Brick-and-mortar retail businesses are turning toward ecommerce to generate revenue online and click-and-collect. As they make this digital transformation, those merchants will likely have questions about ecommerce platforms, themes, and design. While all of these are important, a companys initial focus should be on products and marketing, in my experience.

The act of merchandising and selling an item in a physical store is fundamentally different than promoting and selling the same product online.

Consider the advantages of physical retailing. In a physical store, a shopper can handle a product before buying it. He can, for example, pick up a new kitchen knife, feel its weight, and gauge how it fits in his hand. In some stores, he could even chop a few carrots before making the buying decision.

Similarly, a mother shopping for kids clothing can touch the fabric and have her child try on an outfit or two. For questions, a clerk is not far off.

Whats more, a physical location can be its own form of marketing.

An art supply store in a popular shopping center may have thousands of potential customers drive past it every day. Some of those passersby will see the stores sign for years. When those folks need a sketchbook and art pencils for their childrens drawing class, the brick-and-mortar store could come to mind.

Conversely, selling a kitchen knife, childrens clothing, sketchbooks, or anything on the Internet is different. Product images, product descriptions, and inventory management are critical for ecommerce but may be challenging for brick-and-mortar businesses selling online for the first time.

Images. To sell a product hanging on a hook at a physical store, a retailer simply needs the product and the hook. Online, however, a merchant requires at least one photograph to represent the item.

A merchant can either photograph every product or, alternatively, acquire photos from the manufacturer or distributor. Both of these tasks more time-consuming than what one might imagine.

At one of Sur La Tables physical stores, a shopper could handle this knife before spending $399 to buy it. But online, the knife is represented with an image.

It is not uncommon for a store to have thousands of SKUs and dozens of vendors. If it decided to download product photos from those vendors, a retail business would need someone to contact each vendor, gain access to the images, download and organize them, perhaps edit them, and upload them to the ecommerce site repeated hundreds of times.

But a methodical approach can help.

Good product photos are more important than a perfectly designed website when youre getting started.

Descriptions. Product descriptions are similar to product images: You dont need them in a physical store and generating them for an ecommerce site is a larger task than one might imagine.

Whether your company decides to write these or copy them from a manufacturer never copy a product description without express permission, however the steps will be similar to those for images.

Inventory management. Imagine a chain with 15 physical stores. Each store has one particular espresso machine 15 company-wide.

When it comes to managing inventory on an ecommerce platform, what are the available quantities for this espresso machine?

If it plans to fulfill from every location, the company might assume 15 machines are available to sell online. But that could be a problem.

What if three stores had an incorrect inventory count? Instead of having one machine in stock, they had none. And what if two other stores tossed the boxes because the espresso machines are on display? Those stores would have no way to ship them. And what if customers are buying the espresso machines at four other stores right now?

To make matters worse, inventory counts could be off by a lot if the chains physical point-of-sale system doesnt automatically update the ecommerce site.

The solution depends on a merchants systems and capabilities. But knowing that inventory quantities can be a problem goes a long way toward a fix.

The aforementioned art supply store resides in a popular shopping center, has a physical sign, and is known to thousands of potential customers.

No one will notice the business, however, when it opens online. A shopper could search for the store by name on Google or Bing, but there is no guarantee that those search engines have even indexed the new site yet.

Thus its not enough to open an ecommerce shop. Merchants must promote and market it. Marketing for a new ecommerce site should use a retailers traditional channels as well as new ones, such as pay-per-click and video ads.

For example, a retailer should continue with radio ads but now include the new digital offering. Similarly, a chain should continue inserting circulars in the local newspaper, but, again, now emphasize online or click-and-collect services.

Marketing a new ecommerce store is often more important than the platform, the theme, and other design elements.

The digital divide worsens the inequitable impacts of the climate crisis – GreenBiz

One of the starkest inequalities exposed by the coronavirus pandemic is the difference between the digital haves and have-nots. Those with a fast internet connection are more able to work and learn remotely, stay in touch with loved ones and access critical services such as telemedicine. For the millions of Americans who live in an internet dead zone, fully participating in society in the age of social distancing has become difficult, if not impossible.

But if the pandemic has laid bare Americas so-called "digital divide," climate change will only worsen the inequality that stems from it. As the weather grows more extreme and unpredictable, wealthy urban communities with faster, more reliable internet access will have an easier time responding to and recovering from disasters, while rural and low-income Americans already especially vulnerable to the impacts of a warming climate could be left in the dark.

Unless, that is, we can bring everyones internet up to speed, which is what Democratic lawmakers on the House Select Committee on the Climate Crisis are hoping to do.

Buried in a sweeping, 538-page climate change plan the committee released last month is a call to expand and modernize the nations telecommunications infrastructure in order to prepare it, and vulnerable communities around the country, for future extreme weather events and climate disruptions.

The plan calls for increasing broadband internet access nationwide with the goal of getting everyone connected, updating the countrys 911 emergency call systems and ensuring cellular communications providers are able to keep their networks up and running amid hurricane-force winds and raging wildfires. This plan isnt the first to point out that Americas internet infrastructure is in dire need of an upgrade, but it is unusual to see lawmakers frame better internet access as an important step toward building climate resilience.

While the internet is often described as agreat equalizer, access to the web never has been equal.

To Jim Kessler, executive vice president for policy at the moderate public policy think tank Third Way, this framing makes perfect sense. "Youve got to build resilience into communities but also people," Kessler said. "And you cant do this without people having broadband and being connected digitally."

While the internet is often described as a great equalizer, access to the web never has been equal. High-income people have faster internet access than low-income people, urban residents are more connected than rural ones, and whiter counties are more likely to have broadband than counties with more Black and Brown residents.

Were not just talking about a few digital stragglers being left behind: The Federal Communications Commission (FCC) estimates that more than 18 million Americans lack access to fast broadband, which the agency defines as a 25 megabits per second download speed and 3 megabits per second upload speed. Monica Anderson, who studies the digital divide at Pew Research Center, says that many more Americans have broadband access in their area but dont subscribe because its too expensive. "What we see time and again is the cost is prohibitive," Anderson said.

A lack of broadband reduces opportunities for people in the best of times, but it can be crippling in wake of a disaster, making it difficult or impossible to apply for aid or access recovery resources.

Puerto Ricans experienced this in the aftermath of 2017s Hurricane Maria, which battered the islands telecommunications infrastructure and left many residents with terminally slow broadband more than a year after the storm had passed. Three years later, with a global pandemic moving vast swaths of the economy online for the foreseeable future, internet-impoverished communities around the country are feeling a similar strain.

To some extent, mobile networks have helped bridge the broadband gap in recent years. More than 80 percent of Americans own a smartphone, with similar rates of ownership among Black, white and Hispanic Americans. Nearly 40 percent of Americans access the internet primarily from a phone. As far as disaster resilience goes, this surge in mobile adoption is good news: Our phones allow us to receive emergency alerts and evacuation orders quickly, and first responders rely on them to coordinate on the fly. Of the 240 million 911 calls made every year, more than 80 percent come from a wireless device, per the FCC.

But in the age of climate change, mobile networks are becoming more vulnerable. The cell towers, cables and antennas underpinning them werent always built to withstand worsening fires and storms, a vulnerability that Verizon, T-Mobile and AT&T have all acknowledged in recent climate change disclosures filed with the CDP (formerly the Carbon Disclosure Project). And when these networks go down as nearly 500 cell towers did during Californias Camp and Woolsey fires in 2018, according to the new House climate change plan it can create huge challenges for emergency response.

