Some thoughts on Scott Frosts extension: Why now, and what it means – Saturday Tradition

Twelve days removed from Willie Taggart getting fired with a 9-12 record at Florida State, 8-13 Scott Frost got a 2-year extension at Nebraska.

Two programs in different places made completely different decisions on the future of their respective head coaches. One didnt believe in the vision, the other bought in even more.

On the surface, it evokes an interesting discussion as to why certain coaches have more leverage than others. Some will use that as a reason to question why Frost got an extension, especially considering how underwhelming 2019 has been. For starters, different people are making that decision.

Lets pick the brain of the person who did make that decision on the Nebraska side, athletic director Bill Moos.

He was pretty candid about that decision when it was announced before Saturdays game against Wisconsin:

Do you speak athletic director? Dont worry, I do. Id be happy to translate that quote for you.

We gave him the extension because we were desperate for some momentum going into the home stretch of the recruiting cycle.

That, in my opinion, is at the forefront of a decision like that.

Nebraska entered the day at No. 33 in the 2020 class rankings (247sports). Thats roughly 5 weeks out from the Early Signing Period. Thats behind the likes of Northwestern, Iowa, Wisconsin, Purdue and just 1 spot ahead of Minnesota. The Huskers have just 13 verbal commits. Only Rutgers and Illinois have fewer total commits than Frosts program.

You dont need me to translate that. Thats not great for Frosts third recruiting class. Thats why in his mid-week press conference, Frost was asked about the on-field struggles carrying over to the teams recruiting.

People see where this is going and were not going to lose sight of that, Frost said, in a video captured by Matt Reynoldson of KLKN. This group has done an unbelievable job of getting the program turned. Its certainly not happening as fast as I want it to. But were gonna get it done. Thats why Im here. [We] knew this thing wasnt in great shape when we took it over and we knew we had a lot of things to fix. Were in the process of doing that.

I think theres a tremendous opportunity for recruits to come in and try to make an impact early. That vision and opportunity is going to help us on the recruiting trail a lot.

Combine that with the ESPN story that came out this week that quoted Tom Osborne saying he thinks Frost feels the weight of this thing.

That explains the timing. As Moos said, he planned on doing it anyway. He picked Saturday morning ahead of a 3-game stretch to end the season in which Nebraska had matchups against Wisconsin and Iowa, both of whom are teams currently ranked in the Top 25. If Frost cant win his first game against a ranked foe at Nebraska, the Huskers will spend bowl season at home for the third straight year.

You bet Moos wanted to make sure Nebraska wanted to get some offseason momentum.

So theres another question that many are probably asking, and understandably so Frost wasnt going anywhere so why did the Huskers compete against themselves with the extension? Its a fair question.

Recruiting is a fickle business. Negative recruiting happens everywhere.

If Im a B1G West coach and I know a kid is strongly considering Nebraska, Im telling him sure, Frost is under contract. But do you really think that fanbase with those expectations are going to give Frost 5 years?

Its easy to convince people that a coach is on the proverbial hot seat, even if Nebraska fans would sooner give up Runza for life than they would bail on Frost. The last thing Nebraska wants is a recruit even thinking about wait, could Frost be on the hot seat by the time Im a sophomore?

By extending Frost, thats not in question. Instead, he can walk into any living room for the next month and say, I started off 8-13 and they still gave me a 2-year deal. The administration has my back. They have patience. Come be a part of a program on the rise and I promise you wont be hung out to dry.

If Frost wants to use that pitch, Im on PayPal.

I know what you might be thinking that might make sense in theory, but didnt Nebraska just become more financially committed to Frost just in hopes of finishing the recruiting cycle strong?

Yes and no. We dont know the buyout numbers of the new deal just yet, but if thats still relatively unchanged, not much will change in terms of the financial commitment. Frost isnt going to simply coach out the remainder of his contract on his current deal. Athletic directors never do that anymore because of the recruiting impact. Theres no such thing as a lame-duck coach. Why? Its too easy to negatively recruit against a lame-duck coach.

From an ADs standpoint, Moos knows his tenure is going to be defined by the Frost hire. If Frost fails, his job is on the line, too. He wont even be around to deal with the ramifications of that buyout. Thats why it might be viewed as hedging to be anything but aggressive with Frosts contract.

So now, we know more than ever that Moos is all in with Frost. There wasnt ever any doubt of that. While the results havent been what he hoped for yet, theres logic behind a move that some mightve waited to make.

Its Frost or bust for Nebraska, just as we always thought.

Feleshia Thompson promoted to Family and Community Health County Extension Agent – The Light and Champion

The Shelby County Extension Offices Feleshia Thompson was promoted from her two-and-a-half year position as the Better Living for Texans Extension Educator - to the Family and Community Health County Extension Agent.

Thompson, a local resident of Shelby County, said she is excited to carry out the duties of her new title.

I was born and raised in Shelby County, Thompson said. I graduated from Steven F. Austin State University with a bachelors in science and health science; with a concentration in community health - and also a minor in psychology.While she has been with the Shelby County Extension Office for more than two years, she just started her new position on Oct. 14.

Thompson plans to keep the classes and previous community opportunities offered by the extension office alive and available as the new extension agent. She also plans to add new fitness and health classes for the community.

She replaces Jheri-Lynn McSwain, who was promoted earlier this year to a regional position with the Texas AgriLife Extension Service based in Overton.

I plan to continue most of the programs that Jheri-Lynn did in the county; the Women on the Go, Freezer Pleaser classes - and just add to those programs and more - like with chronic disease, cardiovascular disease, diabetes - more fitness programs in the community, Thompson said.

With all of these new plans and ideas to better help the community and community health, Thompson has an all-year-long fitness program idea she is also working on.

Im also going to try to start a year-round fitness program, Thompson said. Using different volunteers that are certified to teach classes and fitness.

She was approved by the Shelby County Commissioners Court for her new position.

Ive been here my whole life, Thompson said. I appreciate the County Judge and the County Commissioners for allowing me the opportunity to be the County Extension Agent-Family for Shelby County and I look forward to working with all the businesses and all the people here in Shelby County.

Apeel Sciences expands trial of longer-lasting avocados with Kroger – FoodNavigator-USA.com

The expansion follows a successful pilot in Kroger stores in the Midwest last year that significantly reduced category food waste, said the company. Apeel avocados, asparagus and limes maintain their just-harvested quality longer than produce without Apeel and are less reliant on refrigeration, reducing food waste and extending customers access to fresh fruits and vegetables.

Santa Barbara-based Apeel which has raised $110m to support its growth to date was founded in 2012 by Dr James Rogers, a materials scientist on a mission to create an idealized little microclimate inside of each individual piece of produce, via an odorless semi-permeable barrier that modulates the rate at which water evaporates out and oxygen gets in.

Apeel - which is colorless, odorless, tasteless and leaves no sticky/waxy residue -is supplied as a powder that can be mixed with water and sprayed onto produce, or used as a dip, and is available in commercial quantities for avocados, citrus fruits, and asparagus, with multiple other applications to follow (Rogers says the company has developed formulas for more than 50 different types of fresh produce).

The food-grade coating made from lipids and glycerolipids from agricultural byproducts such as tomato skins and seeds - significantly reduces shrink in storage and transport, slows the rate of oxidation, and helps fruits maintain their desired color and taste for longer, said Rogers, who has argued that if you could quadruple the shelf-life of fresh produce, you could potentially eliminate the use of preservatives, controlled atmosphere, fungicides and potentially even refrigerated transport, altogether. Speaking to FoodNavigator-USA this week, he also noted that as produce is often sold by weight, partners using Apeel coatingsstand to gain from juicier, weightier fruits that have not lost as much moisture, providing additional cost advantages.

"It's a huge benefit. Partners just have money and quality evaporating [as produce loses moisture].It's just like us, you're not at your best when you're dehydrated."

He added: "95% of asparagus coming out of Peru today is airfreighted into the US. With Apeel, we're now able to send that via sea freight, and that's the type of transformational change that this technology is capable of."

Kroger, meanwhile, had seen the benefits of working with Apeel through trials in recent months that significantly reduced waste, he said: "That translates to millions of avocados saved every year."

Apeel is now having conversations with other major retailers and produce suppliers and will be"making some exciting announcements" on that front shortly.

