Dominic Thiem stunned Novak Djokovic to reach the last four of the ATP Finals and set up a straight shoot-out between the Serbian and Roger Federer to see who joins him.

Federerbeat Italian eighth seed Matteo Berrettini 7-6 (2) 6-3 to keep his hopes of reaching the semi-finals alive.

And Thiem won a late-night classic against Djokovic to book his place among the last four for the first time in his career.

It means only the winner of Thursdays match between Djokovic and Federer, who have 11 ATP Finals titles between them, will still be in London over the weekend.

Austrian Thiem, ranked fifth in the world, lost the first set on a tie-break but conjured up arguably some of the finest tennis of his career to level the match and go a break up in the decider.

In a thrilling final set Djokovic broke back, yet Thiem served for the match at 6-5 only for the world number two to force another tie-break.

Thiem held his nerve to win one of the best O2 matches in many a year, 6-7 (5) 6-3 7-6 (5).

Thiem said: This was really one of those special matches that I practised all my life for, beating a legend of our game and qualifying for the semi-finals.

The group-stage match between Federer and Djokovic was already hotly-anticipated, with it being theirfirst meeting since Julys dramatic Wimbledon final. Now it takes on huge significance.

Djokovic is still jousting with Rafael Nadal to end the year top of the rankings while he is attempting to draw level on six ATP Finals wins with Federer, who is looking to reach the semi-finals for a 16th time in 17 appearances.

Djokovic branded Thiems performance phenomenal: Its a round-robin system, so Im still in the tournament.

Head-to-head with Roger. Winner goes to semis. Loser doesnt qualify. As simple as that.

Federer maintains it took him a matter of days to get over the agony of that Wimbledon final defeat by Djokovic.

Now, 123 days since the 20-time grand slam champion failedto convert two championship points on serve before losing a fifth-set tie-break, he will get the chance to prove it.

Well find out, but I think its all flushed away from my side, said Federer. A lot of water has gone under the bridge since then.

We have played a lot of matches since, and I think we both look back at a great match.

I think we both can take away some confidence from the match him obviously a lot, me maybe a bit less.

But at the end of the day, I dont know, I wasnt hoping he would not be in my section or in my draw. I didnt hope I was never going to play him again.

Actually, its good for me to play him again, and maybe that all helps to get a chance to get him back or whatever it is.

But at the end of the day, Im here for the World Tour Finals and not because of the Wimbledon final.

Its logical to be asked, its fine, but Im personally excited to play against Novak on Thursday.

Libra’s co-creator at Facebook touts progress after an exodus of key backers of the crypto coin – CNBC

The co-creator of Facebook-backed libra defended the cryptocurrency on Wednesday after a number of recent high-profile companies abandoned the effort.

Libra ran into issues Friday after Visa, Mastercard, Stripe, eBay and Mercado Pago bolted. Booking Holdings, formerly Priceline, left Monday. Each of the companies would have potentially invested $10 million each into the project.

The digital currency will not be run by Facebook, but rather by a nonprofit association supported by a range of companies and organizations.

"It wasn't a tough week," said David Marcus, head of Facebook's Calibra digital wallet, which can serve as a way to store and exchange Libra. Calibra won't be the only wallet. It will interact with other Libra-accepted platforms.

"I would rather have all of these companies come with us," he added, saying that he understands companies have to respect shareholders who are skeptical of the digital coin.

Instead, Marcus pointed to Libra's progress in a "Squawk Box" interview. The founding members, including Uber, Lyft and Spotify, held their first meeting on Monday in Geneva, Switzerland where they settled on an organizational structure and a five-seat board of directors, including Marcus and representatives from Libra-backer Andreessen Horowitz, a leading Silicon Valley venture capital firm.

The goal of Libra using blockchain, the technology underlying bitcoin on other cryptocurrencies is to make it as easy to send money across the world as it is to send a photo. But unlike bitcoin and others, Libra will be backed by more stable government-backed money.

Governments so far have been skeptical of the digital coin, with policymakers around the world upping pressure on libra. Facebook CEO Mark Zuckerberg is set to face Congress next week to answer questions on libra.

Though Marcus stressed on Wednesday that the project is just that: an idea with room for improvement. Libra, which was announced in June, is aiming to launch in the first half of 2020.

"It's kind of odd that all of this is happening at the stage of this project because it's a project. It's an idea. It's a whitepaper. Nothing is operating yet," he said when asked about the political pressure. "It's kind of sad in a way to see all the issues that we currently have with the current system."

Marcus, testifying before House lawmakers, also indicated in July that the group fully plans to move forward with libra.

When asked by Chairwoman Maxine Waters, D-Calif., whether Facebook would postpone its launch plans until regulations were in place, Marcus didn't give a definitive answer. Waters said his answer "was not a commitment."

The mere mention of the name Ben Simmons is almost always accompanied by a discussion of his jump shot, or more accurately the need for him to develop a reliable one.

The Philadelphia 76ers star point guard faces consistent questions about his jumper, and he was asked on Wednesday if the Sixers could reach their championship aspirations if he didn't shoot better, or if he even thought he needed to improve in that area:

"It's not that I don't need to do it. It's something that I'm working toward and getting better as a player. ... Everybody works to get better. ... And that's just my game. I'm confident in saying I'm not a great shooter. I'm getting better, though. But it's a game, it's five people on the court. I lack something that I'm not as great at but in other areas I'm very great. I run the floor as well as anybody, I'm physical, I can rebound the ball. I'm a 6'10" point guard, I can guard 1 through 5. [The jumper] is just one thing that's coming into my game, which I'm excited about, I love getting better. I love spending time in the gym and building that confidence."

