Siphoning off money from employers, faking their own kidnapping for ransom, robbery and even taking their own lives, online gamblers can be pushed to desperate lengths. While gambling for money has been a timepass for decades in India inside homes or even outdoors on open lawns and street corners where men gather to pay teen patti and rummy the pandemic has pushed, much like everything else, the games online. Add to it the availability of cheap data, an uptick in digital transactions, higher penetration of smartphones, and rapid expansion in supply and quality of games, and you have a potent mix before you.

Delhi-based psychiatrist Dr Pankaj Kumar says there has been a 15-20% increase in the number of people seeking treatment for gambling addiction after the lockdown. For most people, it starts as entertainment which grows into an addiction. Gamblers are lulled by the false belief that they can leave anytime.

Which is what happened to 17-year-old Ashwini* who started playing some games as a way to redeem reward points. He received some gifts which spurred his interest further. What started as fun and games quickly became a habit. He moved from casual gaming to playing for money, borrowing from friends and pilfering valuables from home, even managing to access his fathers bank account.

It was only then that the father realised that his son could even kill him in thisfit of rage, Dr Kumar says. The teen was brought to the doctor for help earlier this year and is now under psychiatric treatment.

Gambling releases dopamine which is what makes it addictive. Dr Manoj Sharma, professor at NIMHANS Bengalurus SHUT (Service for Healthy Use of Technology) clinic that tackles tech de-addiction, says that people were driven by boredom and lack of work to go online during the pandemic.

These risks are even more in the case of minors. Some websites do not conduct know-your-customer (KYC) or other age verification checks. This allows minors easy access to these websites, exposing them to unsuitablecontent and enticing them to engage in illegal activities, says a study on online gaming by tech policy think tank ESYA Centre. It also notes that gambling is associated with higher financial distress and lower financial inclusion and planning, higher rates of future unemployment and physical disability, and at its most acute, with substantially increased mortality.

But what about the legality?

While betting and gambling are illegal across India (except in some states like Sikkim and Nagaland) under the 1867 Public Gambling Act, the colonial-era law does leave room for an exception by legalising games of skill. Subsequent court orders have recognised rummy, chess and poker as games of skill rather than chance. But concerns related to gambling addiction have prompted the southern states of Andhra Pradesh, Telangana, Karnataka, Kerala and Tamil Nadu to bring in laws banning gambling for money. However, some of these bans have been successfully challenged and overturned with the courts recognising games like rummy and poker to be skill-based and legal. The Tamil Nadu and Karnataka governments have challenged this in SC where the matter is currently pending. In fact, the Tamil Nadu governor on Friday approved an ordinance to ban online gambling.

Domestic gaming companies contend that there is no uniformity in laws which differ from state to state. They also argue that while Indian companies are being subjected to taxation laws with a Bengaluru-based online gaming company being charged with the largest indirect showcause notice in history that of Rs 21,000 crore companies registered outside the country are exempt from the legislative framework.

Meanwhile, advertisements for such websites continue with disclaimers. For example, in December 2020, advertisements of offshore betting websites were shown during the live-streaming of cricket matches between India and Australia. Many use cricket and Bollywood stars for endorsement. Self-regulatory organisation E-Gaming Federation (EGF) has demanded a central regulation that will protect the interests of players and industry.

We understand that gaming is an immersive experience and players can go overboard but bans are not the answer. We are seeking a soft touch regulation that will help the legit industry grow and protect players interests too, says EGF CEO Sameer Barde. The federation has already put in place a code of conduct for its members that include age-gating, putting limits on the time and money a player spends and KYC norms so minors do not play money games. In August, the government set up a task force to frame policy for the sector.

Technology and gaming lawyer Jay Sayta says all games should be regulated. All games whether skill or chance based should be regulated and taxed so that there is compliance, otherwise the industry will go underground and continue illegally.

As the UK continues to transition away from its participation in the European Union (EU), the country is going through a significant period of financial turmoil. The decision to exit the EUs General Data Protection Regulation (GDPR) program could spell more disaster, including for gaming operators.