Right now, the biggest opportunity for Apeel is in fresh produce, but the technology has also been tested sucessfully on a range of other foods including meat, cheeses, cut fruit and veg, he added. "They all spoil through water loss and oxidation, so we're constantly exploring the boundaries of where this technology can be used."

Produce is a living, breathing thing, even after its picked. The trick is to maintain as much moisture as possible and maintain a very delicate balance between the rate of oxygen getting in and the rate of carbon dioxide getting out. If you cut down the oxygen too much, the fruit wont develop appropriately and it will develop off flavors, and if you dont cut down the oxygen enough, youll have no impact.

UK retailer ASDA tests Apeel on clementines, cucumbers

Can fasting or pseudo-diabetes have a positive effect on aging and health? – On Biology – BMC Blogs Network

In this blog post by Dr Mikhail Blagosklonny, he summarizes the evidence in support of the use of mTORs (such as rapamycin) and benevolent glucose intolerance (or pseudo-diabetes) as a means to expand the lifespan and improve health outcomes.

As I discuss extensively in my recently published review paper in Cell Death & Disease, starvation-induced pseudo-diabetes is associated with lifespan extension and better health. Although the state of pseudo-diabetes has several of the hallmarks of diabetes, it is not true diabetes and does not cause diabetic complications. For this reason, I introduced the term benevolent pseudo-diabetes, or benevolent glucose intolerance (coincidentally, my last name is translated in English as benevolent). Furthermore, rapamycin, a drug which mimics many of the effects of starvation, prevents diabetic nephropathy and was shown to have activity against atherosclerosis, obesity and retinopathy in rodents. Perhaps, the term pseudo-diabetes may still cause confusion. Would we choose then the term benevolent glucose intolerance?

In 2006, I published an article arguing that aging is a quasi-program (an aimless continuation of developmental programs) driven in part by mTOR (Target of Rapamycin). This theory holds that pharmacological suppression of aging and age-related diseases could be accomplished by inhibitors of mTOR. By sheer luck, mTOR inhibitors were clinically available in the form of rapamycin and its analog everolimus, both of which are FDA-approved drugs used by millions of patients with conditions ranging from organ transplants to cancer. As I summarized then: all diseases of aging from osteoporosis to Alzheimers may be treated with rapamycin. Finally, rapamycin will be most useful as anti-aging drug to slow down senescence and to prevent diseases.

In 2009, a pilot study by Harrison et al. demonstrated that, even when used late in life, rapamycin slows aging and significantly extends life spans in mice. Since then, many independent experiments have further confirmed lifespan extension via use of rapamycin in dozens of mice strains and model organisms.

Unfortunately, the anti-aging application of rapamycin and everolimus was halted after dangerous metabolic effects of rapamycin in mice were reported. In a few mouse strains, chronic treatment with rapamycin can cause glucose intolerance with or without insulin resistance. Interestingly, identical warnings were also issued for ketogenic diets and even stringent weight reduction. In particular, it was warned that a ketogenic diet leads to features of type 2 diabetes.

Despite the frightening warning based on mouse research, low carbohydrate diets, including ketogenic diets, very successfully prevent and treat type 2 diabetes in humans. Furthermore, a very low calorie diet can reverse type 2 diabetes, causing remission of diabetes at early stages. How can treatments that prevent type 2 diabetes cause diabetic-like symptoms by themselves. And what do rapamycin, starvation and ketogenic diet have in common?

Insulin-resistance: two opposite conditions. Insulin resistance (IR) can be caused by the activation of mTOR and, paradoxically, by mTOR inhibition. In the first case, IR is detrimental for health, whereas in the second case it is benevolent.

It was discovered 173 years ago that prolonged fasting causes starvation-induced pseudo-diabetes. As Claude Bernard put it If a man or an animal is fasted for some time, and then given a good meal with an abundance of carbohydrate, glucose will appear in the urine (as cited by Lundbaek, K 1948).During starvation, the body does not utilize glucose, saving it for the brain, and switches to fatty acids and ketones as fuel. Prolonged fasting is characterized by low insulin levels, ketosis, lipolysis, gluconeogenesis and even insulin resistance. Glucose tolerance tests are impaired: glucose ingestion leads to hyperglycemia and glucosuria (glucose in the urine).

Starvation causes an organism to experience a state of pseudo-diabetes, which is reversible by re-feeding. Ketogenic diet and severe calorie restriction also can cause reversible pseudo-diabetes in some cases. And rapamycin (a starvation-mimetic) may potentially cause similar a condition, reversible by rapamycin discontinuation. To encompass a plethora of diabetes-like conditions that are reversible and benevolent, I introduced the term benevolent pseudo-diabetes, or benevolent glucose intolerance.

Type 2 diabetes is linked to insulin resistance. But not any kind of insulin resistance is detrimental, for example insulin receptor substrate 1 null mice and Klotho overexpressing mice both live longer despite insulin resistance.

Overactivated mTOR causes insulin resistance via a feedback loop, which can be abrogated by acute rapamycin treatment in different models including human volunteers. Acute or intermittent rapamycin treatment, like short (overnight) fasting, is not manifested by glucose intolerance. Chronic treatment with high doses of rapamycin may cause glucose intolerance in some cases. Most importantly, it was not observed in healthy humans and is considered a mild and reversible side effect in cancer patients treated with rapalogs. Given that rapamycin-treated animals and humans consume carbohydrates, hyperglycemia may be observed, but only in some cases. I speculate that in addition to genetic background, the diet determines the outcome. Humans adhere to their individual diets, while treated with rapamycin. One can speculate that low carbohydrate/calorie diets preclude hyperglycemia during chronic rapamycin treatment, even if insulin levels decrease. This needs investigation whether a combination of chronic rapamycin with a ketogenic diet and prolonged fasting will not cause hyperglycemia in mice, in which rapamycin alone does. A combination of diets and rapamycin may have the potential to maximize life extension, while minimizing side effects, even if these side effects are benevolent.

PPP rubbishes AFC’s call to extend govt’s life ahead of elections – Demerara Waves Online News Guyana

The Peoples Progressive Party (PPP) Headquaters- Freedom House.

The Peoples Progressive Party (PPP) Saturday night ruled out returning to the National Assembly to extend the life of the government, despite a fresh call by the Alliance For Change (AFC) to ensure the constitutionality of the elections is not challenged.

Needless to say, despite the rantings of the corrupt cabal, the PPP maintains that its return to the National Assembly is unnecessary and will not only lend legitimacy to the Governments unconstitutional occupation in Office, but will also provide some degree of legal cover to all the unlawful actions done, decisions made and moneys spent during this period of unconstitutionality, the party said in apparent response to the AFC which floated the idea on Friday.

The AFC noted that the PPP had previously rejected any idea of going back to the 65-seat National Assembly to give the government the required two-thirds majority to extend the life of the government pending the holding of general elections.

But the AFC, in a renewed call, urged the 32-seat PPP to give government the extension now that the Guyana Elections Commission has informed President David Granger that its ready to conduct general and regional council elections any time after the end of February, 2020.

The next constitutional requirement to ensure that the elections 2020 are held without challenge is the requirement to get two-thirds majority of the National Assembly as is required by Article 107.

We will urge the opposition to ensure formal constitutionality of that elections by giving its support in the Assembly to the extension now needed for the new set date. The opposition must not be seen to be frustrating this necessary parliamentary support, said AFC Leader Khemraj Ramjattan, a well-known civil and criminal lawyer.

Already, the United Kingdom, United States and the European Union have chided the Granger-led administration for allowing September 18 to come without the dissolution of the Parliament and naming of an election date.

The President has repeatedly stressed that he would not interfere in the work of the independent GECOM, a position that the PPP has dismissed categorically. Opposition Leader and PPP General Secretary, Bharrat Jagdeo has countered, saying that the President needs to show leadership by instructing his three-nominated election commissioners to do what is necessary to ensure elections are held in a timely manner.

Jagdeo has accused Granger of citing GECOMs independence to scuttle the holding of general elections by March 21, 2019 within three months of the passage of the opposition-sponsored no-confidence motion.

