Despite dogged opposition, Tory budget bill heads for final vote

The House of Commons has begun its final deliberations on the massive Conservative government budget bill that will overhaul environment assessment legislation and change many other aspects of Canadian law.

The 425-page bill is expected to be passed by the House of Commons before the end of the day Monday. Although the Senate has been studying the legislation at the same time it was before the House, it could take until late June or early July to get through the Red Chamber before heading to the Governor-General for royal assent.

In an 11th-hour attempt to delay the bills passage in the Commons, NDP finance critic Peggy Nash moved what is called a reasoned amendment that would wipe out the entire legislation and replace it with language that condemns what the government is trying to do.

Weve heard from expert testimony, including the Parliamentary Budget Officer at the finance committee, that this budget implementation act will worsen unemployment and be a drag on our economic growth, Ms Nash told the House.

And if the Conservatives are so confident of what the government is doing in this omnibus bill, Ms. Nash said, why dont they have the courtesy and honesty to Canadians to break it up and allow for a full and honest debate throughout this country?

But her amendment stands no chance of getting passed by the Conservative majority and, because the government has invoked time allocation on the final debate, it is unlikely to create any significant postponement of the legislations passage in the House.

The opposition parties argue there has not been enough time to fully study the ramifications of such a large bill and they say the government is lumping the hundreds of disparate measures into one piece of legislation as a way of avoiding scrutiny.

Much of the bill will require additional regulations before it takes full effect. But the more than 700 clauses cover a gamut of issues under federal jurisdiction and many of them are aimed at smoothing the path of development especially the oil and gas industries.

Shelly Glover, the Manitoba Conservative MP who is parliamentary secretary to Finance Minister Jim Flaherty, started the final round of debate by saying the bill will help Canadians across the country secure jobs, growth and long-term prosperity.

Final, Red Sox 7-4: Alfredo Aceves made it very interesting as he always does.

He loaded up the bases with Cubs without recording a single out. But after a sac fly, Aceves settled in and mowed down the lineup.

Before it got close, Franklin Morales did a remarkable job in spot start duty, yielding just two runs -- one should've been technically ruled unearned -- and had nine strikeouts through five frames.

Mid 9th, Red Sox 7-3:The Red Sox offense loaded up the bases again, but it was to no avail.

Still, at this point, the team holds a sufficient lead. It's worth noting that Kevin Youkilis was pulled out of the game for Nick Punto.

It'll be interesting to see what Red Sox skipper Bobby Valentine says and if it's injury-related.

End 8th, Red Sox 7-3: Heading into this inning, Starlin Castro was a home run away from the cycle.

He, instead, lined out to right field and that's likely the end of his attempts, barring the unforeseen.

Scott Atchison took the relieving reigns and made quick work of the team's lineup.

The Oregon native - seventh round selection of the Boston Red Sox in the 2012 MLB entry draft - stood proud in his Lowell Spinners uniform and reflected fondly on his 2011 summer with the Hyannis Harbor Hawks of the Cape League.

"It's the premier league out here," said Kraus, a right-handed pitcher who went 3-1 with a 3.60 ERA in Hyannis. "It gave me the confidence to improve myself and know that I can compete with anybody."

"It gave me the confidence that my stuff is good enough anywhere. As long as you believe in that, you can go as far as you want."

Although Kraus' slate will be filled with the Spinners, who open their season on Monday, he is looking forward to making the trek down to Hyannis to catch up with old friends.

"I'll be pretty busy up here, but I do have some off days and I'm still good friends with my host family," said Kraus. "I'm trying to get down there at some point [this season], but I don't know when."

The Cape Cod Baseball League season kicked off on Thursday night and heads into the first weekend of action with 43 games still remaining on each team's regular season calendar.