The UKs new prime minister, Liz Truss, has decided that the country doesnt need the GDPR. Its an idea that has been circulating as long as talk of Brexit, but which is now apparently becoming a reality.

Secretary of State for Digital, Culture, Media and Sport (DCMS) Michelle Donelan confirmed Tuesday that the UK will replace the EUs data privacy act with a new set of rules. This can only mean that gaming operators will have to contend with two systems, one for the EU and another for the UK.

The decision to dump the GDPR isnt a surprise the UK announced four months ago that something was in the works. The country will introduce its own data protection and digital information bill at some point, although its taking longer than the government initially hoped.

Although the UK has discussed creating its own rules for a couple of years, the overall concept remained aligned with the EUs guidelines. The EU signed off on the recommended proposals last year, though it said that it would be ready to pull back if the UK implemented too many changes.

I am announcing that we will be replacing GDPR with our own business and consumer-friendly, British data protection system. Our plan will protect consumer privacy and keep their data safe, whilst retaining our data adequacy so businesses can trade freely, Donelan said.

Donelan has tried to calm any concerns, explaining that the country can protect consumer data without far-reaching regulations. She stated that this is already done in countries like Japan and New Zealand, and that the UK will learn from those policies.

She also asserted that the move would make it easier for businesses to operate. However, this sentiment isnt shared by those businesses. UK companies that serve the EU will have to comply with two sets of rules.

The same applies to companies outside the UK. They have to implement solutions that can ensure adherence to both the GDPR and the UKs own solution. For many, this means double the expense related to consumer protection.

When the EU introduced the GDPR in 2016 it was hailed as one of the biggest achievements in modern history. Europe said at the time that the new rules would save billions of dollars in expenses. Introduction of the policy would also lead to efficient operations across the continent.

The data paints a different picture. Economists with Oxford University dove into the outcome of GDPR and what it meant for commercial activity earlier this year. What they found was that EU businesses lost on average 8.1% of their profits.

Small- and medium-sized enterprises lost 8.5%, while large companies lost around 7.9%. Even larger tech companies, like Google and Apple, saw no significant impacts from the implementation of the GDPR.

This doesnt instill confidence in the UKs latest effort. With inflation out of control and no fix in sight, the economy could potentially take another hit.

The good news is that, at least for now, the countrys version of the GDPR isnt moving forward. Just like new gambling regulations, theres an outside chance that nothing will change. The UK will hold new general elections in 18 months, which could usher in a new batch of political leaders.

One of Dr Hester Wilsons patients recently discovered that her husband had re-mortgaged their family home.Up until that point, she was unaware he had a gambling problem. Now, with young children to look after, they were losing their family home.As Chair of RACGP Specific Interests Addiction Medicine, Dr Wilson works closely with patients experiencing addiction in various forms and the adverse impacts it has on their health and relationships.She told newsGP that although she estimates 7% of people experience some gambling harm and 1% of those people have a gambling addiction, it is not often evident when they present in general practice.Gambling does cause harm, and we are going to be seeing people that are experiencing that harm in our practices, she said.One of the tricky things for us in general practice is that people wont tell us because either they feel ashamed or they dont realise they have a problem, or they dont think its our area.To help overcome this barrier RACGP Specific Interests Addiction Medicine is presenting a responsible gambling webinar series, sponsored by the Office of Responsible Gambling GambleAware NSW and hosted by Dr Wilson.The webinars aim to help GPs to identify management and referral strategies for patients experiencing issues with gambling, and what specialist care is required for the associated psychosocial factors.The activities will also outline how to initiate conversations with patients to investigate the potential harms, where Dr Wilson said the therapeutic relationship GPs have with patients is paramount.We need to be asking [about gambling], people wont volunteer to discuss it for a whole heap of reasons, she said.I do it as part of my lifestyle check with patients. And once theyve taken part in treatment and things have improved, we can support them around maintaining that change and to remain well.Aside from the obvious financial issues caused by gambling, the range of long- and short-term issues cause a ripple effect, according to Dr Wilson.It affects you overall, the way you live your life, she said. Its not just those people that experience the harm, its their family one person who is experiencing gambling harm will impact six other people in their lives.Psychological issues such as depression and anxiety, feeling overwhelmed, and a higher risk of suicide are all linked to people with gambling issues, as well as physical issues associated with the gambling lifestyle such as drinking or smoking more, being sedentary while doing the activity and not exercising, and not eating well.Dr Wilson says it is important to be aware of the co-occurring issues that can happen with people who are gambling or vice-versa, and how they interact.If you can help people to change the gambling, quite often that will improve their mental and physical health, she said.It is estimated around $25 billion was lost on legal forms of gambling in 201819 in Australia.Easily accessible and available 24-hours a day, online gambling is the fastest growing gambling setting. After not-so-subtly hinting at it over the weekend, Bay Area news radio stalwart 810 AM completed its switch to a sports gambling station Monday.

