Council mulls over eco-park environmental permit

SPELTHORNE Borough Council is looking at whether to seek a judicial review over the granting of an environmental permit for the controversial eco-park planned in Shepperton.

An email seen by the Herald & News from council leader Frank Ayers showed discussions were under way about whether to submit a legal challenge, after the Environment Agency granted the permit for the site in Charlton Lane.

Sita UK, which was granted planning permission for the waste disposal plant by Surrey County Council, said the permit gave the green light for the next stage of the application process - but the borough council, which has opposed the development, is now looking at the options available.

In his email, Cllr Ayers said: "Both the council's legal and planning department are looking at the EA decision, at first glance it would appear we would have very little chance of successfully mounting a legal challenge against the EA decision, however cabinet will wait for advice before reaching a final decision."

Spelthorne Against the Eco Park group member, Brian Catt, said: "We welcome the council to take some positive action to resist the application against the plant, and there seems to be grounds for appeal."

Commenting on the permit approval, Gareth Swain, regional manager at Sita Surrey, said: Were delighted to have received the environmental permit from the Environment Agency.

"Its an important step in creating the eco-park which will treat waste in a more cost effective and environmentally friendly way, while generating green electricity to power thousands of homes.

The eco-park's batch oxidisation gasification and anaerobic digestion system will deal with 40,000 tonnes of food waste and 60,000 tonnes of household rubbish a year, and will generate sufficient electricity to power thousands of homes.

Students of Rajiv Gandhi University of Knowledge Technologies (RGUKT) have appealed to people to stop destroying forests and natural bodies, and conserve wildlife.

The students, through Power-Point presentations, explained about the threat to mankind and other species owing to indiscriminate exploitation of natural resources, use of pesticides and insecticides, and release of toxic gases into air.

Nuzvid RGUKT Director Ibrahim Khan said following instructions from the Higher Education Department, the institute management organised seminars and debates on Biodiversity and conservation of wildlife on Saturday.

Budding engineers stated that 137 species were being destroyed every day due to deforestation, and it was estimated that 10 per cent of the existing species would get extinct by 2050 if the ecosystem was not maintained.

In a debate, students P. Lavanya and D. John Kiran of PUC detailed how the flora and fauna was being killed in rivers and sea due to release of chemicals and treated water by some industries into canals and rivers. Another student P. Vennela urged people to stop using polythene and plastic material and encourage the use of cotton and jute bags to stop groundwater pollution.

She appealed to the residents to conserve rainwater to increase the groundwater table.

Prof. Khan suggested to the students to work out how ecology was being destroyed in the rural areas during Dasara vacation. He asked the youngsters to explain to the villagers about the consequences of environment pollution.

Poor investment climate hurting Bengal, says Ronen Sen

Kolkata, Oct 13:

Former Indian Ambassador to the US, Ronen Sen, said on Saturday that the lack of an eco-system is hindering West Bengals prospects in attracting investment. He was also critical of the Mamata Banerjee-led State Governments opposition to the Teesta water treaty.

Over the last one decade, I failed to find people who are interested to focus in Bengal. I honestly believe there is a very good potential in terms of skills in the State. But, everywhere there is a lack of eco-system, Sen said.

He was speaking at a panel discussion on the public private partnership model organised by the Kolkata Chapter of the American Chamber of Commerce.

According to Sen, absence of domestic investments in the State will make it an uphill task to attract foreign investors. The prolonged lack of investment is likely to lead to a situation where the States demographic dividend will turn out to be a demographic disaster.

If domestic investors are not coming to West Bengal, no foreign investors will be interested, he said.

Criticising the State Governments opposition to the signing of the Teesta Water Treaty with Bangladesh, the former diplomat said, the treaty could have improved the bilateral relationship between Bangladesh and India.

A transit-connectivity between the two countries is held up because of the Teesta Water Treaty, Sen added.

On the recent measures to attract FDI in multi-brand retail, aviation and insurance, Sen said, It is positive if you have some consensus. Unless we get our economy moving, our security is going to be affected. We should make decisions.

Responding to popular concerns he said, When foreign companies come to India through the foreign direct investment route, they are not going to replicate their business models in India.

