Letter: Refusing to wear a mask is like playing Russian roulette – STLtoday.com

A healthcare worker takes information from a person at a Covid-19 testing center on Tuesday, July 21, 2020, in Pleasanton, Calif. (AP Photo/Ben Margot)

Scientists have determined that there are people who are infected with COVID-19 but may not know it that is, they may not have symptoms. Such people are called carriers and are as capable of spreading the virus as a person in the hospital.

As an example of the effect a carrier can have on others, consider that it is estimated that some 20 million Native Americans died from smallpox in the years after 1492. Carried to America by just a few conquistadors and their slaves, it was deadly to people who had never been exposed to it. However, scientists have found that if the carriers of COVID-19 were to wear face masks their ability to spread the virus would be greatly reduced.

Unfortunately, there are some people who believe that they have the right to refuse to wear a mask. And Gov. Mike Parson is refusing to issue an order to make them mandatory. In my opinion, the irresponsibility of certain individuals is being compounded by the governors negligent disregard.

What people who refuse to wear a mask need to understand is that masks are for the protection of others. They do not have the freedom to be irresponsible; their freedom ends when it could harm others. Those who refuse to wear a mask might as well be playing Russian roulette with their friends, family and neighbors.

32 things that were true of NFL teams a year ago that is no longer true – Turf Show Times

The NFL is a constantly evolving sphere, or maybe more appropriately, a bubble. As Ive been playing on repeat, sports predictions are not only hard, they are impossible to get right with any significance. Predicting that the Kansas City Chiefs would win the Super Bowl last year is nothing more than seeing that Patrick Mahomes had won MVP, the Chiefs had been a good team, and so why couldnt they be good again or even better?

No, but I picked the Chiefs to win the Super Bowl and I was right.

And some other person picked the New England Patriots, and some other person picked the Baltimore Ravens, and some other person picked the New Orleans Saints, and then the NFL spun a roulette wheel. Nobody points to the person who wins $10,000 at a roulette table by putting it all on 17 and says, You knew that would happen. You predicted it! unless the winner was maybe holding a deck of tarot cards and handing out business cards for their 800-number.

Nobody predicts the winner of the Super Bowl. People lay out the possibilities of who could win the Super Bowl out of 32, because even the 4-12 San Francisco 49ers could be leading in the fourth quarter of the final game of the year and then the league spins the wheel.

And one of the reasons that it is a wheel rather than a trivia contest where there are right and wrong answers is the sheer number of variables involved. As of today there are 32 teams and on those teams right now are 80 players and when they are cut down to 53 or 55 players, the final rosters will often look dramatically different than they did 12 months earlier.

Sometimes 12 hours earlier.

The coaches will change too. The schemes. The opinions of the coaches and players. The meals they eat. They weights they lift. The people they love. And the state of living for all 7.8 billion people currently alive on the planet.

How much does the NFL change year to year? That also changes every year but we can take a snapshot of 12 months (or so) ago and begin to compare. We can see not only have the players and coaches changed in many cases but so have our perceptions of countless players and coaches among them and our perceptions seem to be as important as anything.

As youre counting up the NFLs Top 100 list this year just remember that 12 months ago:

Thats how much a few players have changed in our views at least in the last year. Heres some additional thoughts on how each of the 32 teams have changed.

Arizona Cardinals - Kyler Murray had zero starts and the Cardinals were coming off of having the worst record in the NFL.

Atlanta Falcons - Desmond Trufant, Vic Beasley, Mohamed Sanu, Austin Hooper, DeVondre Campbell, and Devonta Freeman were still on the team.

Baltimore Ravens - Lamar Jacksons career passing stats during his seven career starts: five touchdowns and three interceptions. He had rushed for 556 yards in those games but also fumbled 10 times.

Buffalo Bills - Buffalo was coming off of a 6-10 record with their worst point differential since 2010 with rookie Josh Allen and last year they were 10-6 with their best point differential since 1999 with 87th-best player in the NFL Josh Allen.

Carolina Panthers - Cam Newton was the quarterback of the offense, Luke Kuechly was the quarterback of the defense and Ron Rivera was the quarterback of the coaches.

Cincinnati Bengals - Andy Dalton was the quarterback.

Chicago Bears - Mitchell Trubisky was the most popular bet in Vegas to win MVP.

Cleveland Browns - A team on the verge of winning 10-12 games in 2019.

Dallas Cowboys - Jason Garrett was the head coach and Travis Frederick was back at center. (Made the Pro Bowl in 2019 and retired in March.)

Denver Broncos - Joe Flacco was the quarterback and Bradley Chubb was healthy.

Detroit Lions - Matt Patricia had a defense built mostly around Darius Slay, AShawn Robinson, Quandre Diggs, Damon Harrison, Mike Daniels, and Devon Kennard. All of them are gone. Harrison, voted by Lions fans as the most likely defensive MVP for the team, remains a free agent.

Green Bay Packers - Aaron Jones had scored 13 career touchdowns, a number that has since gone up by 19.

Houston Texans - Deshaun Watson to DeAndre Hopkins would be called out by broadcasters for centuries.

Indianapolis Colts - Andrew Luck was the starting franchise quarterback.

Las Vegas Raiders - They werent the Las Vegas Raiders.

Los Angeles Chargers - Philip Rivers had posted his best passer rating since 2013 and won his most games since 2009.

Los Angeles Rams - Were coming off of the Super Bowl with Todd Gurley, Dante Fowler, Cory Littleton, Marcus Peters, Aqib Talib, and Brandin Cooks.