It was an honest answer that showed his maturity.

AsPaul Hudrickof NBC Sports wrote: "[Simmons] has spoken to the media more than ever during training camp and coming into the preseason. He's focused more on becoming a leader and wanting to make sure his bevy of new teammates are up to speed on the team's terminology and concepts."

There's little doubt that an improved jump shot would not only make Simmons a truly elite player but would also make the 76ers much better. One of the issues with the pairing of Simmons and Joel Embiid is that Simmons' inability to space the floor often allows opponents to help off him and double Embiid in the post.

In the past, the Sixers have put Simmons in the dunker spot in the half-court offense or have pushed Embiid out to the perimeter. Neither option is ideal. But Embiid might have to take on an even bigger onus in the offense with Jimmy Butler and JJ Redick no longer in Philadelphia, meaning the days of hiding Simmons in the dunker spot are probably over.

Instead, head coach Brett Brownhas saidthat Simmons will often be positioned in one of the corners when he's off the ball in the half court. That means he'll see some open looks from three, and a willingness to take themand the ability to at least make some of themwill be vital for Philadelphia.

One positive for the Sixers? Simmons took a pull-up three before the buzzer at the end of the first half in a preseason game against theGuangzhou Long-Lions, sinking the bucket as the Philly fans and his teammates went berserk.

"The time went down," Simmons told reporters after the game, perKeith Pompeyof Philly.com. "I had the ball. So I had to take a shot."

It was the first three-point make of his NBA careerhe'd only attempted 18 (17 in the regular season), though many of them were end-of-quarter heavesand exactly what Philadelphia fans were hoping to see this season. Nobody expects Simmons to suddenly morph into Stephen Curry, but a willingness to take open perimeter shots and sink them at a decent clip would do wonders for Philadelphia's spacing and offense.

It's the next natural step in Simmons' evolution as a player, and he seems to be embracing it. That's good news for the Sixers and potentially very bad news for the rest of the NBA.

Schiff: ‘Dramatic Progress’ in Impeachment Inquiry, As Intel Committee Does the Job of Special Counsel – CNSNews.com

(CNSNews.com) - Rep. Adam Schiff (D-Calif.), the chairman of the House intelligence committee, told a news conference on Tuesday that his committee is making "dramatic progress" in its investigation of President Trump's July 25 phone call with Ukraine President Zelensky, thanks to "courageous" State Department witnesses who have testified over the objections of the Trump White House.

Schiff also defended his committee's closed-door secrecy, saying Democrats are doing what "independent counsels or special prosecutors" have done in other cases leading to impeachment.

Republicans say Democrats are neither independent nor fair by insisting on secrecy and by selectively leaking information intended to damage President Trump. And it is a fact that Special Counsel Mueller was famous for not leaking.

"I think people need to understand the fundamental difference between where we are today with the Ukraine investigation and how the Russia investigation was conducted, how the Watergate investigation and how the Clinton investigation were conducted," Schiff said.

In each of those cases, there were either were independent counsels or special prosecutors doing the investigation, doing the initial investigative work, and that was all done behind closed doors. And it was done behind closed doors for a reason by those special counsels, and that is, there is a profound investigative-- not only interest but need -- to make sure that one witness does not have an opportunity to read another witness's testimony and either hide the truth or color the truth or know just how much they can give or how much they can conceal.

I'm sure the president would like nothing better than to have witnesses have the advatage of what others are saying. But there are reasons why special counsels Mueller did his investigation before a grand jury and not in public sight. There are reasons why the Watergate and Clinton special counsels did their investigations in like manner.

There is no special counsel investigation going on of the president's misconduct vis--vis Ukraine. None. Congress has to do it. And the reason there is none is because Bill Barr's Justice Department, when a referral was made to the Justice Department, said there's nothing to see here. And we don't even want to look, because the fundamental attitude of the attorney general is the president is above the law.

Well, the president's not above the law. But it has forced the Congress to do the initial investigative work that normally a special counsel would do. So there are good and sound reasons.

Schiff also pushed back on Republican criticism of the secret proceedings that allow only the Democrats to subpoena witnesses. Schiff said Republicans have as much opportunity to question witnesses as Democrats do -- but these are witnesses called by Democrats and seen as unfavorable to Trump.

Schiff said he anticipates releasing transcripts of the hearings eventually and calling back some witnesses to testify in open session.

'Dramatic progress'

Schiff said his committee has "learned much" in recent weeks, thanks to "the courageous testimony of State Department officials" who are "doing their duty" to testify over the objections of the Trump administration.

In the last couple weeks, I think we've made dramatic progress in answering some of the questions surrounding that July telephone call between President Trump and President Zelensky in which the President of the United States sought to coerce a vulnerable ally into conducting, I think, what can best be described as sham investigations involving his opponent and involving a debunked conspiracy theory about the 2016 election.

We have learned that call was not in isolation. There was a great deal of preparatory work that was done before the call. There was a lot of followup work that was done after the call.

...

We are also learning a great deal on the issue of conditionality, that is, the effort to condition a White House meeting that was desperately sought by the Ukraine president in order to get a commitment from that president to do these political investigations on behalf of the president of the United States.