"Everything from search-and-rescue efforts to sending out warnings to getting people directions to shelters is facilitated through various telecommunications and internet," said Samantha Montano, an assistant professor of emergency management at Massachusetts Maritime Academy. "Were pretty reliant on them."

Democrats new climate plan seeks to address many problems created by unequal and unreliable internet access in order to build a more climate-hardy web and society.

To help bring about universal broadband access, the plan recommends boosting investment in FCC programs such as the Rural Digital Opportunity Fund, a $20 billion fund earmarked for broadband infrastructure deployments across rural America. It also calls for increased investment in programs such as the FCCs Lifeline, which offers government-subsidized broadband to low-income Americans, and it recommends mandating that internet service providers suspend service shutoffs for 60 days in the wake of declared emergencies. Broadband improvements should be prioritized in underserved communities "experiencing or are likely to experience disproportionate environmental and climate change impacts," per the plan.

As far as mobile networks go, House Democrats recommend that Congress authorize states to set disaster resilience requirements for wireless providers as part of their terms of service. They also recommend boosting federal investments in Next Generation 911, a long-running effort to modernize Americas 911 emergency call systems and connect thousands of individually operating systems. Finally, the plan calls for the FCC to work with wireless providers to ensure their networks dont go offline during disasters for reasons unrelated to equipment failure, citing Verizons infamous throttling of data to California firefighters as they were fighting the Mendocino Complex Fire in 2018.

Kessler of Third Way said that Democrats climate plan lays out "the right ideas" for bridging the digital divide. "You want to be able to get the technology out there, the infrastructure out there, and you need to make sure people can pay for it," he said.

The call for hardening our internet infrastructure is especially salient to Paul Barford, a computer scientist at the University of Wisconsin, Madison. In 2018, Barford and two colleagues published a study highlighting the vulnerability of Americas fiber cables to sea level rise, and hes investigating how wildfires threaten mobile networks. In both cases, he says, its clear that the telecommunications infrastructure deployed today was designed with historical extreme conditions in mind and that has to change.

"Were living in a world of climate change," he said. "And if the intention is to make this new infrastructure that will serve the population for many years to come, then it is simply not feasible to deploy it without considering the potential effects of climate change, which include, of course, rising seas, severe weather, floods and wildfires."

Whether the House climate plans recommendations become law remains to be seen. Many specific ideas in the plan already have been introduced to Congress in various bills, including the LIFT America Act, which would infuse Next Generation 911 with an extra $12 billion in funding, and the WIRED Act, which would authorize states to regulate wireless companies infrastructure.

Perhaps most significantly, House Democrats recently passed an infrastructure bill that would invest $80 billion in broadband deployment around the country overseen by a new Office of Internet Connectivity and Growth. The bill would mandate a minimum speed standard of 100/100 megabits per second for federally funded internet projects, a speed stipulation that can be met only with high-speed fiber optics, says Ernesto Omar Falcon, a senior legal counsel at the Electronic Frontier Foundation, a digital civil liberties nonprofit.

Currently, Falcon estimates that about a third of Americans have access to this advanced internet infrastructure, with a larger swath of the country accessing the web via older, slower, DSL copper or cable lines. "It would connect anyone who doesnt have internet to a 21st century line," Falcon said. "Thats a huge deal."

The infrastructure bill seems unlikely to move forward in a Republican-controlled Senate. But the urgency of getting everyone a fast, resilient internet connection isnt going anywhere. In fact, the idea that internet access is a basic right seems to be gaining traction every day, even making an appearance last week in presumed Democratic presidential candidate Joe Bidens new infrastructure plan.

With the pandemic continuing to transform how we work, live and interact with one another, and with climate change necessitating even larger transformations in the future, our need to be connected digitally is only becoming greater.

"I think every day the pressure mounts, because the problem is not going away," Falcon said. "Its really going to come down to what we want the recovery to look like. And which of the problems COVID-19 has presented us with do we want to solve."

Wealth Tech Demystified Part 5: Fee And Billing Software – Barron’s

Lets face it: getting paid on time for your work as a financial advisor is important, especially during this pandemic as businesses are doing everything they can to keep the lights on.

This has made a financial advisors fee and billing software all the more important. But when searching for the right fee and billing software program, it can be hard to decipher what the company is selling, and whether it makes sense for your advisory firm.

Ive run my own wealth management marketing firm for the past 12 years, which means I recognize the necessity of pushing past the jargon and using the information available to make the right decision for your firm.

With this in mind, Ive written this article, which is the fifth in my series on demystifying wealth technology. Make sure to read parts one through four of the series: onboarding, portfolio management, trading solutions, and financial planning software.

Fee and billing software is used by advisors to charge clients directly for their services. As financial advisors move toward offering more financial planning services, some are also moving away from the traditional fee model, which is based on assets under management. Instead, they charge fees for service.

With this in mind, heres what to consider when choosing fee and billing software for your advisory firm:

-- If youre using a fee-for-service model, check to see whether the software provider has measures in place to handle RIA compliance. A 2013 Risk Alert from the Securities and Exchange Commission shows that if an advisor has access to a clients online accounts, they can be subject to the custody rule. Some software providers have provisions in place to get around this, which saves advisors from extra audit costs.

-- Conversely, if youre using an AUM model, consider whether there are options for excluding certain assets, contributions, or withdrawals from fee calculations. Consider whether you need this level of customization at your practice and whether its worth paying for.

-- Look at any other customization options available. Some providers offer the option to personalize invoices or to make fee adjustments to invoices the program generates.

-- Check to see what level of billing flexibility is available. Does the program have the ability to bill in both arrears and in advance?

-- Ask about whether eSignatures are available. This can reduce paperwork for both you and your clients.

-- Similarly, check to see if a client portal is available. This allows your clients to upload and change their payment information, confirm charges, and stay on top of invoices without you notifying them about every charge.

-- Look at whether the software program allows you to put a payment plan on hold. This is especially important now, because clients may consider pausing their financial planning services as they cut costs.

-- Consider the fee reporting and management analytics available through the software program. These not only are helpful for your clients, but can also help you to make business projections.

Selecting the right fee and billing software program doesnt have to be hard. Just make sure to keep these questions and considerations in mind to avoid getting caught up in marketing lingo.

The legend posted a nostalgic post on Instagram earlier this week reminiscing the earlier years in his acting career.

He revealed a very surprising titbit, apparently, back in the day Johnson was in Tim Burtons mind to play Willy Wonka himself!

In Burtons 2005 adaptation of the story, Wonka is played by Johnny Depp so the director obviously ended up going in a VERY different direction!

His caption reads Some cool history back in the early 2000s, iconic director, Tim Burton had considered me to play Willy Wonka in his remake, Charlie and the Chocolate Factory.

I remember thinking HOLY SHIT, IM IN The fact that Tim even considered me (albeit Im sure he considered for all of 7 seconds:).

YouTube is far more than just a collection of videos online, says the team at social media tracking company amaSocial.

Did you know that YouTube is the second biggest search engine in the world?

Plus, on top of that, take a look at these impressive stats:

These adverts are charged per view past the five-second mark, so you only pay for viewers who dont skip your ad. They have to be a minimum of 12-seconds long, but keeping it under three minutes is recommended.