Longstanding programming was abruptly canceled by owner Cumulus Media on Oct. 6, leaving hosts stunned. The slow death of KGO, the former name of the station, was a familiar story for legacy media, though. "KGO has been in steady decline for years, and thats unfortunate, but thats kind of the industry overall," longtime reporter and writer David Lazarus told SFGATE last week. Lazarus, who worked for KGO from the late 1990s until the early 2010s, is now a reporter for a Los Angeles television station.

On Monday, the station formerly known as KGO officially rolled out as "810 The Spread." If its early programming is any indication, the switch is more of a cost-cutting move than an aggressive investment in sports gambling. As of 7:45 a.m. local time, The Spread was airing "BetQL Daily," a syndicated podcast with two guys named Joe. The Spread's weekday lineup appears to be three syndicated betting shows and The Jim Rome Show, followed by CBS Sports programming overnight, according to Barrett Sports Media.

The new station touts itself as "The Bay's Best Bet on Sports." But its own biggest bet on sports gambling becoming legal in California might not hit. California has been slow to legalize betting on sports since the floodgates opened with a 2018 Supreme Court ruling. There are two sports gambling propositions on the ballot this fall, one to legalize casino and racetrack wagers and another to allow online gambling. Both appear likely to fail, as a UC Berkeley poll shows California voters opposing them by double-digit margins.

Teachers are coming to us more and more seeking support to talk about gambling. Thats a good thing. Its in part due to gambling being included in the new PSHE curriculum introduced last year. But there are other reasons too.

In 2019, the Gambling Commission estimated that as many as 350,000 11-to-16-year-olds were spending their own money on gambling each week, that 55,000 young people in that bracket were experiencing social or emotional difficulties due to their gambling, and that a further 87,000 were at risk of doing so.

Britain is home to one of the largest online gambling markets in the world and is one of the only jurisdictions where some forms of gambling can be legally participated in by those under the age of 18. So while most regulated gambling products such as the National Lottery, online gambling and sports betting are restricted to over 18s, it would be nave to think young people are unfamiliar with gambling prior to entering legal adulthood. Therefore, it is more important than ever that we work together to safeguard our future generations from potential gambling harms.

Gambling disorder has been recognised by the World Health Organization as an addictive behaviour, and online gambling marketing is listed alongside marketing of fast food and sugar-sweetened drinks as an unhealthy commodity, which can harm relationships, school achievement and mental health.

However, gambling disorder is complex and its sometimes known as the hidden addiction because it can be difficult to spot the signs of harm. Looking out for changes in a young persons behaviour, ensuring they have a strong support network and monitoring their actions can help identify issues sooner.

Common emotional harms include individuals becoming more secretive, stressed, and withdrawn. The impact of gambling on a young persons mental health might result in them struggling to focus or disengaging from normal life. Physical signs of harm include fatigue, headaches, borrowing money and money going missing. These are signs we should all recognise.

We dont hesitate to talk with children about other risky behaviours

We dont hesitate to talk with children about the risks associated with other behaviours such as consuming alcohol, tobacco, or drugs. Our conversations in schools formal and informal, in lessons, assemblies and on the playground can help inform young people about the risks of gambling.

