Congressional oversight of homeland missile defense plans increase in FY21 defense policy bills – DefenseNews.com

WASHINGTON Congress is establishing increased oversight of the Missile Defense Agencys plans for its homeland missile defense system designed to protect against possible intercontinental ballistic missile threats from North Korea and Iran through provisions in the House and Senate passed versions of the fiscal 2021 National Defense Authorization Act.

Displeased with the abrupt cancellation of the agencys major upgrade to interceptors in the ground at Fort Greely, Alaska, and Vandenberg Air Force Base, California, lawmakers are demanding the agency show its work on its plan to build an entirely new interceptor for the Ground-based Midcourse Defense System (GMD). It also wants more details on the agency plan to develop an underlay of additional regional missile defense systems to bolster GMD.

MDA announced in May 2019 that it would pause its plans to develop and field a Redesigned Kill Vehicle (RKV) essentially the warhead of the GMD systems interceptors due to technical issues. Then the Pentagons under-secretary of defense for research and engineering subsequently scrapped the program in August 2019 in favor of designing a brand new interceptor.

Ending the program was the responsible thing to do, Mike Griffin said at the time. He resigned from his post at the Pentagon earlier this month.

Griffins decision to abruptly cancel the RKV program without congressional notification ahead of time created a serious rift with lawmakers. And the House Armed Services Committee even recommended moving the MDA outside of Griffins control.

The agency also unveiled plans in its FY21 budget request in February to create a more layered homeland defense system that would include regional missile defense capability already resident with the Navy and Army to bolster homeland defense against ICBMs.

The plan would include establishing layers of defensive capability relying on the Aegis Weapon System, particularly the SM-3 Block IIA missiles used in the system, and a possible Aegis Ashore system in Hawaii. The underlay also would include the Terminal High Altitude Area Defense (THAAD) system. The Army is already operating a THAAD battery in South Korea and Guam.

Lawmakers were less than thrilled with the sudden cancellation of the RKV program and were dissatisfied with Griffins projections that a new interceptor wouldnt be ready until the 2030s. The MDA director has since said its possible to field the next generation interceptor by 2028.

The Senate Armed Services Committees version of the bill includes a provision requiring the agency to develop an interim Ground-based Interceptor (GBI) for the GMD system.

The interim interceptor would meet current proposed capabilities of the RKV and use existing technologies for the kill vehicle and the booster. It also requires 20 of the interim interceptors be delivered by 2026 after rigorous flight testing, according to the legislation.

The SASC language includes waivers to get out of development effort. These include if the technology isnt feasible, if the capability is not in the national security interest of the United States and if the NGI can be fielded faster. To seek a waiver, the defense secretary must issue a report to the relevant congressional committees explaining why the waiver is needed along with an updated schedule.

In the House version of the defense policy bill, lawmakers arent asking for an interim interceptor, but they are requiring that MDA notify congressional defense committees within a week if any changes are made to the requirements for the NGI.

The agency would also be required to brief congress within two weeks of awarding a contract for the interceptor.

House lawmakers also want a report within three months of the passage of the bill that seeks an explanation of how existing contracts for GMD could be used to improve and sustain the current kill vehicle and boosters, a plan for a service life extension program, how much it would cost and a schedule to produce boosters for 20 additional interceptors by 2026 as well as an analysis of policy implications.

The bill also requires the Cost Assessment and Program Evaluation (CAPE) office to conduct an independent cost assessment of the NGI program and have it validated by the Office of the Undersecretary of Defense for Acquisition and Sustainment, which has been mulled as a future home for the MDA.

Two successful flight tests of NGI are also mandated as part of the House version of the bill and a briefing of the test results to congressional defense committees, including a rundown of how operationally realistic the tests were, should be delivered before any initial production decision for the interceptor.

The agencys FY21 budget did not lay out a clear plan for what an underlay for ballistic missile defense for the homeland might look like, so the SASC is also limiting half of the appropriated funding for the underlay until a report is submitted on a strategy to build such an architecture. The report should include analysis of requirements and capabilities and an assessment of basing and sites for the assets within the underlay.

On the House side, lawmakers want an analysis of alternatives on using THAAD and Aegis for homeland ballistic missile defense. That analysis should cover sensors that would be used, an assessment of locations to provide similar coverage to the GMD system, acquisition objectives for interceptors and what command-and-control aspects need to be improved.

The report should also include manning, training and sustainment, a schedule for establishing the underlay, lifecycle cost estimates and a comparison of capabilities with additional GMD sites.

The provision includes a requirement for another report by the Defense Intelligence Agency on reactions from adversaries and potential responses to those reactions.

Together, these half dozen legislative provisions mark a bipartisan and bicameral vote of no confidence in one persons ability to assemble and communicate a short, medium, and long-term plan for the future of homeland missile defense, Tom Karako, a missile defense analyst at the Center for Strategic and International Studies, told Defense News. But circumstances have recently changed, and the dust is settling.

New lease of life and investment for Derby social club – Derbyshire Live

Plans have been submitted to improve and extend a Derby social club which was almost turned into a place of worship last year.

Sinfin Moor Social Club in Arleston Lane re-opened this week and the new owners are committed to restoring it as a "key local community facility".

The submission of new plans follows 12 months of uncertainty for the 46-year-old social club, which began when a planning application was submitted to Derby City Council last October to turn it into a Sikh Gurdwara, attracting dozens of objections.

Despite the opposition, the council gave the plan the go-ahead but in December a shareholder in the club, Sanjeev Chopra, agreed to buy out his former partner and take full ownership of the club.