Jacksonville Jaguars - Nick Foles was the $88 million starter and the backup competition was between Alex McGough, Tanner Lee, and Gardner Minshew and it was anyones game.

Miami Dolphins - Josh Rosen, anyone?

Minnesota Vikings - Linval Joseph, Everson Griffen, Xavier Rhodes, Stefon Diggs, and Trae Waynes were playing, while offensive coordinator Kevin Stefanski (hired by Browns) and defensive coordinator George Edwards (not retained) were coaching them.

New England Patriots - Phillip Dorsett was still on the team.

New Orleans Saints - Taysom Hill was buried on the depth chart behind Drew Brees and Teddy Bridgewater, as opposed to now when hes buried behind Brees and Jameis Winston.

New York Giants - Among Saquon Barkley predictions were 1,500 rushing yards+100 catches+20 touchdowns here, 1,000 rushing+1,000 receiving here, and figure Barkley will tickle 2,500 yards and 20 touchdowns here. Though he missed three games, Barkley was not on pace to do anything more in year two than he did in year one. Which is great, nothing against Saquon Barkley, who could be the most exciting player in the NFL next season for all I know, but Id say nobody was overwhelmed by Barkley last year. He also has one fumble on 621 career touches.

New York Jets - Its not just Jamal Adams. Players on the Jets a year ago also included Leonard Williams, Robby Anderson, Kelvin Beachum, Kelechi Osemele, Trumaine Johnson, Brandon Shell, Quincy Enunwa, and there was even more optimism after the signing of C.J. Mosley, who played in two games last season.

Philadelphia Eagles - Would you feel confident in your receiving group headed into 2019 if DeSean Jackson and Alshon Jeffery were your starters, Nelson Agholor was your option three, and then you also had second round rookie J.J. Arcega-Whiteside? No? SB Nation ranked them as the sixth-best WR group headed into last season.

Pittsburgh Steelers - Ben Roethlisberger was the starting quarterback for 2019 and Sean Davis was the starting free safety. Without the former they opted to replace the latter.

San Francisco 49ers - 4-12 and no winning seasons since 2013.

Seattle Seahawks - The top pass rusher was Ezekiel Ansah as opposed to today when the top pass rusher is Benson Mayowa. (In either case, they did not and do not have Jadeveon Clowney under contract.) (Technically I guess Jamal Adams is the top pass rusher now.)

Tampa Bay Buccaneers - Exact same roster, top to bottom.

Tennessee Titans - Ryan Tannehill was the backup, Derrick Henry was a fringe top-10 running back, A.J. Brown was lower on the depth chart than Tajae Sharpe, and few if any had them in the AFC Championship game. 2 predictions at CBS Sports: Marcus Mariota puts up career numbers and Henry isnt the breakout player that people expect.

Washington Football Team - Do I really need to say it?

‘What they did to him was injustice’: Mother reflects on Dallas officer killing young son 47 years ago – WFAA.com

47 years ago, a Dallas police officer played a game of Russian roulette with an innocent child and murdered him.

Santos Rodriguez. It's a name the City of Dallas should never forget.

Forty-seven years ago, a Dallas police officer played a game of Russian roulette with an innocent child and murdered him.

Nearly 50 years later, neither Santos' mother nor brother has recovered.

"He meant everything to me. He was my son. What they did to him was an injustice," Bessie Rodriguez said.

Bessie hates having to relive what happened to her son. The brutal murder of 12-year-old Santos Rodriguez in 1973, at the hands of a Dallas police Officer Darrell Cain sparked outrage and protests in the streets of downtown Dallas.

Similar cries for justice we are hearing on the same streets nearly 50 years later.

"My boys didn't have a chance," said Bessie.

Not a day goes by that she doesn't think about her son and the way he died.

"He had that gun right there near his temple so he kept telling him if he didn't tell the truth he was gonna shoot him," she said.

In the middle of the night on July 24, 1973, Santos and his brother were taken from their home, handcuffed, and put inside a patrol car.

Two Dallas police officers accused them of stealing $8 from a cigarette machine at a nearby gas station.

While trying to force a confession, Cain pointed his police pistol at Santos' head and pulled the trigger, murdering him.

Cain was found guilty of murder and served only 2 and a half years of his 5-year sentence.

"He just got away with it," said Bessie.

Bessie and her son David, who was 13 years old when he witnessed the brutal murder of his brother, feel like they have been treated more as a nuisance than as loved ones who are still suffering.

Hadi Jawad, Executive Director of the Dallas Peace and Justice Center says both mother and son need help.

"His brother David who was in the police car when Santos was killed is psychologically damaged. He has had no help over these years," said Jawad.

In fact, for decades Dallas didn't even address the family's pain until the mayor publically apologized in 2013.

"It took us 40 years to get an apology from the mayor of Dallas to his mother," said Jawad, who has worked with local leaders for years to try to help Santos' now 75-year-old mother.

Bessie says she and David feel forgotten.

"We just have struggled. He (David) needs help. He needs to see a doctor," she said.

Jawad says the City can only change its future by remembering the sins of its past and present.

"Dallas has got a very dark history and for many years it has been trying to run away from this dark history."

"It's a significant story and Dallas must learn to embrace the story of Santos Rodriguez," he said.

Last year, the community center at Pike Park in Uptown Dallas where Santos used to play was renamed after him.

The City of Dallas plans on unveiling this memorial statue in Pike Park next year along with renovating the building.

Current city leaders are trying to do what's right because it's never too late to right a wrong.

"He was special. While I can, I will still go to the cemetery take him flowers and pray for him. I have gone all these years," Bessie says.

