Inquiry date for Chester flood plain homes plan – ChesterChronicle.co.uk

Its groundhog day for campaigners who must once again attend a planning inquiry to fight a 142-homes scheme in the Chester flood plain.

A government decision to refuse the plan at Clifton Drive playing fields off Sealand Road, following the first inquiry, was overturned by the High Court.

This means a second inquiry will be held at Ellesmere Port Civic Hall from July 11, presided over by the original inspector, Richard Clegg.

Friends of North Chester Greenbelt will present the same arguments as last time about why homes should not be built in the River Dee flood zone although the plan was actually supported by Cheshire West and Chester Council back in December 2014.

Spokesman Andy Scargill said: The whole thing stinks. The site is inappropriate for building on. Its category three flood plain which means its all liable to flooding to a considerable depth should the River Dee rupture. The embankment flood protection was built in 1790. The Environment Agency says if you were building it today, you wouldnt build it like that. The whole idea is a nonsense.

The successful legal challenge by developers Bark Street was based on a change in circumstances referenced in a council officer's report on a similar 130-homes scheme targeting flood plain on the other side of Clifton Drive.

Legal advice in that case indicated alternative nearby sites, less prone to flooding, were no longer available to applicants Bloor Homes and Sealand Commercial Properties although the scheme still failed the exceptions test because on balance the project would cause more harm than good.

The High Court ruled this fresh information, about the lack of alternative sites, should have been taken into account by the Secretary of State in the Bark Street application.

An appeal was lodged by Bloor Homes and Sealand Commercial Properties against CWaCs decision to reject their 130-dwelling scheme in Clifton Drive but this was later withdrawn. However, Sealand Commercial Properties, in partnership with developers Astu, are targeting the same land with a larger 280-homes scheme, called Ogilvie Park, but also improved flood protection and a proposed public park. A decision is awaited.

Mr Scargill, who has noticed both Bark Street and Astu are registered to Richmond House in Guernsey, added: The community came up with a Local Plan which did not include either of these parcels of land. That should be the end of it. We shouldnt have speculators coming over from Guernsey buying up pieces of cheap unsuitable land in the hope of building houses in order to make a profit.

About Sealand

In the early 60's, Roy Bates, a Major in the British army, established a radio station, situated offshore on an abandoned ex naval fort named "Knock John". The theory behind this location was an attempt to bypass the draconian broadcasting restrictions of the time, which permitted little more than formal broadcasting by the BBC. Roy's station, "Radio Essex", and others like it, were known affectionately by the media as Pirate radio stations, and were much loved by the British public, as they supplied everything that the BBC did not at the time, Pop music and amusing presenters.

In the years than ensued, Roy fought an unsuccessful legal battle with the UK government, which questioned the legality of his occupation of said fort. It was ruled that "Knock John" fell under UK jurisdiction. Smarting from his setback, Roy weighed his options. Another abandoned fortress, Roughs Tower, identical in construction to the Knock John existed further offshore, and crucially, outside of the three mile limit to which the UK jurisdiction extended. Roy proceeded to occupy Roughs Tower, on Christmas eve 1966, with the intention of revitalising his dormant radio station. This was until he conjured a different plan entirely. After consulting his lawyers, Roy decided to declare this fortress island the independent state of Sealand, Claiming Jus Gentium (Law of Nations") over a part of the globe that was "Terra Nullius (Nobody's Land).

On the 2nd of September 1967, accompanied by his wife Joan on her birthday, his son Michael (14), daughter Penelope (16) and several friends and followers, Roy declared the Principality of Sealand. The founding of this country was marked by the raising a newly designed flag, and in an extremely romantic birthday gesture, the bestowing of a new title on his beloved wife, to be know from that moment on as Princess Joan.

Malawi govt over paid farm input suppliers by K61billion – Nyasa Times

Government paid out a whooping K72 billion to four firms that were identified to supply fertiliser in the K11.1 billion Farm input Loan Programme (Filp) which was instituted by the government of Peoples Party (PP) of former president Joyce Banda.

One of the senior managers in the four firms that include Export Trading Company, Sealand Investments Limited, Midima Produce Limited and Bosveld Phosphates confirmed of the payment.

