GTA IV EFLC - Water Level Tool - PC
Flash flood in Liberty City! I used a mod/tool for GTA IV that allows you to edit the height of the water. From a small flood to over the top of the tallest building. You can make the entire city vanish beneath the water. Or you can remove all the water by setting the level below 0. I had the water level set at 25 in this video.