If the election of Donald Trump has proven anything, its that anything is possible. Could a Milwaukee candidate, part of a fringe party thats main interest is prolonging human life expectancy, be our next President of the United States? Absolutely not, but the U.S. Transhumanist Party, a mix of ideas that include libertarianism and sci-fi sounding future tech, hopes their campaign will draw attention to their platform.

Milwaukees Kristan T. Harris is one of the nine candidates competing to be the partys nominee for presidential candidate. Harris says that besides eternal life, Transhumanists are also interested in genome biohacking, cryptocurrency, weather modification, and creating designer babies.

All of these issues will bring up questions of ethics, which Harris hopes will lead to a healthy debate amongst Transhumanists in discussions about who will have access to eternal life, and how far we will go with artificial intelligence.

What the U.S. Transhumanist Party does is bring awareness of a very autonomous and robotic future thats on its way, Harris says. Its trying to develop ideas about what were going to do about those scenarios before we get there.

Harris works for a tech company by day and bartends at The Salty Dog, a tavern in Cudahy (and his sort of unofficial headquarters), where hes known by regulars for his passion in creating the perfect Bloody Mary with infused vodkas. In his spare time, Harris has developed an online following as the passionate co-host of talk radio show The Rundown Live, and his own program American Intelligence Report. Hes covered everything from ancient aliens to secret societies and government corruption. Milwaukee Record reported how hed found alleged occult symbolism in Veterans Park. All this has led Harris to be labelled as a conspiracy theorist, a term he shrugs off.

I always thought the term conspiracy theorist was a thought-terminating clich. It prevents people from recognizing their own cognitive dissonance or recognizing logical fallacies and its been shown in history that the term has been used mostly to cover up things they dont want people to look into, Harris argues. If someone calls you a conspiracy theorist, then nothing you say should be considered relevant.

Before Harris hits the road to the White House to challenge Trump and whoever the Dems push through, he will have to outlive his eight USTP opponents, including San Franciscan cyberpunk Rachel Haywire, St. Louiss Jon Schattke (owner of Schattke Advanced Nuclear Engineering), and an extraterrestrial-human hybrid from Los Angeles named Vrillon. Not quite as crowded and eclectic as the Democratic lineup, but close.

Harris says hes gotten along well with his fellow Transhumanists for the most part, but in the past week he has developed a rivalry with Arizonas Johannon Ben Zion, who has an institute that focuses largely on left-libertarian and techno-optimist market solutions to contemporary problems. Harris says he got along with Candidate Zion until he decided to call me a technophobe cause I wanted to question ethics of Transhumanism and he says Ill ruin the party. The two candidates clashed on the ethics of designer babies and Harriss talk of naturally extending life. Thats the key word, I said naturally, then he said I was a technophobe, that I wasnt a Transhumanist. Harris challenged Zion to a one-on-one debate, which Zion declined.

Harris held his own in an online virtual debate on September 14 between five of the partys candidates, and is spending the rest of the week campaigning in preparation for September 21, when the USTP Electronic Presidential Primary opens online. Card-carrying (or e-mail-confirmed in this caseit takes about 10 seconds to join the party by filling out a simple form on their website) members who sign up by the 21st will have a week to vote for their representative for president.

If Harris doesnt seal his partys nomination, hell be able to try again in 2024. And if the Transhumanist agenda moves forward, hell also have a chance to run again in 3024, 4024whatever millennium seems like the right fit.

The Navy’s 6th Generation Jet Will Make F-35s and F-22s Simply Old – The National Interest Online

Key point: New technologies are transforming the way the U.S. military thinks about air war.

The Navy is currently analyzing air frames, targeting systems, AI-enabled sensors, new weapons and engine technologies to engineer a new 6th-Generation fighter to fly alongside the F-35 and ultimately replace the F/A-18.

The Navy program, called Next-Generation Air Dominance, has moved beyond a purely conceptual phase and begun the exploration of prototype systems and airframes as it pursues a new, carrier-launched 6th-Gen fighter to emerge in 2030 and beyond, service officials explained.

Some important areas of consideration include derivative and developmental air vehicle designs, advanced engines, propulsion, weapons, mission systems, electronic warfare and other emerging technologies, Navy spokeswoman Lt. Lauren Chatmas told Warrior earlier this year.

A formal Analysis of Alternatives, expected to complete this year, is weighing the advantages of leveraging nearer-term existing technologies such as new variants or upgrades to cutting edge weapons, sensors and stealth configurations - or allowing more time for leap-ahead developmental systems to emerge.

The current analysis follows a now-completed Initial Capabilities Document detailing some of the sought-after requirements for the new aircraft, or family of aircraft, Chatmas explained.

Anticipated decisions about a 6th-Gen fighter balance themselves upon the as-of-yet unknown maturity of various promising new weapons and technologies nearing a threshold of operational possibility.

For instance, some now-in-development next-gen stealth technologies, including new radar-evading configurations, coating materials and advanced thermal-signature reduction are fast-approaching levels of combat readiness. Yet, absent a clear timeframe when, for example, new stealth or AI enabled sensors can ensure overmatch for decades to come, Navy developers are thinking it may make sense to push the current art-of-the-possible to the maximum extent. This challenge, explored by a Naval Postgraduate School essay called The 6th-Generation Quandry, poses the question as to whether it might be equally if not more effective to postpone formal 6th-generation development until truly breakthrough advances emerge, while pursuing advanced variants of current, yet upgradable platforms in the interim.

The 2016 paper, from the Naval Postgraduate School Acquisition Research Program, cites a handful of current systems showing significant long-term promise. The paper sites new models of the F-35 optimized for air combat, the emerging B-21, drone-launching C-130 mother ships and weapons truck arsenal planes are positioned to optimize current technological progress.

These systems, including a B-52-like arsenal plane, unmanned fighter jets, AI-empowered sensors and new weapons with unprecedented range are designed to accommodate new iterations of AI, processing speeds, software upgrades and other incremental improvements.

According to this logic, there simply might not be enough of a margin of difference in performance between the best upgraded platforms of today - and something entirely new which could be built in the next 10 years or so.

Could these upgradable systems, fortified by new-iterations of stealth technology now being woven into the B-21, themselves be sufficient to propel naval aviation superiority for decades? This would alleviate the risk and expense of pursuing something truly breakthrough in the near term, potentially freeing up funding and resources to explore paradigm-changing air-fighter technologies for the long term.

Furthermore, current sensors, avionics and weapons systems are increasingly AI-reliant, a circumstance which makes it easier to greatly improve performance by integrating new algorithms, analytics or processing speed. In effect, all of this raises the question as to whether an entirely new airframe is truly needed to achieve overmatch in coming decades? By 2030?

These questions seem to be informing the current Navy rationale, which is to look at both new airframes as well as adaptations of the best of whats available. The latter option brings its own advantages, because various industry developers are already building prototypes of 6th-Gen fighters with newly designed, stealthier airframes. Looking at applications of AI, miniaturized long-range sensors, targeting technology and drones operating with ever-increasing levels of autonomy - some contend that perhaps some of the most essential ingredients of long-term transformational technologies are, in effect, already here. This would be the basis upon which a nearer-term aircraft, drawing from some off-the-shelf-items, would be pursued.

Some of these decisions are also expected to be impacted by the success with which the Navy is able to keep extending the combat service life of the F/A-18. The Navys F/A-18 Service Life Extension Program has already extended the aircrafts initial plans to fly 6,000 flight hours to 8,000 hours through a series of upgrades. Now, looking at the airframes and the state of cutting-edge avionics, the service is hoping to push its fleet of F/A-18s to 10,000 hours.

Navy officials tell Warrior these upgrades are significant and, in many cases, can bring the F/A-18 combat performance well into the future. Some of the adjustments start with the airframes themselves; Service Life Assessment Programs look to possibly replace the center barrel of the airframe and analyze the fatigue of the Nacelle (engine coating or skin), service officials say.

The F/A-18 upgrades also add new navigation technology, digital memory devices, mission computers, helmet-mounted cueing systems, Electronically Scanned Array Radar and an advanced targeting sensor called Infrared Search and Track, As a passive sensor, IRST enables better targeting while not emitting a signal, making it vulnerable to enemy electronic warfare attacks.