He has now sold the club's lease on to Sohan Perdesi, who intends to run it as a social club and family pub again, ending its possible conversion into a place of worship.

Mr Perdesi has now applied for permission to change the use of the building back again to a club and also to extend the function room to accommodate 500 people.

The extension would have timber-effect cladding, level access throughout and would create two new entrances from the large car park.

Bifolding doors and glazing would look out onto a green space and 14 members of staff would be employed.

Speaking on behalf of Mr Perdesi, son Rick Perdesi said: Our family is delighted to have opened our doors for the local community for the first time on Monday night.

"We have worked hard over recent months to get to this position and will be investing significantly more into the club once planning permission is hopefully granted for an extension and refurbishment."

The venue is hoping to stage charity, comedy and party nights, as well as be available for hire for events.

Councillor Baggy Shanker, who represents Sinfin ward, said: It was great to join the Perdesi family and local people at the reopening and I wish them all the best for the future.

"I am positive they will receive lots of local support as many people contacted me when the club was shut down, its an invaluable asset for the whole community and Im delighted it will remain a local family facility for all to enjoy."

The club carried on trading until earlier this year and remained closed throughout the lockdown, which started in March. It is now open again seven days a week.

Maintenance of the buildings is critical for their continued use. Techniques that can help improve the usable life of roofs, concrete, slats and trusses need to be considered and implemented, notes Kapil Arora, agricultural engineering specialist with ISU Extension and Outreach.

ISU Extension and Outreach is joining industry partners to offer a five-part webinar series on the maintenance issues faced by facility managers and maintenance crews. The sessions are geared toward livestock producers, livestock building owners and contractors, facility managers, maintenance crew members, engineers, designers and others interested in swine building maintenance.

(AFM:TSXV, APH:JSE AltX, Alphamin or the Company) is pleased to provide the following updates regarding its operational initiatives and ownership level of its flagship Bisie tin mine in the Democratic Republic of the Congo.

Alphamin to increase ownership of its Bisie tin mine

In connection with Alphamins equity offering concluded in May 2020, Alphamin settled certain third-party indebtedness of indirect subsidiary Alphamin Bisie Mining SA (ABM), the owner of the Bisie tin mine, by the issue of Alphamin shares in consideration for a temporary loan due by ABM. Alphamin has now secured the required Board and shareholder approvals from ABM to convert this ABM loan into new shares of ABM. This will increase Alphamins equity ownership of its flagship tin mine from 80.75% to 84.14%.

Fine Tin Recovery Project

Alphamin has appointed Obsideo (Pty) Ltd as its engineering, procurement and construction management (EPCM) contractor for the execution of its Fine Tin Project (FTP). The FTP is focussed on treating the tailings stream from its gravity concentration plant at Bisie to recover the fine to ultra-fine tin particles.

"When we first commissioned the gravity concentration plant at Bisie, we were focussed on ramping up to a production level of 10,000 tonnes of payable tin per annum, which we have surpassed since Q2 2020 at an annualised ~11,000 tonnes. We believe we can increase plant throughput by another 10% through minor plant de-bottlenecking activities this could increase annual tin production to ~12,000 tonnes. Additionally, in our efforts to maximise metallurgical recoveries, we have identified process flow streams that contain fine, recoverable tin, and have selected proven metallurgical technology to recover the fine tin from these streams, which should increase tin output further at very low incremental operating costs," said Maritz Smith, CEO of Alphamin.

The FTP will utilise Multi Gravity Separators (MGS), set-up in rougher-cleaner configuration, to treat a 20 ton per hour process flow stream from the current plants tailings running at a grade of 0.8-1.1% tin. The FTP is estimated to produce a concentrate containing 45-55% tin which will be blended with the concentrates from the main gravity concentration plant to produce a final concentrate estimated to contain 60% tin.

The MGS technology was selected for the FTP as a result of its proven track record in the tin industry to recover particles down to 10um in size, low energy requirements and the high upgrade ratios achievable. Internal analysis shows the FTP has the potential to increase production at Bisie by 400 800 tonnes of payable tin per annum. By increasing units of production at a very low incremental cost, the FTP is expected to further decrease our all-in sustaining costs (AISC), securing our place as a lower quartile cost producer, said Smith.

The projected timeline for the FTP execution from approval to achieving nameplate capacity is 11-months. Orders for the long lead items have already been placed and the total project expenditure is estimated at US$4.6 million.

Mpama South Drilling Program

Alphamin has appointed T3 Drilling SARL, an internationally recognised drilling contractor, to undertake a 6,000 metre diamond core drilling program at its Mpama South prospect, commencing in Q3 2020. Mpama South is located approximately one kilometre south of the main processing plant at Bisie and the drilling program has been designed to delineate a maiden Mineral Resource at Mpama South.

Between 2012 and 2013, Alphamin drilled 19 drill holes for 3,364 metres to determine the extent and nature of the mineralization at Mpama South. Two distinct mineralized zones were intercepted, an upper zone showing well-developed lead, zinc and silver mineralization, and a lower zone rich in tin and copper.

We are encouraged by the historical drilling results from Mpama South and we are optimistic that by applying our exploration experience as demonstrated at Mpama North, that this drilling program will deliver sufficient information to support the declaration of our maiden Mineral Resource at Mpama South and allow for possible extension to the life of operations at Bisie, commented Smith. While Mpama South is the first drill target post successful commissioning of the Mpama North operations, we have already identified a number of areas along the Bisie Ridge showing soil geochemistry anomalies similar to those found at Mpama North. We expect to generate a further 3-5 drill targets from these anomalies over the next 18-months. Additionally, plans are being developed for deep level drilling at our producing Mpama North orebody which is currently open at depth.