She still visits her son's grave every month. She wants to believe what happened to Santos won't happen again, but she has lived long enough to know otherwise.

"Santos ain't the first and I don't think he'll be the last," she said.

Bessie says before long she'll be gone and doesn't want what happened to Santos to be forgotten.

"I don't want them to forget the injustice."

Cain died last year in Lubbock. Missing in his obituary, was any mention that he was ever a Dallas police officer.

WFAA reached out to his family and spoke with them about this story. They declined to do an on-camera interview.

Spintec’s innovative roulette on the Riviera – Casino Review

Monte-Carlo Socit des Bains de Mer, one of the most distinguished casino operators in Europe, have found an elegant way of bringing the classic French Roulette game to new players.

At the Casino de Monte-Carlo, Live French roulette can now be played for lower denominations in the comfort of stand-alone play stations, without compromising on the excitement of the live game.

Spintecs Electronic Table Game (ETG) solution integrates individual stand-alone play stations with a live French roulette table, which allows people to play at lower stakes, but also meeting the social distancing requirement by allowing a safe distance between the players and the croupier.

As the Casino de Monte-Carlo is one of the oldest and most renowned casinos in the world, their interior is extremely impressive and well designed. It was therefore very important to design the cabinets completely in line with the interior design requirements. Spintecs ETGs are not only innovative and technologically advanced, but also completely customisable design-wise.

Our Live French Roulette is very important to us, so we are quite pleased to be able to offer our guests an enjoyable way of playing. Our French Roulette tables are unique in the way that they can accommodate players at different levels of skill, but also in larger numbers and at a safe distance from one another, says Boris Donskoff, Managing Director of the Casino de Monte-Carlo.

We are extremely excited to have been chosen by the Monte-Carlo Socit des Bains de Mer to become their ETG supplier for Le Casino de Monte-Carlo, which was voted Casino of the Year 2020 and Best Gaming Operator UK & Europe 2020 at ICE London this year. This installation is also one of the best-looking ones we have done so far, and we are certain that the players will enjoy it. We started out with the intention of providing an innovative and attractive solution, which upon completion proved even more valuable under the circumstances brought about by the Covid-19 pandemic, says Goran Sovilj, Managing Director of Spintec Nederland B.V.

Jim Cramer: We Have Now Developed a Truly Roulette Market – TheStreet

The market's child-like in its tempestuous demands, lack of discipline and euphoria or disappointment.

I say that because of how the Cramer-Covid 19 is roaring on the news that the Oxford University/AstraZeneca (AZN) drug trial didn't produce something that will save us all and do so next week. Only a child would be disappointed in that news and the buying of all the stocks of companies that do well in an endless pandemic is childlike, too.

That doesn't mean it will be wrong, however. There is money that is put to work every day based on inputs involving the coronavirus and it is incredible how binary things have become even when I could argue they shouldn't be binary at all.

Let's take today's news about the Oxford University/AstraZeneca's experimental vaccine. Today we got an analysis of the Phase One trial of the drug in a magazine called Lancet. Fortunately it didn't kill anyone or make anyone sick beyond headaches and fatigue. Other than that, the genetically engineered virus did create a positive immune response meriting further study before it is given broadly to any population as the vaccine was given to relatively healthy people who were recruited through local advertisements. Who knows how the infirmed those with pre-existing illnesses and the elderly will react to it? Which is why larger tests must be authorized.

Somehow, that very positive news was viewed as negative. I think the buyers all last week, the buyers of the recovery stocks, were expecting much, much more and quickly threw a tantrum, dumping all the cruise line, hotel, airline and mall based REITs, and heading right into all the techs that do well in a protracted pandemic.

Before I go into this I want to say that the buyers and sellers are not politically motivated. They are not making a bet that the administration will get it wrong. In fact, the furious way they are buying the stocks of companies that do well has more to do with the need to stay at home and work - which will be prolonged - than it does whether the president or the states get it right.

At this point it is too late to stop the virus in this country. It is out of control. You don't need a weatherman to know which way the winds blow. We haven't gotten it under control because either we don't want our civil liberties impinged by masks or because we don't think it's that dangerous anymore. I get that. The case rate is soaring, the death rate is falling.

But I would contend that until you know enough people who have had it and either didn't go to the hospital early enough or couldn't get a test quickly enough, you are nuts if you think that we are winning. This is a really, really bad disease and it cannot be minimized and will not be minimized by anyone who has had it. Do you hear people get it and say "hey, it was like a two-day bad cold?" I don't.

We aren't going to do contact trace because we don't have enough tests anyway. Who's fault is that? Who cares? We need to do something to make more tests. By the time we get the results it's too late to matter. And, of course, once again, people act as if letting the government know where you are - integral to contact tracing - is a violation of your civil liberties. I am beginning to believe that this disease is ill-fitting to our culture and proclivities for states rights.

Unlike pretty much every country in Europe and Asia, we need a vaccine to resume any kind of normal as they have elsewhere.

That's why the whole notion of the disappointment about the "results" of the vaccine is so fatuous. We are not going to get a study that says "hallelujah, while we were checking this vaccine for safety it turned out to be so effective that it is time for everyone to line up and take it." That's the childlike fantasy that we have to deal with.

So what gets bought on this disappointment?