We engage with the education sector daily. Although the new PSHE curriculum is an encouraging step forward, teachers tell us they need resources to help them address the issue more than ever. Whats more, we know this is not an issue that can be visited only once during a childs time at secondary school. Knowledge needs to be built over time and reinforced regularly.

But teachers are busy and the curriculum is already loaded. We shouldnt expect every teacher to become a gambling harms prevention specialist as well as everything else, but we can help them approach the issue with more confidence. Thats why we have worked with GamCare and Fast Forward to produce the Gambling Education Framework a practical, evidence-based resource launched last week.

The frameworks principles have been developed in line with PSHE Association guidance on effective preventative education. It is designed to help teachers deliver high-quality teaching about gambling and manage the difficult conversations that can arise in schools. It will be just as useful for designated safeguarding leads who might have to help pupils who have a gambling problem, or who might be impacted by someone with a gambling disorder at home.

We know education is an invaluable protective measure against gambling harms, just as it is against other dangers young people are exposed to. But teachers must be equipped with the knowledge, resources and confidence to talk about the issue. We hope our framework helps to fill that gap.

If youve ever thought about visiting a cyber casino, heres something you should know: its illegal to gamble online in the United States.

You can go to Vegas. You can go to Atlantic City. You can go to a racetrack. You can go to those places and gamble legally. But dont do it online. Its against the law, says Leslie Bryant, head of our Cyber Crime Fraud unit at FBI Headquarters.

That means:

No placing cyber bets on sporting events or in virtual card games;

No transferring money electronically for gambling; and

No wagers in offshore Internet casinos even if you live in the U.S.

Whats allowed? Some free online games, fantasy leagues, and Indian gaming sites that arent strictly defined as Internet gambling.

Its also illegal for businesses to run gambling websites and to solicit online bets. Even companies handling transactions for cyberspace bettors can face federal charges.

Cracking down. Our strategy for tackling illegal online gamblingas a key enforcement agencyis to start with the companies providing the services in the first place. Were going after the people making the moneythe owners of these virtual casinos, gaming rooms, and off-track betting parlors, Bryant says.

We currently have about a dozen of these cases in motion. One of the biggest came last July when a federal grand jury in St. Louis returned a 22-count indictment against 11 individuals and four companies for their involvement in illegal online gaming and related activities. On May 24, one of the companiesBetonSports pled guilty to racketeering charges in the case.

Weve also had success against companies supporting the money flows behind virtual gambling. In January, for example, two Canadians were charged with operating an Internet payment services company that transferred billions of dollars in illegal gambling proceeds between U.S. citizens and the owners of online gambling sites outside the country.

In 2003, another Internet financial services company paid $10 million in a civil agreement to settle allegations that it aided illegal offshore and online gambling agreements. The U.S. government has also settled several cases with online businesses that have accepted money to market virtual gambling operations.

Think a little online gambling cant cost you? Dont bet on it. Even if you dont get caught gambling, you could well lose the money you have in an online gaming account if the company faces charges, since the U.S. government seizes assets in these cases whenever possible.

Major League Baseball announces support of online sports betting initiative in California – ESPN

Major League Baseball on Friday announced its support of an initiative that would authorize online sports betting in California, becoming the first major sports league to take sides in the high-stakes battle between bookmaking giants and the state's powerful tribal gaming operators.

Two primary sports betting initiatives are on the November ballot. Proposition 26 would restrict betting to in-person only at tribal casinos and four horse racing tracks. Proposition 27 would allow online sports betting.

MLB is supporting Proposition 27, The California Solutions to Homeless and Mental Health Act. It is backed by a coalition of sportsbook operators, including DraftKings and FanDuel. A percentage of the revenue from Proposition 27 would be dedicated to fighting the homeless crisis in California.

DraftKings and FanDuel are among MLB's official betting partners. MLB, which has five franchises in California, has been an advocate of sports betting legalization since the U.S. Supreme Court in 2018 struck down the Professional and Amateur Sports Protection Act of 1992.