Poppe heads All-Southeastern Pa. softball team

To get a sense of why Poppe is The Inquirer's Southeastern Pennsylvania player of the year, just talk to her coach. Ron Savastio says the incredible righthander is one of the reasons he continues to coach at 79. He also says that he would pay to watch her pitch; that baseball players have asked him how anyone ever hits her; and that an opposing player once told him after a game, "That's the greatest pitcher I've ever faced." Or you could just look at the stat sheet: In 196 innings entering Friday's PIAA Class AAAA state final, she had a 24-4 record, 0.68 ERA, 71 hits allowed, 374 strikeouts, and 35 walks. She had posted 20 double-digit strikeout games, including nine in a row during one stretch and a season-high of 22 in 10 innings against West Chester East. At the plate, she hit .445 with four home runs.

The Eagles won the Ches-Mont League and reached their first district and state finals by scratching out runs and letting Poppe take care of the rest. She leaves Shanahan for Villanova with a career ERA of less than 1.00, a 71-24 career record, and 932 career strikeouts. "Nothing that girl does surprises me," Savastio said. ". . . She's just a special person."

The Titans ace is so effective, coach Dan Hayes said: "I almost expect her to come close to a no-hitter every time she throws." In a 7-0 state semifinal win over Pennsbury, Stocks did more than come close. The senior's no-hitter would have been a perfect game if not for a fourth-inning walk. On top of that, entering Friday's Class AAAA final, she had hit three home runs and driven in nine runs in the state playoffs alone. Overall, the Robert Morris-bound righthander took a 20-4 record and 0.78 ERA in 153 innings into the final, with 68 percent of the 1,905 pitches she had thrown being strikes.

The senior righthander with the "girl next door" personality, according to coach Jessica Verguldi-Scott, led Radnor to its first Central League title with another spectacular season. Von Pusch is remarkably consistent - she won 14 games for the second straight year, and her ERA went from 0.80 in 2011 to 0.81 in 2012. She struck out 205 batters in 1031/3 innings and, for good measure, batted .425 with 21 RBIs as the Red Raiders' No. 3 hitter. Though Von Pusch's season ended in the district quarterfinals, her efforts on and off the field earned her Gatorade's Pennsylvania Softball Player of the Year award. She will pitch for Penn State next year.

The senior, who will play at Rhode Island, stepped to the plate 88 times this season, entering Friday's state final, and struck out once. All told, Klepchick took a .375 batting average with a .432 on-base percentage and 25 RBIs into the state-title game. She had slugged five doubles, one triple, and three home runs, and provided sure-handed defense behind the plate. For the second straight year, no opponent stole a base against Klepchick. Earlier in the state playoffs, she kick-started two victories - with a fourth-inning, quarterfinal home run to break a scoreless tie with St. Hubert and a first-inning, two-RBI double in the semifinal win over Pennsbury.

There aren't many hitters in the region more intimidating than the lefthanded-hitting Decker. She spent the season on a hot streak, taking into Friday's state final a .487 batting average and an astounding 1.449 OPS (on-base plus slugging percentage). The senior third baseman, who will play at Lehigh, had scored and driven in 36 runs, hit 12 doubles and five home runs, and walked 12 times, striking out twice in her first 93 plate appearances. Defensively, "she wants to make every play - even if it's impossible," coach Dan Hayes said. Some of her best work came in preserving Haileigh Stocks' state-semifinal no-hitter, with two diving plays in the late innings.

Gridsters is a new, unique competition format that aims to find who is the fastest, most versatile racing gamer across three different racing titles on two different platforms (Forza Motorsport 4 (XBOX 360), Gran Turismo 5 (PS3) and F1 2011 (PS3).

16 of the UK's best gaming talent will be taken from the comfort of their couches to the cauldron of the race track in the Red Bull Gridsters Dome to battle it out over two days of competition at the prestigious Festival of Speed.