The UK-based high-pressure gas containment specialist revealed in early July that it had signed a five-year Framework Agreement with Shell Hydrogen to supply hydrogen storage cylinders for use at refuelling stations across Europe.

The agreement is based on ground storage solutions, required for safely and efficiently storing hydrogen at high pressure, with CSC having developed a highly effective solution for Shells hydrogen refuelling station needs.

It marks the latest step in CSCs own journey in pressure vessels, having been manufacturing cylinders for over 100 years. The company is a recognised global specialist in this field, supplying safety-critical products to demanding standards across a diverse range of global markets, including defence, oil and gas, power generation and space exploration.

Specialist knowledge and expertise are required for hydrogen to realise its vast potential as nations seek to build and expand green transport networks and drive lower emissions. That knowledge and expertise is held by specialists like CSC.

Its latest announcement with Shell is indeed one of those collaborations.

Our technical knowledge and expertise are key to our business and the integrity of our products, regardless of the market or application, and we continue to contribute our knowledge and stay up-to-date through our role on key international standards committees, he says.

As an example of this activity, CSC co-wrote the British and EU standards that govern periodic inspection and testing of cylinders in the field. With respect to the Shell Framework Agreement, the process of becoming approved for such a contract has been a year in the making. Working closely with Shell to define a solution was critical for the EU market; technical teams from CSC and Shell worked closely to establish the design parameters and have in turn helped formulate highly effective solutions for Shells EU stations.

For any application across sites worldwide, he adds, CSC will determine the most appropriate standard in line with the customers requirements. The driving parameters might be weight, cylinder dimensions, gas capacity or cyclic loading. From these parameters, we are able to optimise the design to provide the most efficient solution possible.

H2 View

A key term here is standardisation. There is consensus that standardisation or even harmonisation is key to enabling a product or a market to truly grow as hoped and expected, with Martin noting that the hydrogen market in particular has historically been relatively fragmented.

Standardisation of a product is vital in a market that is seeing such growth. The hydrogen market has historically been relatively fragmented, with many smaller integrators defining what is needed for a specific project. Scalability is not easily achieved in such cases.

The Framework Agreement contains a scalable modular design for ground storage. Backed by Shells pedigree in the energy sector, I believe that this framework agreement outlines a safe and highly effective solution for potential developers and operators. It is easier to do business if the technical due diligence has already been completed, in this case by Shell and CSC.

Next challenge

Asked if CSC knows where these solutions will be deployed under the agreement, Martin explains that he cannot directly comment, but does affirm that the framework agreement covers the EU and UK.

This brings us back to the topic of Europe and the tipping point position that the region finds itself in with hydrogen. As already described, news of the agreement came after a historic few days for hydrogen in Europe, with the European Commission unveiling its keenly anticipated hydrogen strategy aimed at decarbonising hydrogen production and expanding its use in sectors where it can replace fossil fuels.

Martin acknowledges the excitement and sense of opportunity that this creates for a company like CSC and so many others. These are exciting times for us all, he says. Not just for those businesses who are working to deliver on the new strategy but for society in general, given clean air and climate change are such important issues.

The advent of such a compelling announcement in the form of the EUs hydrogen strategy should mean businesses will start gearing up to push this change. CSC and our parent company Pressure Technologies plc are proud to be supporting this movement.

Hopefully, this change will herald more investment to support innovation and facilitate the development of hydrogen into a major part of Europes energy strategy.

H2 View

In closing, the thought is very much on meeting the expected demand ahead as a result. Does this present a challenge for CSC, albeit a welcome one? I see various challenges and opportunities ahead. Demand will rise, given the prospect activity that we see in both the US and EU; we have been investing in our operations to meet the demand in these areas, Martin suggests.

In this rapidly moving market, we are keen to demonstrate how our products can fit the wide range of customer projects and storage configurations. Our Type 1 steel cylinder solutions are more suited to static storage than Type 3 or 4 composite, where weight is less of an issue. Periodic inspection, revalidation and life extension are also easier to achieve on Type 1 installations.

CSC and our partners have worked very hard to produce safe and reliable hydrogen fuelling systems to mirror the forecourt experience that conventional vehicle fuelling is based upon.

The Kansas City Chiefs quarterback received a record contract extension this offseason, one that can keep him with the team through 2031 and could be worth over $500 million. As if that long-term commitment to K.C. wasnt enough, the Royals announced Tuesday that he is now part of the teams ownership group.

I love this city and the people of this great town, Mahomes said in the statement. This opportunity allows me to deepen my roots in his community, which is something Im excited to do.

Mahomes father Pat spent 11 seasons as a MLB pitcher, while the younger Mahomes once played in the Little League World Series and was a 37th round draft pick of the Detroit Tigers. (Apparently hes sticking with football.)

At just 24 years old, Mahomes led the Chiefs to a win in Super Bowl LIV over the San Francisco 49ers in February, signed a record contract and now is part-owner of an MLB team, who happens to drive a $338,000 Ferrari.

Capstone Mining to Expand Leaching at Pinto Valley; 300 to 350 MIbs of Low-Cost, Copper Cathode Production Potential – Junior Mining Network

(Capstone or the Company) (TSX:CS) announces that its Pinto Valley mine has successfully demonstrated positive economics from enhanced dump leach performance by partnering with Jetti Resources, LLC (Jetti) to apply their novel patented catalytic technology at Pinto Valleys existing dump leach operation.