The treasury had indicated that they will pay us K72billion with an accumulation of profit but through promissory notes, said the manager who was equally in bewilderment that they were getting so much.

Managing Director Sealand Investments Limited Dipak Jevant also confirmed of the agreement Government has struck with the two firms.

They [Government] are going to pay us through promissory notes but up to now we have not received it, said Jevant in an interview when the payment agreements were being made.

Operations Manager for Export Trading Company Paresh Kiri could not come out clearly on their agreement with Government in an interview on Wednesday.

A highly placed source in the treasury has said officials and some company officials cannot justify the additional payment.

At the time of the transactions, spokesperson for the Reserve Bank of Malawi Mbane Ngwira was noncommittal when asked if the central bank had issued the promissory notes.

He said he could not shed light on the matter as this was amongst many items on his desk.

I have to follow the queue, insisted Ngwira when he was pressed for the central banks comment.

Ben Botolo, who replaced Ronald Mangani as Secretary to the treasury in February this year conceded that the transaction was a total confusion but dismissed information that Government overpaid the suppliers.

It was a total mess, said Botolo through a phone interview .

He explained that after taking over office from Mangani who struck the deals, it took him two months just to understand what was going on.

He said the complication came in because there were companies which were underwritten by African Trade Insurance (ATI) and one of them was ETG, said Botolo who explained further that there were other companies that were underwritten by another insurance firm Lloyds in London.

In his recollections, they had to pay US$6m to ATI and the there were other amounts they owed to the Lloyds.

We have been battling with these payments but we eventually had to find a formula to pay because then our credit ratings would have gone down and it would have affected our international market standing, he said.

At the time that the transactions had been made the treasury could not explicitly state when Government was going to issue the promissory notes. The then treasury spokesperson Nations Msowoya could also not state whether or not treasury consulted the Attorney General on the payment arrangement that has included the interest.

The matter of FILP is still under discussion with suppliers therefore the issue of interest rates is not concluded yet, said Msowoya in a written response at the time.

In an interview with Attorney General Kalekeni Kaphale he said since he had not been consulted, he was not willing to make any comments at all on the correctness of facts.

I know no law which says every time treasury has to settle a liability the AG has to be consulted? stated the learned Senior Counsel. On another note, I have not been consulted and would only be consulted if there are legal issues to advice on.

He said in the event that the firms had sued Government thenthat would have brought it within my province, as per the provisions of the Civil Procedure (suits by or against the Government or Public Officer).

The four suppliers provided 75,000 Metric Tonnes that government secured and according communication from the then OPC Principal Secretary for Administration Clement Chinthu-Phiri to the then Secretary to the treasury Ronald Mangani on supply and delivery of the 2013-2014 Filp which is indicate that the companies were yet to be paid.

The communication indicates that on November 6, 2014 the treasury called for a meeting that was attended by the Attorney General Kalekeni Kaphale, Chinthu-Phiri, the then secretary to the Vice President Luckie Sikwese, budget director where Mangani asked Sikwese and Chinthu Phiri to confirm if the fertilisers were procedurally procured.

The two principal secretaries confirmed that the transaction followed procurement guidelines, said Chinthu-Phiri.

The process started when former President Banda said in her May 17, 2013 State of the Nation address that Government had introduced a special loan scheme called Filp to run side by side with the farm Input Subsidy Programme (Fisp).

The facility was a public private partnership programme where the private sector would offer loan facilities for inputs to deserving and qualifying farmers, explains Chinthu-Phiri.

Five months later, on October 1, 2013 the Centre for Investigative Journalism Malawi (CIJM)understands that the then minister of agriculture and food security presented to cabinet a brief on status of Filp where it directed the minister to implement the Filp activity plan.

Between August 2013 and September 2013 Chinthu-Phiri communicates in the letter that procurement processes began following Government determination to use the restricted tender method of procurement.

He says seven companies were identified to provide bids and these included Export Trading Company, Sealand Investments Limited, Compestre, Lyambai DMCC, Afri Ventures FZE, Midima Produce Limited and Bosveld Phosphates. Out of the seven only four were picked.