"As legalized sports betting continues to expand across the country, Major League Baseball remains committed to protecting the integrity of its games and creating a safe experience for fans who wish to wager on those games," MLB said in statement released Friday. "Proposition 27 -- the only measure on California's upcoming ballot that would authorize and regulate online sports betting -- includes strong integrity provisions designed to help MLB carry out those commitments.

"The measure would, for example, (1) require sports book operators to notify leagues of suspicious wagering activity, (2) allow leagues to propose restrictions on betting markets that are particularly susceptible to manipulation, and (3) facilitate other forms of integrity-related cooperation between the state, leagues, and operators. MLB believes that Prop 27 has the safeguards to create a safe and responsible online sports betting market in California -- a state with millions of MLB fans looking for alternatives to illegal offshore betting sites."

Proposition 26, The California Sports Wagering Regulation and Unlawful Gaming Enforcement Act, is supported by a coalition of tribes, led by Pechanga.

"A large and growing coalition of Indian Tribes, social justice advocates, teachers, parents, homeless and mental health advocates, business, public safety and labor leaders all strongly oppose Prop 27," Kathy Fairbanks, spokesperson for Yes on 26 and No on 27 campaigns, told ESPN in a statement. "The measure would legalize a massive expansion of online gambling that will turn every cell phone, laptop, gaming console and tablet into a gambling device. Worse, there's no fool-proof way to ensure kids aren't gambling online. The out-of-state gambling corporations funding Prop 27 wrote it so they take 90% of the profits out of state, leaving little for California. We're confident voters will reject this deceptive, dangerous measure in November."

Chris Gove, an investor in the sports betting space and partner in consulting firm Eilers & Krejcik Gaming, estimates that a mature, online sports betting market in California could generate as much as $3 billion in annual revenue. In comparison, industry trade publication VIXIO Gambling Compliance estimates retail-only sports betting would generate $356 million in annual gross revenue by the fifth year.

US Online Casinos Are Making More Money Than Ever – PlayUSA

While some industries are currently experiencing an economic slowdown, US online casinos arent bothered.

The American Gaming Associations latest release for the second quarter of 2022 says the total of all commercial gambling activity across the US hit a new high across the quarter that ended in July 2022. While brick-and-mortar casinos still represent the greatest part of that sum, online casinos are keeping pace in their own right.

Industries that are adjacent to casinos and gambling, including hospitality and food service, have seen repeated labor shortage issues that often affect their profits, but not so for the casino industry.

The first three months of this year were a stellar showing for US online casinos. However, the second quarter was just a tad bit better.

The AGAs revenue tracker shows online casinos and online poker play across the six states in which they are legal in the US produced $1.21 billion in gross revenue in Q2 2022. Thats an improvement of over 34% from the second quarter of 2021. Its just a slight improvement of a few million dollars over Q1 of this year, though.

Still, that quarter-over-quarter comparison shouldnt dampen the spirits of any online casino operators. The AGA also says for the first half of 2022, the total of $2.42 billion in online casino revenue is an increase of 43.5% as compared to the first half of 2021.

This performance contributed to an all-time best quarter for all commercial gaming across the country. For example, two of the six states that allow at least some online casino play, Nevada and Pennsylvania, reported their best overall quarters ever.

The fears over online casinos cannibalizing retail casino gaming continue to be unfounded. Physical slots and table games from all commercial gambling properties in the US produced a record $11.24 billion in revenue from April through July 2022. The record was for those segments both combined and individually.

That total includes an increase of less than a percent from the first quarter of this year for slots but an impressive uptick of more than 18% on the table games side. For the first half of 2022, the total of $23.67 billion rose nearly nine percent in terms of slots and almost 29% for table games compared to H1 2021.

With revenue from both online and retail sports betting figured in, the second quarter of 2022s total commercial gaming activity came to $14.81 billion. The AGA says thats an improvement of more than three percent from Q1. Thus, 2022 remains on pace to become the most lucrative year ever for commercial casinos in the United States.

Theres no guarantee that the third quarter of 2022 will surpass that $14.81 billion mark. However, even if that doesnt happen, 2022 could still be the single greatest year to be in the gambling business in the United States yet.