First, tech ETFs take off as they always do. That means FAANG, although no matter what Mark Zuckerberg does, anything short of the total repudiation of the president doesn't seem to appease his critics. It is amazing to me that the company has really cleaned up much of what it is said to be doing wrong. I wonder if Disney (DIS) , said to be the largest advertiser, told Facebook (FB) what it wanted to have done to keep their ads. Or did it just presume that Zuckerberg is a bad guy. Frankly, it doesn't matter. As legendary internet pioneer Gary Vaynerchuk said in our Town Hall last week, Instagram is the single greatest ad bargain on earth for small and medium sized businesses. So, the stock didn't get hit. It advanced. Meanwhile, Alphabet (GOOGL) and Amazon (AMZN) got pushes from a major firm with a $800 target boost from Goldman for Amazon, from $3000 to $3800. It amazes me how price target boosts have such an impact these days. I have never seen anything like it.

Plus confidence is crazy high. Microsoft (MSFT) reports on Wednesday. Normally some would be circumspect. But a combination of ETF buying and aggressive taking by individuals pushed it up dramatically.

Many are saying that this is just like 1999 and therefore will lead to a crash of epic proportions. I am not so sure. I am much more from the school that money has to go somewhere and last week it went to the normalcy stocks, the ones from companies that benefit from an instant vaccine that works for all, and this week it's the opposite.

That's why beyond FAANG there's much more buying in the stay at homes: The cloud kings, plus Zoom (ZM) , Ring Central (RNG) , Fortinet (FTNT) , Palo Alto Networks (PANW) , and so many others that make it so you can do business at home without being hacked. They are almost old hat. It's so knee-jerk, but do you think children are any different?

Remember we have now developed a truly roulette market. You can bet on black, which is instant vaccine, the equivalent of passing go and collecting $200 because you bypass that stodgy meddlesome stage three, or you can bet on red which is the shutdown non-economy.

Both have variants. You can bet black, instant vaccine, or you can put money on specific numbers, such as airlines all of which got hit today on soft numbers, or on cruise ships because they are truly double or nothing, or, of course, on Simon Properties (SPG) , the daytrader's dream because it stands for brick and mortar shopping.

Or, you can hedge, and put money on Shopify (SHOP) , Tesla (TSLA) , Lululemon (LULU) and Amazon, while keeping an ETF bet on stocks that do well if the economy reopens.

Of course, those who believe that the economy's going to shut down and there will be stimulus can hedge by buying Walmart (WMT) , Dollar General (DG) , Target (TGT) and Dollar Tree (DLTR) as well as some calls on the Dow Jones Average.

Now for those who think this is all fanciful what you need to do is get up at 3:30 am and watch the crawl underneath at the bottom of your screen. You will see voracious buying of the economy-wide-open stocks as well as a smattering of buying of tech stocks like Zoom that zoom on anything but perfect vaccine news which we are never going to get.

Remember the Cramer-Covid 19 index, represents close to half of the S&P but, more important, when you lump in financials and healthcare you pretty much get 70% of the market that is either going to go up or do nothing on news like we had from Britain.

And that's exactly what happened.

Paul Andersen: As city life wanes, it’s ‘to the mountains!’ – Aspen Times

I caught up to a couple hiking a wilderness trail a few weeks ago and stopped to talk. In the course of exchanging pleasantries and sharing our Aspen connections, the man said he has been a trombonist with the Aspen Music Festival for 30 years.

We did the usual name-dropping of musicians we know at the festival, which is canceled this year due to COVID-19.

So, youre here visiting? I asked.

No, we just bought a place at Willits, his wife said. We made the decision to stay here.

Welcome to the neighborhood! I said, feeling like a Walmart greeter. Later, I wondered at my authenticity.

How many is too many when the Roaring Fork Valley feels like its in a constant rush hour this summer? When trailheads are jammed with single-occupancy vehicles? When grocery store checkout lines loop around the aisles? When the airport is stacked wing-to-wing with jets? When facemasks are recklessly hung around one ear like an afterthought?

Its not just about having more people, but more good people who can enrich the community. So, its hard to begrudge the choice this couple made when their urban lives are on hold, when the cultural and social institutions that make cities attractive, vibrant and entertaining are shut down.

Concert halls are empty. Art museums are restricted. Theaters are shuttered. Schools are closed. Parks are subdivided into 6-foot circles. Restaurants are roulette wheels of risk. High-rise apartments are prime for contagions. With the advent of virtual work from home, urban office buildings seem archaic. No longer are they incubators for style, innovation and productive creativity; they are now incubators of disease.

The social magnetism of urban life is no longer an allure; its a liability. Cities are suddenly danger hot spots rife with COVID and civil unrest. Urbanity has become more of a stigma than a mark of prestige. Today, getting out of the city is a sign of status, especially if you have a place in a mountain resort like Aspen. And the wealthier the getaway, the wealthier the people getting here.

Aspen is swarmed by urban flight. Those with means have decided they would rather endure whatever the pandemic brings in Aspen than shut themselves away in the urban density of high-rise apartments and secluded neighborhoods bereft of the usual menu of cultural enrichment.

So they come to Aspen, feeling like theyre on permanent vacation. Here they flout COVID protocols by bumping shoulders with those who want to believe that Aspen and the Roaring Fork Valley are somehow immune.

Business is brisk here with brimming restaurants and thronging streets. Real estate developers and contractors are rubbing their hands together as demand spikes and development blooms. Ironically, developers will answer this demand by building this valley into a city as quickly as possible.

I recently wrote that trail popularity can be viewed as a benefit, that more people getting back to nature means more support for land conservation. Now that trailheads are nearly unmanageable, someone asked me how I feel about such generosity of spirit. The answer is: conflicted.

The trombonist and his wife deserve the beauty they hike to see. And doesnt everyone? Sure, as long as they stay off my trail and stay away from my favorite places. As long as social distancing mean miles instead of feet.