HIGHLIGHTS

During the first year of Capstones partnership with Jetti, cathode production per area irrigated has doubled (see Figure 3). A plan to increase activity is being implemented with the goal of generating strong cash flow from Pinto Valleys underutilized 25 million pound per year solvent extraction and electrowinning (SX-EW) plant, which is currently operating at only 20% of capacity. The plan is to increase cathode production to 300-350 million pounds from residual and high-grade waste over the next two decades (see Figure 1), creating 30 new jobs at Pinto Valley.

JETTI NOVEL CATALYST TECHNOLOGY

Jettis patented technology makes it possible to extract copper from low-grade primary sulfides, such as chalcopyrite, the worlds most abundant copper mineral ore. Jetti has developed and commercially deployed a catalytic technology that allows for the efficient and effective heap and stockpile leach extraction of copper trapped in these challenging mineral ores. Jettis catalysts enable the disruption of the sulfur metal bond of the mineral, allowing copper extraction to take place unimpeded. As a result, Jetti is now increasing profitability at operations and extending project life, while also converting uneconomic waste rock into valuable assets.

PINTO VALLEYS CATHODE PRODUCTION HISTORY

Pinto Valley started producing copper cathode in 1981 from material below the cut-off grade of its mill that had been stockpiled since the early 1970s (see Figure 4). This provided a 12 to 15% boost to total copper production as cathode accounted for an average of 16 million pounds per annum through to the early 2000s. Since then, the production of copper cathode has decreased consistently to under four million pounds per annum due to the impact of reduced leach kinetics as chalcopyrite is subjected to a passivation layer inhibiting further breakdown.

NEXT STEPS

As a result of the positive commercial demonstration phase, Pinto Valley intends to significantly expand leaching activity, targeting approximately 280 to 300 million tonnes of historic leach stockpile and 175 to 185 million tonnes of high-grade waste already scheduled for removal over the remaining 19 years of mine life. Potential to increase the mill cut-off grade to bolster copper concentrate production, thereby increasing the tonnage of high-grade waste available for leaching, will be studied during H2 2020. An updated NI 43-101 Technical Report is expected in 2021.

NFL and its players head to training camp ready to tackle life in a pandemic – KEYT

Of all the team sports, football and social distancing dont seem to go together. But even in the middle of a deadly pandemic, the NFL is readying to bring a sense of normalcy back to a stressed-out country.

Training camps are preparing to open this week, welcoming back 32 teams, some of them in areas that are Covid-19 hot spots.

There are some officials who think football should skip a season or push it back until the spring. Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, told CNN in June that it would be very hard to see how football is able to be played this fall if NFL and college players were not living in isolation and being tested every day.

Football may not happen this year, he said at the time.

But the league feels confident at this point a full slate of 16 games per team is possible, given the protocols it has agreed on with the players..

I think people are trying to be really thoughtful about this, said Dr. Allen Sills, the NFLs chief medical officer and a neurosurgeon. He sat down exclusively with CNN Chief Medical Correspondent Dr. Sanjay Gupta and gave him a rare look at how the Atlanta Falcons and the NFL are preparing to play in the midst of a pandemic.

I think people do look at risk and risk mitigation in different ways. But I feel like its the right thing to do to try to learn to live with this virus. I really do, Sills told Gupta.

But the NFL may have to consider new measures, given the news from Major League Baseball that members of the Miami Marlins tested positive for the virus. Mondays Marlins home opener and the game between the Yankees and Phillies at Philadelphia where Miami played over the weekend were postponed.

Normally, by this time, NFL teams would have already had several offseason gatherings and scores of players would be days into training camp, vying for one of the potential 55 spots on the roster. More than 250 coaches, staffers and other on-site personnel would be around.

Players would be going to team meetings, working out in the weight room, busting heads on the field and eating together in a cafeteria.

But more than 4 million people in the United States have been infected with the virus and more than 147,000 Americans have died. It is unclear whether people who have recovered have any immunity from the virus. A few therapeutics help those with Covid-19, but potential vaccines are still in various phases of trial.

Sills likened his work in bringing back football to his work with his patients.We know in medicine, we can never eliminate risk, but we do all we can to try to minimize or mitigate those risks, Sills told Gupta.

Testing has been a key component in bringing players back. As players enter camp, they will be tested. Players have to have two negative tests within 72 hours in order to participate in training camp.

Thereafter, the union and the league have agreed to test each player daily for at least the first two weeks of training camp, eventually moving to an every-other-day schedule once a team maintains a 5% positivity rate.

Those tests will be conducted by the company BioReference Laboratories. Sills told Gupta that the company opened up laboratory capabilities that werent being used.

Both the league and union have said they dont want their testing program to take away resources from the public.

In the early days, Sills expects they will discover people who are infected.

Last week, based on players who signed into training camp and did their initial testing, the players union said 59 players had tested positive for the novel coronavirus.

First of all, we fully expect to have positive cases. We would love it if we didnt, Sills told Gupta before the test results were announced. But if you look at the state of the pandemic right now, I think when players all gather together, we can expect a large number of positive cases.

Once a player tests positive, he will go into isolation and get the appropriate treatment, Sills said.

And though the public often sees NFL players as men who are in top physical condition, the union says its data shows up to 70% of players fall into categories the Centers for Disease Control and Prevention considers high risk for Covid-19, such as minorities and people with certain health conditions that include obesity and asthma.

What weve done is track the CDC risk guidelines (and) made decisions on which ones put our players in high risk, explained DeMaurice Smith, executive director of the National Football League Players Association. Players can rely on those risk factors to make decisions about whether theyre going to play or not.