So we are learning about the conditionality of that meeting. And I want to underscore just how important that meeting was for Ukraine. It is, I think, at the very top "ask" of most countries to have a meeting with the President of the United States, but this is most particularly true for a country that has been invaded by its neighbor Russia -- that is in the midst of still a very hot conflict; that is dependent on the United States economically, politically, diplomatically and militarily to show that the new president had a good relationship with the President of United States.

And so that gave enormous leverage to President Trump to coerce what he wanted from the president of Ukraine.

Schiff also mentioned "a complete effort by the administration to stonewall," when it comes to requested documents from the State Department and the Pentagon.

"And were it not for the fact that at least some witnesses have given us documents, we would not know that there was a paper record of efforts to condition this meeting and perhaps condition military support itself on these political investigations Donald Trump wanted," Schiff said.

The U.S. team was thoroughly played off the field by Canada on Tuesday night in a 2-0 loss in Toronto. And the loss could have been far worse too. The U.S. team dodged a bullet when Mark Anthony Kaye had to leave the game early with a hamstring injury.

Once again, the U.S. team was disjointed and the most telling fact is that the U.S. team played far, far below the sum of its parts. Canada has some similarities with the U.S. right now in terms of the make up of its players. Both teams still have portions of its core that play domestically (and it can be argued that many of the domestic-based players for the U.S. team are in better form with their clubs too). Both teams also have a number of young players who have moved to big European teams.

But in terms of the ability to take a group of players and put them into a collective unit? That was not similar at all. Canada had a true collective unit on the field with properly defined roles. The U.S. team had players who looked like deer in the headlights.

Its hard to say no one saw this coming. Canadian players and fans have been talking about this game for months. They wanted this game. The knew they could win it.

Following the game, Gregg Berhalter said he was disappointed by a lack of desire. Thats telling because that is on him. What is also telling is that confidence and desire go hand in hand. A lack of desire is often a symptom of problem, not the problem itself. What's the reason for a lack of desire?

Teams only have desire if they are confident in what they are doing. This U.S. team has no basis at all to feel confident. With performance after performance, there is no sense of that this team can play beyond its talent level and play with team it used to.

For old-time fans, its particularly disappointing because the very elements that the U.S. team is missing right now used to be its hallmark.

In the 1990 and into first few years of the millennium, the U.S. team used to come together and almost will itself to win games few people thought were possible. Beating Argentina 3-0 at the 1995 Copa America, beating the likes of Portugal and Colombia at the World Cup, never letting Mexico push its way around (particularly at home). These results came with desire and confidence. The system and team culture were built on a philosophy of always being one of the hardest working national teams in the world. It often a direct style that wasnt always attractive soccer, but it was effective.

Then heading towards 2009 and 2010, the U.S. team just added better players onto this system and team culture. Right now, the U.S. team is trying to add some decent players into a system that isnt working. Having players at Chelsea, Schalke, Werder Bremen, and Newcastle is fine but it only works if the system works and the culture is positive.

One retired former U.S. national team player put it best to me recently when he asked: Why cant we just look to be a better version of ourselves? What he meant was that he hoped the U.S. team would always keep its old identity while looking to improve the player pool in future generations. But somewhere along the way, the U.S. team lost its core identity. Of course, this predates Berhalter (the 2015 Gold Cup was the first time it was apparent that opponents were outworking the U.S. team on a regular basis), but so far, Berhalter isnt doing much to fix the problem despite trying to overhaul the player pool.

Watching Canada last night was like watching the old United States games when the team was looking to make a name for itself in the international arena. The players always had a chip on their shoulder trying to change the perception that Americans didnt play this sport. The U.S. team lost games during that era, for sure, but it was never due to a lack of desire or confidence. The teams reputation is that it always worked extremely hard and treated every game as final. That was Canada last night.

Canada won every 50-50 ball. Canada had the extra energy at the end of the game and Canada had the killer instinct.

Berhalters admission of a lack of desire on the team is alarming. The core bedrock principle of the best-performing U.S. teams (that he was also a part of) is missing. And its tough to get back.

Its at a point where Berhalter is at a crossroads. The Canada game was a perfect representation of a World Cup qualifier and the U.S. team failed miserably. It is on him to have this team believing they can get results in hostile environments, punch above their weight, and then compete against very good teams. Right now, that seems to be getting further away with every passing international window.

It Looks Like it’s Working! NASA InSight’s Mole is Making Progress Again Thanks to the Arm Scoop Hack – Universe Today

NASA and the DLR are making some progress with the Mole. The Mole has been stuck for months now, and NASA/DLR have been working to get it unstuck. After removing the moles housing to get a better look at it with InSights cameras, the team came up with a plan.

The team is using the scoop on the end of the landers instrument arm to exert sideways pressure on the Mole. That pressure is pushing the Mole against the side of its hole, supplying the friction the instrument needs to continue hammering its way below ground.

There arent a lot of details on the progress right now. All NASA has given us is a tweet. In the gif, you can see the Mole working its way a little deeper.

The Mole is the short name for the Heat and Physical Properties Package (HP3) instrument. Its role is to hammer its way to a maximum depth of five meters (16 ft.) and to measure the interior temperature of Mars. Its a key part of InSights overall mission to learn about the Martian interior and how it and other rocky planets formed.

But the Moles mission has suffered setbacks. After being carefully deployed, the Mole began hammering into the surface only to strike a rock (Or so its thought. There was no way of seeing in the hole.) For a while, it looked like the Mole might work its way around the rock, but unfortunately it became stuck and made no further progress.