All Paths Point to 6th-Gen AI

There is widespread consensus that applications of AI appear to provide the framework for the most defining expected technological progress. In fact, a 2017 paper from a 16-nation NATO conglomerate of analysts, called the Joint Air Power Competence Center, raises questions about when, and how, AI may outpace the human ability to keep up. The essay, titled Air Warfare Communication in a Networked Environment, quotes Air Force Acquisition Executive William Roper from his previous role directing the Pentagons Strategic Capabilities Office, saying AI is progressing beyond the human ability to interface with it.

For instance, smart sensors able to gather, analyze and organize vast volumes of combat information in milliseconds, using AI-fortified algorithms, are now being built into airframes themselves to combine new sensing technology without increasing an aircrafts radar signature. The absence of an external antenna, pod or structured array of some kind removes otherwise more radar-detectable structures from an airframe.

Smart sensors and smart antenna arrays with adaptive properties would be embedded into the structure of an aircraft, an essay from Jain Universitys International Institute for Aerospace Engineering states. ( Sensor Technology and Futuristic Of Fighter Aircraft, Jain Univ).

At the same time, while massive increases in sensor ranges, data-sharing and long-range connectivity will continue to bring as-of-yet unprecedented advantages to warfare operations, there are also challenges which emerge as combat becomes more networked. Referring to this phenomenon as creating clusters of embedded ISR, the Joint Air Power Competence Center paper warns of security risks and what it calls hyper-connectivity.

New much-longer range sensors and weapons, incorporating emerging iterations of AI, are expected to make warfare more disaggregated, and much less of a linear force on force type of engagement. Such a phenomenon, driven by new technology, underscores warfare reliance upon sensors and information networks. All of this, naturally, requires the expansive "embedded ISR" discussed by the paper. Network reliant warfare is of course potentially much more effective in improving targeting and reducing sensor-to-shooter time over long distances, yet it brings a significant need to organize and optimize the vast, yet crucial, flow of information.

Not everybody in the network needs to see and hear everything. There needs to be a hierarchy, and a backup architecture for degraded network operations, the paper writes.

These types of challenges, wherein vast amounts of ISR data needs to be aggregated, analyzed and organized, are precisely what AI and high-speed processing can address. Using advanced algorithms and real-time analytics, computing power can instantly identify and disseminate key moments or items of combat relevance, thereby establishing priorities and massively quickening the human decision cycle.

AI-informed combat decisions, enabled by accelerated real-time analytics, allow human decision makers to draw upon otherwise inaccessible pools of data. Algorithms can integrate new information, instantly compare it against vast amounts of stored data, and come to informed conclusions without requiring human intervention. Often referred to as easing the "cognitive burden," AI and iterations of man-machine interface, can perform time-consuming or otherwise impossible information-analysis tasks, all while a human functions as ultimate decision-maker in a command and control role. While AI is quickly advancing toward being able to discern and organize seemingly subjective information, there are many decision-making abilities and problem solving faculties regarded as unique to human cognition.

Repowering onshore wind: how ‘real’ is the opportunity? – News for the Oil and Gas Sector – Energy Voice

With the UKs onshore wind industry calling on Government to establish a new strategy for the sector, a lot has been said of the potential for repowering existing projects and whether these projects can be delivered in a post-subsidy environment.

Whilst some owners may opt to repower, in the immediate future, many are instead looking to extend the life of existing equipment.

Once life extension opportunities have been exhausted, owners will increasingly start considering repowering.

The UKs subsidy mechanism coupled with the expectation of subsidy-free renewables mean that owners will need to consider lesser utilised financing models.

The long-term, corporate PPA could become a real trend emerging over the coming years.

Repowering vs. Life Extension the current state of play

With many onshore wind farms typically having 20 or 25-year design lives, owners are keen to maximise utility of existing assets and implement life extensions of five years, 10 years, or even more, as a cheaper alternative to repowering.

Technology has moved quickly, meaning that little of a projects original infrastructure can be used as part of a potential repowering.

With the need to decommission, reconstruct and deploy modern equipment, often repowering is comparable in both cost and manpower to building a brand-new greenfield project.

Bigger and better turbines would not be compatible with existing foundations and bigger machines also mean turbine spacing and layout needs to change, adding both planning and engineering costs.

For these reasons, owners are finding it more economical to extend the useful life of projects, rather than repowering.

Opportunity for the future

Whilst less common at present, in a future where life extensions are exhausted, repowering will become a much more credible option for onshore wind farm owners.

However, challenges will remain. The current subsidy mechanism in the UK has meant that onshore wind has lost out to offshore projects considerably.

With no imminent change in government policy expected, coupled with the expectation that future renewable projects are to be delivered subsidy-free, onshore wind farm owners looking to repower will need to consider alternative financing models.

The long-term, corporate PPA could offer an attractive financing model for repowered future onshore wind projects. Gains realised through repowering at increased hub heights, MW capacity and availability, at the same time as losses being reduced, could provide investors and lenders with the price certainty they require.

In the absence of subsidies these models may also become more common, particularly amongst projects small enough to be utilised by a single off taker.

Many of the countrys biggest companies said last month that their mission wasnt just to make profits. But not all business leaders agree and, as Andrew points out in the latest DealBook special section, that reflects an existential divide for USA Inc.

In one corner: nearly 200 C.E.O.s who committed to leading their companies for the benefit of all stakeholders customers, employees, suppliers, communities and shareholders. They include Jamie Dimon of JPMorgan Chase, Alex Gorsky of Johnson & Johnson, and Ginni Rometty of IBM.

In the other corner:

Treasury Secretary Steven Mnuchin, who told Andrew at last weeks DealBook/DC Strategy Forum, I wouldnt have signed it. His rationale: To be profitable, you have to have a purpose.

Steve Schwarzman of Blackstone, who said on Monday, I know why were in business: because people give us money to manage.

The debate raises the question of what it means to be a business leader in todays environment, especially now, Andrew writes. He notes that C.E.O.s are increasingly being asked by their employees and customers to develop policy positions when there is seemingly a void of leadership in Washington.

Among the attendees of the forum: Gov. Gina Raimondo of Rhode Island; Sheila Bair, the former head of the F.D.I.C.; Steve Rattner, the Obama adminstrations auto czar; Grover Norquist, the head of Americans for Tax Reform; Glenn Hubbard, the dean of Columbias Graduate School of Business; and Abigail Disney, the philanthropist.

The central bank cut its benchmark interest rate a quarter percentage point yesterday, as expected. But theres a widening division among policymakers, which makes predicting what comes next much more difficult.

The U.S. economy remains strong over all, but the Fed will act if its outlook darkens, the chairman, Jay Powell, said yesterday. That suggests another rate cut is possible this year if the central bank thinks that the trade war will continue to weigh on global growth.

Dissent is growing within the Fed. Three governors voted against yesterdays reduction, though for different reasons: The presidents of the Boston and Kansas City Feds wanted no change, while the head of the St. Louis Fed wanted a bigger cut. The split was the biggest among Fed policymakers since 2016.

Mr. Powell acknowledged those divisions, calling it a time of difficult judgments and adding that the bulk of the committee was assessing the economy meeting by meeting.

President Trump was unhappy, since he has pushed the Fed to cut rates even further. Jay Powell and the Federal Reserve Fail Again, Mr. Trump tweeted. No guts, no sense, no vision! A terrible communicator!

Since founding the co-working company, Adam Neumann has become known across Wall Street and Silicon Valley as a leader full of unusual exuberance and excess, Eliot Brown writes in the WSJ. But his management style and antics have often rubbed many including prospective investors in a shelved I.P.O. the wrong way.

Many of the same qualities that helped fuel his companys breakneck growth in the private market are piling up as potential liabilities as the company prepares to go public helmed by a C.E.O. who looks little like a typical public-company chief, Mr. Brown writes.

He pushed for rowdy parties in the early days. He often walks barefoot around the office. In an earlier office, he blared songs by pop-star Rihanna while a trainer held a punching bag for him, and then walked around afterward while still sweaty from the exertion.

Like some high-profile C.E.O.s in tech, he hopes to live forever, according to three people who heard him say this, and has invested in life-extension start-up Life Biosciences.

He previously has instructed staff to fire 20 percent of employees a year, bemoaning the number of B players hired amid rapid growth. Managers were unable to hit the target even when they included attrition.