The elephant in the room is whether the ski resorts will open. Yet, even without lift-served skiing, this valley could still be inundated as cities remain stigmatized by COVID and racial strife and are stultified from a lack of what once was so bright and shining and pulsing with vitality.

Maybe its time to reverse the trend and reevaluate the latent promise of New York, Chicago and LA. Maybe now is the time to bargain hunt properties for that tony pied--terre on Michigan Avenue or Central Park.

Once there is a vaccine, the exodus from urbanity will turn around and flood right back. Once the bloom is off rural living, then maybe we can generously share the coveted sense of place to which so many aspire.

Everything you should know about Roulette House Edge – Business MattersBusiness Matters

While this isnt entirely true, the Casino does win most of the time. Just like every business venture, New Casinos as well as old are created to make profits. They make profits by cashing out on the losses of players. But that doesnt mean the house would always take home the gold. There are games with better odds for players, and experienced players key in on these games to make huge wins

In simple terms, house edge is an advantage the casino has over players. House edge reflects the difference between the odds of winning and the casinos payout for winning wagers in certain games. All casino games are structured so that the house ends up on top, however, table games like roulette offer players a better chance at winning even though the game is entirely based on luck.

House edge ranges from 1 17% in most casino games. Nonetheless, some jackpot games have higher house edge of over 20%. In terms of casino advantage, Roulette is considered as a mid-range game. In American roulette, the house edge clocks at 5.25% which means the casino is more likely to profit from players. In comparison, the European roulette offers a better winning chance to the player. Its house edge for single-zero wheels is 2.6%.

Still, a low house edge doesnt mean players would win on every wager. This is why players should be able to determine the house edge in every game as it helps them make knowledgeable decisions when betting. As a result, this will minimise their losses when playing for an extended period of time.

On the European roulette table, there are 36 numbers in total. Number 1 36 consists of red and black colour. However, youll notice that there is a green space labelled 0. The addition of 0 on the table gives the house an edge because players would only be paid while assuming that there are only 36 numbers, against the actual 37 numbers available. In simple terms, this means players are paid 2.7% (1/37) less than they should.

Here is how it goes; The black and red spaces feature an equal count of numbers (18 each). When players make a wager on a black space, they are actually betting that the ball will land on one of the 18 black numbers. I mean, it should be quite easy for the ball to fall on one black number. For most players, this can look like a 50/50 chance. Well, that is not the case. Since there are 18 black spaces, 18 red spaces, and 1 zero, the odds are not 18/36, but rather 18/37. The percentage here is 48.7% in favour of the house. This means youre more likely to lose than you are to win.

In the game of American roulette, the house edge is different and not particularly the best for players. American roulette slightly differs from its European counterpart. In this variant, there is an additional zero on the wheel. This means you would still find 18 red numbers and 18 black numbers, but instead of a single-zero green space as with European roulette, you get a single-zero green space and a double-zero green space on opposite sides. Thats 38 numbers, 1 more than in European roulette. Though the roulette wheel design slightly differs, the rules of the game remain the same. In American roulette, you would have to wager as if there are 36 numbers on the wheel. This means players only get paid for 36 numbers but would still have to play against 38 numbers. Here, players would get paid 5.26% (2/38) less than they should.

For example, if a player makes a bet on a black number. They get to play against 18 red numbers and two green numbers. The odds here are greatly in favour of the house. In this case, the odds of winning are 18/38 which translates to 47.4%.

While this may not seem like much to most players, it would significantly increase their losses if they plan on playing for longer periods of time.

Though roulette is considered as a game of luck, if you calculate the house edge and know your odds of winnings, you can increase your chances of winning significantly. Every casino game is designed to give the house more advantage but some games like roulette offer you a better chance at winning your wager. Basically, the European roulette table provides better odds, than the American roulette table.

Mobile Roulette And Blackjack, A Successful And Modern Version Of These Fun Online Casino Games – South Florida Reporter

Table games like roulette and blackjack are two of the oldest and certainly the most popular real money online casino games worldwide. This is because their rules are very simple and therefore easy to learn and practice. Thats why every day more and more players join different online casinos to enjoy this game, either playing free roulette online and free blackjack or playing both for real money.

Besides these two modalities, both games have different versions that can be found in online casinos. For roulette, these are: French roulette, European roulette, and American roulette. Blackjack has many more versions, being the most common to find at an online casino: Traditional Blackjack, Blackjack Surrender, Blackjack Super 21, Multihand, among others. In general, all variants of these games share the same goal and only vary in a couple of rules and some bets.

With the advancement of technology and the number of devices that can connect to the internet, people have more means to enjoy their favorite online games. One of the advantages of online roulette and blackjack is they can access both online and live games.

This year there has been a lot of new software developed for online casinos.

For example, the Swedish company Net Entertainment (NetEnt), had great success with its online roulette versions and a few months ago launched an improved live roulette table for playing on mobile phones. This new version offers players more angles of the gaming room allowing them to see what is happening at all times. With both horizontal and vertical views, according to the players taste and the possibility of making bets much faster without having to restart the screen at each new play.

Another company within the online gaming industry is Evolution Gaming, which this year seeks to reinforce its position at the top of the list of best online casino software developers, with the launch of new and more innovative games. Power Blackjack Live is one example, available for both live and mobile casinos. This new version of the popular card game allows players to make more daring bets with their two main cards. With Power Blackjack, players can triple or cuddle their initial bet at the beginning of the game. Evolution also launched another version of the game, Speed Blackjack, in which players can start their game without the need for other players to join in. In addition, once the first cards are dealt, the player must decide their next move in a short period of time. Making the game faster and more dynamic.