Novibet Announces Further Plans For Its US Online Casinos In Two States – PlayUSA

When Novibet makes its US online casino debut, the Garden State will be in the mix. On Monday, the gambling company based in Malta announced it had reached terms with Caesars, giving it the necessary land-based partner it needs to operate in New Jersey.

Its still unclear exactly when Novibet will be available to New Jerseyans. Additionally, operating one of several NJ online casinos isnt Novibets only ambition when it comes to the United States.

Mondays press release states Caesars and Novibet executed a multi-year access agreement that covers both online casino and online sports betting in New Jersey. Novibet has committed to at least a decade under the agreement.

The release points out, though, that Novibet still needs to secure the necessary licensure. Finding a partner that operates a brick-and-mortar casino in New Jersey like Caesars is a necessary step in that process, according to New Jersey law.

Novibet already operates online casino platforms in several European markets. New Jersey could represent its first US jurisdiction but not the first on the North American continent. The press release says Novibet hopes to launch its online casino product in Mexico and Ontario this year.

As for when it could go live in New Jersey, the release simply states in 2023. New Jerseyans might not be the only ones with access at that time.

In March, Novibet announced a similar market access agreement in Pennsylvania. That agreement merely covers a Pennsylvania online casino license, however. As of right now, Novibet does not plan to offer online poker or online sports betting in Pennsylvania. Additionally, Novibet has made no public moves to suggest interest in Michigan or West Virginia.

The March statements did indicate Novibet is working on having agreements in place for online casino play in five other US states, though. Those are:

Currently, online casino games for real money remain illegal in those states. At the same time, Indiana and Iowa have recently seen legislative activity to change that. At least one online sportsbook operates in parts of Louisiana and Mississippi, but thats the extent of legal online gambling in both states.

Missouri has seen several attempts to legalize online sports betting fail in the past few years. Online casinos have yet to be a part of the conversations there.

Regardless, multiple gambling companies already have agreements in place in these states should the laws ever change. New Jerseyans and Pennsylvanians could have access to Novibet before any of those laws change.

Bitter contention over legalising casinos in the kingdom may be closer to a resolution than many people think with the release of a report citing overwhelming public support for the idea.

Essential legal groundwork for casinos could be laid before parliament finishes its term early next year.

The report, prepared by a committee formed on the order of the House of Representatives, could prompt legislation needed to bring "entertainment complexes", a euphemism for casinos, into reality. The House committee has been hard at work for months amid debate over what legal recognition of gambling could spell for society.

The panel has finalised its report to be referred to parliament for acknowledgment and the government for a decision on whether the complexes warrant serious attention.

The panel members are confident the government will implement it sooner than later.

The study covers four areas: laws governing collection of revenue and taxes; prevention and mitigation of impacts the complexes will have on residents; forms of investment in complexes; and analysis of related gaming activities.

The study brings together opinion surveys, literature reviews and academic research from inside as well as outside the country.

In the matter of revenue and tax collection, the law permits legalisation of casinos although they must be owned and run by the state unless the state grants a concession to private businesses to operate them.

However, the report points to a vagueness in the legal definition of "gambling" and "entertainment complex".

The Excise Department is able to demand excise tax from casinos if and when they are legalised and go into operation.

Under the Excise Tax Act, a subordinate law such as a royal decree or a ministerial regulation may be issued that permits "gambling services" to take place and sets excise tax rates for them.

Money won from casinos is deemed taxable income and must be declared as income tax with the Revenue Department.

The report also addresses how to mitigate the impacts of "entertainment complexes" on various fronts.

Politically, a high-level regulatory committee will be set up to supervise the complexes, headed by the prime minister.

Regarding finances, some of the revenue generated from the casinos and related businesses should be spent for public welfare and benefits, it says.

As to societal factors, the government should educate people about the complexes to build confidence around the issue.

Taxes from the casino operations should be partially diverted to promote the development of education, sports, public welfare and improve assistance for the disabled. Taxes also should be paid for damage caused to the environment by their construction or operation.