He drew criticism in 2016 for discussing a recent round of layoffs and then serving tequila shots and bringing in the rap artist DMC for a performance.

The telecom giant is reportedly considering a sale of DirecTV, the satellite TV provider it bought for nearly $49 billion four years ago, according to the WSJ. But carrying out such a deal could prove to be difficult.

AT&T is said to be deciding whether to spin out DirecTV or sell it to its main rival, Dish Network, the WSJ reports, citing unnamed sources.

Jettisoning DirecTV would be an about-face for Randall Stephenson, AT&Ts C.E.O. He pitched the 2015 acquisition as a way for the company to grow beyond wireless cell services.

The activist investor Elliott Management isnt thrilled by DirecTV, people briefed on the matter have said. The hedge fund, which last week began a campaign to change AT&Ts strategy, has proposed getting rid of the division, but that doesnt appear to be the firms highest priority.

There are reasons to keep DirecTV. Though the business continues to decline, it has largely stabilized, and, as the WSJ points out, it contributes significant cash flow and customer accounts to AT&T.

Selling DirecTV to Dish might not be possible, since antitrust regulators would most likely balk at combining the two main satellite TV providers. AT&Ts C.F.O., John Stephens, said at a conference last week: Thats been tried from a regulatory perspective. It hasnt been successful, and I dont know that theres any change in that regulatory perspective.

CBS, WarnerMedia and Viacom will no longer air commercials for Juul and other e-cigarette companies, David Yaffe-Bellany of the NYT writes.

The announcement comes after recent health warnings from the American Lung Association and the C.D.C., and as the Trump administration and several states are calling for a ban on flavored e-cigarettes to curb teenage vaping.

Nearly 400 vaping-related illnesses have been reported, and at least seven deaths have been linked to vaping.

E-cigarette brands have spent $57 million on TV advertising this year. Juul alone has spent more than $30 million, according to iSpot.tv.

That raises questions about the future of vaping companies, and for the merger talks between Altria and Philip Morris International.

In a Vanity Fair article adapted from Mr. Igers new memoir, the Disney C.E.O. writes of his long bond with the late Apple chief and says that their companies might have merged were Mr. Jobs still alive.

I believe that if Steve were still alive, we would have combined our companies, or at least discussed the possibility very seriously, Mr. Iger writes.

Our connection was much more than a business relationship. We enjoyed each others company immensely, and we felt we could say anything to each other, that our friendship was strong enough that it was never threatened by candor.

The extremely bad vibes of Adam Neumann – The Outline

For many years, the thinking in Silicon Valley has been that you have to put founders first people like Mark Zuckerberg were only able to make Facebook as profitable as it is today because no one fucked with them. Adam Neumann, the CEO of WeWork, represents perhaps the worst possible permutation of the founders first ideology. On seemingly nothing more than his eccentricity and ambition, he was able to raise billions of dollars to make WeWork into a company once valued at $47 billion. In a different time, perhaps one in which the market wasnt freaked out by the prospect of a recession in the medium-term future, he might have succeeded in becoming a billionaire on the back of a company fated to expire once it ran out of other peoples money to spend.

Founder-executives such as Zuckerberg and Twitters Jack Dorsey are much more well-known than Neumann. This makes a certain amount of sense: Facebook owns many of the fun or addictive apps on your phone, and Twitter is where the president expresses whatever opinions pop up in his spongy brain. Both men run publicly traded companies and billions of people use their services. WeWork, by comparison, possesses a healthy-sounding but comparatively small 527,000 members of its coworking spaces around the globe, and was this week forced to scrap its much-hyped IPO. The delayed public stock offering is a particularly bruising black eye, and it may be the best evidence yet that Neumann is, pound-for-pound, the Silicon Valley founder most full of shit without being widely known as the founder most full of shit.

The announcement this week that WeWorks long-awaited IPO was off was made amid widespread investor skepticism of the venture capital-backed office leasing companys ability to justify its stupidly large valuation, a number initially bandied about by WeWork executives and their private investors. In a webcast to his staff in the hours after news broke of the delayed IPO, Neumann told employees he had been humbled by the aborted initial public offering of his lossmaking property group, admitting he needed to learn lessons about running a public company, the Financial Times reported.

If anything, screwing up a public offering like this is merely a capstone to Neumanns nearly decade-long quest to set as much of his investors money on fire as possible. Since launching WeWork with the backing of real-estate investors in 2010, Neumann has spun a tall tale about his company, arguing that by creating something like a frictionless office-leasing experience, he was building a business that would make real estate like the software industry: not something that customers owned, but to which they would pay for access. Of course, this is how much of commercial real estate worked before WeWork existed, but Neumann was a bold personality who was able to sell investors on the idea that applying the ethos of Silicon Valley to real estate would deliver them juicy returns like the ones delivered to early investors in Facebook or Google. All that WeWork had to do was keep growing its number of customers.

This is, roughly, the logic that compelled SoftBank, the Japanese conglomerate that puts more money into tech companies than any other private tech investor in the world, to stuff more than $7 billion into WeWorks coffers in the past two years and on terms that allowed Neumann to retain majority control of the company. This also turned Neumann into one of an increasingly common variety of business celebrity: the panglossian Silicon Valley CEO whose commitment to business success is matched only by his vision for making his business a vehicle for social change. It was in this spirit that WeWork rebranded as the We company this past January, and in a widely mocked SEC filing described itself as a community company committed to maximum global impact, whose mission is to elevate the worlds consciousness.

The flipside of all this brilliant business strategery is that Neumann appears to be something of a nutcase. Born in Israel, he immigrated to the U.S. in his early 20s, starting a series of small businesses (including a failed venture to create a collapsible heel for womens shoes) that culminated in the creation of WeWork in 2010. Neumann was a conventionally unconventional startup CEO, reported the Wall Street Journal in a juicy profile of him published Wednesday; he loved partying, walking barefoot in the office, and investing his personal wealth in meaningless bullshit: Like some high-profile CEOs in tech, he hopes to live forever, according to three people who heard him say this, and has invested in life-extension startup Life Biosciences LLC, the Journal reported.

In addition to boozy corporate retreats, the company liked to arrange entertainment for its staff, bringing in the Red Hot Chili Peppers, Florence and the Machine, and Lorde, among others. Arguably this went too far, the Journal noted, as in a 2016 meeting where Neumann somberly addressed laying seven percent of WeWorks staff off before inviting a member of Run DMC into the room to perform Its Tricky while trays of tequila were passed around. A huge fan of private jets, WeWork also shelled out $60 million for its own jet, which Neumann has flown all around the globe. Neumann has also expressed higher aspirations than being a CEO: he is reportedly interested in one day being the prime minister of Israel, although that dream might be dashed after Neumann carried a sizeable chunk of weed stuffed in a cereal box on a non-WeWork private plane trip there earlier this year. Neumann has also stated his desire to be president of the world, a position he apparently made up.

Predictably, Neumann has allegedly been up to some hinky work with his own personal finances. He cashed out more than $700 million from the company ahead of its initial public offering through a mix of stock sales and debt, according to a July Wall Street Journal report, while other employees were disallowed from selling their shares or forced to sell them at far lower rates. Public filings prior to the planned IPO revealed that he had WeWork buy the We trademark from him for $5.9 million, which he paid back after it was pointed out that this is pretty grifty thing to do. Neumanns wife, Rebekah Neumann (ne Paltrow, first cousin of Gwyneth), was previously awarded significant say-so in the companys operations, according to the Journal, such that she ordered multiple employees fired after meeting them for just minutes, telling staff she didnt like their energy.

This is not a comprehensive accounting of Neumanns conduct or of WeWorks business operations; that would require something like the length of War and Peace to be sufficiently thorough. A sunny interpretation of the facts above would be that WeWork is now facing the consequences of the free market having long been shielded by the generosity of its private investors, primarily SoftBank, WeWork is learning the hard way that stock market investors are far more scrutinizing than venture-capital financiers who make their money by betting on the longest of longshots. Neumann, after all, says he is humbled, and perhaps his chastening will bring the business back to reality. Failure is the mythological lifeblood of Silicon Valley, the roadblocks that speak to lessons learned and wisdom acquired. Neumann and WeWork could return better, leaner, and stronger than ever before.