Expect to be charged when a viewer has watched the first 30 seconds (if the video is longer than that), the whole video (if its between 12 and 30 seconds long), or they have interacted with your ad by clicking on something whichever comes first.

amaSocial top tip: YouTube uses the term TruView to describe adverts that are only paid for when they are viewed for 30 seconds, or the full length of the advert.

These adverts can either be displayed before a video (pre-roll) or in the middle of a video (mid-roll).

Wed suggest only using this option if youve got some really good creative work and youre sure that it will be able to keep users attention for the full 15 or 20 seconds that your ad plays. If youve got a really good ad, this can be a great option for increasing brand awareness.

Keep in mind that since users cant skip past these adverts, youll be charged per impression.

Generally, these adverts are best used to complement larger video campaigns, as its difficult to tell a good story in just six seconds. Use your time wisely, and only include brand elements that you want audiences to remember there is no room for extras in such a short advert.

Bumper ads are the best choice if your campaign aim is to increase reach and awareness.

These ads include up to three lines of text and a thumbnail. If someone clicks on your ad, they will be automatically redirected to your video page or to your YouTube channel.

If youre wondering why someone would choose a discovery ad as opposed to one of the other formats, keep in mind that YouTube is the biggest search engine after Google. Users are looking for answers, not just videos.

If your video looks more relevant to the organic search results that appear, a user can choose to watch your content instead.

amaSocial top tip: Discovery ads are classed as TruView, meaning that you only pay when they are viewed for 30 seconds, or the full length of the advert.

The platform offers two types:

To do this, youll need to log into your account and click the video camera icon on the top right of the screen and click the Upload video option.

From there, youll be taken to the upload window where you can choose the file you want to upload. You can simply drag your file across and it will upload.

Once its uploaded, be sure to fill in all the necessary details, like the title, description, and tags for the video.

Set your ad budgetSelect the average amount you want to spend each day that your campaign is active.

Start small that way you can test options and refine your campaigns to ensure youre getting the best return on investment.

Youll have to choose between the following two advert delivery methods:

You also dont have to select an end date for your campaign you can keep it running indefinitely as long as you keep paying for it.

Choose your networksHere, you can select where youd like your adverts to appear. When creating a video ad, these are the three options that are available:

Thanks to COVID-19 cash, faster internet is coming for parts of rural Mississippi – Clarion Ledger

As schools debate about returning to online learning, the lack of internet access for many Americans is a big sticking point. USA TODAY

Fastinternet is finally set to arrive in several of the most rural parts of Mississippi.

The Mississippi Public Utilities Staff this week awarded $66 million in grantsfor areas that have few or no high-speed internet options. The bulk of the federal grant moneywent to rural electric cooperatives, which now will also serve as the primaryinternet providers in their regions.

Rural Mississippians can thank the coronavirus pandemic for the sudden infusion of federal CARES Act funds that should by the end of this year create thousands more high-speed internet connections. Mississippi has long suffered from among the most limited coverage andslowest internet speeds of any state in the country.

State lawmakers last month passed Senate Bill 3046, which authorized $75 million to be spent on the internet grants. Thegoal: rapidly improve connectivity to help people study from home, work from home, and usetelemedicine services.

"People are locating around where there is connectivity," Gov. Tate Reeves said at a Tuesday news conference. "While COVID-19 and the CARES Act came about for all the wrong reasons, this is one example of a way in which we can take this horrible tragedy called the coronavirus, and we can actually invest for the future of our state."

Sally Doty, a former state senator who was recently appointed as director of the Public Utilities Staff, said the grant recipients have agreed to install a combined 2,765 new miles of fiber for internet by the end of the year.

Next year using matching funds they were required to commit in order to obtain the federal cashthe cooperatives and several other groups plan to lay another 1,980 miles of fiber. The fiber lines will be hung on poles, and recipients of the grants expect they can lay about 20 miles a week through the end of the year.

Those new fiber lines, Doty said, will go past more than 40,000 homes and businesses, many of which will potentially be able to tap into high-speed internet for the first time. She pledged the cost of the new internet services will be "in line" with existing providers in Mississippi.

"This is a focused infusion ofgrant dollars to areas where it's needed most," said Public Service Commissioner Brandon Presley. "It is a complete revolution."

Presley said the grant recipients are required to offerinternet with download and upload speeds of at least 100 megabits per second. That's more than fast enough to use streaming services, and do online gamingand other web surfing.

Fifteen electric cooperatives received the grants, ranging from about $2.5 million to $5.5 million apiece. The majority that applied and received money were in the north and central parts of the state. In addition, two water associations and two private internet firms received smaller grants.

Legislation passed last year allowed the member-owned utilities to get into the internet game. Several havealready moved in that direction this year, with a handful recently signing upcustomers.

But Presley said thegrants will allow the cooperatives to move much faster thanotherwise would havebeen possible. He said some rural homes will be connected to fiber up to three years faster than they would have otherwise.

The electric organizations will now also be required to immediately build infrastructure in the most rural parts of their districts, Presleysaid. Before, the cooperatives planned to first add service in more populated areas for profitability reasons.

"This (money) not only kicksoffprojects, it targets money to areas that needs it the most, and it exponentially speeds up projects," he said. He added there will be a "massive move toward construction to meet the deadline," which calls for spending the CARES Act money on new fiber lines by the end of the year.

Reeves did not sign SB3046 it automatically became law without his signature but he nevertheless touted the billat a Tuesday news conference. He said rapid deployment of high-speed internet will help during the pandemic with studentsforced to study at home, and patients increasingly relying on remote doctor consultations.

And more people working from home whilerequiring high-speed connectionswon't end when the pandemic ends, the governoradded.

"The reality is, the economy in America has changed forever," Reeves said. "There are a largenumber of people who were working in office buildings six months ago who, six years from now, are going to be working from home. There is no doubt in my mind that that is going to be the case.

"You're going to see everything from computer programmers, to call centers, to other types of individuals that are going to work from home," he added."And the reason for that is there are a lot of employers across America who have seen an increase in productivity from their workforce when they're working from home."

Another piece of legislation passed last month, House Bill 1788, also is meant to help improve Mississippi's internet problems in the short term.

Thatbill appropriated $50 million in CARES Act funds for school districts to offer temporary internet solutionssuch as WiFi hotspots and fixed-wireless transmittersthat will help students study from home during the pandemic.

Even as the filing of Part I of online forms for First Year Junior Colleges (FYJC) begins on August 1, the Centralised Admission Process (CAP) committee issued instructions to make sure no students face any hiccups in view of lack of documents.

Issuing a circular on Thursday, Meena Shendkar, head of the CAP committee in Pune, said that while filling online forms, only a copy of the online marksheet of Class X will be asked for from students.

In view of the lockdown due to Covid-19 and the subsequent restrictions, offices are operating with minimal strength, and many applications remain pending.

Keeping this in mind, the circular states that while filling online FYJC application forms, students can upload their school leaving certificate, domicile certificate, caste certificate and non-creamy layer certificate, but it should not be mandatory to do so.

However, if a student wants to avail certain common reservations, supporting documents are needed. For instance, in the case of a sports merit certificate, handicapped certificate, ex-servicemen certificate, orphan certificate, project displaced certificate, transfer orders and other such documents needed to take the common reservation benefit, they should be uploaded at the time of filling online admission forms, or a copy that says they have applied for the same certificates.

For any reasons, if students are still unable to upload documents, an undertaking should be taken from them, and a time period of three months should be given to them for submitting the same. Necessary information and forms are available on http://www.dydepune.com and pune.11thadmission.org.in.