Technology could help the league try to mitigate some risk.

Players will have a proximity tracing device on them while they are participating in team activities, even traveling to road games. The devices can provide precise data as to who the players were near, how close they were and for how long.

The devices will beep or flash when players or staff get too close to each other and could make it much easier to do contact tracing when a player tests positive. The device does not track GPS location it just tracks distance.

The league has also worked with sports apparel company Oakley to design a plastic mouth shield for the players helmets. It is basically an extension of the eye shield some players wear, Sills said. It will have several layers of plastic and a filtering material in hopes of helping to lowering transmission. How effective it is remains to be seen.

According to the NFL, players are strongly encouraged to use the mouth shield. It is currently not mandatory, but is still under discussion between the NFL and the Players Association.

Other changes include the way players typically would congregate.

At the Falcons facility, the dining area has been moved outside under a tent and players will sit solo at tables several feet apart. Weights will be done at a scheduled time with fewer players and barbells will be marked with tape signifying which ones are to be used by a certain group.

Meetings and film-watching sessions will be online instead of in person.

Normally, players would work with a staff of around 200 plus people. But now, only 100 staff will be credentialed to be at the practice facility.

Our motto is fewer and farther, Sills said.

At the training facility, staff will spray down equipment in training rooms and there will be black boxes that use UV light to sanitize cell phones and car keys.

The league and the union have been intense negotiations over the past few weeks about how to get players back on the field. They discussed a number of issues, including testing protocols, who players can interact with and how, and what options players have to opt out, and finally came to an agreement on Friday.

Shortly thereafter, Kansas City Chiefs offensive guard Laurent Duvernay-Tardif chose to opt out of playing this season to focus on his work as an orderly in a long-term care facility in Canada. Hes been working there throughout the pandemic.

Being at the frontline during this offseason has given me a different perspective on this pandemic and the stress it puts on individuals and our healthcare system, he wrote. I cannot allow myself to potentially transmit the virus in our communities simply to play the sport that I love. If I am to take risks, I will do it caring for patients.

The head of the players union told CNN he wants the league to have better communication with the athletes and their families.

We have great protocols. While we have the ability to make inspections, if the league fails to stay into close contact with the players in their families and making those changes as needed, the best protocols in the world will not work, Smith said.

Decisions affect the entire community, not just the league, he said.

Everything that we do is going to have an impact on families at home, and its going to have an impact on first responders, community service and other people in the community, and to believe otherwise is sheer fantasy, he told CNN.

The most recent NFL game was the Super Bowl in early February two days after US officials declared a public health emergency. A month later, the nation took notice as the NBA took players off the court before a scheduled game and the nature of the pandemic became much more real to many people.

Since then, team training facilities have been like ghost towns. Players have worked out with personal trainers while keeping an eye on how states were handling the pandemic

They have the same anxiousness that you would have, right. All the issues that you have about your personal safety they have. And they have them as they enter into this football world, said Rich McKay, president and CEO of the Falcons. So, theyre relying on us. And theyre relying on the union to make sure that all the protocols we do, everything that we can, is that at the highest level.

McKay said they will proceed slowly at first.

We want to crawl, he told Gupta. We dont even want to walk, jog, run. We want to crawl, then we want to walk, then we want to jump. We want to make sure they feel safe, feel comfortable and that were doing everything we can.

McKay believes the NFL can do everything in a safe way, learning from the lessons of the other team sports leagues that have opened before it. But unlike the NBA and MLS, which have all of their teams in one city, NFL players will be in dozens of communities, going home at night.

The system can only be strong if NFL personnel adhere to guidelines.

One of the things that weve recognized with this virtual bubble is everybody in that team ecosystem, as we call it, theyre going to share risk, right players, coaches, staff, if theyre around each other each day, theyre going to share risk, Sills said. They also share responsibility to each other, which means that theyre each making good choices when theyre away from the facility.

The NFL season is scheduled to begin Thursday, September 10.

Rooms, Sokolow's 1955 masterpiece, examined the psychic isolation and unfulfilled desires of characters isolated in their small, city apartments. While the three directors-artistic director Samantha Gracht and associate artistic directors Eleanor Bunker and Lauren Naslund-rehearse the dancers and direct camera angles over Zoom, the responsibility of actual video recording has been taken on by the dancers themselves. They were ready for performance in the theatre, and now need to rethink, restage, light, film, and costume themselves with what they have access to where they are self-quarantined.

The recordings made by the dancers were edited by Ms. Naslund into a full-length video version of Rooms, titled Rooms2020.

This Satellite Tow Truck Could Be the Start of a Multibilion-Dollar Business – Air & Space Magazine

On Monday, February 24, 2020, at about 9 p.m. U.S. Eastern time, a robotic spacecraft named MEV-1 is traveling some 22,000 miles above the Pacific Ocean in a geosynchronous orbit. A satellite at that location holds a fixed position over the equator because its speed matches that of Earths rotation. At the moment, MEV-1, which stands for Mission Extension Vehicle-1, is in pursuit of its client, a $200 million satellite called IS-901.

Intelsat owns and operates the satellite, which was launched 19 years ago. In December, IS-901 reached the end of its expected lifespan, and because it was low on fuel and unable to remain stationary over the equator, Intelsat commanded onboard thrusters to push the satellite 185 miles farther from Earth, into the so-called graveyard orbit, where geo spacecraft go to die.