This is the inevitable optimistic spin that WeWork will put out when it returns to Wall Street for a second stab at a public offering, which it needs to do because it has debt to pay off and lenders are increasingly unlikely to give it the money that it needs. But there is no reason to buy into it. As WeWorks revenue grows so do its losses, and the strange charisma that allowed Neumann to raise seemingly endless capital before will be much harder to acquire going forward. Theres a very real chance that WeWork either combusts, or is forced to become a smaller, much less profitable kind of company, likely without Neumann at the head.

On some cosmic scale of justice, Neumann is small fry. He didnt build a social network that allows livestreamed murder, and there are no WeWork-assisted genocides that we know of (yet). But by the most primitive logic of capitalism which is that it is important for profit-seeking entities to make a profit Neumann is perhaps in a league by himself. After all, this is a guy who bought stakes in office buildings with his personal wealth and then leased space in those buildings back to his company. What happens to his company and his power next will be a test of the basic rules of economic physics. But while he probably wont get the adulation and power of a Zuck or a @Jack, Neumann himself will probably come out fine. Kind of a bummer, man.

Saudi Oil Outage Impact Not As Bad As Predicted | OilPrice.com – OilPrice.com

Oil prices have gyrated this week on conflicting reports and predictions regarding the restoration of operations at the damaged Abqaiq processing facility in Saudi Arabia. The largest disruption in oil market history led to a 15 percent price gain on Monday, but prices opened up sharply lower on Tuesday after Reuters reported that operations would resume much quicker than expected.

The outage at Abqaiq is not just a problem because of the immediate impact on production, but also because it takes much of the worlds spare capacity offline. According to Bloomberg, the most optimistic assessment puts global spare capacity at 3.9 million barrels per day (mb/d), but that includes half a million barrels of daily capacity from idled Neutral Zone oil fields, plus some optimistic assumptions about the usability of spare capacity elsewhere.

In reality, spare capacity would be incredibly thin if Abqaiq remains offline for an extended period of time. Bloomberg notes that Saudi Arabia has about 1.67 mb/d of surplus capacity, but some of that would likely need to be processed at Abqaiq, leaving it temporarily unusable. Those details are kept secret.

While a half dozen or so other countries have some additional ability to add production in a pinch (mainly Saudi Arabias Gulf State allies), much of the worlds spare capacity is concentrated in Saudi Arabia.

Aside from idled production, strategic petroleum reserves (SPR) could also be thrown onto the market to cover for an outage. The U.S. has the worlds largest SPR, and it has been the linchpin of American energy security strategy for several decades. President Trump said that he authorized the use of the SPR in the event that supply was needed to cover for Abqaiq.

The Secretary has been briefed on todays drone attack in Saudi Arabia and stands ready to deploy resources from the Strategic Petroleum Oil Reserves (SPRO) if necessary to offset any disruptions to oil markets as a result of this act of aggression, DOE Press Secretary, Shaylyn Hynes said in a statement on Saturday. However, there are problems with the SPR. As Bloomberg reports, the state of the storage facilities that comprise Americas SPR is troubling. A 2016 report from the Department of Energy detailed the decrepit condition at some sites. A large portion of the SPRs surface infrastructure has exceeded its design life and is in need of life extension, DOE said in the report. This need for infrastructure life extension, coupled with increasing deferments of major maintenance projects, has resulted in an increasing number of significant equipment failures that have adversely impacted the Reserves operational readiness capability.

Investing in a second Life Extension project is essential to ensure the long-term integrity of SPR assets and the ability of the program to carry out its mission, DOE concluded.

Also, the SPR might not be able to withdraw as much oil as it says it can, due to the rerouting of pipelines along the Gulf Coast in recent years, Jason Bordoff of Columbia University told Bloomberg.

Despite those warnings, little has been done. Instead, feeling confident (perhaps overly confident) due to the surge of oil production from shale, the U.S. Congress has deprioritized the SPR over the past half-decade or so. The crash in prices in 2014, and the rapidly growing supply from Texas and North Dakota, greatly influenced the decision to sell off oil stocks from the SPR.

Congress has authorized multiple sales of oil from the reserve, and not for some security concern, as the SPR was intended, but rather for budgetary reasons. Congress decided to liquidate parts of the SPR to raise cash. Related: A Fracking Ban Will Never Happen

The U.S. SPR used to hold nearly 700 million barrels of oil, but now holds 630 million barrels. The agency recently sold 10 million barrels from the reserve as part of the previously authorized sale schedule.

It all might be a moot point. Saudi Arabias energy minister held a highly-anticipated press conference on Tuesday, updating the world on the damage at Abqaiq. He struck a confident tone, stating that half of the disrupted output is already back online and that repair work would be completed by the end of the month. In the meantime, the country would use inventories to keep export flows continuing as usual.

If this bears out, the U.S. SPR might not be needed after all. Oil prices fell sharply on Tuesday.

However, a lot of uncertainty remains. The U.S. Defense Department plans to release details that allegedly prove that Iran was behind the attack. President Trump said on Monday that he didnt want war with Iran, but retaliation is not off the table. This story is not over.

Solon seeks extension of congressional oversight committee of CAAP for 5 more years – Manila Bulletin

Another House joint resolution has been filed seeking to extend the life of the six-man Congressional Oversight Committee on the Civil Aviation Authority of the Philippines (COCCAAP) for another five years.

Ang Probinsyano partylist Rep. Ronnie Ong filed House Joint Resolution No. 13, directing the COCCAAP to continue its mandate as provided for in Section 91 of Republic Act No. 9497, otherwise known as the Civil Aviation Authority Act of 2008, which created the CAAP.

There remains to be a lot of pressing civil aviation concerns that CAAP needs to address to date, along with other agencies with functions and projects relating to the aviation industry, he said.

These concerns include the maintenance of the Category 1 safety rating by the US Federal Aviation Administration (FAA), separation of the regulatory and operator functions of CAAP, speedy implementation or efficient operation of regional airport projects, and enhancing CAAPs fiscal autonomy, among others, Ong said.

There is a pressing need for the COCCAAP to continue its mandate under Section 91 of RA 9497, he said.

Under RA 9497, the congressional oversight panel shall exist for a period of five years beginning on March 4, 2008, and thereafter, its oversight functions shall be exercised by the Senate Committee on Public Services and the House Committee on Transportation acting separately.

The COCCAAP is mandated to monitor and ensure the proper implementation of RA 9497, review the collection performance of the CAAP and its program implementation.

Ong noted that on March 14, 2013 during the 15th Congress, House Joint Resolution No. 35 was enacted into law, extending the existence of COCCAAP for five years from March 2013 to March 2018.

Despite the expiration of the five-year extended life of COCCAAP on March 4, 2018, legislators, officials, staff, and consultants of the Senate and thr House of Representatives continued to exercise their mandate in assisting the CAAP to implement RA 9497, inspect airports nationwide, oversee the collection and use of funds and ensure the speedy implementation of various programs and projects, he said.

Continuing the life of COCCAAP for another five years will continue the Executive-Legislative partnership in the development of the overall aviation industry and in addressing the various aviation concerns, he stressed.

Samar Rep. Edgar Mary Sarmiento, chairman of the House Committee on Transportation, earlier filed the same joint resolution extending the life of COCCAAP for another five years beginning September 2019 to September 2024.

In order to maintain the momentum of work initiated by the COCCAAP and avoid an unwarranted interruption which may result in loss of data and incongruity in the results of the studies/investigation already commenced, the committee must continue to function in accordance with its mandate set forth in Section 91 of Republic Act No. 9497, he said in filing HJR No. 14.

He said COCCAAP will work hand in hand with CAAP to address the downgrading of the Philippines aviation status from Category 1 to Category 2 by the FAA and the blacklisting of the European Union, as well as to solve the Significant Safety Concerns (SSC) raised by the International Civil Aviation Organization (ICAO).

Under HJR 14, the COCCAAP is tasked to submit periodic reports of its findings and make recommendation on actions to be taken by the CAAP.

It provides that Congress shall make appropriate budgetary appropriation to fund the extension of COCCAAPs life.

Sitting at the panel are chairman of the Senate Committee on Public Services and the House Committee on Transportation and four additional members from each chamber to be designated by the Senate President and Speaker of the House of Representatives, respectively.