The Mole was provided by the DLR, the German Aerospace Center. The DLR team operating the Mole ruled out a rock, and thought that the Mole might be stuck because of the nature of the Martian soil itself. The Mole relies on friction between itself and the sides of the hole its creating to hammer itself further into the ground.

But the soil where its operating is too crusty and isnt falling into the hole. NASA describes it as a kind of duricrust, a cemented soil thats different than other soil on Mars, and a type they didnt expect to encounter. The duricrust as about 5 to 10 cm (2 to 4 inches) thick, hidden by the loose surface material above it. When they deployed the Mole, they had no way of knowing the duricrust would be there. Rather than flowing into the Moles cavity and filling up space and providing the necessary friction, the duricrust is stubbornly refusing to help the Mole penetrate.

The first attempt to counter the duricrust was to push down on the soil around the hole with the scoop on the end of the instrument arm, to try to compact it against the Mole. That, the InSight team thought, would restore the required friction. But that didnt work. The Mole was positioned near the furthest reach of the arm and the scoop, and the mechanics meant the scoop couldnt push down very hard.

Then they decided to try something else. With the HP3s support structure removed, they used the scoop to push directly on the Mole sideways, to force it into contact with the hole.

According to NASAs tweet, this might be working. But we cant be certain yet.

The Mole has a maximum operating depth of 5 meters (16 ft.) but it can work at a shallower depth. At 2 meters it can do useful science, but at its current depth it cant measure anything.

Sports Pistons still in the murky middle, hoping to show progress 10:55 AM, Oct 16 – WXYZ

DETROIT (AP) In a league with so many teams either contending or rebuilding, the Detroit Pistons haven't been doing much of either.

What they did do last season was make a playoff appearance, a rarity in recent years. Now the challenge is to build on that.

"Not saying we're ready for a championship, but we're taking some big steps," coach Dwane Casey said. "This is a bridge. We're going across it, to continue to improve offensively, defensively, to get to our ultimate goal, which is to win a championship."

The Pistons have resisted the win big-or-tank model that seems to be all the rage in the NBA. Two seasons ago, they gave up a first-round draft pick in a trade for Blake Griffin. That wasn't enough to put them in the playoffs in 2018, but they made it a season ago and were immediately swept by Milwaukee. There's still a clear gap between Detroit and the top teams in the league, but there's also enough talent on hand that the Pistons could rise a bit in the Eastern Conference.

Last season was only the second playoff appearance in 10 seasons for this franchise. Winning a round would be another step forward.

"We're not here just to get by, or just to get into the playoffs," said Casey, who is entering his second season at the helm. "We want to do big things, and we're building that foundation."

With Griffin and center Andre Drummond under big contracts, the Pistons haven't had much roster flexibility and Detroit hasn't been a prime destination for free agents. If the Pistons are going to make anything more than mild improvement, they'll probably need some unexpected contributions, perhaps from a recent draft pick like Sekou Doumbouya, a first-rounder this year who doesn't turn 19 until December.

Detroit also brought in Derrick Rose, the former MVP who has battled injury problems but may still have some upside at age 31.

"Just to be completely candid, there are teams on paper who are more talented, or have more guys that are regarded as more talented, I guess," Griffin said. "But I think we have the mindset to come in and compete every night, and if we do that I said this last year I think the fans, the city of Detroit, the state of Michigan, will get behind us."

HEALTH

Griffin managed to play in 75 games last season, a good number given his spotty injury history, but he began having knee problems at the very end and missed two playoff games. That obviously wasn't ideal, so keep an eye on his minutes this season as the Pistons try to keep him as fresh as possible.

POINT GUARD

Reggie Jackson has had an erratic tenure with the Pistons. He averaged 18.8 points per game in 2015-16 but hasn't reached that level since. His assist and turnover rates both dropped slightly last season, with Detroit able to run its offense through Griffin if need be. Now Rose has arrived, and although his minutes will probably need to be managed, it will be interesting to see who Casey trusts in crunch time.

YOUNG PLAYERS

Luke Kennard is the only one of Detroit's recent first-round picks still making a significant contribution for the team. He can give the Pistons 3-point shooting and some offensive punch off the bench. Bruce Brown, a second-round pick in 2018, played 20 minutes a game last season, averaging 4.3 points.

OTHER ADDITIONS

Aside from Rose, the Pistons also added a potential contributor in Tony Snell, who averaged 6.0 points for Milwaukee a season ago. Joe Johnson is also with Detroit now, but after not playing in the NBA at all last season, he'd likely be at the end of the roster if he makes the team.

TEAR IT DOWN?

The Pistons have been loath to give up on their current path, sticking with the trio of Griffin, Drummond and Jackson, but a poor start this season could bring about a tipping point. Owner Tom Gores indicated he wants to keep Drummond, but there's been no agreement yet on an extension. It may now be a bit easier for the Pistons to move on from Drummond and/or Jackson if things are clearly going south.

Indeed, our call of the day, suggests last weeks push higher move may have been overdone, considering the lack of meat to the announcement.

Morgan Stanley MS, +0.61% says those who are banking on this trade deal wrapping up are getting ahead of themselves and that the deal with China is an uncertain arrangement at best, according to a note from the banks strategists Michael Zezas and Meredith Pickett.

There is not yet a viable path to existing tariffs declining, and tariff escalation remains a meaningful risk, they wrote in the note to clients. Thus, we do not yet expect a meaningful rebound in corporate behavior that would drive global growth expectations higher.