Watauga County Schools To Open School Year With 9 Weeks Of Remote Learning – Go Blue Ridge

Based on guidance from local health officials, the Watauga County Board of Education voted Tuesday to begin the 2020-21 school year with 9 weeks of remote instruction for students.

School officials announced what Superintendent Scott Elliott called a modified Plan B that helps us phase our students and staff back into school while also doing everything possible to protect the health and safety of our community. Previously, school officials announced that students will return under a 2x3 Flex plan where students attend school in person for two days and work remotely for three days.

Over the past several weeks, weve invested a great deal of time and energy into plans for reopening our schools on the Governors Plan B schedule. Of all the plans available to us, Plan B is the most challenging to implement but it gives us the best opportunity to meet the many different needs of our students. Elliott stated. Unfortunately, right now our local public health trends continue to move in the wrong direction. After extensive conversations with our local public health partners and after hearing the concerns of many of our staff members and parents, I think this modified plan gives us our best chance to get students back into school safely as soon as possible.

Elliott explained that all students in Kindergarten through 12th grade on the 2x3 Flex plan will start the school year in an all remote format on August 17. If local conditions allow, students will return to in person instruction under Plan B on the 2x3 Flex plan on October 19.

Families who applied for the all online Watauga Virtual Academy (WVA) will be contacted by school personnel by August 5th and given the option to decline WVA if they have changed their mind since applying. The WVA students will also begin on August 17 and will remain in the WVA through the end of first semester.

We realize the change to remote learning for the first nine weeks will cause some families to rethink their enrollment in the virtual academy, Elliott said. We need to know no later than August 5 if those families want to switch back to the 2x3 Flex plan now that we are starting remotely. Once those decisions are made, we ask families to stick with those plans for at least the first semester. We will not be able to reschedule students, teachers, and courses once we make those decisions based on start of year numbers.

Elliott went on to explain that, while the school system is starting the year remotely, it is not exactly adopting the states all remote Plan C protocols.

We will continue to operate under the Plan B safety protocols but with an emphasis on serving the students most in need of school based services while most other students are at home full time, Elliott said. Teachers and staff will work from the school building to ensure they have access to all their resources, time to plan together, and the opportunity to see small numbers of students as needed.

School officials will allow small numbers of students to come to the school site by appointment to receive specialized assistance and support. These likely will include support for students with disabilities, students who need counseling and therapeutic services and students who need access to high speed internet to download assignments and upload completed work.

The school system will also allow students in each of the districts eight Pre-K programs to attend school in person.

Board of Education Chairman Ron Henries praised the revised plan.

We think this plan strikes the right balance between protecting our staff and students while also providing some much needed services to students who really do suffer through remote instruction. I applaud Superintendent Elliott and his staff for listening to all the concerns and considering all the options. There are some students who need support that can only be provided at school, and hopefully conditions will allow those students to be served in a safe way.

Elliott commented on the monumental task ahead.

The guidance we have received from the Department of Health and Human Services is intended to help protect our students and staff, but it is going to be difficult to implement, Elliott said. Also, the guidance seems to be changing daily. This phased reopening will give our staff the opportunity to slowly implement those protocols while giving public health officials more time to monitor changing conditions in the community.

The decision comes after a recommendation from Watauga Countys local health department, AppHealthCare, that schools consider delaying the start to in-person instruction for students while the county monitors what has been an upward trend in COVID-19 cases.

We continue to see our numbers of positive COVID cases going up, stated AppHealthCare Director Jennnifer Greene. While we currently have a lower impact from cases than in other areas of the state, these are the kinds of decisions which will hopefully keep our community from becoming one of those hot spots.

Superintendent Elliott and I agree that the best thing for students is for them to be in school. We are seeing many different health concerns emerging among children in our community because of this interruption to their lives. School is a safe and healthy place where so many needs are met. We will continue to support the school system to move forward with their plan to get students back into the school buildings as soon as possible.

Greene also acknowledged the COVID cases among young adults aged 18 to 24 and concerns about the return of students to Appalachian State in the coming weeks. The nine week remote start for the school system will allow us to monitor changing community spread of the virus and determine the impact on our school families.

Watauga County Schools Superintendent Scott Elliott said the boards decision to begin schools with a period of remote learning was difficult, but necessary in light of the countys COVID-19 metrics and guidance from AppHealthCare.

Elliott said that while the system preferred to have students back in school buildings, he was confident that lessons learned over the remote learning period this Spring would ensure that students would have better experience in the coming nine weeks.

When we entered remote learning in March, our teachers had only a few days to prepare, Elliott said. Given that immense time constraint and workload, they did an outstanding job. As we go into remote learning this fall, Im confident that our teachers and students will be even better prepared to have a positive and productive remote learning experience.

Singapore third in Asia-Pacific for mobile network experience ahead of 5G rollout: Study – The Straits Times

SINGAPORE (THE BUSINESS TIMES) - Singapore has emerged third in a study by mobile analytics firm Opensignal, which compares the mobile network experience of users in six major Asia-Pacific (APAC) cities in the three-month run-up to the launch of 5G networks in these markets.

The other five cities are Hong Kong, Seoul, Sydney, Taipei and Tokyo, all of which have already rolled out 5G networks.

Opensignal senior analyst Sam Fenwick on Tuesday (July 28) said Singapore had "some catching up to do" in certain aspects of the mobile network experience, which were "exacerbated by its status as a relatively late-comer to 5G".

Opensignal assessed users' mobile network experience across four metrics: 4G availability, download speed experience, upload speed experience, and video experience.

In terms of upload speed experience, Singapore ranked second - behind Seoul - among the six cities.

In video experience, it tied for second place with Taipei, with Tokyo taking the top spot.

Singapore came in third for 4G availability (measured by the proportion of time users were connected to 4G services); Seoul and Tokyo tied for the highest score.

Mr Fenwick said that, in the absence of 5G coverage, a 5G smartphone will fall back to using a 4G network. This means that the mobile network experience prior to the launch of 5G has "an important and enduring influence" long after 5G networks are up and running.

He noted that Singapore is expecting nationwide 5G coverage only by 2025. There will thus be a period in which 5G users will spend the majority of their time connected to 4G.

Mr Fenwick said it will also "take time" for users to buy new 5G smartphones needed to connect to 5G networks.

"The extent to which Singapore's mid-table 4G availability will impact its competitiveness in terms of mobile connectivity will hinge on just how quickly its operators roll out 5G, and how quickly users buy new 5G smartphones," he added.

Singapore came in third in download speed experience, clocking in an average download speed of 44.5 megabits per second (Mbps). Seoul took the top spot with an average download speed of 56 Mbps, followed by Tokyo at 49.9 Mbps.

Mr Fenwick pointed out that Singapore's 5G operators had the use of large quantities of mmWave spectrum, which has extremely high capacity but limited reach.

"The compact geography of Singapore means it is ideally suited to a wide mmWave 5G deployment, which will boost Singaporeans' overall download speeds," he said.

However, he added that the nation's humid climate would likely "discourage long outdoor sessions of smart-device use - which matters, given mmWave's poor indoor penetration".

"If Singapore wishes to quickly move up the rankings in terms of average download speeds, then its operators will need to rapidly deploy 5G coverage while giving their customers compelling reasons to upgrade their smartphones," he said.

He pointed to Infocomm Media Development Authority data that 18 per cent of all mobile subscriptions in Singapore in Jan 2020 were for 3G, adding that initiatives to convert 3G users into 4G and/or 5G users could help the nation improve its download speed experience.