Grilled tuna with grilled vegetables and chimichurri

SERVES: 2

2 6-ounce tuna fillets 6 baby potatoes, boiled and cut in half after cooking 1 Vidalia onion, peeled and sliced into 1/2-inch rounds 1 red pepper, deseeded and cut into 1/8ths 1 medium zucchini cut lengthwise 1/4-inch thick olive oil and salt and pepper for seasoning above

For the chimichurri:

1/2 cup chopped parsley 2 Tbs chopped fresh oregano 1 large clove garlic, minced pinch red pepper flakes 1/3 cup extra virgin olive oil 3 Tbs red wine vinegar

1. Plan ahead and parboil a handful of small potatoes and cool and cut those in half lengthwise.

2. You can use a food processor to make the chimichurri or make a rough chopped version by using a mixing bowl to combine 1/2 cup chopped fresh parsley with 2 Tbs chopped fresh oregano, 1 large minced clove of garlic, a pinch of red pepper flakes, 1/3 cup extra virgin olive oil and a scant 1/4 cup red wine vinegar and whisking it up.

3. Slice the vegetables season those and the tuna fillets with olive oil and salt and pepper and it's time to head out to the hot grill.

4. Cooking the tuna medium rare will only take 4-5 minutes to do for 1 1/2-inch thick fillets so you'll want to get the vegetables going a bit ahead of time......and then take those off of the grill when they're cooked through...........add the tuna and stay with it.....cooking both sides evenly.

5. When the tuna is cooked to your liking you can slice it in half crosswise if you like and serve it up with the grilled vegetables and the chimichurri sauce over the top of everything.

Today was yet another roller coaster ride for markets; equities quickly sold off the previous sessions gains in the morning, only to claw back towards positive territory, then finally tumble into the red yet again at closing. Sour U.S. retail sales data coupled with ongoing Euro Zone worries quickly eroded investors confidence in the push towards a global economic recovery; the Dow Jones Industrial Average shed 77.42 points or 0.62%, while the S&P 500 fell 0.7%, and Nasdaq settled at the bottom of the barrel with a 0.86% loss [see also101 ETF Lessons Every Financial Advisor Should Learn].

U.S. retail sales fell yet again in May, slipping 0.2% and prompting the firststringof declines in nearly two years. Although this latest report paints a rather grim picture for the consumer discretionary sector, automobile sales were reported to be up 0.8% as Americans bought 1,334,600 new vehicles in the month of May. While investors digest the latest U.S. data, they will continue to keep a close eye on the Euro Zone as the Spanish bailout plan continues to unfold and Greece prepares for its elections this coming weekend [seeETF Technical Trading FAQ].

The Barclays iPath S&P 500 VIX Short-Term Futures ETN (VXX) was one of the best performers, gaining 5.15% on the day. VXX gapped higher at the start of the trading session only to charge even higher after a slight mid-morning dip. Higher levels of volatility prompted by sour U.S. data and continuing Euro Zone drama bolstered this ETF to close near its high today just shy of $20.93 a share[seeThe Compelling (And Simple) Case For Low Volatility ETFs].

The State Street SPDR Homebuilders ETF (XHB) was one of the worst performers, shedding 2.20% on the day. Blake 'BILKO' Williams heads to Turkey for Rd3 of Red Bull X-Fighters

Williams is one of two Aussies in action amongst the 12-rider lineup featuring freestyle motocross most-credentialed athletes.

Williams was a consistent player on the Red Bull X-Fighters tour last year, making the podium in Spain and finishing fourth in Italy and Dubai.

He finished the year in fifth place on the standings, but has not scored a point in competition this year after being forced out of the Dubai opener with injury.

Rival riders will be wary of the former X Games gold medallist, renowned for his signature style and ability to pull off the biggest tricks when called upon.

Back in action this weekend is fellow Aussie Rob Adelberg, who rode with a broken jaw at last months Glen Helen event in the United States.

Adelberg fought gallantly but struggled against the local riders, and was unable to repeat his podium performance from the opening round in Dubai where he finished a strong second.

The Yamaha-mounted rider still collected 35 points for his efforts, and, added to his 80 from round 1, holds down fourth place on the world tour standings.

American rider Todd Potter leads the way on 135 points ahead of New Zealands Levi Sherwood.

In competition, riders will face off in pairs to determine those who will contest quarter, semi and the eventual grand finals.