Nevertheless, investors seem to be focusing on the silver lining. Trump said Washington will suspend a tariff hike planned this week on $250 billion of Chinese goods, in return for China agreeing to buy as much as $50 billion of American farm goods. Future hikes remain in place, though.

For real progress to be made, Morgan Stanley says it will need to see more progress on issues like enforcement and intellectual-property protections.

Until such evidence is available, we must conclude that this pause is more uncertain than durable, the strategists wrote.

New CreditWhen trying to increase your credit score, stay away from applying for multiple credit cards. Titled Additive Manufacturing: The Next Frontier, the panel was comprised of Ken Washington, chief technology officer at Ford Motor Co.; Ric Fulop, co-founder and CEO of Desktop Metal; and John Hart, professor of mechanical engineering at MIT. Additive, said Fords Washington, lets us see the glimmer of a future where we will be able to make things we cant make any other way.

The second sentiment is that AMs a technology thats going to evolve and make an impact on manufacturing for a long time.

Additives growth is on a really long arc, said Desktop Metals Fulop. I think this industry is going to grow for 100 years.

Earthquake retrofits Bay Area making progress, but still more to do – San Francisco Chronicle

Setting the standards for new buildings is one thing. Prodding building owners to retrofit their structures for seismic safety is a much different task one that San Francisco has been working on for the past 30 years.

The impetus, obviously, was the Loma Prieta earthquake of Oct. 17, 1989, that killed 67 people and, in San Francisco, destroyed or damaged more than 6,000 housing units. Downtowns towers came through with little damage, but wooden apartment buildings in the Marina collapsed, as did several brick structures South of Market.

In 1992, an ordinance focused on masonry buildings lacking seismic reinforcement was the first citywide regulation to get owners to upgrade their buildings. At the time, there were nearly 2,000 such structures in the city. After a mix of official deadlines and financial incentives, 95% had been upgraded by 2008.

Now, just 11 masonry structures remain out of compliance. Five are owned by the city: One is being renovated, two will be replaced with low-income housing and two will be restored as part of the Pier 70 development.

Scrutiny is currently on soft-story buildings structures where the ground floor has such large openings that they lack the strength to support the upper floors should a major temblor hit.

Nearly 5,000 buildings containing roughly 48,000 units of housing were classified this way in 2014, when the city made it mandatory to bring structures up to seismic code. Vulnerable structures containing 15 or more housing units were required to have all work done by August 2018, while smaller residential buildings had until this August to comply.

As of last month, 76% of the targeted soft-story structures are in compliance. Most of those remaining have received permits or are in the process.

One hurdle, say city officials, is the local economy. It can be hard for building owners to find contractors who arent busy. Or contractors submit such high bids that owners face a financial bind.

The fact that were doing this well in this (economic) environment, were excited, said Brian Strong, San Franciscos chief resilience officer. Well need to see how compliant we are overall in another year or two.

Berkeley started its own soft-story effort nearly a decade earlier, with a 2004 ordinance to encourage upgrades by owners of the 337 buildings with a soft-story classification. Retrofits were made mandatory in 2014.

Now, only 51 such buildings in Berkeley remain out of compliance. Of these, 43 owners have either applied for or received building permits to begin work.

Oakland started a similar effort this year, sending out notices to the owners of nearly 1,500 soft-story residential buildings that may be vulnerable. The deadline to bring structures up to code is in four to six years, depending on the buildings size and whether it contains affordable housing.

Highways England using drones to monitor progress on major road schemes – Traffic Technology Today

To help improve journeys for drivers travelling through motorway roadwork schemes, Highways England (HE) is using drone technology to gather detailed information and monitor progress on major construction projects across the country.

The use of camera-equipped drones means that HE can view progress in 3D quality across a much larger area. This new approach reduces the amount of lane closures that teams carrying out upgrade work usually require, in turn reducing disruption to motorists. Once the drone footage is downloaded, agency specialists can use the imagery to see detailed progress on gantries, foundations and other infrastructure. This information can then be used to inform decisions around planned road closures and to help plan future work and the equipment required. The technology is currently in use on the multi-million-pound upgrade of the M6 motorway between junctions 2 and 4 near Coventry and has also been used on the A14 Cambridge to Huntingdon trunk road upgrade taking place in the east of England. All HEs drone pilots are CAA-approved and operate within legal guidelines.

The drones have been used on the M6 upgrade, where a new concrete central reservation barrier is currently being installed that prevents traffic from crossing to the opposite side of the carriageway. Once complete, the new-look stretch of the M6 will feature:

Elsewhere, HE has used the drones on the recently completed 265m (US$337.6m) project to add extra lanes and new technology to a 19 miles (30km) long stretch of the motorway between Crewe and Knutsford. A fourth lane has been introduced in each direction and a total of 258 electronic variable message signs (VMS), 104 traffic sensors, and 70 CCTV cameras will help tackle congestion and improve journey times for around 120,000 drivers every day.

Safety is our top priority and we constantly pioneer ways of using new technology to keep people safe while we do this work. The drone is a fantastic piece of kit that provides us with detailed insight into scheme progress across a large area of the works in a much quicker and more efficient way, explained HEs smart motorway sponsor, Peter Smith. It surveys up to 10km (6.2 miles) in a single day and then creates an accurate 3D model of the works in just one hour. Ordinarily, inspections by road workers require lane closures for safety reasons and can take up to several days. By using the drone, we are able to reduce lane closures because we can scan a much larger area in a shorter period of time.