The principal secretary of the public sector reforms management unit of OPC, at that time now Secretary to the Vice President, was tasked to set up a team which had to negotiate with the identified companies, the terms of contracts, writes Chinthu-Phiri.

Among the terms, the companies were to use their resources to import the fertiliser and that payment would be made in the 2014/2015 financial year in four instalments in the months of July, August, September and October in 2014.

The International Procurement Committee of the OPC chaired by Chinthu-Phiri was assigned to process the procurement as required by law after negotiations with various possible suppliers were done one volumes of fertiliser requires and terms of supply.

Although the treasury wrote Sikwese that Government had agreed that payments to fertilizer suppliers would be completed by end of October 2014 the situation on the ground is contrary to what was stipulated in the contract agreement.

Chinthu-Phiri also explains that governments finance company, Malawi Enterprise Development Fund (Medf) formerly Mardef was engaged to ensure that the suppliers deliver the fertilisers and that suitable warehousing facilities and transport were available.

Mardef was further tasked to create a loan facility for farmers to access the fertilizers, he says.

Chinthu-Phiri also concedes in his communication reference number 16/07/4 dated November 7, 2014 that Government had at this time not paid any supplier for the fertilisers that were supplied and delivered.

Almost all of them had to get bank loans to finance the import of the fertilizers, which are now accumulating interests, he said.

Another communication that CIJM has seen from the Office of the Director of Public Procurement (ODPP), signed by its Director of Public Procurement Manuel Mphinga, gives approval to Mardef to use single sourcing for procurement of fertiliser distribution services to four companies.

The letter dated October 23, 2013 further advised Mardef to negotiate with the firms on all contract terms and conditions including price.

The then treasury Spokesperson Nations Msowoya said in an earlier interview that Government had made part payment to the suppliers and government will be finalising these payments in the 2015/2016 financial year.

According to a presentation former Mardef CEO Joseph Mononga made at a media workshop in Blantyre on October 31, 2014 the firms were supposed to submit monthly invoices for payment.

Mardef was supposed to claim operational funding from Government which was to be used to pay distributors but at that time government was not availing any funds.

As of October 2014 when the distributors were paid, they nevertheless still continued charging for warehousing.

Delays in payment of distributors resulted in escalation of the distribution costs due to continued charges on warehousing which resulted in a total bill of K2.3 billion, according to the presentation that CIJM has seen.

Since the program was not included in the 2013/2014 budget, Mardef says this made it difficult to have funding for major activities including payment of distributors.

Newly hired MEDF CEO Mervis Mangukenje insisted that the contract for supply of fertilizer was between Government of Malawi and the four fertilizer suppliers and not MARDEF and the fertilizer suppliers when called to explain the payment.

OPC and Treasury is in a better position to give you updates on the matter, she insisted before adding in a response to a questionnaire:

However be advised that Government instituted a special audit through the National Audit Office on MEDF Ltd to verify if the 75,000Mt fertilizer was indeed delivered.

She also stressed the fact that MEDFs only involvement was to manage the distribution to the beneficiaries since it was a fertilizer loan.

Mangulenje also said all fertilizer distributors were paid in full using loan recovery funds as directed by the Treasury.

MEDF paid a total of K2.4 billion to the fertilizer distributors and the said amount was audited by external auditors KPMG, she said maintaining that they do not have any information regarding the Promissory Notes as the Contracts were between Government of Malawi and the Suppliers.

The Principality of Sealand, located on an abandoned World War II anti-aircraft platform seven miles (11 km) off the English coast, claims that it is a legitimate independent country, but that's quite doubtful.

In 1967, retired British Army major Roy Bates occupied the abandoned Rough's Tower, located 60 feet above the North Sea, northeast of London and opposite the mouth of the Orwell River and Felixstowe.

He and his wife, Joan, discussed independence with British attorneys and subsequently declared independence for the Principality of Sealand on September 2, 1967 (Joan's birthday).

Bates called himself Prince Roy and named his wife Princess Joan and lived on Sealand with their two children, Michael and Penelope ("Penny"). The Bates' began issuing coins, passports, and stamps for their new country.