According to the report, areas suited for building the complexes are the Eastern Economic Corridor (EEC) as well as locations within a 100km radius of Don Mueang, Suvarnabhumi or U-Tapao airport encompassing 17 provinces; 22 major tourism provinces including those within a 100km radius of international airports; and 22 provinces with permanent border passes.

On the matter of investments, the report argues the complexes will help boost post-Covid economic recovery. They should be self-contained and comprehensive, modelled on Singapore's resort-style entertainment complexes, only bigger.

The project should be a joint state-private investment with the complexes located in specially administered zones, it says.

The House committee also studied related gaming businesses, namely: online casino games, day trading, online sport betting, betting exchanges, online bingo, online lottery, gaming skill sites and practice sites.

The report said offline gambling should be strictly confined to the grounds of the complexes while access to online gambling must be kept away from people in the country.

Forums have been held to gauge people's views on such projects in the border provinces of Tak, Chiang Rai and Sa Kaeo.

Reactions were mixed with opponents voicing concerns about social decline while proponents emphasised the likelihood of complexes giving the local economy a boost.

Locals have further insisted that if the complexes go ahead, they must be under stringent control.

Pada: Distribute income to provinces

An opinion survey by Suan Sunandha Rajabhat University found 80% of respondents nationwide supported the complexes although they feared what they might entail, such as increased crime, personal debts, dominance of the complexes by foreign nationals and domestic problems. In all, 3,296 people responded.

The House committee suggested amending the laws to smoothen the way for the complexes and prepare the groundwork for investment.

At the same time, state agencies should quickly launch a pre-feasibility study and analyse the project.

The Finance Ministry and the Playing Card Factory should look at ways to produce gambling paraphernalia.

Also, the Interior Ministry and the Government Lottery Office would need to augment their powers to cover online betting.

The tourism sector might need to broaden its marketing to include such complexes.

Wisarn Techatheerawat, a Pheu Thai Party MP for Chiang Rai who also advises the House committee, said many residents in Tak, Chiang Rai and Sa Kaeo, who attended the meetings, backed the project.

They are no strangers to casinos which are located across the border.

The residents have learned to keep their families safe from gambling addiction, he said.

The committee told them the complexes would be tied to tourism, meetings and conventions, which are investment-intensive businesses that could transform local economies, Mr Wisarn told the Bangkok Post.

"Essentially, we want to take what has long been operating underground in the grey zone and bring it above ground.

"Instead of being collected [underground] by scrupulous officials, the money will be pumped legally through the system," the MP said.

Mr Wisarn added investors from China, the Middle East, the US and Europe have shown interest in the complexes.

He said the persistent misconception that casinos and entertainment complexes are one and the same needs debunking.

Academics and experts agreed with the committee that a casino will serve as one of many functioning components of the wider complex.

The report furnished by the committee touched on all crucial details of the complexes.

For example, customers must be at least 20 years old and no state officials may enter the premises.

Business people accessing the complex must produce proof of their financial standing or credit.

Also, remedial measures will be offered to families whose members fall victim to compulsive gambling.

"If the government stays in power until early next year, the project might have a chance of entering parliament and clearing legislative hurdles," he said.

The MP said the complex project would not involve excessive legal amendments or drafting of new laws.

The committee estimated that earnings from the complexes would run into the hundreds of billions of baht annually.

These include entrance fees and the concessions granted to investors to run the complexes.

Having the complexes scattered in Phuket, Phangnga, Pattaya, Bangkok or in provinces close to airports would encourage tourists to visit the destinations.

Complexes in border provinces would also help stimulate border trade exchanges although investors would need favourable laws and regulations.

Mr Wisarn admitted that it might not be practical for the government to invest 100% in the project.

However, it could grant a concession and issue an operating licence. In this regard one viable option may be to create a joint venture between the state and private businesses.

The MP said he believed the project may be put on parliament's agenda by the end of next month.

If not, it would enter parliament in November which marks the beginning of the last ordinary session of the House's term, which ends in March next year.

"At the end of the day, it's the government which makes the call," he said.

Meanwhile, Pada Worakanont, the committee spokeswoman, said the complexes would help distribute income to the provinces.