USA Gymnastics making progress on reform, but status remains uncertain with Tokyo looming – IndyStar

STUTTGART, Germany The Tokyo Olympics begin in a little over nine months, and the gymnasts arent the only ones living with uncertainty.

USA Gymnastics remains in bankruptcy proceedings and is still in settlement negotiations with the survivors of Larry Nassars abuse. It also is waiting for the U.S. Olympic and Paralympic to lift the threat of decertification. With its future still very much in limbo, the governing bodys new leadership is operating as if it will keep its status, in hopes that will prove it deserves to be allowed to.

We have plans in place to address (the criteria the USOPC will consider), and we have already done steps to address them as well, Li Li Leung, who took over as USA Gymnastics CEO in March, told USA TODAY Sports. Were progressing on the trajectory that we had planned for ourselves and put in place, and have updated the USOPC on the progress.

I believe they are pleased with the progress so far, Leung added. But we still have a lot of work to do, and we acknowledge that, as well.

Hundreds of girls and young women, including Olympic champions Simone Biles, Aly Raisman, Gabby Douglas and McKayla Maroney have said they were abused by Nassar, the longtime team physician for USA Gymnastics and Michigan State. Horrific enough, the abuse also revealed serious deficiencies in the way USA Gymnastics operated.

New CEO was not initially popular among abuse survivors

The CEO at the time, Steve Penny, was forced out over criticism he and the federation had mishandled abuse complaints. He was later charged in Texas with tampering with evidence, a third-degree felony, after it was revealed he had ordered medical records to be removed from the Karolyi ranch, where the national team had held its training camps.

Gymnasts complained of a culture of fear and intimidation, and criticized the next CEO, Kerry Perry, of doing next-to-nothing to engage with them or the Nassar survivors. Perry was eventually forced out, too.

After USA Gymnastics failed to adequately vet interim head Mary Bono, new USOPC CEO Sarah Hirshland had had enough, announcing in November 2018 that she was moving to strip its status as the sports national governing body.

That seemed to finally get the federations attention. Chief operating officer Ron Galimore, who helped provide a cover story for Nassar, was ousted. Kathryn Carson, who had been general counsel for the U.S. Golf Association, was appointed chair of the board.

And, in February, USA Gymnastics announced it was hiring Leung, a former gymnast and longtime NBA executive, to be its new CEO.

Visibility has been a priority for Leung, as has been soliciting feedback. She, Carson and Stefanie Korepin, recently hired as the chief programs officer, were all here at the world championships, and all three were seen mingling with the gymnasts and their coaches.

We want to hear them, we want to listen to them, Leung said.

That has not gone unnoticed.

Im really, really appreciative of Li Lis leadership, said Tom Forster, womens national team coordinator. I really appreciate her understanding what all of the athletes are going through and being supportive. Im really, really happy about that.

But it will take more than a few photo ops to turn USA Gymnastics around.

The USOPC has said the federation needs to show improvement in leadership stability, financial stability, athlete safety and rebuilding trust in the community in order to retain its governing body status.

Leung has slowly been doing the first, and her hiring has been a dramatic departure from what the organization, and others in the Olympic movement are used to seeing. Rather than people insulated in the sport or even the Olympic movement, Leungs hires have had a mix of gymnastics and business experience.

Korepin, for example, is a former rhythmic gymnast who spent the last decade in the renewable energy field.

My belief is the more diverse perspectives we have around the table, the more robust the discussion is, Leung said. And the end product is better because of it.

After consulting with survivors both male and female, of all generations USA Gymnastics revamped its SafeSport policies. It has begun rolling out webinar seminars, and will eventually have programs for athletes, coaches, parents and gym owners.

The SafeSport team also went to every regional gymnastics conference, as well as some state conferences.

Its important that the community understands it is a shared commitment, Leung said. That everyone in the community needs to get on board in order to be able to provide the safest environment possible for our athletes.

Thats the only way that we can all be successful.

The USOPC put the decertification process on hold while USA Gymnastics goes through bankruptcy, but Hirshland said shes pleased with the changes so far. Leung has been in frequent communication with the USOPC, and Hirshland recently met with her and the rest of the federations leadership to discuss the changes theyve made and what they plan to do going forward.

(Leung) is, in many respects, rebuilding the organization, Hirshland told USA TODAY Sports, and we believe thats what needed to happen.

That doesnt mean USA Gymnastics is in the clear, however, even with the Olympics rapidly approaching.

Hirshland said the decertification process will likely remain stayed as long as USA Gymnastics is going through bankruptcy. But she said the USOPC also has contingency plans in place should it no longer become tenable for USA Gymnastics to oversee the sport.

It cant completely shield the athletes from distractions, Hirshland said, but it can assure them that their training wont be disrupted.

The tools they need, the resources, the training environments, all of those things -- we have ample opportunities to ensure that that doesnt change, she said.

While the future of USA Gymnastics is, of course, of interest to the athletes and their coaches, its also not an overriding concern. They will give their input when asked, but it is the job of USA Gymnastics and USOPC leadership to fix the problems that never should have occurred in the first place.

Their job is to compete. And regardless of what happens, there will be gymnasts representing the United States in Tokyo.

The U.S. Olympic Committee still be there and the girls, the elites, will still be there, said Brian Carey, father and coach of Jade Carey, who won a team gold and silver on vault at the world championships. We just go ahead and focus on us.