In support of the Principality of Sealand's sovereignty, Prince Roy fired warning shots at a buoy repair boat that came close to Sealand. The Prince was charged by the British government with unlawful possession and discharge of a firearm. The Essex court proclaimed that they didn't have jurisdiction over the tower and the British government chose to drop the case due to mockery by the media.

That case represents Sealand's entire claim to de facto international recognition as an independent country.

(The United Kingdom demolished the only other nearby tower lest others get the idea to also strive for independence.)

In 2000, the Principality of Sealand came into the news because a company called HavenCo Ltd planned on operating a complex of Internet servers at Sealand, out of the reach of governmental control.

HavenCo gave the Bates family $250,000 and stock to lease Rough's Tower with the option of purchasing Sealand in the future.

This transaction was especially satisfying to the Bates as the maintenance and support of Sealand has been quite expensive over the past 40 years.

There are eight accepted criteria used to determine whether an entity is an independent country or not. Let's examine and answer each of the requirements of being an independent country with respect to Sealand and its "sovereignty."

1) Has space or territory that has internationally recognized boundaries.

No. The Principality of Sealand has no land or boundaries at all, it's a tower built by the British as an anti-aircraft platform during World War II. Certainly, the government of the U.K. can assert that it owns this platform.

Sealand also lies within the United Kingdom's proclaimed 12-nautical-mile territorial water limit. Sealand claims that since it asserted its sovereignty before the U.K. extended its territorial waters, the concept of being "grandfathered in" applies. Sealand also claims its own 12.5 nautical miles of territorial water.

2) People live there on an ongoing basis.

Not really. As of 2000, only one person lived at Sealand, to be replaced by temporary residents working for HavenCo.

Prince Roy maintained his U.K. citizenship and passport, lest he ends up somewhere where Sealand's passport wasn't recognized. (No countries legitimately recognize the Sealand passport; those who have used such passports for international travel likely encountered an official who didn't care to notice the passport's "country" of origin.)

3) Has economic activity and an organized economy. A State regulates foreign and domestic trade and issues money.

No. HavenCo represents Sealand's only economic activity up to now. While Sealand issued money, there's no use for it beyond collectors. Likewise, Sealand's stamps only have value to a philatelist (stamp collector) as Sealand is not a member of the Universal Postal Union; mail from Sealand can't be sent elsewhere (nor is there much sense in mailing a letter across the tower itself).

4) Has the power of social engineering, such as education.

Perhaps. If it had any citizens.

5) Has a transportation system for moving goods and people.

No.

6) Has a government which provides public services and police power.

Yes, but that police power is certainly not absolute. The United Kingdom can assert its authority over Sealand quite easily with a few police officers.

7) Has sovereignty. No other State should have power over the State's territory.

No. The United Kingdom has power over the Principality of Sealand's territory. The British government was quoted in Wired, "Although Mr. Bates styles the platform as the Principality of Sealand, the U.K. government does not regard Sealand as a state."

8) Has external recognition. A State has been "voted into the club" by other States.

No. No other country recognizes the Principality of Sealand. An official from the United States Department of State was quoted in Wired, "There are no independent principalities in the North Sea. As far as we are concerned, they are just Crown dependencies of Britain."

The British Home Office was quoted by the BBC that the United Kingdom does not recognize Sealand and, "We've no reason to believe that anyone else recognises it either."

The Principality of Sealand fails on six of eight requirements to be considered an independent country and on the other two requirements, they're qualified affirmatives. Therefore, I think we can safely say that the Principality of Sealand is no more a country than my own backyard.

Note: Prince Roy passed away on October 9, 2012, after battling Alzheimer's. His son, Prince Michael, has become the regent of Sealand.

Gardening club launch at Sealand and Queensferry Dementia Caf – Deeside.com

A drop-in caf in Garden City, Deeside, for people living with dementia and their carer, has started their own gardening club.

The Sealand and Queensferry Dementia Caf meets on the last Monday of every month at St Andrews Hub, in a community partnership initiative has enabled the group to branch out and organise their own gardening club.

Clwyd Alyn Housing Association, who manage homes nearby supported the Caf with 200 donation from their Charitable Donation fund and also put them in touch with Construction Partners Anwyl who ran an activity session making bird feeders, nesting boxes and planters to launch the new gardening club.