Such is the fate of satellites, Joe Anderson tells me. Anderson is vice president of SpaceLogistics, LLC, a Northrop Grumman subsidiary. The vast majority of satellites are decommissioned primarily because they have run out of fuel, he says. Others in the graveyard orbit may have experienced technical hiccups. Like a magic lamp releasing a genie, satellites must unfold various components after separating from their launch vehicles. But things can get stuck. It might be a solar array or antenna that doesnt deploy correctly, and it simply needs a nudge, he says.

Satellites also suffer component failures, such as decayed batteries and computers, or malfunctions in propulsion and attitude-control systems.

The decision to retire a satellite versus fixing or refueling it is a straightforward calculation that measures future revenue against the servicing cost. Many commercial satellites generate millions of dollars per year in revenue, explains Joseph Parrish, program manager for the Defense Advanced Research Projects Agency (DARPA) Robotic Servicing of Geosynchronous Satellites program. So, if you could extend the life of those spacecraft for just a few years at a cost thats significantly less than their revenue over that period, its a win-win for both the servicer and the client.

Northrop Grummans MEV-1 was sent to extend a life. The first robotic spacecraft designed to rescue ailing satellites, it was assigned to dock with IS-901a feat never before attempted between two uncrewed commercial spacecraftand then function as a jet pack, as Anderson puts it. Fueled with xenon gas, MEV-1 will use its electric-propulsion thrusters to tow IS-901 back to geo orbit, then haul it halfway around the world to a new position over the Atlantic Ocean, where it will take over for another aging Intelsat spacecraft.

Industry analysts at Northern Sky Research in Cambridge, Massachusetts last year projected revenues for the in-orbit satellite servicing market would reach $4.5 billion by 2028. They predicted growth in salvage operations, defunct satellite disposals, robotic repairs and inspections, orbital relocations, and refueling services. Their projections are bullish considering that today most satellites still are helpless when something goes awry. Northrop Grumman is hoping to change that.

MEV-1 was launched in October 2019 and took 139 days to reach IS-901. (Electric thrusters are dreadfully slow but extremely efficient.) Now, in late February 2020 at Northrop Grumman in Dulles, Virginia, the Mission Operations Center is bustling with ground controllers and engineers overseeing the MEV-1 docking. Anderson is here for the big moment. His eyes are glued to wall-mounted monitors receiving live video feed from eight cameras aboard MEV-1.

When IS-901 first comes into view, its a shimmering speck amid a black void, like a diamond in a tar pit. MEV-1 stops at its far hold position, about 260 feet from IS-901.

The MEV has been in development since the mid-2000s, when aerospace firm Alliant Techsystems, or ATK, began exploring the feasibility of servicing spacecraft in geo, where some 500 satellites are in orbit. Anderson, who had spent 20 years at Intelsat, moved to ATK in 2012, believing it had the money and expertise to make the MEV happen. After a series of mergers and buyouts endemic to the aerospace industry, the projectand Andersonwound up at Northrop Grumman.

Developing the necessary rendezvous and docking technologies took time and money. We suffered a classic innovators dilemma, Anderson says. We had no financing because we had no customer commitments, and we had no customer commitments because we were not financed. It wasnt until 2016 that ATK decided to fund the development and launch for the first MEV. Just a couple of months later we had our first contract for five years of life-extension service with Intelsat.

Now, eight years after the first serious considerations of satellite servicing, MEV-1 is about to dock with IS-901. Assuming the mission succeeds, it will not only make history but also herald the birth of an entirely new industry.

Station to Station

Satellites need fuel to perform station-keeping maneuvers using small chemical or electric thrusters. Their orbit is always changing because of gravitational forces from the Earth, sun, and moon, explains Anderson. Most satellites are doing maneuvers weekly, and thats why they run out of fuel. Before launch, fuel is added through a port called a fill/drain valve: The tank is topped off and a cap is sealed to the inlet (the drain is for emergencies while still on the ground).

A thick multi-layer insulation blanket, or MLI, is wrapped around the satellite to further protect it from dust and debris, sealing it up like a submarine swaddled in tinfoil. With the blanket in place, it would be hard for a repair robot to access any components that arent attached to the bus exterior, such as solar arrays, radio antennas, sensors, and cameras.

Its for this reason that Northrop Grumman opted to make MEV perform more like a tow truck than a mechanic, albeit a tow truck that stays affixed to the car long-term. We believe in keeping it simple, Anderson says. MEV-1 will remain attached to IS-901 for five years, at which point it will return the satellite to the graveyard orbit, where itll be decommissioned. Then MEV-1 will fly to its next client and repeat the docking and renewal procedure. By this time, a second mission-extension spacecraft, MEV-2 will be in geo orbit, hitched to another Intelsat client. Each MEV can service up to 10 satellites, or remain with the same one for the entirety of its 15-year design life. Weve built it to be compatible with about 70 to 80 percent of all geo satellites, Anderson says. If the satellite uses one of the common cone-shape liquid apogee engines, then MEV-1 can very likely latch on to it. Satellites that use a different engine design would stymie the repair craft.

Anderson wont tell me how much Northrop Grumman charges for this service, but assures me the business model is compelling to satellite operators. We could service low Earth orbit too, he says. If theres a market there, well go.

History Has Its Eyes on You

Northrop Grumman isnt the only group preparing to service satellites. NASA and DARPA are also planning missions, and DARPAs Parrish tells me, The entire on-orbit servicing community is watching [MEV-1s] progress with great interest, hoping for the very best on that mission.

Thats part of what makes Anderson nervous while he waits for MEV-1 to move from its near-hold position 60 feet from IS-901 to the capture box position roughly three feet from the client. The journey between the two points takes about 45 minutes. At the end of that period, IS-901s controllers place it into a free-drift state, meaning simply that they are no longer controlling its attitude.