Portland housing report shows progress, but gap in affordability persists – Press Herald

Years of policy changes and public financing have produced more housing in Portland, but rents and home prices remain unaffordable for about half the citys residents.

A new city report shows that most new construction approved in the last five years is reserved for low-income residents, or caters to those who can pay for high-end rental apartments and condominiums.

What isnt being built is housing for the missing middle young families looking for their first home or rental apartments for low-wage workers in the citys large food service, administration and retail sectors.

Housing is the biggest asset of most families, and that asset is more and more unachievable for most people here, said at-large Councilor Jill Duson, who chairs the City Councils housing subcommittee.

It is a vicious cycle, she added. This report is not a declaration of victory; it is an assessment of where we are in a very long race.

CONSTRUCTION DELAYS

In the last six years, the planning board has approved 2,300 new housing units. That is about 383 units a year, 100 more a year than the goal outlined in the citys 2017 comprehensive plan.

But more than half that housing has been condominiums or market-rate apartments, according to the report. The median condo sale price was $325,000 this year, according to broker Maine Home Connection. Less than a quarter is subsidized, low-income homes.

Construction of new housing also lags behind. Less than half of the housing units approved since 2014 are finished, according to the city. Only 45 new units were created in 2018, and none had been completed as of August this year.

A delay from city approval to construction is an expected part of the building cycle, said Mary Davis, the city housing director.

We recognize that it takes time; the planning board process is at the very beginning, she said.

I still see it as a positive. People are still willing to look at the possibility of building housing and putting financing together, she added. The more projects are approved, the more that will be built.

INCOME-HOUSING GAP

This is the second biennial report on Portlands housing situation. In recent years, city politics have focused on a housing crisis, including rents and home prices too expensive for many.

The median household income in Portland is about $51,800 a year, nearly half what is needed to afford the median home price of $316,000. Almost half the citys renters are paying about a third or more of their income on housing, a standard benchmark of affordability.

Rents have stabilized in recent years, according to a 2018 survey by the city. The median rent for a two-bedroom apartment in Portland was about $1,380 last year, but its more expensive in desirable neighborhoods like the East and West Ends.

The housing burden falls the hardest on office, sales and food workers, the citys three biggest employment blocks and some of the lowest-paid positions in Portland, according to the new report.

City officials have made policy changes to encourage new housing construction. Those changes include requiring new developments to build a certain number of housing units for workforce housing, amending zoning rules to boost housing construction, putting restrictions on short-term rentals and financing projects with tax breaks, federal grants and the citys housing trust fund.

Low-income housing typically means apartments and homes built with government subsidies and reserved for poor families and individuals that meet income standards. Affordable housing, on the other hand, means that costs do not exceed 30 percent of household income.

There is no silver bullet; there is not one specific thing that is going to solve the housing issues we have, Davis said. We are trying to address it from a variety of different avenues.

LAGGING WAGES

Portland has made all the right housing policy moves, said Greg Payne, director of the Maine Affordable Housing Coalition and an executive at Avesta, a low-income housing development company.

But officials face a persistent problem confronting booming cities in the U.S. and abroad, Payne said basic wages have not kept pace with soaring housing costs. Rents in the U.S. increased 13 percent from 2001 to 2018, while inflation-adjusted median wages went up just half a percent in the same time, according to the Center for Budget and Policy Priorities.

The report clearly indicates a city that is doing its best to look under every rock and nook and cranny to address the problems, he said.

I think there is that workforce issue, he added. Just the fact the jobs that are available for people dont pay an adequate wage to afford what the rents are.

Modest increases in Portlands housing inventory and complicated policy amendments arent enough for people who have nowhere to live, said Jessica Falero, co-founder of the Peoples Housing Coalition.

Falero understands there are limits to what city policy can accomplish but believes the problem is not being taken seriously enough. Portlands homeless resources are overstretched, and the region is facing a surge of homeless youth, Falero said.

I am honestly appalled by peoples lack of urgency around the lack of affordable housing in Portland, she said.

The city should be collaborating more with people who want to provide affordable housing and finding creative solutions, not focusing on the barriers to creating more homes, Falero added.

If the City Council doesnt move and doesnt realize the urgency that is here now, we are going to have more homeless youth, more people on the streets panhandling. It is going to get worse, she said.

MAKING THE NUMBERS WORK

Developers dont always set out to build luxury homes, but it is frequently the only way to finance new construction without public subsidies.

That is especially true in recent years, as a critical skilled labor shortage in Maine has sent building costs soaring.

The first thing developers try to do is build workforce housing, said Brit Vitalius, a residential real estate broker and president of the Southern Maine Landlord Association.

When that fails, what they have to choose is condos or higher-end rentals just to make the numbers work, sometimes just to prove there will be enough return to get a bank loan, he said.

Developers are looking for engagement with city government, in the form of tax breaks or other incentives, to make workforce housing projects, Vitalius added.

The report makes no conclusions or policy recommendations, but Councilor Duson favors a plan to make city-owned land available for housing development.

What is on the list for the last year is to develop a project for the city to provide city-owned land at practically nothing or at very low cost to incentivize development for affordable and mixed-income housing, she said.

They may not be the units that provide the highest economic return, but a real boost to the housing in the city.

A Chicago Teachers Union negotiator touted progress on Monday in potentially avoiding a planned strike as its members gathered with two support staff unions in a show of unity.