The Anwyl Team were superb, they were joined by Ian Gibbons from IGJ Contractors and Huws Gray from Queensferry along with Anwyl kindly donated materials, said Louise Blackwell, Community Development Officer at Clwyd Alyn, who thanked Natalie Palframan, Communications Co-ordinator at Anwyl for her help with all the arrangements and partners at Flintshire County for their support.

The Caf volunteers are an absolute inspiration. It was an absolute delight to join them for the morning and wish them well with their future gardening initiative, added Louise.

Chris Owen, Assistant Site Manager of Maes Helyg Project in Garden City, who assisted with activities on the day, said As part of our Thoughtful Building ethos we support a number of community initiatives and it was a privilege and pleasure to be involved with the Dementia Caf

It was wonderful to see how the caf is helping improve the lives for people living with dementia and their carers, allowing them to feel involved in their local community, by feeling valued, and enabling friendships to be made,

Joinery sub-contractor, Ian Gibbons from IGJ Contractors, added: it was extremely rewarding to see how the members and their carers enjoyed the activity, enabling everyone to have a go and for some, re-igniting a passion for joinery work.

Sealand of the Pacific was a public aquarium in South Oak Bay at The Oak Bay Marina, near the city of Victoria, in British Columbia, Canada. It housed a number of orcas, Haida, Nootka, and Tillikum. In 1991, all three were involved in an incident in which a trainer, Keltie Byrne, was killed. The aquarium subsequently closed and sold its orcas to SeaWorld.[1]

The aquarium opened in 1969, housing an orca named Haida which had been captured in 1968.[2] Shortly afterwards, the aquarium decided to capture a mate for him, taking a partial albino named Chimo. She died in 1972, a little over 2 years after her capture; the disease which caused her albinism, ChdiakHigashi syndrome, made her very susceptible to illness. Haida, her mate, mourned her death, and remained alone for years[citation needed]. Eventually, Sealand captured a female whale named Nootka II for his mate. Nootka II, however, died after 9 months. His third mate, Nootka III, was also short-lived. By the time of the death of his third mate, Haida displayed no interest in them.

In 1977, Sealand captured a young orca which was found alone, emaciated, and suffering from bullet wounds. Miracle became a popular attraction, but was kept in a separate pen from Haida. Several years later her companion in the pen, a seal named Shadow, drowned in the nets forming the pen.

As anti-captivity protests began to put pressure on aquariums, Sealand agreed to release Haida, but the animal died a few days before its scheduled release in October 1982, with no evidence of foul play[citation needed]. His release had been part of a bargain for the aquarium to acquire new whales. Many people were outraged by the plan of capturing more whales, and staked a protest at the supposed capture site. Sealand soon obtained three whales captured from Iceland.

The three new orcas, Tilikum, Nootka IV, and Haida II, never had good dynamics together, and indeed, the male Tilikum was often chased into the medical pen by the two females.

On 20 February 1991, Keltie Byrne, a 20-year-old marine biology student and part-time orca trainer, slipped and fell into the whale pool after a show. Tilikum, Nootka IV, and Haida II dragged and repeatedly submerged her until she drowned, despite other trainers' efforts to rescue her. The poor relations between the whales, unfamiliarity with trainers in the water, and the pregnancy of at least one of the females (Haida II) were cited as possible causes.[3][4][5][6]

Sealand of the Pacific closed shortly after the incident, in November 1992. All three of the whales were sold to SeaWorld in the United States. Tilikum and Nootka IV went to SeaWorld Orlando, while Haida II and her baby Kyuquot went to SeaWorld San Antonio. Kyuquot remains in captivity at SeaWorld. Haida II died in August 2001, while Nootka IV died in 1994. Tilikum died in January 2017.

A Sealand church is seeking 164 couples who have tied the knot there over the last 50 years.

St Bartholomews Church wants to bring the brides and grooms together as part of celebrations to mark 150 years on Old Sealand Road.

Couples are invited to a special service on Mothering Sunday, on March 26.

Stephen Smith, one of the organisers of a special weddings exhibition at St Bartholomews, said: Many of the couples will be in other parts of the country and world, and their circumstances may have changed, but we would welcome all who attended marriage services in the church.