A panel of five expert judges will score them in areas of variety, challenge and execution, form and flow, use of course and energy, excitement and entertainment.

TAMPA Injuries have flattened another Bucs defensive lineman, but the news is not all that deflating.

DT Amobi Okoye missed Tuesday's opening of a three-day mandatory minicamp after having arthroscopic knee surgery, the team announced.

Okoye elected to have the relatively minor procedure done to prevent further complications with his knee later on. He is expected to make a full recovery and be on the field for the start of training camp in late July.

The Bucs are leaning heavily on Okoye to provide depth along a defensive line that already has suffered a major loss after E Da'Quan Bowers' ruptured Achilles' tendon.

The only other player to miss Tuesday's mandatory minicamp was DT Brian Price, who has been excused, coach Greg Schiano said.

WRIGHT STUFF: CB Eric Wright is a big part of arguably the most heralded Bucs class of free agents. But he has been an irregular attendant during the offseason, particularly during workouts in recent weeks.

That wasn't the case Tuesday as Wright was back for the first day of the Bucs' mandatory minicamp, beginning to catch up as the team continues to install its defense.

"I had a few personal issues that I had to deal with," said Wright, who wasn't with the team for the three recent workouts open to media. "That's typical for the offseason. But most importantly, I'm here for minicamp and feeling good. So, I'm out here running around."

Wright seemed to be taking a bit of a back seat in certain situations Tuesday, giving way to lesser-known players such as Anthony Gaitor and E.J. Biggers. But the Bucs expressed no concern about Wright's progress in learning the scheme.

Red Bull MotoGp Rookies return this weekend at Silverstone

Last year's Silverstone sensation Lorenzo Baldassarri is hoping that the wide open spaces of the ex airfield will allow him to get back on track to retain his title while current points leader Scott Deroue intends to keep his double Estoril victory juggernaut rolling.

Though 15 year old Baldassarri won race 2 at Jerez in April his other 2012 races have been somewhat frustrating. A 14th and a 10th from Estoril dropped him from points leader leaving Spain to 5th after Portugal.

In contrast 16 year old Dutchman Deroue overcame taking just 6 points from Jerez thanks to a 10th in race one and being knocked off in race 2 to storm into the lead thanks to a 50 point perfect score in Estoril.

The fact that Baldassarri heads to Silverstone as lap record holder means little for both races were soaking wet last year and the Italian's 2 minute 31.500 second mark from Race 1 is way off the dry pole time recorded by Alan Techer at 2 min. 23.775.

Baldassarri was the sensation of both races though, charging away from the pack on Saturday only to be caught as he failed to respond to the drying track and finished 4th.

He made no such error on the Sunday, shot off into the lead and though chased by Saturday's winner, the then 15 year old Austrian, Lukas Trautmann, he was never headed and won by 11 seconds.

It was the race weekend that really set Baldassarri on course for the title while Trautmann could not quite match his pace in the second half of the season scoring only 4 points in the remaining races to finish the year 10th.

Trautmann will be hoping that his Silverstone form returns though everyone else will be keen on a significant improvement on the freezing wet conditions that blighted 2011.

Deroue only picked up a single point last year for 19th and 15th but he is not the same rider, 12 months have wrought a huge change, he is by far the most improved Rookie and has rocketed from back-marker to points leader.

The title chase extends far beyond Deroue and Baldassarri of course and 16 year old Germans Philipp Oettl and Florian Alt lie 2nd and 3rd in this year's table and but for Alt's technical DNF in Race 2 in Jerez after he had won Race 1 he might well have the points lead.

Bird’s head color determines its personality

UK researchers have shown that highly sociable Australian birds, called Gouldian finches, have different personalities according to the color of their heads.

The team, led by Leah Williams and Dr. Claudia Mettke-Hofmann from Liverpool John Moores University, found that red-headed birds have aggressive tendencies, while those with black heads are bold and take more risks than their peers.

This is only the second time researchers have demonstrated such a strong link between personality and color. The only other study showed that dark, male Hermanns tortoises are both more aggressive and bolder than paler males.