He also noted that average 5G speeds were "very significantly higher" than 4G speeds in South Korea and Australia, as operators there benefited from large amounts of new spectrum used for 5G services.

However, there is less new 5G spectrum available for initial 5G services in Singapore, due to the widespread existing use of the C-band for satellite TV services in the region.

This means Singapore's operators must consider how to achieve higher speeds and remain competitive with other 5G cities, Mr Fenwick said.

He noted, however, that the nation has the potential to leapfrog rival 5G cities by jumping straight to a newer version of the 5G standard, compared to the one used in most 5G services around the world.

Singapore's two 5G operators - Singtel and a StarHub-M1 joint venture - are planning to deploy 5G standalone access technology, which does not require a 4G signal for a 5G smartphone to connect to 5G.

In contrast, the other cities in Opensignal's study launched with 5G in non-standalone mode.

The best time to add alt text to an image is when you upload it to WordPress. This way, the image has alt text right from the start, and the text is already there every time you add the image to a web page.

If the image is already in the WordPress media library and you are merely selecting it to insert in the post, there may already be a description in the alt text field in the Attachment Details pane. If the alt text is appropriate, insert it into the post. But if you prefer, you can edit the alt text before adding it.

While alt text is not required, you should strive to add useful, well-crafted alt text to every image you publish via WordPress so all users and search engines can better understand your content.

10 Main TV Characters Who Were Dead The Whole Time | ScreenRant – Screen Rant

On television, there have been many characters on shows who were actually dead, too. In many cases, however, this fact was no secret. But the way their death was approached is pretty unique in each case.

In some, the person is only seen only in flashbacks or visions. In others, the story is centered around the dead person's new "life" while dead.

This entire series is set in the future (2033, to be exact) when technology has advanced so much that virtual afterlife is possible, and people can choose (rather, pay) to be uploaded to a variety of different versions of "heaven" once they perish.

Nathan, a young, handsome, smart 20-something, gets into a car accident in the first episode and is seemingly about to die, at which point he makes the decision to upload. The series is very intriguing as Nathan continues his "life" interacting with the people he loves while existing in a completely different virtual world.

It's no secret that Eleanor is dead. In fact, the entire series is based on the premise that she enters the afterlife where she realizes that she was sent to the glorious Utopian version of heaven by mistake and has to try and hide the error from the others so they don't send her to the seemingly less appealing alternative place (the bad place?)

In the living world, Eleanor wasn't exactly "Heaven" material. But since she has been given this tremendous opportunity, she must try to make good and become a better person in order to earn her spot in "the Good Place."

Harry wasn't necessarily a main character on the show, but he did appear in 96 episodes throughout the series' eight-season run. Except he was never alive. He either showed up in flashbacks or as a vision of Dexter's, sort of the angel on his shoulder.

Harry was Dexter's adoptive father who, when alive, found a way to help Dexter control his Dark Passenger by developing a "code" for Dexter to live by (only kill those people who have done very, very bad things). In death, Harry continued to appear as a construct in Dexter's mind, helping him through his toughest times.

Professor Proton wasn't technically dead the whole time. He did appear very much alive in several episodes of the series.But when the show killed his character off, much to Sheldon's heartbreak, that wasn't the end of him.

Professor Proton appeared several times thereafter in Sheldon's dreams, still unhappy to be there, yet unwittingly offering sage advice that Sheldon always took to heart.

The list wouldn't be complete with at least one vampire character. Bill was supposedly over 100 years old, but he was technically dead just turned into a vampire that made him immortal. Like on the other shows, it was well known that he was not human.

He lived among humans, however. So while some people he came across might initially have thought he was actually a living person, he was, most certainly, very, very dead.

At first, Lady Melisandre appeared to be some sort of magical witch with special powers. She was certainly not entirely human, or at least was born with special gifts a deity of some kind.

It wasn't until that one episode when she looked in the mirror and saw the image of a frail, old woman staring back at her that it was revealed that she wasn't necessarily dead, but able to use her power to appear as a beautiful, young woman. Without that trusty necklace, however, Lady Melisandre would likely perish pretty quickly.

At first, it appears that Mr. Robot is a strange, reclusive man using Elliott to do his bidding. Then, it's revealed that Mr. Robot is really another personality of Elliott's, who suffers from a myriad of disorders, one of which includes having multiple personalities.

But later, it is revealed that Mr. Robot is also based on someone who is no longer living: Elliott's own father. There's so much complexity in who or what Mr. Robot is. But the bottom line: he is based on someone who is dead and he isn't real. Actually, he's Elliott, but the person he is illustrated as in the series isn't really there.

This situation is very unique to the others on this list. The character was set to marry Betty's older sister Hilda. But she finds in the first season finale that he was shot in a convenience store.

When season two begins, however, Santos is seemingly alive and well. Viewers were confused until it was revealed at the end of the episode that he actually was, in fact, dead. In trying to deal with the grief and in serious denial, Hilda contrived an entire fantasy life with him in it until she was able to come to terms with things and accept the fact that he was really gone.

Dan's debatable"death" is one of the most interesting and confusing ones on television. In the final season of Roseanne, the family embarks on a spree after winning the lottery. But then it's revealed that it was all a story that Roseanne made up to help process Dan's death. In fact, the entire series was as he was supposed to have been dead for quite some time, since Darlene (not Becky) and David got married. So he had seemingly appeared on the show when he was supposed to be dead.

Dan, however, rose from the dead for the revival of the series; it was explained away with jokes. In one episode, Dan comes across the novel Roseanne was writing in the finale of the original series and joked that it would have sold like hotcakes had she not killed off the most interesting character.

Kenny, the kid who only talked with a muffled voice in this long-running animated series, wasn't dead all along. But he was dead in pretty well every episode. It became a running gag with the line "Oh my God! They killed Kenny!" delivered each time it happened in some fantastical way.

But he would always be resurrected. As the series progressed, Kenny was supposedly killed off for good in season five, then came back. Now, he only dies occasionally.

The second wave of the Animal Crossing New Horizons summer update is here and one of the new features added to the game is the return of the Dream Suite. This feature allows you to visit other players islands, even when they are offline. Its not exactly the same Dream Suite as it existed in New Leaf; this time, it doesnt have its own building. Since things are a bit different in New Horizons, well walk you through how to visit other players islands using the Dream Suite in Animal Crossing New Horizons.

Thankfully, visiting another players island using the Dream Suite is nice and easy.

All you have to do is place a bed somewhere in your house or tent and walk towards it to lie in it.

Once youre lying in the bed, it will ask you if you want to get some sleep. Choosing Yeah, I want to sleep will take you to the Dream Suite, while choosing Ill just lie down will let you remain in your house.

Sleeping will take you to a dreamland where youll meet a tapir named Luna. Luna runs the dream world and you can choose to either visit another players island using their dream address or upload your island for others to visit.

This dream address is different for each person and works similarly to the dodo codes used when traveling via airport.

However, the Dream Suite works a bit differently than visiting other players islands through the Dodo Airport. It allows you to visit them even when they are offline. This means the other person wont actually be there in real-time to hang out.

When youre visiting someones island through a dream, you can interact with everything on their island, but nothing you do there is saved in their own game. That means you can rest easy with others visiting your island and not have to worry about them destroying your hard work.