The LCT One building in Dornbirn, Austria, is a "hybrid" building that is made up of both wood and concrete and is designed by Austrian architectural firm Cree, the Daily Mail reported.

The building assembled from solid panels made off-site from layers of wood and other materials, has a central concrete core housing its lifts and utilities.

From a concrete foundation, vertical posts of glue-laminated wood (known as glulam) provide support to hybrid floor panels made from more glulam beams that are embedded in reinforced concrete.

Made from sticking together smaller pieces of wood to create structural elements with a higher tensile strength than steel, glulam can resist compression better than concrete, but weighs a lot less and is more sustainable.

The firm claims that prefabricating the glulam elements of the building off-site, cuts construction time by half and guarantees quality and slashes the carbon footprint of the buildings.

Nabih Tahan, an architect with Cree, told The Institute of Engineering and Technology, "We want to make buildings like car companies make cars, or computer companies make computers, using an industrial process and a systems approach."

"To get good performance out of buildings, you can't keep making them chaotically piece by piece on site, cutting things in the rain. You need to design them right and have a step-by-step organised process," he said.

British architects Waugh Thistleton calculated that they avoided producing nearly 125 tons of carbon dioxide in building in what is so far the world's tallest modern timber structure, a nine-storey Stadthaus building.

The Second Avenue Subway will reduce overcrowding and delays on the Lexington Avenue line and provide better access for residents of the Far East Side of Manhattan. An estimated 200,000 passengers will use the Second Avenue Subway line daily.

A total of nine heavy-duty transit escalators will be installed to ensure safe and smooth People Flow at the 96th Street Station. The escalators are specifically designed to meet the heavy use and demanding conditions of public transportation. In addition, each escalator will feature an energy-efficient sleep mode which reduces the escalator's speed when no passengers are travelling, allowing the MTA to minimize total energy consumption during inactive periods.

Passenger train service to the new station is scheduled for June 2014.

KONE will install the escalators by late 2015. The Second Avenue Subway project is expected to be complete by December 2016.

Legendary Green Man Grown into Super Hero by Eco Comics

Publisher Eco Comics has today announced the launch of a comic book series featuring one of the most iconic and prolific characters from myth and legend, the Green Man.

For over a millennium carvings of the Green Man have spread throughout churches, abbeys and cathedrals across the UK and Europe, and can also be found in the USA and Canada.

The publisher says: "Green Man has come to represent the environmental movement and our endangered eco-system, and so has more relevance now than ever. It is therefore fitting that his comic book debut will be entirely paperless and published by Eco Comics".

Eco Comics has released the first issue exclusively on a variety of digital formats in order to have minimal negative impact on the environment and wildlife.

Green Man #1 is by the British team of writer Chris Bunting and artist John-Paul Howard.

Nine delegates from three countries at the annual meetings of the International Monetary Fund and World Bank checked out cutting-edge developments by one of Japan's electronics giants Wednesday, including energy-saving and environmentally friendly technologies.

Four delegates each from the Solomon Islands and Nicaragua as well as one delegate from Bolivia visited Panasonic Corp.'s global communications and technology hub in Koto Ward, Tokyo, where the firm shows off its latest technology and products.

With Panasonic putting much of its focus on environmentally friendly products and energy-saving and management solutions due to tough competition with Asian rivals in TVs and similar products, much of the 90-minute tour was related to the environment.

At the "eco ideas HOUSE," where the firm has a model living room, kitchen and garage equipped with a full range of environmentally friendly products, Panasonic demonstrated its HEMS home energy management system.

Home appliances are connected to each other as well as energy storage devices and the system provides a graphical representation of energy consumption levels. The owner can manage the use of electricity depending on the situation, such as switching the power source from a utility to the home's energy storage system.

The tour participants listened intently to explanations of the energy management system and observed products like a fuel cell, a lithium-ion storage battery and a home recharging stand for electric vehicles.

After the tour, they had a brief chat with Panasonic officials. They said energy and environment-related issues are priorities in their countries and are curious to know how much it costs to build a HEMS-ready house.

Alberto Guevara, governor of the Nicaraguan Central Bank, said he was impressed with the technology, but he isn't sure when they will be introduced and become standard in his country.