The companies that create casino games do not rest in spite of the situation and are always looking to renew their content portfolio to offer their players more fun and entertainment. Likewise, mobile platforms will continue to advance at a dizzying pace and we will soon move from 4G, to 5G and 6G technology in the blink of an eye. And so, playing mobile roulette and mobile blackjack will be an even more incredible experience.

ZAP tweaks proposed merger of housing and planning departments – Austin Monitor

The Zoning and Platting Commission on Tuesday discussed the potential merger between the Neighborhood Housing and Community Development and the Planning and Zoning departments. After multiple commissioners expressed concerns about the measure, they voted unanimously to include three recommendations to the proposal, which appears in City Manager Spencer Cronks Fiscal Year 2020-21 budget.

News of the merger came in June, when Assistant City Manager Rodney Gonzales released a memo outlining his proposal. He said it will allow for the two departments to collaborate better on housing and planning efforts.

ZAP recommends the city choose a director with planning experience, a senior-level demographer position, an emphasis on long-range planning at the senior level, and an emphasis on small area planning at the senior level.

Its imperative that this whole operation be run by someone who thoroughly understands the planning process, Commissioner Bruce Evans said. We are a victim in the city of not properly planning for such a long time. I think that without having someone on board thats trained and capable in that area, its just going to lead to more of the same.

Chair Jolene Kiolbassa said many areas in Austin are bearing the brunt of the city failing to execute a planning process. She said the Planning and Zoning Department should be looking outward to other cities and municipalities and trying to come up with a new vision for how to plan the city.

I feel that this merger is kind of a step backward, she said.

Commissioner Jim Duncan became emotional during his comments, urging the city to move forward with this proposal in full view of the public and not inside a prospective budget.

This is definitely not something that should be done in a math room, He said. It should be done with full transparency and with full implications and understanding of what the long-term effects can be.

Duncan said some city staffers are frustrated by the state of the city. I heard one of them say several months ago that Planning is no longer that relevant. We ought to change our name to the Scheming and Real Estate Roulette Department, Duncan said. Im embarrassed. Im embarrassed for the city.

Pointing out that the former Planning and Zoning Department director, Greg Guernsey, retired over a year ago and has yet to be replaced, Duncan said he doesnt believe the city is going in the right direction. He also expressed dismay that city demographer Ryan Robinson had left his position.

I am sympathetic with the city managers office, I know they are juggling a lot of balls right now, Duncan said. But its imperative that this is done right. And if its not, dont do it.

City staffers are working to get metrics for the proposal and an organizational chart to the public within the next two weeks.

I wouldnt be proposing the merger if I didnt think we could come out with better planning for the city of Austin, said Gonzales. I really do think that by merging the two that ultimately were going to end up with a much stronger focus on planning and how we account for the growth of this city.

West Virginia: pandemic closures end Lottery’s 17-year streak of topping $1B in annual revenue – Yogonet International

W

ith West Virginia casinos and Limited Video Lottery (LVL) locations shut down for more than two months due to the COVID-19 pandemic, a 17-year streak of state Lottery annual gross revenues topping $1 billion ended in June, according to figures from the state Lottery Commission.

Gross revenue for the 2019-20 budget year, which ended June 30, topped out at $955.7 million, a drop of $187.4 million from 2018-19, as reported by Charleston Gazette-Mail.

Lottery Director John Myers had predicted the end of the streak last month, after Gov. Jim Justices stay-at-home orders forced casinos and LVL locations to close as of March 18. The latter reopened on May 30, while the states five casinos were allowed to reopen on June 5.

Despite the long closures, and probably due to pent-up demand, June was an especially strong month for the Lottery, with gross revenue of $103.74 million up 10% from June 2019. LVL had a record month, with $40.88 million in revenue, up 27% from June 2019.

With the loss of four business days, and with social distancing restrictions, casino racetrack video lottery and table games revenue of $40.9 million was about $5.1 million less than June 2019 revenue. For the budget year, the states share of Lottery profits, $424.05 million, was down $163.12 million from the 2018-19 budget year.

Myers said iGaming virtual casino-style games played on computers or smartphones launched on July 15, and in its first five days produced $160,379 in revenue on $7.9 million of wagers. That was equivalent to what sports wagering took in for the week, Myers said, while noting, We know sports wagering doesnt have a whole lot to wager on right now. Currently, only blackjack and roulette are offered on iGaming platforms, but plans are to approve additional games.

Furthermore, the Lottery Commission revoked Thursday the Lottery license and LVL operating permits for Karens Cookie Carnival, and fined the LVL location $92,100 for multiple instances of cashing checks and extending credit to patrons. The action followed a six-month investigation of the Huntington LVL location, located inside a laundromat.

What Manitoba casinos will look like when they reopen – CTV News Winnipeg

WINNIPEG -- Manitoba casinos have been given the green light to reopen, giving Manitobans the chance to play as early as Saturday.

Even though casinos will be allowed to reopen as of July 25, they will look different from when they closed down in March.

Following the release of Manitoba's Phase Four reopening plan which allows casinos to open at 30 per cent capacity the South Beach Casino and Resort has announced it will be opening at 10 a.m. on Saturday.

"There will be significant changes to our gaming and our property, in general, to ensure that all our patrons and our employees are as safe as possible," Victor Da Mata, the chief financial officer for South Beach, told CTV News.

Da Mata said physical distancing will be enforced in the casino and restaurant. All table games, including Black Jack and Roulette games, have been removed completely to allow for more physical distancing.