You can only upload one version of your island to the Dream Suite at a time, so if you make changes to your island, your visitors will see whichever version was uploaded most recently.

Also, the time of day and season in which you upload your island will lock the visitors into that same time and season while visiting. If you want your visitors to see your island in the early hours of the morning, for example, make sure you upload it at that time.

Shops such as the Able Sisters and Nooks Cranny will not be available within the dream visits, so it does not matter if you upload your island to the suite while they are closed.

The other important thing to keep in mind when using this feature is that you must have an active Nintendo Switch Online membership in order to use it.

Overall, the Dream Suite is a great way to visit other peoples islands (and have others visit yours) without having to worry about being online at the same time or messing up their progress.

How To Upload Your Garmin Workout During the Outage – DC Rainmaker

For the last 18 or so hours, Garmin.com has been unavailable. And, if we know anything about endurance sports its that if a workout isnt uploaded to Strava, it definitely didnt happen. So, Im here to help you get the Kudos you deserve.

Now of course, theres rumors and speculation out there on the cause of Garmins outage, none of it is concrete (and none of it from Garmin, except to say theyre down totally down). What is concrete though is the fact that Garmin and the entire platform is down. Dead-down. Totally unresponsive like your legs the day after a marathon. Ultimately, every company out there has their Oh snap sized outage. No matter how big or small, it eventually happens. For Garmin, today was eventually.

The good news though is that if theres one thing to give Garmin credit for here, its that *EVERY* Garmin wearable, bike computer, hiking handheld, and so on, can be plugged into any computer and easily uploaded to any site you want. Be it Strava, TrainingPeaks, Myspace, or even MapMyRun. And, if you were around this block a few years ago before Bluetooth in watches you might even still remember how to do it.

I note this because not all wearables actually support using a computer during an outage. In fact, surprisingly few do (such as not Polar, Suunto, Fitbit, COROS, and more). Whereas most bike computers do (including Wahoo, Lezyne, Stages, Sigma, and Hammerhead). Ive never really understood why wearable companies are so against it, whereas bike computer companies do it just fine.

In any case, like Garmin.com, thats neither here nor there. So, lets get your workout up to Strava.

Note: For those with much older FR310XT, FR910XT, and some of the FR405/410 models, you can still do things locally, but you need slightly different instructions. See this comment here in the comments section, which outlines the steps. Theres a few variants of how you can do this, none of which is hard. Both variants are outlined below.

Update: Unrelated to this post (but in case people are ending up here looking for a solution), some people have reported issues where their Garmin wont save activities anymore. This is both related and unrelated to the outage issue. Essentially the pattern is all those people had 199 activities on their units. and it turns out that behind the scenes Garmin Connect was clearing out the older activities to make room for the next one when it synced. But with that piece not online, the garbage man didnt clear it out. To remedy this, simply move a chunk (or all) of the files in the Activities folder to your computer. Its the same folder this entire post is about down below in each section, so you can just follow those steps and simply remove the older activities (which have undoubtedly synced long ago).

First, find the cable. Undoubtedly you know where that is, since its what you charge your Garmin with. However, if you have a Garmin Edge device which uses micro-USB (if newer) or mini-USB (if older), just be sure that if its not the Garmin cable (which are literally labeled with Garmin at the end), that its a data transfer cable and not just a charging-only cable. Ive got plenty of micro-USB cables that are charge-only, and they wont work. In short, if the device doesnt show up in your computer, then youve got a charge-only cable.

Step 1: Plug the device in: This is simple. Itll automatically turn on, wait a few seconds.

Step 2A: (non-Music devices) Open Windows Explorer: For this step, Im just showing you where the file is, before we actually upload it. Its a practice run. Once your Garmin device shows up, itll usually have a Garmin icon and a drive letter. Inside that, youll find a folder called Garmin, and then another folder called Activities. Within that, if you sort by date modified, youll find a bunch of files. Your file is the one dated today, or, if not dated like a normal file, then itll be the most recent one.

Step 2B: (Music devices) Open Windows Explorer: In the case of music-enabled devices (like a Garmin Forerunner 245/645 Music, Forerunner 945, Fenix 5 Plus Series, Fenix 6 Pro Series, Vivoactive 3 Music, Vivoactive 4, Venu, etc), these will show up slightly differently. Youll see them listed by their full name without a drive letter, and then below that, youll need to go into the Primary folder, and then the Garmin, then Activity folders to find your activity file.

Step 3: Upload the file: Now, navigate over to your platform of choice, and choose the file to upload. For this example, Ill use Strava. In the upper right corner, select the drop-down + icon, and then choose Upload activity.

Step 4: Choose to Upload File: Now, simply hit Choose Files:

Step 5: Upload the file: Thatll pop-open a dialog box, which allows you to choose the file. Navigate back to the same place as before. Pro Tip: If you still have that Windows Explorer window open from before, then you can click on your file and select Copy, and then paste it into the File Name spot below and itll find it automatically. Either way, hit Open.

And with that youre done! Your workout is now available and good to go and available on Strava! In a few seconds youll be able to edit all the usual fields and save it:

Rinse, repeat for any other workouts during the outage (especially if this thing lasts a while).

Youll need to install a little (and crazy-widely used) utility called Android File Transfer, as well, and then close/quit Garmin Express if you have it installed/running on your Mac (itll block access otherwise). Normally this utility is used to allow Macs to connect to Android phones. But works here well.

Once youve got it installed, open it up (again, remember to fully close Garmin Express first), and then plug in your Garmin device. Itll show up just like below. Then, simply navigate to the Garmin > Activities folder within that to find the file.

Step 3: Upload the file: Now, navigate over to your platform of choice, and choose the file to upload. For this example, Ill use Strava. In the upper right corner, select the drop-down + icon, and then choose Upload activity.

Step 4: Choose to Upload File: Now, simply hit Choose Files (you may need to first select File from the left side):

Step 5: Upload the file: Thatll pop-open a dialog box, which allows you to choose the file. Navigate back to the same place as before. Again, youre going to Garmin > Activities, and looking for the most recent file, updated today, hit Open.

And with that youre done! Your workout is now available and good to go and available on Strava! In a few seconds youll be able to edit all the usual fields and save it:

Ok, with that good luck! Note, theres no method available to get things like steps, distance walked, or anything else onto other platforms (never really was, save some corporate wellness programs). That data is actually sitting on your watch in little .FIT files, but by itself it wont sync without Garmin Connect being online. And given thats not online, youre not getting that data.

Fear not though once Garmin.com is back up, that data will simply flow over to your account.

Also dont worry about duplicates on Strava. Its smart enough to easily detect a duplicate file, and so when Garmin eventually syncs your workouts behind the scenes, it just discards duplicate files. This is a feature I test every single day. So it works pretty darn well.

Its Time to Redefine Broadband Speeds – Gizmodo Australia

Lets face it: A 25 Mbps download speed isnt enough internet these days. It wasnt necessarily enough before the current pandemic, but with many families now working and going to school from home, those with the minimum broadband speed have probably discovered there isnt enough bandwidth to go around. Which is why its time for the FCC to change its already weak definition of minimum broadband, a measly 25 Mbps download, 3 Mbps upload, to something that accurately reflects the internet needs of households today.

Im just one person and 25 Mbps would not come close to meeting my needs, especially since I regularly play online games, stream 4K videos, and download hundreds of gigabytes of game data for all the laptops I review for Gizmodo. If thats not enough for me, its not enough for a family trying to manage work and school from home during the pandemic right now. BroadbandNow wants the new definition to be a minimum of 100 Mbps download, 25 Mbps upload to reflect the shifting needs of an increasingly digital economy. Considering all the video streaming and gaming many households do on a daily basis, 100 Mbps is the right minimum amount.