Now the moment of truth has arrived: Northrop Grumman controllers send the MEV-1 the command to begin its autonomous docking procedure. Now the seconds feel like minutes to Anderson. This is where my heart really starts beating, because its the point of no return, he says.

Having received the command to commence docking, MEV-1 is untethered from its puppeteers in Virginia. Both satellites are now in tight formation, drifting in tandem at thousands of miles per hour. The most minute maneuvering error could be catastrophic. Thats because the distance between Earth and geo orbit creates a communications delay, or latency, of about 540 milliseconds round-trip. A half-second doesnt sound like much, but its way too long for an operator in Virginia to safely mate two spacecraft 22,000 miles away. Hence the need for both spacecraft to be placed in an autonomous state. The reason we go open loop is so there are no other forces in the system, Anderson explains. Having a human in the loop would just get in the way.

Hes been awake for nearly 20 hours when ground controllers declare that IS-901 has been captured at exactly 2:15 a.m. EST on Tuesday, February 25, 2020. IS-901 returned to service in its new orbit on April 2.

Northrop Grummans success gives satellite operators like Intelsat their first proof that servicing in orbit is possible. Its also deeply encouraging to engineers at DARPA and NASA, who are pursuing considerably more ambitious and complex satellite-servicing missions.

Roadside Assistance in Orbit

At NASA Goddard Space Flight Center in Maryland, the OSAM-1 mission is in planning. Formerly known as Restore-L, with the L denoting low Earth orbit, OSAM-1 (the acronym is for On-orbit Servicing, Assembly, and Maintenance) is focused not on geo, as the MEVs are, but on low Earth orbit, home to approximately 2,200 active satellites. The OSAM-1 spacecraft is scheduled to launch in 2023. Once in orbitat an altitude of about 435 milesit will attempt to refuel the $500 million Landsat 7, an Earth-imaging satellite launched in 1999 and operated by the U.S. Geological Survey and NASA. OSAM-1 will be equipped with three robotic arms: two built at NASA Goddard (one is essentially a backup for the other) and a third built by Maxar, a space technology company in Westminster, Colorado. Maxars apparatus, called SPIDER (for Space Infrastructure Dexterous Robot), is based on similar arms the company has built for NASAs Mars landers.

We are flying a robot arm for the first time that will manipulate a fill/drain valve on a satellite, says Brent Robertson, the OSAM-1 project manager. The NASA arm will grab a ring encircling the base of Landsat 7, a Marman clamp that fastened the spacecraft to its launch vehicle. Next, the arm will guide Landsat 7 into so-called berthing posts, where it will be secured to its rescue satellite. Now free from holding Landsat 7, the arm will use its tool set to cut away the insulation blanket, snip locking wires around the fill/drain valve, and unscrew its cap. Then OSAM-1 will add 254 pounds of fuel. That will allow Landsat 7 to maintain its orbit for years, and eventually to perform de-orbiting maneuvers. OSAM-1 will carry more than 6,000 pounds of biopropellant fuel to allow it to intercept and dock with other clients should its one-year mission be extended.

Besides refueling, the OSAM-1 spacecraft will demonstrate assembly and manufacturing. Because there is no dirt in space, its possible for OSAM-1 to disassemble and reassemble a satellite for servicing with little contamination risk.

This is where SPIDER comes in. OSAM-1 will carry a segmented radio dish antenna into orbit, which SPIDER will put together. Were going to send a [radio] signal through that antenna to ground stations, Robertson explains. And then were going to disassemble the antenna and assemble it again to show its a repeatable task. Next, OSAM-1 will manufacture a rigid 10-meter beam, extruding fused carbon from a device that works something like a Play-Doh squeeze press. The beam will have the associated stiffness appropriate for assembling a spacecraft, Robertson says.

The tough part of OSAMs missionrefuelingis not on the to-do list of DARPAs Robotic Servicing of Geosynchronous Satellites program. Its an incredible technical feat to be able to do that, reckons Parrish. The [OSAM-1] team has spent years developing the technology. Theyve done numerous experiments and demonstrations in space to back up their analyses and simulations on the ground. Instead, the RSGS is inventing an orbiting handyman. The spacecraft will carry dual six-foot-long robotic arms that can extend, flex, and rotate with seven degrees of freedomnearly identical to human dexterity. There is also a wrist mechanism that allows for tools to be interchanged, Parrish notes.

After it launches in late 2022, the geo-orbiting RSGS spacecraft will employ powerful radar and sensors to inspect satellites. We can fly around the client and take images without ever touching it, explains Parrish. If it spots any damage, the RSGS will grasp the Marman clamp on a client satellite with one arm, leaving the other free to make repairs. The RSGS craft also could move its client to a new position in geo or relocate a dead satellite to the graveyard orbit, like a trash collector hauling away space junk.

I ask Anderson whether our military could convert a servicing satellite into a weapon, perhaps using it to dismantle an enemy spacecraft. After all, its DARPA, I point out, thats developing satellites with the most complex and versatile robotic capabilities. He quickly dispels my proposition. Its really in the realm of science fiction, he says. To do it without the cooperation of a client would essentially mean the termination of my servicing vehicle. It would be impossible to maintain a safe separation between both spacecraft, since the enemy satellite would have to be in an open loop for a docking to succeed. Its very easy for someone to see an MEV approaching another spacecraft because its moving so slowly [relative to the other spacecraft], says Anderson. You cant really do this in secret.