Our biggest task is contacting as many of them as we can.

Sealand has changed dramatically over the years, but St Bartholomews has been there as a beacon of hope for all its community during the significant times in their lives.

We have big plans for this to continue in the future and want to involve as many people as possible in the journey.

There will be refreshments at the exhibition showing weddings over the last 150 years and how they were celebrated and marked.

St Bartholomews Church opened its doors on October 15 1867.

Event organisers said although the congregation may be small a comprehensive programme of events designed to appeal to people of all ages is still run.

A grant from Cadwyn Clwyd allowed new lighting to be installed and the congregation is now working towards upgrading the heating and building kitchen and toilets facilities.

The 150th anniversary of St Bartholomews will be marked with events throughout 2017 and includes the special weekend exhibition and service on the weekend of March 25/26.

Burglar in ‘lunatic’ Flintshire police chase jailed – Daily Post North Wales

A burglar who drove at lunatic speeds of more than 120mph while being chased by police has been jailed.

At Mold Crown Court today, Michael Darren Hannan was convicted of burglary at Tan y Bryn in Sychdyn near Mold in February last year and of stealing a VW Polo GTi from outside.

The 26-year-old, who was said to have an appalling record, was jailed for a total of four years, including a six-month sentence for dangerous driving.

Judge David Hale said Hannan reached speeds of 122mph in another stolen car while he was being chased by police.

The judge paid tribute to the professionalism of the police officers who boxed Hannan in on a slip road at Queensferry and brought him to a controlled stop.

The defendant, of Dwellyhouse Lane, Norris Green, Liverpool, denied another burglary at Kiln Close in Buckley and stealing a Mini Cooper from the driveway outside.

He was cleared of those charges when the prosecution offered no evidence against him.

But he admitted driving the Mini without consent the one he was later arrested in following the chase from Sealand Road to the Queensferry interchange.

Prosecuting barrister Ffion Thomas said the owner of the Polo arrived home on the evening of February 22 and parked her car outside.

When her husband later arrived home, it was discovered the car had been taken along with the keys which had been on the kitchen worktop.

Evidence from ANPR (automatic number plate recognition) showed the Mini Cooper, which had been stolen earlier, was being driven in the Flintshire area with false number plates at the time of the Sychdyn burglary.

Cell site evidence showed Hannans mobile phone was pinging off masts in the area at the time.

The following day, the stolen Mini was seen in Sealand Road and, following a high-speed chase, the defendant and two passengers were arrested at Queensferry.

A month later, the stolen Polo was found in Blacon near Chester, and Hannans DNA was found on the handbrake and the gear stick.

Hannan denied being involved in the burglary or theft of the car, but said he had been paid to take others on a shoplifting expedition in North Wales.

That was why his DNA was in the vehicle, he said.

Defending barrister Ben Morris said there was no direct evidence his client was involved in the Sychdyn burglary.

No charges had been brought against his two passengers, although they were in the same situation, he said.

Judge Hale told Hannan, who had previous convictions for house burglary, robbery and attempted robbery, that he had set his sights on a life of being up to no good.

In addition to the prison sentence, Hannan was banned from driving for two years and ordered to take an extended driving test.

In a victim impact statement, the owner of the stolen Polo said she and her husband had travelled around the area trying to find it after the burglary.

The burglary had had made her tearful and jumpy and, when her husband had been away for a weekend, she had been unable to sleep for fear that the burglars would return, she said.

Following the sentencing, DC Chris Connah of the Burglary Action Team at Mold police station said: When an individual commits a domestic burglary, invades your home and steals property that is either sentimental, valuable or both, it is not uncommon for victims to feel violated.

It is therefore reassuring and welcoming that the criminal justice system shares our concern and imposes custodial sentences on those few in our communities intent on disrupting and disregarding the lives of others.

I welcome the sentence and hope it will provide our local communities with the firm reassurance that North Wales Police will relentlessly pursue those individuals who break the law.

The project to build a new Campbell River entrance feature took a big step towards reality recently when a key component of the structure was acquired.

Sealand Aviation is donating a complete Beaver floatplane to serve as an entrance feature to the Campbellton entrance to Campbell River. Bill Alder and Nancy Marshall acquired the final component, the fuselage, and are ready to begin assembling it over the next year.