In its latest The State of Broadband in America published this morning, BroadbandNow points out that covid-19 continues to prove to policy makers that reliable internet connection is an absolute necessity in the modern world. Yet much of the U.S. still does not have access to what the FCC defines as minimum broadband. Under the current definition, 93% of the U.S. has access to at least 25 Mbps download, 3 Mbps upload. Much of that remaining 7% (or 21.3 million according to the FCC) is rural America, part of what is called the Digital Divide, or households in the U.S. that dont have reliable, affordable access to the internet.

That number is likely higher, though, due to the way the ISPs have reported their internet coverage to the FCC in the past. ISPs were allowed to claim they served an entire area if just one house subscribed to their service within that area, so its more like 42 million dont have minimum broadband access as defined by the FCC, according to BroadbandNow. Though a 2019 study from Microsoft and Nextlink says that number could be as high as 162 million people across the United States. Thats nearly half.

Tricky accounting by ISPs is only part of the problem. In 2015, the FCC changed its minimum broadband definition to the current one from 4 Mbps download, 1 Mbps upload, which had been implemented in 2010. The change in 2015 reflected President Obama and FCC Chairman Tom Wheelers desire to close the Digital Divide, especially in rural America. That changed when Trump took office and appointed Aji Pait to the Chairman role. Pai has led the charge dismantling net neutrality allowingAT&T to bring back zero-rating schemes and Cox to create a paid add-on to its services for people who want to prioritise their gaming internet traffic. Tell me how this helps people get reliable, affordable internet access again?

Taking into account the intervals of time in between the FCCs definition changes, and how much technology has changed in the last five years alone, were overdue for a new, official broadband standard. But the FCC has traditionally been behind the times on this sort of thing. When it first defined broadband back in 1996, it was a measly 200 Kbps download, 200 Kbps upload. For a mind-boggling 14 years it remained the same, even though by the late 2000s video streaming and online gaming were commonplace thanks to services like Netflix and Xbox Live.

The FCCs broadband speed guide is also still wildly out of touch with how many households connect to and use the internet in their every day lives today too. It says multiplayer online gaming requires a minimum of 4 Mbps. If youve ever tried to play Overwatch, PUBG, League of Legends, World of Warcraft, or any other similar type of game at that low of download speed, you know thats impossible. Because while ISPs work to provide a minimum you likely know minimum doesnt mean fast or reliable.

Worse, the FCCs minimum speed definitions only take into account a single device. The higher your internet speed, the better your ability to transmit larger packets of data simultaneously to multiple devices. Even ISPs like Xfinity acknowledge this. If Im watching a movie on Netflix in Ultra HD 4K video while another person in my household is trying to play Overwatch, and we only have a 25 Mbps internet connection, were both going to experience lag because our router splits bandwidth between the two devices.

Imagine being in a household where both parents are working from home and the kids are attending school online, all trying to video conference at the same time with only a 25 Mbps or less connection. Audio and video get out of sync, or lag so bad everyone youre talking to turns to still images and then you have to restart the program because your internet connection wasnt fast enough to catch up with all the data that was trying to be transmitted to your computer.

Gaming via a cloud streaming service like Google Stadia or GeForce Now also comes with the same set of issues and bandwidth demands, and perhaps more noticeably, too. Ive previously tested both services at a download speed of 5 Mbps and encountered massive lag, video pixelation, and connection drops.

BroadbandNow is right in saying the FCC needs to redefine minimum broadband as 100 Mbps download because that will take into account many households that stream video or game on multiple devices at once, and make sure there is enough bandwidth to cover them all. But even if the FCC does eventually decide to redefine minimum broadband, its unlikely that ISPs will be on board with it. If the standard was 100 Mbps, that would mean only 75% of the U.S. would be served under the current infrastructure according to BroadbandNow, and would force ISPs to play catch-up. All while limiting many consumers to choose from only one ISP (two if they won the jackpot) in their area and charging outlandish monthly prices for speeds under the FCC defined minimum. I live in a major city and AT&T fibre still isnt available in my area but theyll charge me $US50 ($70) goddamn dollars a month for 18 Mbps, which forces me to get my internet from the only other ISP in my area, Spectrum.

Companies like AT&T and Frontier Communications have been reluctant to take FCC funding to expand minimum broadband access to rural America too. In a December 2019 filing in response to new requirements for the rural broadband fund, Frontier Communications said a 20 Mbps upload target provides little to no additional benefits to the end user customer. The new rural broadband fund requirement increased the upload target from 10 Mbps to 20 Mbps, which still falls well under the FCCs own definition of high-speed internet. Rural broadband access is closer to 2010 standards than it is to modern standards. And back in 2015, AT&T said rural customers didnt need more than a 4 Mbps download speed.

This sounds like ISPs are making generalized assumptions about people who live in rural parts of the country. Oh, you live on a farm in the middle of nowhere? Why would you need internet to milk cows? The United States Department of Agriculture put it best in a 2019 report:

Digital technologies in agriculture, including Precision Agriculture, can substantially increase crop and animal yields, improve distribution, and reduce input costs. However, without reliable, affordable high-speed Internet connectivity at both the farmhouse and in the field, many of these technologies cannot realise their full potential. As a result, producers face inconsistent ability to tap into and master new technologies, compromising the higher productivity and greater profitability needed to sustain and grow United States agriculture, meet the dietary needs of a growing global population, and maintain national competitiveness in international markets.

In other words, dearest ISPs, if you wanna keep throwing stakes on the barbecue every weekend or juice in your kids sippy cups, farmers need at least the minimum defined broadband, or higher, to make having access to these technologies worth it.

But thats only one part of the picture in rural America. Groups like the newly formed American Connection Project Broadband Coalition (ACPBC), comprised of companies like Land O Lakes and Microsoft, and organisations like Minnesota Farmers Union, are advocating for better rural broadband and the benefits that it will bring: more resources for remote education, health and mental health services, and job opportunities, just to name a few.

The American Connection Project Broadband Coalition represents a mix of companies from tech, health care, agriculture, and more who understand the ramifications of our countrys broken internet infrastructure and who have the willingness and expertise to help address this need, said Beth Ford, president and CEO of Land OLakes, Inc. Earlier this month, the ACPBC sent a letter to President Trump and congressional leadership urging them to take real steps toward closing the digital divide.

In the middle of this pandemic, the internet has become far more of a panacea rather than an easy means to do business or binge true crime shows. But even during normal times millions of Americans still lack access to reliable, affordable internet. It may take a while to get ISPs on board with providing equitable access across the entire nation, but at least the FCC can get with the times and accurately reflect appropriate internet download/upload speeds for the average U.S. household.

After almost a week of suspense, it seems the Garmin Outage story is finally over at least for now. In the Garmin Connect app, instead of the ominous 'Server Maintenance' warning window, Garmin watch users are relieved to see a different message:

As relieved as we all are, we can't help but wonder: did Garmin pay the $10 million ransom, as requested by the 'Evil Corp', or have the developers found a way to eliminate the threat somehow without paying the money? The Times suggests "Garmin must have paid a large ransom to recover computer files stolen by hackers", but until any official communication is received from Garmin, we can't be sure.