Some slot machines will be shut off to ensure there is proper distance between players; other machines have been moved to separate areas in the casino.

"We're taking safety very seriously," he said, adding there will be safety ambassadors walking around the casino to wipe and disinfect all machines when players finish.

All employees will be wearing facemasks, and there will be multiple hand sanitizing stations around the casino.

He said the casino gaming floor will also be sprayed with disinfectant each night.

"We recognize that our clientele, especially during the week, tends to lean more on the older side," Da Mata said.

"We know those people will be particularly impressed with our enhanced safety measures."

Teens are playing Russian roulette with their lives by taking 20 hits of hippy crack a day – The Sun

BORED teens are playing Russian roulette with their lives by taking up to 20 hits of hippy crack a day, an MP has warned.

Labours Rosie Duffield is urging ministers to ban the sale of dangerous nitrous oxide to under-25s to tackle the deadly scourge.

2

She warned that youngsters are flocking to beaches and parks in their droves to get high on the drug leaving silver canisters everywhere.

The Canterbury MP warned: Kids dont know what they are doing, they think it is harmless.

But its like Russian roulette you could be the person who loses their life.

The police say kids are taking up to 20 a day, to keep feeling that high.

But this is more dangerous than most people realise.

Nitrous oxide, also known as laughing gas or hippy crack, has been used as an anaesthetic for many years.

It was banned as a recreational drug in 2016, but is easily available to buy online as it is used to whip up cream and make 99 ice creams.

As lockdown has eased, parks and beaches across Britain have been strewn with the silver capsules and balloons used to inhale the drug.

Ms Duffield, who will hold a debate on hippy crack in the Commons later urged No10 to toughen up the law.

She said: You can get a little canister pack of 24 because people use it to whip up cream and in catering.

It should be restricted to over 25s with ID, because if you have just come out of school and you are heading to the beach you dont want to whip up cream.

I am worried about more and more unexplained deaths.

"It is so readily available and so cheap the danger is we just dismiss it as a socially acceptable legal high.

How Tech Has Improved the iGaming Market – UKTN

Looking back at the history of gaming shows a significant shift in terms of the industry as a whole. Prior to the 1970s, nearly all games were played on a board and the thought of playing on a screen had not entered the mind of the consumer. However, in 1970 we saw the introduction of the first video game and arcade games were growing in popularity.

Into the 1980s and the development of home computers allowed people to enjoy playing video games in their own home. In the late 1990s and early 2000s mobile phones grew in popularity and people started to play games using their mobile device. This saw the introduction of applications and mobile phones is a great example of how tech has improved the iGaming markets.

One of the best live roulette sites, RouletteSites.org is a good example and here you will find reviews of the top online casinos offering live online roulette games. Even at the beginning of the century, no one could have imagined having such a great selection of roulette games that cannot only be played online but also with a live dealer spinning the wheel. You can even choose whether to play across multiple platforms such as on a desktop computer, laptop, tablet, or mobile phone.

Taking this one stage further and thanks to the continued development of technology it is now possible to enjoy live dealer roulette streams from land based casinos. For those who would like to be part of the action at a land based casino but cannot travel to the destination, live roulette streams are available online. You can choose to participate in the game or simply enjoy watching the live roulette stream, the choice is yours.

You only have to look at the influence of mobile technology on the travel and retail industry to gain an understanding of just how big a development it has been over the years. The same applies to iGaming and anyone who is releasing a new online casino knows they must offer a mobile version of their website at the very least. In fact, thanks to the technology in place it has become incredibly simple to transfer a gaming website into a mobile application. You will even find that some online gaming websites have been created specifically for mobile devices, that is how big a market it has become.

A look back at the data in 2012 shows mobile gaming rose by 75%, which is a massive increase and highlights just what advancements in technology can do to the iGaming industry.

Foodtech startup Grocemania announces nationwide expansion

Of course, none of this would be possible without the power of the internet. Many people were already switching from playing at land-based casinos to those available online. The majority of people in developed countries around the world have access to a good internet connection. That has allowed iGaming companies to reach more people than ever before and provide a high-quality gaming experience knowing they can rely on the internet to deliver the experience smoothly.

Going back to the early days of the internet being introduced to the general public, a modem was required and this had to be connected to the phone line. If you had just a single phone line in your home you could use the internet but no one would be able to contact you via the telephone. The connection using this method was often slow and unreliable. You would have been taking a big risk betting real money on casino games back then as your game could easily begin to buffer or the connection could drop meaning you were missing out on the action.

Thankfully, we now live in an age where it is extremely unlikely you are going to suffer from buffering or lose the connection when playing games online.

There are other ways tech has improved the iGaming market, one of which is the variety of games available to play. Thanks to new technological developments, game designers have been able to produce new and innovative ways to play games. It has become impossible to track all of the different online casino games available today due to the sheer volume and variation of games being released. Slots, video poker, jackpots, roulette, baccarat, poker, blackjack, bingo, virtual sports, and even virtual reality games are all common place today.

Virtual reality gaming is one of the latest innovations and allows you to enter your own casino and enjoy a wide range of real money games. Considering how tech has improved the iGaming market in the last 20 years, the next decade is going to be extremely exciting.

Casino Games with the Best Odds – UnderScoopFire

You might go into a casino or log into one if youre playing online with the idea that youre going to win a fortune. Or you might think that there is no chance of winning since it is the casino that always has the upper hand. Either way, youre thinking wrong. Thats because, although the house does tend to have the upper hand, that doesnt mean you will never win in fact, some games at http://www.kingcasino.com have pretty good odds and that chances of you coming away with a profit are fair at the very least.