Williams studied the birds as part of her PhD project. She said:

We think that head color is used as a signal of personality to other birds in the flock, so they know who to associate with.

Scientists first noticed a link between animals different colors and various aspects of their behavior such as aggression, sexual behavior and predator-avoidance tactics in the early 90s. Red, for example, has long been associated with aggression in cichlids, other birds, reptiles, primates and even us.

But individual behaviors like aggression can only be called personality if repeatable over long periods of time. Williams said:

Earlier studies didnt look to see if these behaviors are aspects of these animals personalities, because they didnt repeat them multiple times.

So Williams and animal personality expert Mettke-Hofmann teamed up with Dr. Andrew King from The Royal Veterinary College to find out if color defines personality in the endangered Gouldian finch. Williams explained:

We decided to look at these finches, because an Australian study had revealed that the red-headed ones are more aggressive, with red-heads dominant over black-headed finches.

Storm response: Red Cross NWLA heads to Homer

HOMER, LA (KSLA) -

Assistance is now available for residents in Homer, where storms caused significant damage overnight into Tuesday morning.

The American Red Cross of Northwest Louisiana says they have sent two teams to the area armed with cleanup supplies for residents, including tarps, water and comfort kits.

Three or four more teams are expected to fan out Wednesday across the area to assist with damage assessment and render aid.

Red Cross Heads to Ruidoso

El Paso- The Red Cross is packing up and heading to Ruidoso. The state of New Mexico reached out to the agency and the Red Cross is making sure everyone has things they may need. Whether it be personal products they may have left behind or just some hope and reassurance about the road ahead of them. Freddy Martinez, the Red Cross emergency response manager says the Red Cross is prepared. "We're going out there, we're taking blankets, we're taking personal hygiene products, and daily necessities the people may need. They have no tooth brushes and no hand soap." Martinez adds they Red Cross only excepts monetary donations. Monetary donations can be made on their website at http://www.redcrosselpaso.org.

Coach Matt Senk and his unflappable band of ballplayers from upstart Stony Brook invaded the most hostile territory in college baseball and vanquished another national power.

Six-time national champion LSU is done, and after 22 seasons with a Stony Brook program that played in Division III when he arrived in 1991, Senk is taking his team to the sport's promised land: the College World Series in Omaha.

''I'm a little overwhelmed, quite frankly, because I think I do know the magnitude of this,'' Senk said, describing how former LSU coach Skip Bertman, winner of five national titles, congratulated him after the game. ''To make it to Omaha (is) every college baseball team's dream, every college baseball coach's dream and it's come to fruition. Having that man congratulate me for going to the College World Series, it's just unbelievable.''

Frankie Vanderka threw a three-hitter, Travis Jankowski had four hits and Stony Brook continued its stunning run with a 7-2 victory Sunday night in the deciding game of the Baton Rouge super regional.

Stony Brook, which has won 28 of 30 and will face UCLA in the opening game in Omaha, became only the second team to open the tournament as a No. 4 seed in the regional round and reach the College World Series. The first was Fresno State in 2008 which went on to win the national title.

''Our motto is: `Shock the world and win the last game of the season,''' said Jankowski, the Seawolves' leading hitter at .422 and the 44th overall selection in last week's amateur draft. ''So as long as we do that we should be all right from here on out.''

This Stony Brook squad, which beat host Miami in winning the Coral Gables Regional, just might be good enough to repeat that feat. Playing before crowds of 10,000-plus draped in LSU purple-and-gold, the Seawolves didn't merely survive so much as thrive, outhitting LSU 35-15 in the series.

''They outplayed us really in every phase of the game,'' LSU coach Paul Mainieri said. ''The people in the South haven't heard much about Stony Brook, but they know who they are now. They gained a lot of respect, besides winning a series. They gained an awful lot of respect not only down here but nationwide and I think you have to look at the leadership of their program and that's Matt (Senk). ... That team can play with anybody.''