The Garmin outage has been the hottest topic last weekend in running and cycling circles but it seems like the panic is over and everyone can calm down finally as Garmin announced on Twitter that "many of the systems and services affected by the recent outage, including Garmin Connect, are returning to operation".

However, the company also added that "some features still have temporary limitations while all of the data is being processed".

The ransomware attack on Garmin thought to be the work of 'Evil Corp', a group of Russian hackers who allegedly mainly targets US corporations, The Guardian reports. Garmin services started to go offline Thursday 23 July 2020 and many of the most popular services, including Garmin Connect and most of the Strava integrations, were unavailable to users over the weekend period.

As reported by The Independent on Monday morning, Garmin Connect was supposedly coming back to life, although at that point most users still reported issues with Garmin Connect. The website and the Garmin webshop was available, however.

Garmin issued a few statements on Twitter, stating the outage also affected its call centers and that they were unable to receive any calls, emails and also couldn't fire up online chats either, making a lot of Garmin watch users rather anxious.

In case you are worried about your personal information being leaked due to the attack, on its FAQ page, Garmin reassured users that there has been "no indication that this outage has affected [the users] data, including activity, payment or other personal information." That is not the same as saying your data definitely hasnt been stolen, but its a lot better than nothing. But never mind that, what about your run and cycle data? Is it lost forever?

As many people also pointed out, workouts can be directly uploaded to Strava using a USB cable but we wonder how many people actually went through the hassle of manually uploading their workouts this way when they could have just waited five days for the issue to be resolved.

Despite the fact you can't upload data to Garmin Connect, most Garmin watches have the ability to store training data on the device so you can still log exercises and sync them with Garmin Connect once you can.

The Garmin Fenix 6 Pro, for example, has 32GB of internal memory, plenty of space to store hundreds of workouts. Cheaper Garmin watches have way less, of course, so maybe dont try for any personal bests until this gets fixed.

The Garmin Outage has been going on since last Thursday when initially users noticed that certain Garmin online services are unavailable (making my life harder too as I was halfway through writing up my Garmin Instinct Solar review). Since then, Garmin issued the following statement on its Garmin outage FAQ page:

"Garmin Ltd. was the victim of a cyber attack that encrypted some of our systems on July 23, 2020. As a result, many of our online services were interrupted including website functions, customer support, customer facing applications, and company communications. We immediately began to assess the nature of the attack and started remediation.

We have no indication that any customer data, including payment information from Garmin Pay, was accessed, lost or stolen. Additionally, the functionality of Garmin products was not affected, other than the ability to access online services. Affected systems are being restored and we expect to return to normal operation over the next few days.

As our affected systems are restored, we expect some delays as the backlog of information is being processed. We are grateful for our customers patience and understanding during this incident and look forward to continuing to provide the exceptional customer service and support that has been our hallmark and tradition."

WCS to Open School Year with 9 Weeks of Remote Learning After a Vote at Tuesday Night Meeting – High Country Press

Based on guidance from local health officials, the Watauga County Board of Education voted Tuesday to begin the 2020-21 school year with 9 weeks of remote instruction for students.

School officials announced what Superintendent Scott Elliott called a modified Plan B that helps us phase our students and staff back into school while also doing everything possible to protect the health and safety of our community. Previously, school officials announced that students will return under a 23 Flex plan where students attend school in person for two days and work remotely for three days.

Over the past several weeks, weve invested a great deal of time and energy into plans for reopening our schools on the Governors Plan B schedule. Of all the plans available to us, Plan B is the most challenging to implement but it gives us the best opportunity to meet the many different needs of our students. Elliott stated. Unfortunately, right now our local public health trends continue to move in the wrong direction. After extensive conversations with our local public health partners and after hearing the concerns of many of our staff members and parents, I think this modified plan gives us our best chance to get students back into school safely as soon as possible.

Elliott explained that all students in Kindergarten through 12th grade on the 23 Flex plan will start the school year in an all remote format on August 17. If local conditions allow, students will return to in person instruction under Plan B on the 23 Flex plan on October 19.

Families who applied for the all online Watauga Virtual Academy (WVA) will be contacted by school personnel by August 5th and given the option to decline WVA if they have changed their mind since applying. The WVA students will also begin on August 17 and will remain in the WVA through the end of first semester.

We realize the change to remote learning for the first nine weeks will cause some families to rethink their enrollment in the virtual academy, Elliott said. We need to know no later than August 5 if those families want to switch back to the 23 Flex plan now that we are starting remotely. Once those decisions are made, we ask families to stick with those plans for at least the first semester. We will not be able to reschedule students, teachers, and courses once we make those decisions based on start of year numbers.

Elliott went on to explain that, while the school system is starting the year remotely, it is not exactly adopting the states all remote Plan C protocols.

We will continue to operate under the Plan B safety protocols but with an emphasis on serving the students most in need of school based services while most other students are at home full time, Elliott said. Teachers and staff will work from the school building to ensure they have access to all their resources, time to plan together, and the opportunity to see small numbers of students as needed.

School officials will allow small numbers of students to come to the school site by appointment to receive specialized assistance and support. These likely will include support for students with disabilities, students who need counseling and therapeutic services and students who need access to high speed internet to download assignments and upload completed work.

The school system will also allow students in each of the districts eight Pre-K programs to attend school in person.

Board of Education Chairman Ron Henries praised the revised plan.

We think this plan strikes the right balance between protecting our staff and students while also providing some much needed services to students who really do suffer through remote instruction. I applaud Superintendent Elliott and his staff for listening to all the concerns and considering all the options. There are some students who need support that can only be provided at school, and hopefully conditions will allow those students to be served in a safe way.

Elliott commented on the monumental task ahead.

The guidance we have received from the Department of Health and Human Services is intended to help protect our students and staff, but it is going to be difficult to implement, Elliott said. Also, the guidance seems to be changing daily. This phased reopening will give our staff the opportunity to slowly implement those protocols while giving public health officials more time to monitor changing conditions in the community.

The decision comes after a recommendation from Watauga Countys local health department, AppHealthCare, that schools consider delaying the start to in-person instruction for students while the county monitors what has been an upward trend in COVID-19 cases.

We continue to see our numbers of positive COVID cases going up, stated AppHealthCare Director Jennnifer Greene. While we currently have a lower impact from cases than in other areas of the state, these are the kinds of decisions which will hopefully keep our community from becoming one of those hot spots.

Superintendent Elliott and I agree that the best thing for students is for them to be in school. We are seeing many different health concerns emerging among children in our community because of this interruption to their lives. School is a safe and healthy place where so many needs are met. We will continue to support the school system to move forward with their plan to get students back into the school buildings as soon as possible.

Greene also acknowledged the COVID cases among young adults aged 18 to 24 and concerns about the return of students to Appalachian State in the coming weeks. The nine week remote start for the school system will allow us to monitor changing community spread of the virus and determine the impact on our school families.

Watauga County Schools Superintendent Scott Elliott said the boards decision to begin schools with a period of remote learning was difficult, but necessary in light of the countys COVID-19 metrics and guidance from AppHealthCare.

Elliott said that while the system preferred to have students back in school buildings, he was confident that lessons learned over the remote learning period this Spring would ensure that students would have better experience in the coming nine weeks.

When we entered remote learning in March, our teachers had only a few days to prepare, Elliott said. Given that immense time constraint and workload, they did an outstanding job. As we go into remote learning this fall, Im confident that our teachers and students will be even better prepared to have a positive and productive remote learning experience.
