soooo, why not just use Cassandra, since it is free after all?

The answer comes from the original launch of AMAC.

Amazon's rationale is that managing large Cassandra clusters can be difficult and take a lot of time. Set-up, configuration, and maintenance of the underlying infrastructure require a strong understanding of the entire application stack, including the Apache Cassandra open source software, Amazon said.

Meanwhile, scaling down from peak workloads is complex.

Bezos' juggernaut claims that Keyspaces takes all that pain away. Provisioning, patching, and maintenance are all taken care of. In addition, Amazon Keyspaces is serverless, and users only pay for the resources they use.

"You can build applications that serve thousands of requests per second with virtually unlimited throughput and storage," Amazon commented.

The firm promised "consistent, single-digit-millisecond performance at any scale" with Keyspaces promising 99.99 per cent availability service level agreement within an AWS Region. Users can also manage access to tables by using AWS Identity and Access Management, connect your resources to your virtual private cloud (VPC), and keep applications running with integrated logging and monitoring.

Cassandra is one of the most popular NoSQL databases with a loyal user base which may welcome using the tools they have become accustomed to on a database that is easier to provision and manage in AWS. If Amazon lives up to its promise, Keyspaces might be that database.

But the Cassandra faithful will point to other developments that also help the deployment of the open-source database into the cloud. In March, DataStax announced the availability of DSE 6.8 with Kubernetes Operator, the idea being to make Cassandra easier to deploy and manage, with Kubernetes at least.

Casandra has gained popularity as a database that can manage heavy workloads and help users perform real-time analytics, so it has been popular for web data and IoT use cases. But it is not ACID-compliant so it isn't appropriate for applications where consistency is paramount.

Microsoft, Open Data, And The Spread Of Information – Seeking Alpha

Readers of my posts know the emphasis I give to the spread of information. To me, information spreads, has always spread, and will continue to spread throughout the world.

Governments, businesses, and others may try to stop this flow, but history shows that efforts to restrain the flow of information always fail over time. The efforts may slow down the spread of information, but are never able to completely stop it.

There are others that realize the value of information and realize the value of information being widely available so that it can be used to help the humans throughout the world to create, innovate, and raise the world to new, higher standards.

In order to achieve a greater spread of information, there has been created something called the "open data" movement, which involves making data available to be shared and reused by others in much the same way that open source software has transformed the way some computer code is produced.

Microsoft Corp. (NASDAQ:MSFT) is a leading member of this movement. Sure, there are monetary benefits to Microsoft for taking such a position, but there are many more for all of us should the effort succeed.

This effort, to me, is a sign, not only of Microsoft's strength and confidence, but another example of the leadership the company's CEO, Satya Nadella, who has a vision beyond just Microsoft, one that encompasses the future of information technology.

This is the kind of leadership that investors should want to be a part of, for the long run.

Why should investors be behind such efforts? Well, constraining information may work for an organization in the short run as they might garner "monopoly profits". However, over time, information cannot be constrained and economies and businesses and investors gain more benefit within an environment that is sharing information where all can profit from the rising tide.

In my own experience working with start ups and young companies, I found that letting information flow was a much better model than trying to keep everything a company did a secret.

That is, when I began working in this space, young entrepreneurs wanted to hold on to information, afraid that letting secrets out would work against them.

Somehow, the secrets got out anyway. And, the young companies found out that the secret to their success was to keep innovating and not worry about the secrets of the past.

Furthermore, the more open environment created an atmosphere producing greater innovation and along with rising performance. An open environment seemed to create a positive-sum game for the industry where there were more rewards that could be shared from the growth of the industry.

On Tuesday, Microsoft threw its weight fully behind the open data movement.

Richard Waters, writing in the Financial Times, indicated that Microsoft:

would collaborate with other organizations on opening some of its own data for wider use, while creating standardized tools and legal frameworks to make it easier for others to follow suit.

Brad Smith, Microsofts president, said greater sharing of data was needed to counter the growing influence of big companies that are amassing a large share of the data collected over the internet. He added that the stakes were raised by the latest artificial intelligence technology, which relies on large amounts of data to train smart algorithms, with the US and China in the lead. We see increasingly a looming data divide.

Microsoft had moved earlier to get this effort started. In September 2018, Adobe, Microsoft, and SAP stated that they were joining forces to empower their mutual customers with the Open Data Initiative. The initiative would operate based on the following principles:

Using these as guidelines the collation aims to eliminate data silos and enable a single view of the customer, helping companies to better govern their data and support privacy and security initiatives." T

Microsoft, in its current announcement, makes it very clear that it will benefit from the opening up of data sources.

Some Microsoft operations like the LinkedIn professional networking site and the Bing search engine, rely on collecting data. But, the major benefit would come from the fact that it provides computing platforms for others, and these customers would experience a substantial benefit from having access to more data.

The primary reason for this is that the spreading of the information would allow countries and companies that dont have as great an access to data wont be left behind. Hence, Microsoft platforms would be busier. But, the public interest would also be served.

Microsoft said it would collaborate with outside organizations on 20 open data projects by the end of 2022. Furthermore, Jennifer Yokoyama, Microsofts chief IP counsel, said the company was trying to develop a live repository of best practices and resources that could be used by other companies that want to open up their data, as well as proof of concept initiatives to demonstrate how we can do open data better to really solve key societal challenges.

Microsoft appears to be getting a lot of support for this initiative, both from non-profit organizations as well as for-profit ones. This is testament to the leadership that Microsoft and Mr. Nadella are providing.

People, I believe, have a lot to gain from seeing this movement achieve success. As mentioned earlier, this is not a zero-sum game, but one in which benefits can spread among many. History shows that prosperity follows the spread and sharing of information. The current situation will be no different.

History also shows that the businesses that benefit most from the spread of information are those that continue to innovate, that dont hold back, that continually reach for the new and the better.

To me, Microsoft is leading the way. It is not afraid to "open up" and share because it knows that it will continue to be a part of the cutting edge of the innovation curve. As mentioned above, this is the only way to continue to prosper.