The concept involves placing a complete floatplane on a concrete platform and pylon to hold it up in the air. The feature has been set for a space between the lanes of Highway 19 as it comes down the hill into Campbellton at 14th Avenue.

The project is being done under the auspices of the Campbellton Neighbourhood Association which has been working on improving the historic district and re-asserting its place as the northern entrance into the City of Campbell River. To that end, projects are focused on enhancing the northern gateway with Highway 19A improvements, park establishment and enhancing public access to the Campbell River itself as it passes through Campbellton.

A gathering of city, neighbourhood and Sealand principals got a look at the fuselage on Monday in an effort to encourage business and volunteers to step up and complete the project without using municipal funding.

Alder supports this project because it speaks to Campbell Rivers aviation heritage and future.

Im really pushing aviation in Campbell River, Alder said. Its (the feature) kind of unique, I dont know of any Beavers in Canada sitting on a pylon. I can just visulalize it driving down that hill. Its going to be something.

Alder said that if all the aspects of the project come together in good time, the project could be completed in a year. Besides the fuselage, Sealand Aviation has all the other components of a Beaver floatplane floats, wings, etc.

We have lots and lots of parts kicking around here, Alder said. We have pretty much all the other components.

The fuselage was originally acquired for a customer in Texas but that project fell through.

During the process we built up a bare-bones fuselage for them to take down there to do some structural testing on it, Alder said.

Sealand man jailed for high speed police chase near Chester – LeaderLive

A man who drove dangerously in a bid to get away from police has been jailed.

Stefan Kelly, 23, at one stage drove around a police officer who stood in front of him to stop him but he later crashed into another vehicle.

Kelly, of East Green in Sealand, received a 12-month prison sentence and was banned from driving for 18 months.

He was also ordered at Mold Crown Court to take an extended driving test.

Judge Niclas Parry described it as a prolonged piece of dangerous driving when he had repeatedly put other road users at risk.

But for the evasive actions of other drivers, there would have been other collisions, Judge Parry said.

He ignored warnings during the police chase and there was a collision with another vehicle.

The judge said all that occurred when he was uninsured and a disqualified driver, which showed an utter disregard for court orders and for the safety of other road users.

His case was aggravated by his previous convictions which included a robbery charge, two previous charges of aggravated vehicle taking and a previous conviction for dangerous driving.

Only an immediate custodial sentence can be justified, he said, but he would receive maximum credit for his guilty pleas.

The court heard how Kelly admitted dangerous driving, failing to stop, driving without insurance and driving while disqualified when he appeared at Wrexham Magistrates Court last month.

His case was sent to the crown court for sentence.

Prosecuting barrister Matthew Dunford told how at 2.30pm on Friday, July 29 last year the defendant was seen driving a BMW 318 in an erratic way behind an unmarked police car on the A494.

The officer lit up the vehicles stop sign but the defendant overtook the police car and pulled in front of him, before exiting on a slip road towards Chester.

He drove at about 45 mph in a 30 mph limit area and went on the wrong side of the road, overtaking vehicles and causing oncoming vehicles to brake.

Kelly performed a sudden stop and left his car, was pursued on foot but then ran back into the vehicle.

The officer stood in front of the vehicle but Kelly drove around him and sped off, explained Mr Dunford.

Again the driving was erratic and caused other road users to take evasive action, he said.

The police located the car about a mile from where it had last been seen.

He was said to have done a wheel spin away from a junction leaving plumes of tyre smoke.

But then he drove into the back of a Mondeo being driven by Philip Keith and Kelly drove off without stopping, leaving the other driver with a sore neck and pain to his left hand.

His passenger also had a sore neck following the impact.

Kelly was eventually tracked down by the police but in interview gave no comment replies.

Robin Boag, defending, said Kelly suffered from dyslexia, he was working, and his girlfriend was due to give birth.

They had just been allocated a tenancy in Mold and it was believed a move from Deeside would be good for him.

He had convictions but had not been in trouble since 2013 and he had shown an ability to stay out of trouble.

Mr Boag suggested a suspended sentence with rehabilitation but the judge took a different view.