Parrish believes the RSGS could handle almost any type of servicing job because its robotic capabilities can be augmented later. We dont have to imagine every tool we might ever need because we can fly up new ones on future spacecraft, he says. But among the most prized achievements would be saving a brand-new multi-million-dollar satellite that encounters a glitch not long after it enters orbitone that would be fatal without servicing. Says Parrish: We can gallop in with our robotic system to the rescue. Now that would be a great day!

Made in Space

Refueling and repairing satellites could extend their lifespans significantly, sparing operators the exorbitant expense of replacing them. The task would be easier if satellite builders adopted technical standards. DARPA has funded an industry organization called CONFERS (Consortium for Execution of Rendezvous and Servicing Operations) to develop such standards. But not all members agree on how to proceed. There are two sides to the coin, Anderson tells me. One side says that setting standards too early will stifle innovation. The other side believes standards can help grow the market. Parrish adds: Its always been a chicken and egg situation. Spacecraft developers didnt [design their satellites to be serviceable in orbit] because there was no servicer. And there was no servicer because there was nothing up there that was accommodating. In the future, we hope that satellites will be designed to accommodate on-orbit refueling. That will make this operation much simpler, take less time, and be more economical than the operations needed to refuel an unprepared spacecraft.

Because OSAM-1 is focused on refueling, Goddard engineers have developed a robot-friendly fuel cap. We call it the cooperative servicing valve, Robertson says. We wouldnt have to cut wire or MLI blankets. It would require one tool to refuel, as opposed to flying six right now. NASA has licensed its design to satellite manufacturers, which plan to integrate it into future spacecraft. Were actually going to fly it on OSAM-1 to allow us to be refueled, says Robertson.

What gets program managers most excited, however, is the promise of in-orbit assemblyand not just for satellites. NASA is paying Maxar $142 million to design and build the SPIDER arm for OSAM-1. But Al Tadros, vice president of space infrastructure at Maxar, tells me his engineers envision much broader applications. The mission is very much to advance technology for NASA and for the U.S. industry, he says. For humans going to Mars, or maintaining the [International Space Station], or building new, much larger telescopesto enable these missions you need this core capability. According to Tadros, once the RSGS demonstration mission is completed, Maxar will offer in-orbit assembly to its commercial customers.

The various approaches to satellite-servicingtow truck, refueling, and robotic repairsserve specific niches, contend the experts. I think there are good and valid applications for each, Anderson says. Our customers are risk-adverse. Our MEV is a small increment of technology development and, therefore, much lower risk than the satellite surgery required to perform refueling on a satellite that was not originally prepared for refueling.

But he also believes that OSAM-1 will definitely have business benefits. Once proven feasibleit will be able to refuel a vehicle and extend the lives of several satellites per year, while our MEV can only extend one satellite a time. Refueling may be a better solution for many healthy satellites due to the potential for lower costs than a dedicated MEV, or for satellites that have special operational needs, like many military satellites. But there is definitely need in the market for both types of services.

Northrop Grumman is also working with DARPA and its RSGS program to develop so-called Mission Extension Pods, or MEPs. These are self-contained servicing pods designed to do propulsion and attitude control.

The servicer installs the MEP to the client and then flies away, Parrish explains. This operation doesnt tie up the servicer for an extended period. At the same time, he isnt betting on any specific approach just yet. I dont think that anyone knows how this is going to play out, Parrish says. When I first entered this domain, refueling was the application everyone was focused on. But, so far, weve seen only one commercial servicing operation and that is MEV-1 doing attached life extension. I think the role of the technologists and the servicing system designers is to develop a wide variety of servicing modalities and then let the market decide which is best.

Coronavirus: Migrants fear being split from families over visa extension issues – Stuff.co.nz

Thousands of migrants face uncertain futures after their partners were granted visa extensions to remain in New Zealand, but they werent.

About 16,500 people on employer-assisted Essential Skills and Work to Residence visas due to expire by the end of 2020 were granted an automatic six-month extension on July 7.

But partners and children attached to those visas must reapply at a cost of hundreds of dollars to remain in the country with them.

A British mother, who moved to Auckland with her husband and child, has applied for residency but a huge backlog means she does not know if it will be approved before her current visa expires in November.

New Zealands borders remain closed to all but permanent residents and citizens due to the Covid-19 pandemic.

The woman said applying for a visa was a very long, tedious and expensive process.

Weve been through several rounds of applications and if we aren't granted residency before mine and my child's visas expire in November, we will have to apply again whilst waiting for residency.

She believed her and her childs visas should have been given an automatic extension like her husbands, as they are linked.

If our residency isn't granted before that [November], myself and my child will need to apply for another work visa/student visa to fill the gap which is another expense that we can't really afford.

The woman said she was concerned she and her child could be sent back to the UK, if the alternative visas which cost in the region of $500 each - were not granted.

My child has just started school here and this country is all she has ever known, she said.

A spokeswoman for Immigration NZ said visa extensions were approved because it gave both employers and migrants certainty.

Covid-19 has had a large impact on the job market in New Zealand and more jobs are now needed for unemployed Kiwis.

We didnt include an extension for partnership visas as those on them are less likely to have a job which is necessary.

Its their responsibility to be here legally, and they will need to apply for a new visa when it runs out.

They can apply for another or make plans to leave New Zealand.

The spokeswoman confirmed there was a large backlog of visa applications to get into New Zealand but anyone re-applying and already in the country would get their visa processed in time.

There are currently 37,700 migrants in New Zealand who are reliant on another temporary visa holder, such as a partner with an employer-assisted work visa.