We grew Stuttgarter onions this season, planted from sets in the spring, and harvested them at the end of summer. However, we also have some space devoted to other members of the Allium (Allioideae) family.

One such vegetable is garlic. Garlic is classified into two types, hardneck and softneck. Hardneck garlic produces a central flowering stem called a garlic scape that is edible. This stem will, upon maturity, form the hard neck of the bulb. Softneck types grow only leaves (no flowering stem) so upon maturity, they form a soft neck.

Hardneck types have a shorter storage life, larger cloves and more complex flavor while softneck types store longer, have milder flavor and generally smaller cloves. We grow hardneck garlic, which is more tolerant of the cold weather in our Garrett County garden.

Softneck garlic is recommended for milder climates. Planted in mid-October (around Columbus Day), the garlic will be ready for harvest by mid-summer next year when approximately two-thirds of the leaves have turned yellow. Waiting until the plant has completely dried out, as with onions, will result in cloves that are over ripe and may not store well. You will find garlic bulbs offered by a number of mail order seed companies, as well as sold in garden centers.

Reading through the descriptions will help you determine which variety to grow. Sometimes statements about cooking methods or use are also provided.

Another vegetable planted in the fall for harvest the following year are potato onions. Also called a perennial or bunching onion, these bulbs grow in a clump, each bulb reaching3 to 4inches in diameter under ideal conditions. You can use some of the bulbs after harvesting and save some for replanting in the fall. My first crop of potato onions produced many small bulbs. I saved the largest ones for planting to get larger bulbs the following year.

Southern Exposure Seed Exchange (http://www.southernexposure.com) offers yellow potato onions, an heirloom variety. Similarly, shallots are planted in the fall, grow in clumps and are harvested the following growing season. Generally with a mild flavor, several varieties are readily available through seed catalogs.

Other noteworthy members of the Allium family are leeks. They are grouped into long season and short season types. For long season leeks, start the seeds indoors then move to the garden as transplants. Short season leaks can be directly sown in the ground.

Mulch plants heavily to continue to harvest into winter. Giant Musselburgh leek (listed as American Flag in some catalogs), an heirloom variety, was developed in Scotland. It is very winter hardy. As a long season leek, Musselburgh Leek can be sown in the fall, mulched heavily and then harvested in spring. But fall planting for leeks is recommended only areas that have mild weather. It may be worth trying if you live in the eastern part of Allegany County and a mild winter is forecast!

As a side note, although leeks are usually propagated from seeds, the main stem will sometimes produce bulbils (small bulb-like growths) at the base of the main stem. These can be removed and planted. If the main stem is producing a large number of bulbils, it is a sign that the leek may be past its edible stage.

Glut of new rolling stock brings challenges and opportunities for rail sector – Professional Engineering

After rail privatisation, passenger mileage increased from 18bn to 40bn up to 2016.

Although almost 6,000 coaches were built over this time, most replaced those that did not meet crashworthiness standards, so the fleet increased by only 18% and trains became crowded.

At last this situation is changing. Since 2015, train operators have placed large new train orders owing to cheap finance, franchise specifications emphasising quality, and new trains having lower maintenance and running costs. Some new franchises are replacing the different fleets they inherited with one standard type. In addition, the Department for Transport has procured new trains for the Great Western and East Coast main lines and Thameslink, while Transport for London did the same for the Overground and Crossrail.

Hence 13bn is being invested in 7,000 rail passenger vehicles, which is about half the March 2018 fleet size of 14,025 coaches. This will provide longer trains on much of the rail network, but not where the system is at capacity and trains are already the maximum platform length.

Nevertheless, in such circumstances new trains can provide extra capacity, for example by removing body-end electrical cubicles and providing wider gangways. New trains also improve service reliability when designed to maximise doorway passenger flow to reduce station dwell times and provide improved facilities for passengers with reduced mobility, power points, wi-fi, and less vibration.

Being laden with sensors, they should also be more reliable. This, together with condition monitoring stations at depots, provides remote condition monitoring to detect potential faults and unexpected wear rates. This also facilitates a more cost-effective condition-based maintenance regime.

The increase in fleet size will be less than half the new vehicles ordered. The industrys 2018 long-term passenger rolling-stock strategy predicts a 2024 fleet size of between 15,508 and 16,725 vehicles, say an additional 2,700. Although new trains will replace life-expired vehicles, this strategy estimates that their introduction will result in 4,000 surplus vehicles.

Owing to the high cost of keeping surplus vehicles in an operational condition and the need for 50 miles of sidings on which to store them, it is likely that most surplus serviceable vehicles, 800 of which are less than 20 years old, will be scrapped. These include electric trains that are now surplus due to cancelled electrification schemes.

The successful introduction of these new trains requires new or altered depots, training drivers, other train crew and maintenance staff, as well as ensuring infrastructure compatibility and possibly platform extensions, electrification work and timetable alterations.

All the above, together with the complex task of commissioning and securing safety approval for new trains, stretches available experienced personnel. New train fleets often do not work straight out of the box and infrastructure interface issues can be problematic, for example electromagnetic compatibility between trains and signalling. The new generation of trains also have software-controlled systems managing typically 5,000 functional requirements. Software unreliability during the testing can be an issue. One fleets software was at version 33 before service approval.

For these reasons, the forecast service entry dates of these new fleets are typically a year late. This can result in short or cancelled trains when existing trains are sent to other operators before the new ones enter service as the cascade of rolling stock displaced by new trains is based on contracted service entry dates. The Alliance For Change (AFC) and the Working Peoples Alliance (WPA) were Friday divided on whether overtures should be made to the opposition Peoples Progressive Party (PPP) to extend the life of the government now that the Guyana Elections Commission (GECOM) says it will be ready to conduct elections any time after late February, 2020.

AFC Leader, Khemraj Ramjattan cautioned against going to the polls without a parliamentary extension as that could result in a challenge to the elections. The next constitutional requirement to ensure that the elections 2020 are held without challenge is the requirement to get two-thirds majority of the National Assembly as is required by Article 107.

We will urge the opposition to ensure formal constitutionality of that elections by giving its support in the Assembly to the extension now needed for the new set date. The opposition must not be seen to be frustrating this necessary parliamentary support, said Ramjattan, a well-known civil and criminal lawyer.

Ramjattan said while the PPP has in the past ruled out giving support for an extension, he said it is now necessary given GECOMs stated period of readiness.

AFC Executive Member, Dominic Gaskin reasoned that government could not have sought an open-ended extension from the 65-seat House. We cannot go to the National Assembly and table a motion to extend the three-month period for an indefinite period of time. Had we asked for an extension up to, lets say the 31st of December before being advised by GECOM, what would have happened? We would still find ourselves in a bit of a dilemma, Gaskin said.

The AFC and WPA are members of the governing coalition which includes the Peoples National Congress Reform (PNCR)-dominated A Partnership for National Unity (APNU).

Gaskin said the coalition did not approach the PPP for an extension because that party had said very clearly that it would not have lent its support for a two-thirds approval by the National Assembly of an extension of the life of the government.

Executive member of the Working Peoples Alliance, Professor David Hinds said the government should remain in office until elections instead of begging the PPP.

I dont think the coalition should go begging the PPP for anything. The CCJ said very clearly that the two parties, along with GECOM, should marry principle with practicality and that was the opening for them to come together. You know, they did that. They came together and successfully named a Chairman for the Elections Commission that is acceptable to both of them but the PPP shut the door to other avenues of consensus and so, therefore, I do not think that the government should go running after the PPP when the PPP has said very clearly that it has absolutely no intention of granting that. In the absence of that, the government goes on, he said.

Professor Hinds says if he has his way, elections will be held on March 1, 2020. His party admitted that none of the WPAs ideas has been implemented by the Granger-led administration but that party preferred the coalition to govern the country. We are dissatisfied with the way they (PNCR) behaved under that but, as I said, we have seen some light, he said.

President David Granger did not hold a much-anticipated Cabinet meeting on Thursday to discuss the letter from the GECOM Chairman, Retired Justice Claudette Singh, setting out the timeframe within which her agency would be ready to conduct general elections.

Earlier than previously constitutionally due general elections were expected following the successful passage of the no-confidence motion last year December. Elections should have been held the latest by March 21, 2019 within three months of the passage of the motion.