Thats why its important to know which casino games have the best odds before you start playing. If youre there just for fun and you have a set budget that you dont mind losing then perhaps its not of interest, but if youd like to give yourself the best chance of winning, here are the games you should be playing.

Blackjack is a simple game with only a handful of rules and its easy to get the hang of it quickly. The goal of the game is to get closer to a score of 21 across your cards than the dealer. The reason why this game makes the list is that it has a low house edge lower than most other games in the casino. This means that the chances of a player winning are higher.

Not only that, but blackjack is a fun game, and that makes its appeal even stronger. Not all games are quite so riveting and entertaining, so if you can make your chances of winning bigger and you can enjoy yourself at the same time, youre doing well.

Roulette may look the same to an outsider when they are watching, but there are actually a number of different variations, and each has different odds. French roulette is the version that offers players the best chance of winning. This game is the same as European roulette in terms of the wheel that is used (there are 36 numbers and a single zero, as opposed to American roulette which has a double zero), but there are differences in the rules and this is what changes the odds in the favour of the player.

If you play French roulette, half of your bet is returned to you if the ball lands in the zero and you lose an outside bet. The term for this is la partage. Plus there is the en prison rule which means, if you lose, you can choose to play double or nothing and try again.

Slots are something that anyone who has ever visited a casino, online or offline, will have encountered. They are likely to be the very first game that anyone plays as they are so prominently displayed for some, they are the only games to play because they offer all the excitement of plenty of other casino games for much less risk and much better odds.

With slots, your budget will go a long way and you can play for much longer (for less money) than most other casino games will allow. Add that to an average RTP of 97 percent, and its no wonder slots are perhaps the most loved of all casino games.

NJ teachers add updating wills to back-to-school to-do list amid pandemic | Opinion – NorthJersey.com

Jessica Ward, Special to the USA TODAY NETWORK Published 4:18 a.m. ET July 23, 2020

I am a 28-year-old teacher in a small, middle-class district in Bergen County. I have an amazing toddler and husband who are my everything. I have my dream job teaching Special Education students 15 minutes from home. I have a lovely home and I am probably the happiest I have ever been in my entire life. I grew up in New Jersey, attended a small New Jersey state school and planned to spend the majority of my days teachingNew Jersey studentsin the Garden State.

But now, as COVID-19 has uprooted the lives of so many myself included, I did something today that I did not anticipate myself doing for another 10 to 15 years. My husband, another educator, and I updated our wills. We left our little boy as our beneficiary and outlined the details of what his life should look like if COVID-19 happens to claim one or both of our lives. I cannot imagine leaving my little boy all alone in this world but that is the fate that our state is pushing for.

Coronavirus update: NJ to allow for remote learning when schools reopen

For subscribers: Exclusive: NJ teachers union head says it's not safe to open schools in September | Mike Kelly

Despite the scientific fact that COVID-19 is again becoming severe and seemingly returning for a second round, the push has materialized for students and teachers to return to school. Yes, there are parents who have vowed not to send their children back until its safe. But, there is still a large number of New Jersey residents who need students to return to school, despite the fact that it essentially means sending students and teachers into a petri dish with a small chance that their kid or their kids teacher could contract the virus. Parents who supposedly would die for their kids are begging and pleading to send them back to school because of this need to work mentality created by an economy before human lives mindset orchestrated by President Donald Trump.

Its amazing to me that even a state such as New Jersey, which is supposedly a Democratic state, has fallen subject to the Trump agenda. Why is it that we are marching our children back into a situation akin to a game ofRussian roulette? Why are we willing to accept that some children will indeed die rather than pushing our government to send stimulus and support to allow us to stay home and keep our families safe?

I dont care what the percentage is; if you told me that if I sent my son into any building, hed have any chance of dying or getting extremely sick, he wouldnt be there not for any reason in the world.

And if your mindset is anything but that, maybe you need to reassess what it means to be an effective parent, because anyone whos lost a child or loved one to COVID-19 or any other ailment can tell you that there is no greater pain and that they would do anything to bring that person back.

Is the risk really worth the gamble?

Jessica Ward lives in Hackensack.

Letter: The right thing to do – Anchorage Daily News

Wearing a mask indoors in public is not only the right thing to do, I consider it the patriotic thing to do to fight this pandemic. I find it outrageous and selfish that some people think that it is either stupid or cowardly to take precautionary measures (particularly Mr. Nicholas Dangers recent letter to the editor) regarding the coronavirus.

My parents lived through the Great Depression and World War II and made sacrifices for many years. They had to deal with gasoline rationing and shortages of commodities like rubber and strategic metals for the war effort. They grew their own vegetables. My fathers brother fought in the war and was killed in Formosa (present-day Taiwan) to defeat the enemy and to preserve our freedoms.

In comparison with what Americans experienced in World War II, it isnt much of a sacrifice to wear a mask to prevent the spread of this disease. Havent you heard that were in the midst of a pandemic? Millions of Americans have been infected and tens of thousands have died. Some of us are senior citizens and yes, we are fearful of catching the virus, because there is a higher risk that it might kill us. You may want to play Russian roulette, but I sure as hell dont want to! Im not a coward, Im just taking prudent measures to prevent the spread of this virus, and I go out in public every day.

Mayor Ethan Berkowitz is doing the right things to protect public health. Its not only the right thing to do, its our patriotic duty to do so. As John F. Kennedy said in 1961, Ask not what your country can do for you ask what you can do for your country. Wear a mask indoors in public.