CTU members and support staff represented by two SEIU unions came together on Monday afternoon for a rally at the Chicago Temple ahead of a set strike date of Thursday, Oct. 17. Following the rally, union members marched throughout the Loop.

While Mayor Lori Lightfoot and the union remain at odds over salary, CTU officials said the potential strike was about reducing class sizes and increasing staffing specifically for nurses, librarians and social workers.

In a video posted to Twitter, Mayor Lightfoot sent a message to teachers and staff participating in Monday's rally.

"I want you to know that we hear you, and I respect what you stand for," the mayor said. "My office is taking every step to ensure that you are safe and supported."

On Friday, Mayor Lightfoot's team told teachers that the district had delivered its best and final offer. However, Saturday's bargaining session was characterized as productive discussions, signaling movement from the beginning of negotiations.

If no agreement can be reached, more than 25,000 teachers and staff will walk off the job Thursday morning at 12 a.m.

UK Football: Eddie Gran happy with progress of Sawyer Smith – A Sea Of Blue

The Kentucky Wildcats should have both of its top quarterbacks available to play vs. the Georgia Bulldogs.

While Lynn Bowden is likely to start, UK should have Sawyer Smith able to go, as the junior graduate transfer has made a lot of progress in his recovery from shoulder and wrist injuries.

Smith got much of the previous two weeks off to rest and recover while Bowden was worked in as the first-team quarterback leading up to UKs clash with Arkansas. While he was healthy enough to play, Smith still wasnt completely healed, so he was kept on the bench for the entire game.

Now, offensive coordinator Eddie Gran thinks Smith can play and be effective if called upon Saturday in Athens.

Weve got both quarterbacks ready now at full speed. Both are available, so its really a good situation for us, said Gran. It was practice as usual. He (Smith) was full-speed, and everybody was full-go. Were good to go now, which is a nice thing.

Adding to this, Gran said that Smith is showing some more zip on his passes.

His (Smith) reads were really good, and he threw the ball well, said Gran. You could see some zip on the ball for the first time, so the time off has really helped.

The second edition of European Work in Progress Cologne (EWIP, 14-16 October), an event aimed at creating opportunities for carefully selected arthouse projects to meet appropriate distributors, co-producers, world sales agents and festival representatives, unveiled its winners during an awards ceremony that took place on 15 October at Kunsthaus Rhenania in Cologne. Considering that many of the projects selected last year went on to be awarded at prestigious film festivals, much is to be expected of this editions laureates.

We are delighted about the high quality and the diversity of the projects presented. Additionally, it is exciting to see that EWIP has continued to enjoy enormous popularity during its second run. We obviously struck a chord with this event. We wish all of the projects the best of luck and congratulate the winners from the bottom of our hearts, said Bjrn Hoffmann, chairman of the board at AG Verleih.

This year, 28 carefully selected and extremely varied projects that are either in production or in post-production were given the opportunity to be presented during a pitching session in front of industry professionals, as well as discussed in more depth during one-to-one meetings. This years jury comprised Lili Hinstin, artistic director of the Locarno Film Festival,Margrit Strk,director of acquisitions for Feature Films at ZDF Enterprises,Sabina Kodra, co-founder of the Albanian film production company ERAFILM, andYohann Comte, sales agent and co-founder of world sales agency Charades (France).

Endowed with a voucher worth 10,000 for colour-grading services, the EWIP ARRI Media Award went to Memory House (Brazil/France), the first feature-length project by Brazilian director Joo Paulo Miranda Maria (see the news). The film, produced by Paula Cosenza (Bossa Nova Filmes) and co-produced by Didar Domehri (Maneki Films), will focus on a Brazilian man who works in a milk factory in one of the countrys former Austrian colonies. Lonely and ostracised, he discovers an abandoned house, where he takes refuge and ends up losing his sanity and committing murder. This promising first-time director shows strong visual creativity, a rich imagination and sensitivity in approaching the political situation of his country through a main character representing the major issues of minorities today, the jury stated.

This year, documentary projects were also eligible to take part in European Work in Progress Cologne. Of the four participating doc projects, one received the EWIP K13-Studios Award, a prize consisting of a voucher worth 10,000 for sound mixing: the lucky title was Grace (Poland/Finland) by Eri Mizutani. Set in the Kawaguchiko region in Japan, the movie follows a female teacher and her group of young, virgin girls who practise chigonomai, a dance intended to keep Mount Fuji from erupting.

Furthermore, Sonia Liza Kentermans debut feature, Tailor (Greece/Germany/Belgium), received the European Work in Progress LAVAlabs Moving Images Award, a prize endowed with 10,000 for visual effects. The project tells the story of a tailor who finds surprising ways to keep his business afloat during the economic crisis in Greece.

The EWIP Eclair Award, which comes with a voucher worth 2 x 2,000 for the subtitling of a movie in two languages, went to Night of Fire (Mexico/Germany) by Tatiana Huezo, which will be the Mexican-Salvadoran filmmakers third feature-length project. Set in the mountains, the movie tells the story of three little girls who find out what it means to be a woman in a rural town plagued by violence.

Lastly, the European Work in Progress ZOOM Medienfabrik Award (7,500 intended for international festival public relations) went to two projects: Philipp Yuryevs debut feature, The Whale Hunter (Russia/Poland/Belgium), and Melanie Waeldes coming-of-age drama Naked Animals (Germany), which is also a debut feature.