The opposition has repeatedly accused elements in GECOM and the coalition of deliberately prolonging itself in government under the guise of the electoral management agency being am independent body and must be allowed to do its work and determine when it is ready to conduct elections.

ASC19 Conference Envisioned What The Future U.S. Air Force Bomber Fleet Will Look Like – The Aviationist

As you may already know, the Air Force Association held its 2019 Air, Space & Cyber Conference in Washington from September 16 18, where U.S. Air Force leaders shared the current status of the service and the latest news about development programs, like the official designation of the T-7 Red Hawk and the presentation of Raytheons Peregrine air-to-air missile.

One of the recurring topics of the conference was the present and future situation of the bomber fleet.

Gen. Timothy Ray, Global Strike Command chief said during his speech that right now the Air Force has 156 bombers in active service, comprehensive of 75 B-52H, 62 B-1B and 19 B-2A. The service determined that it needs 386 combat squadrons to get to a low-risk posture and research shows that, in order to meet this goal, the bomber fleet should grow from the current 156 aircraft to at least 225. Under the current National Defense Strategy, the Air Force is planning to field the new B-21 in the 2020s while retiring the B-1 and B-2 in the same timeframe. Even with the B-52 in service until 2050, the bomber fleet may not be able to reach the 225 aircraft goal.

Both Gen. Ray and Gen. David Goldfein, U.S. Air Force Chief of Staff, pointed out during their speeches that bomber aviation is in high demand due to current and future threats and due to the long operating distances that missions against those threats would require. Moreover, no other ally has a heavy bomber fleet, meaning that the US cant shortchange the bomber recapitalization. Current options to avoid the problem could see a delayed retirement for the B-1 and B-2 that would be flying along the B-21 until the latter reaches the Initial Operational Capability or, as stated by Gen. Goldfein, a reduction of the B-1 fleet to use the savings for a speed-up of the B-21 bomber buys.

Regarding the B-21 Raider current status, Acting Air Force Secretary Matt Donovan said during the conference that the program is on schedule and the first flight, announced back in July by Vice Chief of Staff Gen. Stephen Wilson, will see the B-21 flying in December 2021 from Air Force Plant 42 in Palmdale to Edwards Air Force Base, just 20 miles away, where it will join the 420th Flight Test Squadron, the same squadron that oversaw the testing of the B-2 Spirit. The Air Force said from the beginning of the program that the first B-21 will not be just a prototype, but it will be a useable asset.

Gen Goldfein said that the B-21 is the best-performing program of the Air Force and, while doubting that the development can be sped up even more, hes hoping to buy the bomber more rapidly than planned. Right now, the B-21 is slated to begin series production in the mid-2020s and deliveries will continue though the mid-2030s; with 100 aircraft on order the Air Force is expecting to receive about 10-15 new bombers per year.

The problems of the B-1B Lancer raised quite a few concerns lately, with the entire fleet grounded twice for mechanical issues in the last year. In June 2018, a safety stand-down was issued after the failed ejection of the crew following a serious engine fire, while in March 2019 the fleet was grounded again for nearly a month because of an issue with the drogue chute discovered during a routine inspection of the ejection seat. Another potential problem could derive from the fact that the B-1 was long used for a mission it wasnt really designed for, Close Air Support, which included slow flying at high altitude with its wings swept forward while waiting to be called in by troops on the ground. That type of flying is said to have caused too much stress on the wings, wing roots and sweep mechanism. All the aforementioned problems contributed to the drop of the readiness rates to just over 50 percent in 2018.

Considering the slow introduction in service of the B-21, Gen. Ray stated that the Air Force cant afford to lose any capability and that the B-1s retirement, currently planned for 2036, could be delayed. Global Strike Command decided therefore to get back home all deployed B-1s, so that freed from the heavy workload in the CENTCOM area, the fleet will be subject to less wear and tear, allowing for a longer service life. The Air Force started full scale fatigue testing on the bomber and, as stated by Gen. Goldfein, USAF leaders are exploring whether to retire some of the most stressed B-1s and divert the money saved into other projects within the bomber fleet.

Regarding the capabilities improvement of the B-1, the Global Strike Command and the 419th Flight Test Squadron held a demonstration in August 2019 of how the space inside the weapon bays can be increased by shifting the bulkhead of the forward intermediate bay. The modification, which is not permanent, allows the B-1 to carry the same Conventional Rotary Launcher used by the B-52, expanding the internal bay capacity from 24 to 40 weapons. In addition, the demonstration featured the installation of new racks to six of the eight external hardpoints that were deactivated following arms treaties with Russia. Those changes could allow the integration of hypersonic weapons on the bomber.

Lets talk now about the B-52 Stratofortress, one of the oldest airframes in the Air Force inventory that will keep flying into the 2050s, possibly reaching an historical milestone: 100 years of continuous service. The legendary bomber started serving in the U.S. Air Force in 1955 and has been upgraded through the years. The current version, the B-52H, will undergo major upgrades to meet the demands of future scenarios it may encounter and will possibly be re-designated B-52J.

The main planned upgrade is the replacement of the eight TF33 engines used by the bomber that should lead to a reduced fuel burn and a major reduction of the required maintenance. The Air Force is expecting to release a Request For Proposal by the end of 2019 and a contract award about a year later, with the final test campaign around 2023 or 2024. Boeing (B-52s manufacturer), General Electric, Rolls Royce and Pratt & Whitney are currently under contract for the initial prototype phase. GE could propose either the CF34-10 or the Passport engines, the former used by the Embraer E190/E195 airliner and the latter used by the Bombardier Global 7000/8000 business jet; RR is planning to offer the F130, military version of the BR725 used by the Gulfstream G650 business jet; PW could offer either the PW815, used by the Gulfstream G500/G600 business jet, or a life extension of the current TF33s. The Air Force is also looking forward to the sensors installed in the new engines, allowing to monitor the health of the engine and to perform preventive maintenance, in order to obtain a higher mission readiness.

In July, Boeing selected Raytheon to design a new system that will replace the current AN/APQ-166 attack radar of the B-52H. The new radar, which will be based on the F-15Es APG-82 and the F/A-18E/Fs APG-79 AESA radars (also built by Raytheon), has beaten the APG-83 SABR proposed by Northrop Grumman and already selected to upgrade B-1Bs and ANG F-16s.

Another important upgrade for the B-52 that is close to completion is the installation of new computers and communication links through the Combat Network Communication Technology (CONECT) program, that will allow the bomber to receive real-time intelligence feed and mission updates. A subsequent program is the integration of Link 16. The B-52 is one of the last US aircraft to receive the datalink, which will be flight tested next year.

Further upgrades are planned for the weaponry of the B-52. This June, the Air Force performed a flight test of a captive hypersonic missile, the AGM-183A Air Launched Rapid Response Weapon. The B-52 will also receive the Long-Range Standoff Missile that will replace the AGM-86 Air Launched Cruise Missile, carried by the bomber in both the nuclear (AGM-86B) and conventional (AGM-86C) versions. Along with the new weapons, the Air Force is upgrading the Conventional Rotary Launcher to double the number of weapons it can carry.

Last, but not least, the B-2 Spirit.

The stealth bomber has not been openly discussed during ASC19, but a report about its status was provided during the ceremony to mark the first flights 30th anniversary in August. The B-2, which holds a mission capable rate just over 60%, will continue to be a vital component of the Global Strike Command in the following years.

Northrop Grumman is continuing to modernize both the aircraft and particularly the maintenance operations, which are notoriously complex and resource-intensive, through the use of new materials and technologies. The latest, ongoing, upgrade is the Defensive Management System Modernization (DMS-M) that, according to the Air Force, aims to leverage state-of-the-art electronic warfare antennas, processors, controllers and displays to give to B-2 aircrews unprecedented situational awareness, electronic warfare capabilities, data gathering and sharing.

The upgrades will allow the Spirit to be operationally relevant until the new B-21 will be ready for service, starting a gradual transition that will see the retirement of B-1s and B-2s first and B-52s then. Considering how many times the Air Force had to change the bombers retirement plans, its highly possible that those plans may change again and the final schedule for the transition from the old bombers to the B-21 could look completely different.
